Oh, Jose, I started a new position. So I am officially already started a new role elsewhere. I went into the private sector and I'm helping with the transition right now and helping Lily. She's on vacation and there's a bug going around the office. I was sick for a while. She was sick. So a lot of time out of the office. So a lot of us, the two of us really need to catch up on how to do everything and trainings and everything. So I'm helping out in the meantime, which is why I'm here tonight. But yeah, I'm leaving.

Bittersweet. It's been such a great run. But I can't say I'm not surprised because I knew you'd be snatched up somewhere else. But congrats. That's awesome. Thank you. We're going to miss you. Um, I, I don't know what the plan will be and what the future will look like, but as of right now, um, you know, we have to finish out the year with everything that's going on in December. Um, so I'm still on, um, you know, when I can, because I work hybrid. So I'm able to kind of pop in and show her how to do a few things and, um, do a couple of things from home that she needs, you know, newsletter, social media, you know, things like tonight, um, communication stuff, marketing stuff, if need be. So I don't know what the future will hold, but, and what the plan will be, but for now, you know, just trying to make sure, because really the two of us were kind of operating, you know, with everything as, you know, as we do with everybody else from staff as well, you know, how small it's been.

I know. Sorry. Okay. We're waiting for a commissioner because the first item on the agenda is for him. So we're going to go to 4B. Jose, that's yours. It's a discussion regarding the neighborhood crime watch.

Yeah, no, appreciate it. It's just something that came up. I'm constantly thinking like, hey, I'm on this board. What can I do to... provide some value to the community, right? And one of the things that I think has come up recently, look, I don't want to be an alarmist because let's face it, we live in a great city with a great police force. We have minimal of any crime, right? But lately I've noticed there's been some incidences like on Facebook and in our neighborhood, there was someone who came in and jumped a fence and someone was chasing him with a gun. And it just got me thinking, What happened to the crime watch we used to have? I remember like probably five, seven years ago, my neighbor who Mario, who's now moved over to 360, he had started it on Cutlass. I remember we had a couple meetings. So I just think, you know, with the growth we've got coming in, maybe it's not a bad idea to reignite our neighborhood crime watch. Again, not to – the last thing I want is neighbors going, why are we starting to crime watch? Is there stuff going on? It's more just like have something formed so that – Preventatives. Yeah. And with your help, Jessica, come in. I remember the way we did it last time is we came in and we did – like each street had a captain, right? Or someone that was on that street was like, hey, I'm the guy for Cutlass that's going to hold the – you know, bi-monthly meetings or one meeting every six months or whatever, just so the neighbors can get together, talk about, you know, best practices and things that, you know, if you see something, say something, stuff like that. I think not only will it, you know, create some much needed structure, you know, with our neighbors, but also promote neighborly behavior. Right. So it was just a thought. And I was thinking that maybe, uh, for, we start on treasure Island, the main residential streets go from like South treasure down to mutiny, put something out there that says, Hey guys, you know, uh, we're, we're restarting the neighborhood crime watch, uh, Is there any volunteers? We're looking for street captains for streets on South through Mutiny. We're going to have a meeting on such date. Get together. I can hold the meeting and bring everybody. You come, Jessica, and you just talk about it. And then we just each street captain kind of does their own thing. So, Jessica, you know much more about this than I do. So I'll defer to you. But there's a section that came up. So any thoughts or any feedback there would be appreciated.

