2:04 – 2:48Speaker 1

uh call this session of the North Kansas City Planning Commission to order. Uh first item of business and make sure I talk into the microphone is approval of the February 5th agenda. I motion we approve the agenda for February 5th. Second. All in favor? Yes. Same. Uh where' my pen go? Found it. Okay. Moving on to number two. Uh approval of minutes of the December 4th planning commission meeting. Any questions, discussion? Do I hear a motion to approve?

2:47Speaker 1

So moved. Second. Second. All in favor? Yes.

2:53 – 3:47Speaker 1

C. Moving on to comments from the public. Any questions from the public? Hearing? None. We'll move on. Uh regular agenda items. We are going to table PC 20260201. Uh we'll be scooching that back to the March 5th planning commission meeting. Any interested parties are invited to attend that meeting at 6 PM. Uh this item and notification of the public hearing will be advertised according to our ordinances. Uh so putting a pin in that until next month and moving on to regular agenda items. Number four, uh, discussion for the master plan update progress.

3:44 – 4:59Speaker 1

Good evening all commissioners. And right in front of you, this item is really, um, just an update for the progress that we have made for the master plan. We have um, made up a name for it. It's going to be called Northtown 2040. and thank um commissioners Hannah John and our chair Drew uh for participating in the monthly meetings and nail down on the name. We do have a few logos that we have proposed and discussed. We're gathering uh quite a few different opinions on this from both the staff side and the planning commissioner side. We have talked about this largely in the NKC core team. Um there are two options that has been um nailed down at this point or been narrowed down. They have been included in the memo. Um one of them look like they have um my city administrator called a snowcon and the other one I I say that's a position destination point and the other kind of design has um my also city administrator called half chips at the casino. poker chips.

4:56 – 6:23Speaker 1

Um, so it has a half circle over there with uh different fonts and different colors. Um, there will be a variety of colors when we push out for marketing. So the color hasn't um been set stone yet just because when you do marketing materials, you will have different background that will need a different alternatives for that. Anyway, I think what we're asking tonight is for a discussion between you all and let's um pick our favorite logo so we can start our marketing and branding. A lot of items were pending on this logo right now. Um I would like to hear your opinion and then we can move forward. And alongside from all the logos and names, we have already started our engagement plan. There is a public engagement plan that has been submitted by our consulting firm and staff is reviewing and editing it. There is a parking study that as we have contracted out um it will it is undergoing right now. We are at the very initial stage of gathering feedback and data. So if anyone knows anybody have concerns about parking whether it is in the downtown area or the residential or our traditional business area just let us know. reach out to us. We are giving everybody a one- on-one interview at this point. So, this is why Phil Boyd is sitting here. Yeah.

6:20 – 6:48Speaker 1

Uh so, nice to meet you, Phil. If you know anybody who doesn't have concerns about parking, that may be a shorter list. So, start assuming everybody. They need to hear they need to come to staff so we can hear them. That is uh where we gather the official opinion. But thank you for advertising for us. Um, I think moving forward this is the time for you guys to discuss on the logo and hopefully we can get some feedback.

6:46 – 7:38Speaker 1

Real quick before we open it up for discussion here, ju just to sort of recap our meeting from couple weeks ago, two weeks last week. Last week time means nothing. uh the B on page two the bottom row of logos I believe and and correct me if I was if I'm wrong here was adapted from the logo in the middle of page four uh second row in the middle the 2040 northtown and we had some feedback about the points on that compass uh not quite making sense. And so the ones that we get in page two are that with the points removed is does that jive with your memory issue?

7:37 – 8:21Speaker 1

Yes. Okay. Precisely. Okay. Just a little bit of background there. Uh any comments from commissioners? Uh so just to clarify since I was not at the last meeting, this is the logo for the the master plan, not for the city itself. That's correct. Okay. Uh very good. And I'll go ahead and throw my uh preference is that is the top left one um with the bo the block fonts and the I think it's a a good strong logo option. Just so if I understand right, you're talking about the one with the destination bubble, right?

