good evening everyone okay oh i know we're in the chamber but let's try this again good evening everyone i am councilwoman mary sma irvin serving the beautiful city of north miami in district three the best district ever you know um and to the resident um listening as well i want to wish you a Happy Jewish American Month. Happy Asian American Month. Did I get all those? And then we are wishing you a happy Haitian Heritage Month. As you know, in the city of North Miami, we are blessed to have a melting pot, a very diverse community. And one of our communities is the Haitian American community. And so we're taking the time out to celebrate all of the communities that I've mentioned to you just now, but in particular our Haitian Heritage Month. Our theme this year is Tête Ensemble, which means That's the exact translation, together. We're all together, right? But tonight, I will, and also I'd be remiss to say that we have a beautiful committee which we'll talk about, and I'd just like to acknowledge our chair of the Haitian Heritage this year, which is none other than Steve Marcellus, and he is also, he's our... transportation manager. Thank you. And I'm sure you'll hear from him. But before we invite the committee and we invite Stephen to speak, we have a special presentation as we do. We have a special presentation tonight. And I am honored to talk to you about an artist. This artist is Louis Rosemont. He is an international recognized Haitian post-war and contemporary artist celebrated for his vibrant folk art. He specializes in primitive native style, which is characterized by flat perspective, highly detailed imaginary, and brilliant jewelry-like colors. His most famous subject includes densely populated tropical jungles featuring Precise illustrations of wildlife like lions and giraffe and elephant. He has noted that these scenes represent the paradise that he remembers Haiti being during his childhood. Vibrant art scenes like showcasing local people, busting outdoors market and abundant arrangements of fruits and vegetable. His background is he was born in Port-au-Prince. He is completely self-taught, having dedicated himself to painting and music at the age of 16 without any formal training. His artwork has been displayed in international exhibition across Venezuela, Puerto Rico, and the United States. His paintings are held in prominent private collection, including those of King Juan Carlos of Spain and Pope John II. Now based in Miami, he continues to create art and has previously taught students of all age. His large scale of fresco can be seen locally on the Miami Beach Botanical Gardens. So today we would like to recognize Monsieur Louis Rosemont, if you would come up please. So the city of North Miami recognize you for your outstanding artist contribution and celebrating the Haitian cultural through our vibrant and inspiring artwork. Your creativity and passion continues to enrich and inspire our community. And this is presented to you on the 12th day of May. So before we unveil the art, I didn't even say bonjour, bon après-midi, you know? Bon après-midi, everyone. Yeah, okay, you know, just a little bit of Creole. But anyway, we'll go ahead and have you say a couple of words about what your art is before we unveil it.

Hello, everyone. Thank you for coming. This has been an amazing journey so far. Haitian heritage means so much to me and my heart. I was raised by both parents of being Haitian and I learned the culture through them. May 18 is my birthday, so Flag Day. So with that being said, definitely come out to our Haitian Flag Day. and say happy birthday to me. But again, you can't do it by yourself, unless you're Kobe. But yeah, you can't do it by yourself. I have a team, my committee, they're here for me, making sure that we can get through this month. And so everyone can enjoy themselves. We're trying to bring the culture to North Miami, which is already here. So we're just trying to enlighten it for the most part. But again, I thank everyone that's up here for believing in me, for being the co-chair, and thank you.

While they take a picture, I just want to remind, and I'm sure we hear some of the announcement, there's a lot of activity. We just, some of you attended the, we had a workout with our chief on Saturday. That was a lot of fun. On Thursday, we had compact classes at Griffin Center. We're going to have a bike ride on Saturday. We're going to have folklore on Thursday. We're going to have cooking on next week, Wednesday, I believe. We have... a small business workshop so we have story time with the vice mayor um tomorrow so there's a lot we're going to have story time with the elected clerk there's a lot of activity almost two or three activities this week so please come out and support um and and learn about the the culture as well thank you we're going to take a group picture and