Yeah, and I actually appreciate you bringing this up. Right now, the only active streets is in North Bay Island. I have Miami View Drive and Coquina. There's a captain on each street and they're active. They have hosted meetings. And whenever I have community advisory flyers, I send them to them and they distribute in their group chats. I will be more than happy to put together a flyer to promote Crime Watch and Treasure Island. There is a new Crime Watch, which is called Crime Watch Apartments, that they also are offering in the apartments. So the way it works is whoever is going to be the captain of the street will contact Crime Watch. I will give them the contact information for that. The person I work with, his name is Lyrics. He's great. They will schedule a meeting. Usually it's in the afternoon, six-ish, seven o'clock. He will come and then I will also be there with the chief and several officers. And he will, you know, he teaches techniques to reduce the risk of being victimized at home. He teaches crime tips. We'll also have officers there to provide stats as well. And after that, um, that's been established, then signs can be posted at the corner of each block, uh, crime watch, um, um, signs that'll say, um, you know, if you see something, say something. So I think it's great. I'm very happy that you're bringing this up because I tried hard to reach out to, you know, people that I know, and there hasn't been an interest, but I'll be more than happy to put together a flyer. We can promote it. we can begin this. And yeah, I'll be more than happy to start it through the fire.

And by the way, this is at no cost to the residents or to the city because it's all funded through Crime Watch. There's no cost for the signs. There's no cost really for the meeting. It's just the meeting's hosted at someone's house or You know, if that's not available, then we can probably host it at Village Hall. But it's something that I've tried to push. So I'm happy that you're bringing this up because it's something that I think it's important to have. Like you said, you see something, you say something. And, you know... We can't, us officers, we can't be there at every corner. So it's with the residents' help, this will be, it'll be helpful for us to assist us to deter crime.

And it also helped, you know, with, you know, resident police relations and things like that. Seeing our police force out at these meetings, I think was great. And then, you know, we could, so I can help. Let me know. We can take it offline. formalize something, but I can, and I can host the first one at my house. I'm putting the tents out in front yard, whatever. But I think it's good because it's not only just the, you know, potential crime, which I don't think there's much, right. There's, there's an incident on Facebook recently where someone was like, some weird guy was in someone's yard and then our incident, but it just seems like it's, it's time to maybe revive it. And, and I'm glad to help in any way. So let me know how I can help.

By the way, I also after I host a hurricane workshop, usually in May. After that, I usually host a North Bay Village crime watch meeting and lyrics comes and he also provides information. And he was also out at National Night Out. providing pamphlets, information. So I try to involve crime much as much as I can in the police events. But if we can do this, it would be great.

Let's do it. I'd love it. And I missed National Night Out and Spooktacular this year because I was traveling with work. So sorry I missed the night out. But yeah, I think it's a great idea and count on my support and anything I can do to help.

Right. I have a question. I've never dealt with, um, crime watch. So can you give me like an overview of what is, how, how's it run? How do the residents run it?

So, um, the first step is the, whoever's going to be captain. So it's by, by streets. So for instance, Cutlass. In North Bay Island, the streets that are active are Mamie View. There's a captain there and Coquina. There's a captain. So they contact, they're the ones that they have to contact Prime Watch directly. They say, hey, we want to host the meeting. They schedule a meeting, and then LARICS from Crime Watch contacts me, and then I'll have the officers attend. And then LARICS provides information, tips, and then we also, as the Northeast Village officers, provide tips and statistics of what's going on in that particular area. Once after that meeting, then the Crime Watch has been established for that block, and signs will be posted and the captain will organize a group chat either on WhatsApp or whatever their choice is. And, you know, it's a group where if, again, you see something, you say something, something is posted, hey, you know, I'll be out this day. Can you just make sure you keep an eye on my house? Or I saw something suspicious. So they share information. They contact us. And it's more of a say something, see something. And it helps us because, like I said, we're not there on every single block. So it's more of a partnership with the residents and North Bay Village Police Department.