8:19 – 9:01Speaker 1

The snow cone. Yeah. Black font. Snow cone. Okay. This uh we call that a tweet light. A what? a twit light fun. Oh, because all right, this look really really dark, but it's actually a twit light. It's not a perfect black. Yeah, it's it's not an absolute black. It's hard to see once when you print it out. It looks pretty Yeah. Yeah, it looks really dark. Um my only input I think I'm also leaning towards the the top left, the the red. I don't know what it is about the red. Maybe it's just too much fast food colors. They use a lot of red and yellow in fast foods. if you drive down Armor Road, it just want us to be a little bit more uh In-N-Out Burgery a little bit.

9:00 – 9:36Speaker 1

Yeah, that's that's just what struck me at first glance. Um so that's that's why I favored the top left. I think those colors uh Shu had talked with the public about those colors and uh they were like the strong like all three the darker the red and the orangey yellow were kind of like the top chosen colors that people were interested in based on like what we've had before is kind of on the back page like the teal and was this when the Chiefs were doing well probably no they had already been eliminated

9:33 – 9:50Speaker 1

had they I honestly think This printer had adjusted the color a little bit itself cuz this one looks like a tangerine when we see it on the screen and it turns out to be really red

9:47 – 10:32Speaker 1

and I I call this a hot tangerine and then the other color I called it a marry gold that's like a more of a yellowish tone over it. So maybe what we could do is probably we should define a color. We have a color scheme over there and then we can go ahead and maybe give a little bit different shades um after we gather the initial input from you all. What I heard is we don't want this to be too red. We want it to be a little more kind of orange and yellowish tone, but we're No. Oh, no. Oh, okay. You want it to be really red. I mean what what I see on the screen is I mean is So there's there's an orange here and there's a red here. Yeah,

10:30 – 11:05Speaker 1

this is the red, right, that we're looking at. That's the one we're That one to I mean to me that one looks good. This one looks good. Yeah, I I wouldn't fight to make it more orange. Orange is a terrible color. No offense, Megan. Okay, good to know. Can you talk a little bit about where we expect to see these logos? Like obviously it's going to be on the front of the printed plan. Yeah. And on like the leave behinds or whatever. But can you does it absolutely help any of the other commissioners to think about where they're going to see how big will it be displayed like on giant billboards or

11:03 – 12:39Speaker 1

of course great question over here where we going to see these logos and the colors. So, we're going to separate the logos and the colors a little bit because you might see the colors throughout a lot of things. Might not see exactly the logo. And I'll bring this one up for why. Uh, but just on page five, these are initial proposals. So, we have not select the old teal color that makes us bring us back to 1960s. And we dropped that kind of a industrial blue as well. Um, that's the kind of navy bluish color. And we ended up with getting that very dark black, the twilight kind of dark color. We think that's a very boat color throughout the whole thing. And that's a number 25 3439. I wish we can shorten these numbers. I don't know why. Um and then at the bottom, those are supplement colors or contradictory colors to that color. So we have not decided to move forward with the first one, which is like um lush grain. That's the AAB738. This is one of the colors we currently have. And the same with the orange. That's the number E47825. So these are the colors we currently have right now. And people are getting tired of them. And we think there are some issues with the brand itself when it doesn't stand out when you're trying to be bold. So that's why we ended up with a good contradicting color to that twilight color. Then we ended up with those two on the right. One is that um F7A 91B. Gosh, we really need to shorten the number of these colors.