Good evening, everyone. Vice Mayor Cassandra Timothy. I was getting ready to say my address, but that's for a citizen forum. But it is it's today's national. Well, this month is also National Public Works Week. But tonight I have the honor of recognizing some of our public works employees who have retired and sadly retired because there are some of them that I'm very, very close with. oftentimes you'll encounter people and you know especially working in the city you encounter a lot of employees but there are some employees who are literally sent from heaven and they are angels walking in this building and i've had the honor of knowing a couple of them and when you call on them they answer they respond to residents they're unplugging um drains and they're just Like I said, I know it starts in parks, but public works is where it really gets done. So tonight it's an honor for me to present these certificate of recognition. First to Lorraine Williams. For 31 years, 31 years of dedicated service to the city of North Miami, your professionalism, your expertise, your craftsmanship. Lorraine can build anything. Lorraine, you look like you're already, you came from on the cruise or something.

I am speechless. And I'm sad that you decided to retire, but I know it looks good on you because you look real rested. But tonight we honor you and my office will also be sending you something as well to celebrate your 31 years of dedicated service to the city of North Miami. We appreciate you. We love you. And although you're gone, you're never forgotten. You're not too far. So I know, you know, I call you a little bit for a little, you know, you know, he still works. He still works. But thank you, Lorraine, for all that you do here in the city of North Miami. And we recognize you tonight. The next one, when I tell you angel, angel, Hasan Vahid. Uh-uh, Mayor, you can't take my thunder. You can't take my thunder over Hasan, okay? for 33 years of dedicated service. Hasan still wants to come to work, y'all. Even after being retired, he still wants to come onto the yard. But Hasan, you are an angel. When you be called, you answered. Hasan has gotten residents drained and so forth. Works with his entire heart. So we thank you for your years of service. And like I said, my office will be doing something because I personally know all of you. And I thank you for the work that you've done in the city of North Miami. It does not go unnoticed. And I love you.

Vice Mayor, I must say just one line. When I was 16, as you all know, I started working here in the city. And Hasan, I think, was at Parks. And one of my first assignment working here, and in fact, we met while I was on the YOB board around 15 years old. But at 16 years old, I started working with Hasan in 1996. 97, 98. So that's how long since I've known and worked with her son in the great city of North Miami, because I'm almost here for 30 years. So thank you, my friend. No, thank you.

The next one caught me on surprise because we were actually on a mission trip together in Europe. And I was like, what, you're retiring? But Jack Dominique, our city electrician, we honor you for your 23 years of dedicated service and steadfast commitment to excellence. Job goes beyond and beyond for this city. We love you. You serve this city. You serve your church. You served your community well, Jack. And I hope you enjoy retirement. And I love you. And last but not least, Matthew Hefferman. And we honor you for your 12 years of dedicated service for the city of North Miami. The work that you all do, the senior electrician, thank you for keeping our lights on in the city of North Miami. I know the AC is not working on the first floor, but that's not him, y'all.

That's the, right? I remember you, right? Right?

But when I tell you, I so enjoyed the public works department. Sometimes my mom would come to their public service week and we'll provide rice and food because of the work that public works do. The work that you guys do from the water plant to the streets, it's just maintaining our city. It sometimes does go unnoticed, but we notice you and we thank you and enjoy retirement.

I appreciate that.