Yeah, and it's one of those things, too, sorry to interrupt, is that not only just the potential crime, which I don't think we get a lot of, but every now and then something happens. But also like the short-term rentals. I've noticed there's a couple houses on Cutlass that have short-term rentals that people are coming in sometimes around the holidays or Labor Day or whatever, Memorial Day weekend. There's all these big parties and things are happening. The kids, I leave my car unlocked sometimes and I'll come out and Some kids have been in my car for sure because they stole my phone charger or whatever. Things like that. It's summer. There's definitely higher activity with the kids not being in school. So I just think it's good to have that program. So, yeah, just to add some more context there on why I think it's a good idea. But, yeah, that's interesting to see. And, like, you mentioned some things, too, like... starting a group chat, which I don't know if that's, you know, always the best thing. Cause then you get a lot of people chatting back and forth, but maybe it's a good thing. And then like, we just recently went on vacation and I told my neighbor next door, Hey, we're going to be out. And this happened while we were on vacation. So like, and he sent me the video and stuff like that of this person climbing the fence and all that stuff. So I just think it's a good idea. And yeah, we'd love to see how we can help get it kicked off, at least on the residential streets here in treasure. Yeah.

Right. And again, it's not it's not For a particular island, the group is per street. So Adventure can have one, Cutlass. So it's per street that has their own crime watch group. So for instance, you, Jose, you want to be the captain. You'll be the captain of your street. You will manage your group track. So that way it's more of a specific area versus the whole island.

Yeah. And the goal would be to get one on each street, right? Maybe three or four, but, um, so cool. Yeah, that's, that's great. And it's kind of seeing, and maybe we update the signs because their side, there's a sign on the cut list says neighborhood crime watch, but they're kind of old and rusted and stuff. So maybe we.

Yes. And, and so once the group, once the, the, the group is established for each, um, you know, um, street, They will provide the signs. Like I said, it's no cost to the residents or to the village. And they'll post the signs on each corner. And it's, you know, when there's things that are visual like that, in a way, it kind of deters crime. So I think it's great that you bring this up because I have, I've tried to... I've tried to get captains, but there wasn't interest. But I'm very happy that you brought this up because I do think it's important. Like you said, the crime rate in North Village is low in comparison to our neighboring cities. But it is a good tool to have. And like you said, you create a group chat, you post things, whatever's suspicious, and you let your neighbors know. And then in turn, they let us know.

And does the program work equal for apartment buildings? Because there's a lot more density, of course, of people living.

Yeah, well, that's why I had mentioned. So Crime Watch has a new program, which is called Crime Watch Apartments. And same concept. Whoever is interested in being a captain will contact Crime Watch. I will provide the information of the person I speak, the person I deal with at Crime Watch. His name is Lyrics. He's great. He's amazing. He will... schedule the meeting the each um apartment building will will host the meeting and same concept he'll come we will come we'll discuss you know tips um stats um and then he would and they will also provide since it's new I don't know what kind of um signs they will have for the apartment buildings but there are signs for the buildings as well. So it is also available for apartment buildings, condo buildings. So again, you know, this is something that I will be more than happy to assist in bringing to the village because North Bay, the only one that are active are North Bay Island, which are two streets. So I'll be more than happy to assist in bringing this to any building or any street that wants to bring it.

Yeah. And I know you helped me over at my condo too when we put those signs up that we were having our issues back in the day at Treasures around the kids crashing into our pools and all that stuff. So I think that helped. That sign that basically says you have the right to arrest anybody. It's very intimidating. So that was good to actually implement it. And thank you.

Thank you. You were one of the ones that spearheaded the project. We had signs, but they weren't up to date. And we were able to redesign the signs and make the process where we have an MOU where the property manager or an authorized person for the property signs the MOU. then you guys purchase the signs, they were posted, and it's something visual where people see it. And if our officers are around there and they see something suspicious, they're able to enforce the Florida statutes to either trespass the person or arrest them for trespassing. So it's another program that I think it's great to have. Fortunately, we haven't had that many And with your that building in particular, I believe it's it's gone down. So it again, the visual signs do in a way deter crime or deter any suspicious activity.

Yeah, next topic. We'll go backwards. First, let's record. Susan came in at 6.50 for the record. Yeah. for a discussion regarding the vacant West Treasure Drive property and its intended use as a future park and that was mine and I think Commissioner Cook can address that yeah absolutely um any questions about the park it's uh we're planning to do a small pocket Park and kayak lunch in that in that area Oh, you mean the property that's over by the water, I'm assuming?