12:38Speaker 1

Let me just give them a name. Merryold and tomato. That's what's up. Perfect. And so Margo

12:45 – 13:30Speaker 1

tomato and twilight was the ones we finally ketchup. And these are the colors that will be on all the branding including all the letterhead, all the printed documents, the survey and the colors will be on all the items including like the landing page, the website and our swags. So, we will have a lot of public engagement component that we're going to try to attract the public into the input, giving us the feedback and input. And we have like a two-day sharet exercise. All of that said, and a lot of these colors will be used in everything that you can think from clothing,

13:27 – 14:17Speaker 1

papers, pens to the final product. So, and tablecloth, a lot of those. So this is why we're trying to get a bold color that we can catch people's eyes right away. Uh this by no means have any connection to the city's color of its current logo or the future logo. If the city decided, oh this actually turned out really good. We had a good pioneer. If they wanted to do a rebranding for the city, they can look at it at that time. But there is no um budget. There is no plan to rebrand the whole entire city's component at this point. Uh so we're really exploring with this item right now, but you will see a lot of these colors being defined on our advertisement and and details like that.

14:16 – 14:52Speaker 1

And if you want to wear these three colors, we will make it. There you go. Don't tip me with a good time. Follow-up question. Yes. Um the use of again missed the meeting is the last time 20 240. Um is that because this plan will persist through 2040 is the so typically on a master plan has a life cycle about 10 to 15 years thinking about it this way and we're like 10 years okay north 20 26 that sounds like a little lengthy and hard to remember.

14:50 – 15:28Speaker 1

Yeah. So we're projecting a number that we can round up and also it will be easy for branding. So that's why we're and by the way once when this uh product is down it's supposed to be 18 month process for the final production of it. So it's probably going to be 2027 anyway. So we're getting close to 2040. So we just brand it this way northtown 2040. Yep. And I believe I asked, "Does anybody have any other better proposals than throwing a 2040 there?" Uh, and it was a radio silence. No, it's a good idea. It helps people remember that we're planning for the future,

15:26 – 16:03Speaker 1

more than just a couple years. I think that's what some of our previous master plans have suffered from is like a a relatively shortterm vision of projected time, not thinking out what could the corridors look like, what could things look like. So, this is I like that. I appreciate your comment. Yeah, we're trying to remind people this is a long range planning. Maybe what we can do right now is very limited, but think about if you have 15 years down there, 10 years, what would you like to see the city change and improve? That's a good point.

15:59 – 16:37Speaker 1

Any more? So, I heard the feedback from um I think two three Byron um mayor Drew because I think you initially picked this one, right? This logo. I think I picked Yeah, the one on the bottom on page four. So, yeah, I I'm in favor of uh on page two, the top left corner one would my vote as well. And maybe I'll just to hear what um council member Connor and what Hannah, you guys all think for this one.

16:34 – 17:15Speaker 1

I'm kind of indifferent on the color, but I like the concept of the blockier ones over the more handwritten ones. Probably easier to read as that font gets into more stuff. Okay. You know, I picked the handwrit handwritten one, but I can be outvoted. Um I mean, I don't mind the block. I like that it's symmetrical, I guess, and it's all the same fits within the same width. So, I can go with it. I like Now that you said it's a poker chip, I don't really know about it. Does it look like a It really does look like a poker chip. I'm just like, well, we we are associated with a casino.

17:14 – 17:57Speaker 1

Yeah, if we didn't have one in our city boundaries, that would be different. But it it might be a conflict of interest, but it's Yeah. I'm just like, well, now since without the I didn't really like the points like you said on the compass because it looks like it's pointing west instead of north. But um yeah, I can be persuaded to the block letters. You know, I'm with you because I I picked a handwriting one too and I was told the handwriting one when you go down to marketing and sometime it could be very challenging. Say if we're printing out the street banners, it will be kind of hard to read itself. I was like, "Yeah, that's actually Yeah. And usually more straight lines are easier to read for people who have lower literacy." So,

17:56 – 18:41Speaker 1

yeah. Um, the the actual 2040 in this logo, I noticed there's other iterations of it. I'm curious about this like up down up down look. Now, we might be getting deep into the weeds, but um why do we end up on that one versus more of a block like kind of like in the logos um middle bottom there? Uh just 2040 block versus the beep boop bop boop. Oh, that's true. I do like just the 2040. I'd prefer if everything's just going to be a block just to be square it off. Kind of align the bottom with the letters in town. Got it. So, we wanted everything to we maybe wanted to 2040 just look like the second rows like that 2040. So, that kind of fun.