Good evening, my name is Kevin Burns, Councilman for District 1 and it gives me the privilege of presenting a proclamation. on behalf of the City of North Miami for the National Safe Boating Week. For those of you who know, we are a waterway here in South Florida. Just this past weekend at the Hollover Marina, 15 people on a boat, there was a fueling incident. The boat exploded, there was a fire, people got hurt, transported, some are still hospitalized because they're still trying to determine what happened. And as the summer is about to kick off, it's weeks like this that brings awareness to us. Whether you have a jet ski, whether you have a water board, whether it's a little boat or a big boat, safety precautions out here. We have hundreds and hundreds of boats registered here in the city of North Miami. And so what this proclamation does is that we recognize that it's a very important and popular recreational activity from coast to coast. We honor the U.S. Coast Guard and the National Safe Boating Council, along with the federal, state, and local boating partners to encourage all boaters to practice safety and enjoy America's waterways responsibly. So on behalf of the mayor and the city council, I would like to present this proclamation to Natalie Bunning from the Coast Guard Auxiliary. Please come forward. Would you like to say a few words? Good evening, Mayor and Vice Mayor, Council Members, members of the community. Thank you, Mayor, for recognizing National State Voting Week and issuing this proclamation. Every year you hear about boating statistics and the increases in deaths. We'll get last year's statistics next week during National Safe Boating Week. Last year, deaths did go down a little bit from the previous year for power boat operations. However, with paddlecraft, Those deaths keep going up. And when I say paddle crap, I'm speaking about paddle boards, kayaks, and canoes. So many people die from that, and it's because they're not wearing a life jacket. They think, you know, I can swim, everything's gonna be fine. They go out kayaking, they capsize, and they can't pull themselves back in the kayak, and they end up drowning because they tire. Those deaths are going up exponentially every year. And regarding the power craft deaths, There was that haulover incident. There was also this week an incident with a diver being killed by our powerboat because someone wasn't observing the diver down flag. If you're at the helm of the boat and you were born after January 1st, 1988, you're required by law to have taken an eight hour boating safety class. And this goes for being on jet skis too. So a lot of people don't realize you have to have had this class. Education is very important. Education saves lives. More than three quarters of the people who died on power boat accidents, they drowned. And most of them were actually good swimmers. So wear a life jacket. Don't consume alcohol when you're at the helm of the boat because that's another contributing factor to boating accidents. Be aware of the weather. Make sure you have the proper safety equipment on board and take a boating safety class. Thank you again.

Yes, it is that time of year again where hurricane season is fast approaching. Anyone who's lived in South Florida for quite some time knows that it begins June 30th. So we are here stressing the need to prepare. This is why we're here. I can assure you, I know we've been fortunate the last couple of hurricane seasons to avoid any major impacts, but let's not rely on fortune alone. Let's get prepared. I can assure you that your city is preparing. At the direction of our manager later this month, we'll be finalizing our preparations as we'll be conducting an interdepartmental emergency preparedness exercise that's going to test our readiness, our ability to respond, our coordination to ensure that in case of any emergency, we are able to protect and serve our community. In furtherance of that, also some of our officers will be attending HOAs later this month. And we'll be talking about hurricane preparedness. So we urge you residents to come out, discuss, get involved. But more importantly, prepare. Start preparing your emergency supply kits. Start preparing your damage mitigation equipment. All that stuff is we need to prepare now. Let's not wait till the first named storm comes. You guys have done it. You go to Home Depot and the lines are out the door. So now is the time. As always, if you need more information on emergency preparedness or hurricane preparedness, you could always just Google City of North Miami emergency management. On that site, you'll have links that will have supply kits that you can build at home, evacuation routes and things of that sort. I got an alert, and I'm not gonna take too long, because I want this to be over before certain time. No, I know, not until nine. No, this is important. I got an alert regarding an article that was published bashing our city regarding one of our parks. And when I reached out to the manager, someone reached out to me and I didn't get the manager at that time. And then I started trying, well, I read the article. It was very misleading. And they stated that they got in touch with us. That was one of the reasons I wanted to talk to the manager to find out when did this occur. I wasn't aware of it, but they mentioned in the article they're trying to reach me, which everybody knows for the last 12 years. I am one of you who has my cell phone on the phone on my business card. Everybody has my number. So that did not occur. That's number one. And our ex administration, did they was there any request that came in? I don't think that also came in in terms of that. But I was I need to be we need to be very careful. We represent a body that. we represent the people of the city, and we all are elected to do what we do. I was very, very, not disturbed, I don't want to use the word disturbed, but a little bit bothersome to see. I saw they got in touch with you, Councilman Burns, because the week before, the particular item that was mentioned in the article was an item that I had briefed by the manager that was supposed to be heard and it got pulled away in terms of what's been going on. Prior to the new director of parks coming in, even two years prior, Christine Carney was here. We talked about doing the repavement and doing the pavilion at Enchanted Forest Park. So it's been something that's been on the radar and we lost the director. We left. So it's been ongoing. And to see that um folks were saying that we was not paying attention to the park it was just sitting there um it was very um not not something someone representing the city the best light of the city um would see and especially and i was getting ready to emailed and and called the publisher of the lrn whoever the um and i don't know who's that reporter who wrote that but that was really a fake news in terms of what happened and and i i think we need to be very mindful we all here doing our best we represent the city and in any image that's one of the things as mayor People may say whatever they wanted to say about me or about my leadership, but I've always know that we represent the entire city no matter where we go. North Miami carries with us to see that and to see the response that somebody's trying to make it seem like We, the administration, myself, or any members up here, which is all of us, it doesn't have to be in our district, it's all of us that are represented, that we would not see one thing and then we would just leave it like that. We need to be please be careful in terms of what we say to the media or how we portray, because I did get some calls from residents that was asking questions, and I had to tell them, no, that was totally untrue. I have not heard from the reporter. And I would have told the reporter we had a discussion about one particular thing regarding that was supposed to be, that got delayed. And so there was movement. So the fact that that was reported to to the lrn whatever that newspaper is a community newspaper is it was totally inaccurate and i want to say that about my city in terms of that um with that being said we are going real quick we got one minute madam vice mayor i had said in terms of citizen form is open and then that was my report citizen form is open seeing none citizen form is somebody's yes come on up come on up yes we are open

