City Council - Regular Meeting

Good evening. I'd like to call the study session of for the city council of North Augusta, South Carolina for February 23rd, 2026 to order. Um it's good to see everybody. It's nice to see our our newest resident Rigins here. Thank you all for being here folks and always Miss Winsik is always a pleasure. Thank you. Okay, at this point I'm going uh turn over to our city administrator, Mr. Jim Clipper. Is there anything in particular you want to So for the city council members uh because we'll be having the council offsite on Thursday. Uh we're going to do the agenda review at the offsite on site there in Greenwood. uh you have a hard copy of the staff department details there before you and we'll have no focus item this evening uh and you'll get uh a fair amount of deep dive uh discussions on the focus items on Thursday when you come up to Greenwood uh and we'll have an agenda published for you by close of business tomorrow. Uh but we'll have aside from the agenda review, we'll also have a discussion about our FEMA funding uh and some strategies to move forward on that. And the the line share of the discussion on Thursday will be about uh capital project sales tax for strategy. So you'll have uh some fiscal guidance that we'll be seeking as a staff uh that you can provide uh and that'll be a bit of a workshop if you will uh with some you know rank order rank ordering and prioritizing some of the projects that are still out there and you'll get an update from the staff about uh how much funding is still available within the capital project sales tax line. So that's going to be the meat of what you all be u discussing on Thursday when you come up there. Uh and subject to any feedback I have from council. That's all I have for the study session portion of uh tonight.

Okay. Very good. Thank you. Okay. We have no focus item tonight. And I want to read a notice of assembly for members of city council for retreat workshop. Workshop date February 26, 2026. The location is Greenwood, South Carolina. On Thursday, February 26, the mayor, city council, and staff will be traveling to Greenwood, South Carolina. The purpose of this workshop will be to consider funding strategies for current and future capital project sales tax funds and to review parks and recreation facilities and future investment. This workshops being held off site out of the city to have mayor, council, and staff together for discussion with minimal distractions. Since a quorum of council members will be present in Greenwood, this will constitute a meeting as identified by the Freedom of Information Act. However, there will be no votes or formal action by the council during this presence in Greenwood. This will be an open meeting the public may attend. Uh the location will be the Arts Center of Greenwood. That's on 120 Main Street in Greenwood, South Carolina. We will uh begin at 9:00 and we expect to be uh back to North Car North Augusta by 6:00 p.m. Any additional individual or media number members desiring additional information relating to this gathering by the council should contact our city administrator James Clifford. So, we'll be posting this. Jamie, our city clerk will be posting this on the website. Right. So, we have officially made it. Um, there we are. Okay. Um, at this point, I'm going to ask um well, I'm going to read this. So, we will be at the request of the city attorney. We are going to go into executive session, discussion of negotiations, incidents to propose contractual arrangements and proposed sale or purchase of property, the receipt of legal advice with the legal advice relates to a pending threat or potential claim or other matters covered

by the attorney client privilege, settlement legal claims or the position of the public agency and other adversary situations involving the assertation against the agency of a claim. This discussion specifically relate to Riverside Village. Do I have a motion to go into executive session? So moved. That's Mr. Buck. Second is Miss Carpenter. Okay.