18:39 – 19:13Speaker 1

Okay. I can tell you why. Because I said, "Let's make this a little jumpier." Ah, because you guys voted me out for the hand one. Sorry. Whole different vision. So that's why in a field followed my direction. Well, yeah. It almost looks like 2040, not 2040. You're right. 24 dot or something like I don't know. Beep boop bop boop. You are exactly right. Be a good tagline. This isn't going to translate to camera, but are you trying to say don't extend it down like past that blue line?

19:10 – 19:54Speaker 1

I think so. Yeah. Like I would kind of And no, I'm open to that being either way. I'm not going to die on that hill, but the if we have a 2040, we're using the second like the bottom rows 2040. I would like to see that uh the bottom of the numbers line up with the bottom of the word town. Got it. But again, yeah, we'll do that. I won't I won't get too upset either way. No, I won't. I already got voted out once. Okay. It won't hurt to vote out twice. Um but yeah, so these these are always fun to kind of let other people to get their two cents, three cents, four cents into the logos because you know there are things a lot of things I would not consider. So thank you all for the input.

19:53 – 20:29Speaker 1

Y can we can we talk briefly about the parking study? Yes. Uh did we settle on uh dates for Ty Land coming? I have emailed them. I have not heard back. Okay. So uh Tyling is supposed to be in town for collecting some um real life data. And what we want them to do is to pick the date where we do have a big basketball or football um game at the

20:26 – 21:09Speaker 1

the high school north. And in this case, we will not be able to make it to the football season. So, right now, we have the basketball season. And I looked into the schedule. There are a couple of them. I think they could potentially make it. So, I emailed it to them. I haven't heard back from them. I'm about to follow up tomorrow to try to nail the dates down. That's where we're at. Very good. Any other questions regarding to the update? Not. Thank you all. Thank you, Shu. Uh, moving on. Any comments from staff? I do. Here's the reason why Phil is here today. All right.

21:07 – 21:52Speaker 1

Phil passed his plan review. Oh gosh, it's a long name. It's a ICC plan examiner, BC, B3 exam. It's a very challenging exam. And he made it the first time. That a boy. Maybe because I threatened him. if you don't if you fail, we're not going to we're not going to pay for it. You're going to reimburse us. Yeah. But he passed it. So now he's officially our plan reviewer and he's capable to review both residential and commercial. Um we will adjust his workload in the future. But if you see him, say congrats to him. Uh to be fair, he was very capable before passing the test, but this now codifies that. Way to be.

21:50 – 22:31Speaker 1

Well, he's still doing his probation time. Okay. Congratulations. All right, that's it. That's all the comments from staff and sorry about the um agenda num number three. We will meet again in March. If you could or could not make it, please let Megan know so we can make sure we have a quorum. Very good. Sounds good. Comments from commissioners. Thanks for the work that went into the all the iterations of the branding. I don't know. Was that you, Phil, doing all that? Thank you for that.

22:28 – 23:11Speaker 1

All right, two kudos for Phil. Yeah, go Phil. That's right. Phil day. If you want inputs on swag, I think No, I just said it's Phil's day. Oh, yeah. If you want inputs on swag, I think hats would be great. Just throwing it out there. I haven't seen a good city hat in a while. Do love hats. Summer's coming. Good time to have a hat on. Can't always wear the same shirt, but I can wear the same hat every day. I'm thinking bucket hats. I mean, that does sound pretty good. Lawn mowing hats. Yeah, let's get some baseball hats though. Yeah, I mean some something, you know. There you go. Top hats. Fedoras.

23:11Speaker 1

All right. Okie dokie. I adjourn.