Thank you, Mayor. I know it was mentioned, but just want to reiterate that the same day that we're hosting the tree trimming workshop will be also the same day that we're doing extended city services in the city of North Miami. So for all of those who've been waiting for the tree trimming program, I'm sorry, it's been a long process working with the community planning development department and staff, but they have been working very hard to make sure that we perfect it before we go out and you, you know, you hear from us saying that we can't trim your tree. But on the 19th of this month, we'll be hosting the workshop as well as an initiative that I've been working on for the past two years. I've heard time and time from residents where they want to pay for a rental or they want to sign up for summer camps, but our hours are only from 8 to 5 and most times people are working from 8 to 5. So this initiative is to offer services, whether it's building permit services, community planning services, after hours for you know a lot of our residents who work at you know at five um so that they can reach city staff we'll be hosting these once a month coinciding when we have board um meetings that you know whether it's boa or planning commission so the dates may change so please stay tuned to all city channels and i think it's alberta's birthday happy birthday alberto is it oh i sold your thunder city manager Well, you know, we go way back.

Every day we read about all these new bills that the governor is signing off on and how they're affecting local municipalities will it be possible for you to put a spreadsheet together or have something for us because there's so many things that are happening so fast having to do with everything from permitting to to flood to to what we can do or can't do as a municipality. So you know it firsthand what's going on, but if there's a way for us to all get on the same page. Sure.

A couple weeks ago, myself and Jennifer from my office attended a Florida Bar Workshop on that. So we do have some materials. I will provide it. Most of these don't go into effect at least until January of 2027, which is why we haven't started yet. But yes, there's a lot. enjoy these last couple of celebratory events.

Yes, we know it's it's it's yet we won't be able to have any more months on Haitian heritage month et cetera we've been proclamation that next year.

Also if you we can get for something that's taken effect right away or pretty soon I think July one is the building permit. However since North Miami we are a flood zone for almost the entire city we that they're part of that bill that exempts flood zones so I'm already starting to get questions about it and when getting real good clarification about that I don't want people thinking that. they get to go and spend $7,500 without getting a permit.
