Uh moving on to the executive session announcement. Uh March 28th council had anformational executive session. Um, April 6th, April 9th, and April 13th, we had executive session about personnel and legal matters. All right, off to public comments. Secretary, do we have any comments? All right, Paula Quinn.
I part my head down. I'm reading. Good evening, council members and Burl officials. My name is Paula Quinn. I'm a 17-year homeowner and resident of Norristown, Pennsylvania. I'm here to address ongoing parking enforcement failures and safety concerns that are significantly impacting my neighborhood. Over the past year or so, I've made multiple attempts to contact the Northtown Police Department regarding these issues. I've called repeatedly, left been transferred, left messages, and on one occasion, someone was dispatched, but there have been no consistent resolutions. I have the cause documented and call off if it needs to be um given to anyone. While I have observed that the parking authority enforces the 30-foot rule from stop signs, there is little or no enforcement in other critical areas, including no commercial parking violations. Um commercial trucks, vans, and trailers occupying residential spaces for long times. Uh expired inspection stickers and other visible violations. As a result, parking has become extremely limited and longtime residents are being pushed out of their own streets by oversized commercial vehicles. Nars Town is a diverse and growing community and it should be it the burrow's responsibility to educate residents on parking and traffic laws, ensure consistent enforcement, update and enforce zoning ordinances to reflect current community needs. It is unacceptable for residents to be placed in positions where they must enforce these rules themselves or risk unsafe confrontations. Additionally, the intersection of Pine Street and Wood has become a serious safety hazard. Vehicles routinely run stop uh drivers routinely run the stop signs. There are no visible enforcements. There are no signs added to say slow down or watch for children. And this creates dangerous a dangerous environment for pedestrians and children. At this time, I'm respectfully requesting consistent enforcement of no
truck commercial truck parking um and existing resol regulations, increased monitoring of pine and wood streets for the stop sign, consideration of additional traffic calming or safety signage. I would ask the council if they would consider the following. Can no truck parking anytime or no commercial truck parking signs be installed in residential areas? Is there an opportunity to increase fines for commercial vehicles violating these regulations? And can the burrow explore creating or designating a lot where commercial vehicles can rent space instead of parking in residential neighborhoods? I respectfully request that this matter is reviewed and that actionable actions uh actionable steps are taken to address these matters. Well, um back in the day you had yellow paint. People don't know if we too close to the curve or whatever. I mean just paint them again and we will all know. All right. I just don't get it yet. Good morning, council or good evening. Sorry, still waking up. Um, I had originally signed up to speak for at the public comments at the last um council meeting, but unfortunately we couldn't have him because that there wasn't a quorum. I was speci I specifically wanted to speak in regards to the March 17th council meeting. I thought, well, you know, the way things have just panned out, maybe there's no reason for me to have to get up here and speak. But as I thought about it, I was like, no, this is something that just has really kind of graded me for quite some time. And it is just the simple amount of the simple thing of respecting each other and the employees of the burrow as they're speaking. Whether we like them, if we don't like them, it doesn't matter. Everybody has titles. We should use titles. We shouldn't be calling people out by their last names. It is just it's it's disrespectful and it really bothers me. So even though Mr. lightener is no longer with us. Um, it absolutely goes both ways. So, I would just like to see moving forward a little more respect as we're addressing everybody using titles and the appropriate names. Thank you. Yes. Good evening. Um, I'm on War Street in North. Yes. Uh, I was here a couple months ago and I think I talked about this before and nothing getting adjusted by it. The parking on Mor Street is getting to be horrible. It's literally out of hand. Nowhere to park when people need to be parked. Um I'm up on the 600 block. So it's like when I'm walking down the street, you got cars on one side because you got nowhere to park, but you're not ticketing the parking on the other side of the street. But y'all wait until somebody's parked on the right side of the street that should not be parking. You're ticking them. Where's the nighttime people at that should be ticketing when they're not supposed to be on the other side of the street at night? It's unfair to other people that's coming to visit their family or whatever and they heading over the park. So, something need to be adjusted by that because it's getting out of hand. I got people I'm living on the 600 block where I got people in front of my driveway. I can't even get out my driveway. It's not me that I drive, but my aunt drives and she can't get out the driveway. I have to go looking for people, knock on people's doors and wondering where they at. I shouldn't have to do that because that's invad invading their privacy. But still, you invading my privacy by parking in front of my aunt where she can't get out at night or whatever she got to do. So, that's all I'm asking for. And also, uh, the pizza shop around the corner is out major. It's ridiculous. Mama Vanetta is ridiculous. They need to do something about this because they shut opening at 7:00 and they're shutting down at 9:00. Then the cops want to go in there and harass people. I go in the pizza shop myself. I don't drink. I don't do none of that stuff. But you want to harass people. But the minute we call y'all guys to come out and do something about the pizza shop, y'all want to take your time. Let's move. Get this set settled and s and sat down. That's it. Thank you.