Right.

Yeah. Yeah. Can you tell us how far along the process is?

We're a little bit delayed. We were hoping to get the big field ready by January, but the deed hasn't been transferred over yet. There's just been a little bit of a delay with our attorneys and their attorneys. So we're just waiting on the paperwork to be completed. So that's been pushed back until about February or March until it's completed. Once we have the paperwork in place, then we have to. Work with a contractor and start getting the fields ready for use and then we can open it up. So it's probably going to be around early springtime March, I would say.

So first go, it's going to be practice fields for the soccer. Is that right?

Yes, exactly. And then I'd love to take feedback from all of you, from the board, on what else you guys would like to see with that space. Because we definitely don't want this to be a soccer field. Just to be clear, this is going to be a park. That would be overkill. Yeah, we've got plenty of soccer fields with... with the AFA project. So we're open to suggestions, whether it's a kids' playground and park, whether it's, you know, I've heard people say swimming pool. I've heard all kinds of suggestions and ideas, but would love to hear from all of you. What is the location of the park? North Treasure. Yep.

Yeah, like 100 meters from my house, which so I'd be- Yeah, next to me. I have a pool, but I'd be in favor of a community pool just for the community. I think it'd be great to have one out there. So I think more mixed use, like the more we can get out of the property would be the best since we have such limited resources here. So I envision like a park, maybe with a little run track around it, a little playground off to the side, maybe a place where people can come grill out or something. I don't know. That may be too much. But somewhere where community can come together, right? And it encourages neighbors to come, families and, you know, not families alike. So it's kind of, that would be my suggestion. You mentioned kayak launch. Are you talking about the other

It's the other property, yeah. That's down the street. It has to be, yeah.

Yeah, that's going to be a little bit further along because we have to demolish that house.

Yeah, that was going to be my next question. I believe that house is still there. I don't normally look in that direction.

So my suggestion for that park would be some open space, definitely, because there's no, like, really open spaces where the kids can just run and play. And everything is, like, the playgrounds, and they kind of take over the whole park.

Yeah, and we already have enough playgrounds. We already have enough playgrounds. I think so. So, like, yeah, I mean, it could be just a park with, like, a little – you know those circuit – like, you go to a park and you see those, like, machines that you could go up and do some exercise. I know we may have some of that with the new – field that we're having over by the school. So maybe that'll be duplicitous. We don't need that. But I think that'd be, I'll think about it. I think if I have any ideas, Vice Mayor Cook, I'll definitely run them by you. And maybe on the next meeting, we can discuss that further. But yeah, I'd love to see that area turned into something where the community can come together and

some shady spaces where you can just go and relax. It's not a playground. You could go there.

You know, like maybe we reserve a little spot over there where we do a community or that would be perfect actually.

So I know people were saying a small dog park because the dogs here on treasure, they all go in the middle of treasure. That's where all the dogs go in the middle of treasure house. And those two little pieces of land.

Yeah. I would think, you know, a small part for the dogs, but I think it'd be more, not that I'm not dog friendly, I have three dogs myself, but like, you know, it probably could help curtail some of all the poop you see on the sidewalks because I mean, I walk these streets often and I don't think I can walk five feet without seeing a chunk of poop somewhere it's like you know it's it's it's horrible so maybe that would help so community park areas where you can grill um small little dog park small little garden community garden area or something like that so we're talking like when is the the afl project supposed to be completed i don't remember anybody know more or less uh june

Yeah, AFA must be completed by June. Yes, by the end of June.

I have a couple things from Lily event-wise. This Saturday is the... Commissioner Acosta sponsored a watch party at Moda this Saturday starting at 5. That's for the Holiday of Miracles Boat Parade, which is... From the Jackson Health Foundation. At the Chabad, there's a menorah lighting on the 15th for the first day of Hanukkah. Winter Wonderland is on December 17th. I think that's a Wednesday day after commission meeting as well at Vogel. She's doing ice skating. It's going to be the main event. And then if there's anything else that you need, you can reach out to her when she's back. Okay.

