Good evening. Good evening. We'll begin uh this council meeting. I'll call for December 18, 2025. Council meeting to order. Please rise for the invocation uh in the pledge of allegiance. May we bow our heads. Father, we thank you first of all for allowing us to see another day. And Lord, we thank you for having our hearts and our minds open uh so we can do the job that you would have us to do. Father, please continue to lead, guide, and direct us. Let us have passion and understanding. And most of all, Father, let us continue to lean on only on you. Your wisdom will take us to the heights that we've never seen. Let us continue to serve our city and continue, Father, to bless us. All these blessings we ask in Christ Jesus name we pray. Amen. Will our director of planning and zoning please come to the front? Tim McCall. Whereas in 1872, the Nebraska Board of Agriculture set aside a special day for the planting of trees. And whereas this holiday called Arbor Day was first observed with the planting of more than a million trees in Nebraska. And whereas RBA is now observed throughout the nation and the world. And whereas the city of North Charleston recognizes the importance of trees as a renewable resource, a vital part of our environment, providing numerous benefits to the community, including improving air quality, impro improving water and soy conservation, and providing habitats
for wildlife. And whereas trees in our community provide enhanced storm water management and water quality by absorbing excess rainfall, filtering storm runoff and providing shade to cool runoff to prevent and prevent heat shock to the aquatic environment. And whereas trees in our community increase property values, enhance the economic vitality of business areas, and enhance the quality of life. Now therefore, be it resolved that I, Regginal L. Burgess, mayor of North Charleston, do hereby proclaim December 5th, 2025 as Arbor Day.
Um, I didn't plan a specific uh address uh as it relates to this. Uh I've felt that our uh you know trees are important to uh just the overall quality of life within the city of North Charleston. Uh we do have a tree protection ordinance. We have uh you know staff that are are responsible for the protection of trees as well as for the care of trees. Uh those are uh the requirements to become uh a Tree City USA. uh this proclamation and the celebration of Arbor Day is uh the other elements of that application and uh this is a way for us to be recognized for the work that we do in uh tree preservation, tree you know culture uh uh growth and uh you know the there's an oak tree on our seal. So, I just felt that it was important that we be recognized for the work that we do and it was an opportunity to to do that. So, um if there's nothing else uh or any questions, I'm happy to answer that for you.

A resolution authorizing the city of North Charleston to accept the 2025 Larry Firefighters Foundation grant award. A proposal award for the installation of the Eagle roster in the Park Circle Grass Lot for the amount of $279,000. A request to approve equipment purchase for the Carer Avenue Wellness Center gym equipment in the amount of 1,1487 to the Charleston Fitness Equipment. The request to approve the modification of the existing Axon taser contract request to approve speed humps on SCOT Road Dare Drive in District 3. in a request to approve the transfer of $83,426 of the 202425 home funding from Cooper Crest, South Carolina LLC to West Loft South Carolina LLC.

Um myself, Dr. Danway Paisley, um we did end up getting you something. Sorry we couldn't bring it up in time. Um but I've done about 12 to 15 ride alongs and it is known by all the police officers that I've made contact with and talked to that they are very proud to have you as their police chief. And that goes uh with the executive staff. They talk highly about them and that's from your direct leadership. So I want to thank you very much. Um, I think that you probably don't get as much credit as you deserve. Um, but thank you for everything you and your team are doing, Mr. Mayor.
Yes, ma'am. May I also say to Chief Kamancho, uh, it's been a pleasure working with you. Uh, you're truly a man of honor. You're a man of your word and you really fight hard to bring the community together. On the behalf of District 3, we appreciate your service. We appreciate the service of your staff and we appreciate you, mayor, for having the thought about well-being of hiring such a wonderful chief of police. Thank you so much. Thank you.

Um Mr. the mayor, I just wanted to propose that we look into uh a date for in early 2026 to have a retreat um for council members so that we can strategize. We can assess and address issues and topics that we've not been able to resolve over the past year or two. We have a new council member coming on board. I think that will help drive our efficiency and make sure that we can align our um road map for the future. Yes, ma'am. I concur with you 100%. Um and we'll reach out to the municipal association um representatives so they could be there as well so we all can be on one accord uh for 2026.
We can work with madame clerk to provide us a few dates. I think we need to set aside adequate time so that we can fully discuss matters. Yes, ma'am. Madam clerk got that. Thank you. Anything else?