Just a comment in that um I think a temporary uh interim is very important. Uh I do think it is very important that this is a process that we handle with a lot of care, obviously, a lot of respect. Um and I just wanted to voice to the people that this is something that I'm taking very seriously as I'm sure all of my colleagues are. Um, and in noting this interim, I think our community deserves stability, and that is absolutely what I'm working towards. Um, and for every hiccup, every delay, and everything that has been tough, I genuinely apologize, but I am committed to helping us move forward. I believe our colleagues are as well. I just wanted to make that statement to be known because I can imagine these are many hard times. Transition is hard.

Uh, resolution 26-26, requests for municipal council to authorize the engagement of rotation production services for the summer concert series in the amount of $30,250. Hello, Rihanna. Good evening, members of council. Uh the purpose of this resolution is to formally authorize the municipality of Norristown Department of Recreation to hire rotation productions to provide professional production services for the summer concert series and to approve an expenditure of $30,250 for those services.
Council, any questions? Oh, comments. Yes, Counciloman. Uh I just wanted to commend you Briano on the work on uh constant uh and regular summer concert series. I was very uh interested to see how the uh participation is seemingly grown over the years and the restoration of the concert series. I also was really uh thought in the times that so much was changing um and so many prices were going up. I don't know if there was a if it was just your charm or how it worked out, but it there was a modest increase uh overall which is uh considerable consider I know that the cost of services specifically injuries industries like that has gone up considerably. So I just wanted to to note that uh in appreciation for that effort.
Thank you. Um I don't like to take full credit for it. I would definitely like to credit Rotation Productions for that. Um Rotation Productions, they have worked with me single-handedly since I've been here. However, um Tracy Henry has been here a lot longer than I have been here and they have consistently worked with Tracy Henry to help with all of our special events throughout the municipality of Norristown. So, being consistent and diligent with that working relationship and ensuring that all of our needs are met. Rotation records is more than willing to meet us where we are and they're also willing to offer help. So, a lot of the services that we've received from rotation um for different events, we could literally pick up the phone at the last minute and give them a call. So, we're very very appreciative of their services. And they're also a community um organization. So, it's really great to partner with them.