We're going to have ice skating at the Winter Wonderland event?

How do we end up with a Wednesday? That's what she says, ice skating. I don't know if it's real ice or if it's... It's that fake ice, the one that's on wax. It might be, yeah. It might be. I'm not sure which way she's going with that, but...

Either way, that's cool. We had talked about that once.

Yeah. We had that years ago, and we had talked about it, but it had gotten super expensive. I guess she found one that was... that wasn't so expensive. It's pretty cool. It's pretty near the same experience.

Yeah. And then just looking at a couple of things now, it looks like this Friday is the dance in Vogel. I don't know if any of you guys ended up going to that. That's the one from the instructors at Faraheim. That was his initiative. So it looks like we've done three of those. The last one's this Friday. This is the one that the vice mayor sponsored.

How well attended were they?

I'm not sure. You'll have to ask Lily and see if she can get some numbers for you. But I got a lot of likes on social media. That's for sure. And then we're bringing back movie night. That's via the Y and it's going to be on December 13th. And then there's Parents Night Out as well, which is a couple dates, one in December, one in February, and one is April. And it's like an hour or two where you can drop off the kids and they get entertained while you can do whatever. And that's all under the Y.

And the Village is paying for that?

This is all part of the Y, so it's all paid under the same with Summer Camp. Same contract?

Yeah. Well, that's cool. Those are some nice added things. Where's Movie Night going to be?

So I think that'll be a Saturday. And then the parents night out for December is the 19th. I think that's a Friday. Friday before Christmas.

Can you tell us about Halloween now for those of us that weren't there?

Oh, it was amazing. She had a big pumpkin inflatable that you would go into the mouth and then that was where you would go into the audience.

Yeah. And she had different rooms. So it was like the witch's room, like a scary carnival where Francois was dressed up as a crazy clown, scaring the kids. Susan, she was a live scary baby doll clown.

person and in the scary creepy baby room or whatever that was and graveyard and vampire room and the kids loved it there was a line like around the block the whole night my nephew's way sorry i missed it you had to rub it in two and twelve they loved it yeah no it's the first year i've missed it like in like seven years so i was traveling so but i'll make the next one yeah and it was a ton of work

Yeah, all the staff. I mean, it was Frank, Janice, Lily, me, like just everyone coming in. I would have volunteered for the haunted house.

Yeah, I would have volunteered to dress up and scare kids. I love that. So that would have been fun.

So we initially were planning on doing some fraud workshops for the month of November and December, but we were tied up with mandatory training and a couple of funerals that we had to attend to for some three fallen officers. So we are rescheduling the fraud workshops for January. And for January, February, March, we are planning on doing a bike rodeo. Commissioner Costa has been kind to donate towards community policing to do several events. So we're going to be having an event that she is hosting in February. And we are also going to be doing a pet adoption event Um, we are a big, um, dog lovers. So chief would like to do a pet adoption day. Uh, that's going to be probably in March. Um, we have something we're trying to work for the month of December, but I, I can't share the details yet. Cause I'm still pending approval on that. Um, so that's what I have so far. Oh, and a, uh, uh, um, sorry. A canine CPR class that Mamie Dade Fire Rescue, they created a class, a CPR class for canines. That's cool. Yes. I actually took that class earlier this year, and I invited her to come. uh, do the class for our residents and she graciously accepted. I'm just waiting on her, on hers, um, to let me know when she's available to host the CPR class, um, earlier next year.

That's very cool.

Awesome. What's the bike rodeo?

The bike rodeo. I, um, we actually hosted it about two years ago. It's, it's going to be with commissioner Costa. She's going to be fitting the kids with, um, bike helmets. I'm going to have JB bike, um, store come out, they'll look at the kids' bikes, make sure the height of the seat is proper to the child's height. And the traffic unit is going to do a little setup where they'll be able to ride through it. And of course, we'll have refreshments. So that we're planning on doing mid-January, if not the end of January.

That's cool. Yeah, no, my girl's got bike helmets during the summer camp as well. We still use them, so that's awesome. They're much more into skateboarding now, but we still bike a lot. So what date is that?

Yes, we're shooting for January. I have to finalize the details with the chief and with Commissioner Costa. She's going to be doing the helmet fittings. Again, this is one of the events that she's sponsoring with me, with the police department. And we'll be providing helmets and JB Bike Shop, which is located in Miami Beach, they come out and they check the bikes. So once I have that date, we'll start sharing on social media. So we're targeting around the end of January.

Yeah, we know JB. I know JB's. That's where I go from. They're amazing. Yeah, they're pretty cool. Yeah. So that's awesome. And then the last thing, the pet adoption, I'm going to try to keep my daughters away from that day because the last thing I'm going to do is come home and already have three dogs, especially if they're giving away cats because they want a cat. And I'm like, you're not getting a cat.

Yes. I tried to have the Miami-Dade Animal Services at all my events. We had them. um last year two dogs were adopted we had them at national night out and we plan on having just an event for for dog adoptions so more details to come soon but um we're super excited about that event because we've never had an event like that in north bay village awesome all right good stuff um so we have any public comment i'm sorry go ahead jose

Well, while Vice Mayor Cook is on, any update on the 5K? I never heard anything. I know that you were planning on doing it in conjunction with Miami Beach. Did that ever come around?

Yeah, we're still looking into that. I'm going to the Miami Beach, one of their board meetings this upcoming, in a couple weeks. So I'll have more updates by the next meeting.

Okay. Yeah. I was just thinking about that. I hadn't heard what happened there. I think it'd still be a good, I still think we should have a North Bay Village only 5k, but you know, baby steps, I guess there, but I think that that would be great to promote fitness and community engagement. So cool. Thank you. And then lastly, Susan, I know in the last couple of calls I sent over the the gardening program the i forgot the name of the lady who presented to us i think you said you were going to follow up did you by any chance follow up or get any traction with them sorry can you repeat that i tried to take off the microphone and i took off my headphone Oh, no, no worries. On one of the previous board meetings, I had had one of the ladies from, I can't remember the name of the program. Somebody help me out. I was like, I don't remember. Grow and learn or whatever. But she really great presentation on how like they help communities do classes and workshops on proper gardening and all that stuff.

Yeah, I think it was too much. Her prices were really high.

Okay. And that's what I remember looking at too. It was kind of, well, I just want to see if maybe you made any more traction than I did. But considering we may have a community garden in the new park there, that could be something we revisit. But I was just curious to see if you were able to get in touch with her. So thank you. Sure.

but I do I want to say I love the idea of a community garden and a dog park because I mean my dog has passed but I had a dog for my all of eight years that I've lived there and yeah I mean that island needs a dog park and with some shade because that's one of the big problems too of walking dogs around there's not a lot of shade yeah and that's why you know a treasure gets such a mess because it's the only place that it's free

Yeah, it's the only place to go.

Yeah, so I think the dog park would be a nice spot. And within the dog park can have places to sit too, right? Or maybe benches outside of it for people that don't want to go inside of it.

Yeah, that piece of land is pretty big. You can make a small dog park and I don't think it'd have that much of an impact. It's still a big area.

I love the idea of a pool. You know, I have a teenager and I know these kids have always struggled with somewhere to go. I just don't know if that space is big enough to do a community pool.

Yeah. Yeah, a community pool, exactly. There was a pool on that property when it was the condos, but it was pretty small.

It might not be big enough to do what we would want to do.

Yeah, to do it right. For a small space, a water sprinkler may be more practical. A splash pad.

A splash pad, that's a great idea, a splash pad. Instead of a playground, this way we can have open space and trees. That's a great idea, Francois. I'm going to write that down. splash pad. Okay, so there's no public comment, right?