Thank you. Thank you. Moving on to police resolution 26-27, a request for council to approve the purchase agreement with integrated security solutions for one additional security camera location, expand the wireless infrastructure for phase 4. Good evening, Mr. President. Uh members of council,
before you tonight is a resolution to continue on uh phase four of an installation of camera cameras within the municipality of Norsttown. Uh this project began prior to my uh coming on board. Uh it is been the total installation of about 12 cameras uh throughout the project. This is the last of the cameras. This is actually going to be out by POW and Spruce. Um the cost related to this is uh really in the technology to bring the video signal back to the municipality. Some of the uh cameras what they use is what we call point-to-point tunneling. So they take the radio signal from the camera and they shoot it visav kind of like a a radio down the street. It hits another radio and it bounces bounces bounces hits a tower up on top of uh one of the buildings and then gets fed into the building. So the $31,000 for this project has a lot to do with the camera and the infrastructure to get that signal back here. The breakdown for that uh the total project is 31,441. Uh 12,855 is funded through the remaining JAG grant funds which was uh funding that we got visav via grant again prior to my arrival. And the remaining 18,586 is actually part of the police department's capital improvement plan which was budgeted and approved uh by this body back in December. Um this will bring to close that 12 camera project which again was begun sometime I think in 2025. Um so uh this camera project has been very effective in assisting us in investigating crime, finding missing persons, locating individual of interest with respect to all kinds of u uh issues that we face here in Nortown. So I am asking you to uh complete the uh program and and uh approve the resolution for phase four. Council, any questions or comments? Councilwoman Oh. Oh, sorry, Councilman. Uh, Councilman McMahon. Um,
yeah, I just had a question. So, on completion of this um last camera as part of that package um going forward for the department, do you have plans to add more? Is this is is it is it does this package currently serve the need and or do you see potential for more? Well, we could always use we could always use more. Uh I think that especially in our commuter areas, our hightraic areas, anywhere where there's a pedestrian corridor. Uh in my former life, I'm not uh a strong proponent of putting cameras in highly dense residentially populated areas, but in our major thorough affairs and our community areas, I think it's important for the public trust and safety. And uh so we may evaluate that. However, again, if that were to be a case, we would be back before this deliberative body to have a discussion about that and you would have the ability to comment and raise any concerns you have about that.
Since I I So, this I'm new to council. So, just briefly, um, how is how is data from these cameras handled? Just briefly.
So, it comes into our to our servers. They're local service. They're our servers. Um, and the video overwrites probably every 30 to 45 days. I don't know exactly how long it takes to overwrite. However, for example, if we were to have an incident down uh let's say on Main Street where one of these cameras are located. Uh, and we needed that video for evidence. We would go in, we would capture that video, we would create a a digital copy of it. We'd put that video in evidence and we'd save that. The rest of the stuff after about 30 days, it gets overwritten. So, we're constantly purging. So, we're not capturing all that video. You could think of the storage demands it would take to capture and save all of that video. Um, so we only save a very very small fraction of it.
And Councilwoman Robinson, you had something. Yes. I just wanted to confirm. I I believe you said it already, but I just wanted to make sure that I heard it correctly. Uh, of the uh 12 cameras associated with this project, 11 have already been purchased and installed. This is the remaining 12th camera. Correct. This is the last camera. Thank you. Um, and in this being the phase four of the process, were there any other additional phases or supplementary supports that went along uh with this particular project? Not to my knowledge.
Uh, and then just so that I'm understanding correctly, I want to just understand a little bit more about the balance. I know that there was uh some JAG funding um applied in order to pay for this. Um and in the the total cost there is a a bit of a surplus left after the funding and and then in in the balance of this purchase are there plans for that additional or will that be accounted for any service or uh
it's funny you should say that because one of the things we did today in the PD is we had a meeting about all of our grants uh out there and we're trying to compile a list of what we have trying to wrap my head around what we have for 2026 what we're looking at for 2027 and um what I'd like to do in I previously grant funding is I like to do uh quarterly budget to actual. So each quarter we should be looking at what do we spend what's our budget so we can a project what we need if there's going to be a surplus and then we can identify I areas of opportunity where we can direct those surpluses. Um but but to date it hasn't been done on this particular line. Not at this point. No ma'am.
Gotcha. Gotcha. And just if anyone may know in the room and I don't know if this is uh Jane a question that in the grant writing it could be helpful to understand um the balance on this project was it specifically only to be used for the purchase of cameras or did we have availability to use the funding elsewhere any other matter so I don't I don't have that answer but I can work on getting that if you understandable so you can Also, we have Okay. I just wanted to make sure that there that there's opportunity there and not just a loss balance. We can we grant funding is precious, so we'll work very hard to make sure we capture that.

I appreciate that chief. So council um uh so this is a it's my understanding the municipalities police department has for um a few years been doing work with a youth leadership program that's run by the scouts. um they've been doing this um and it's been successful. Um this year it was identified of hey we should probably have some sort of uh agreement or understanding as to how that program is operating and what the role is in the police department. So they reached out to the scouts um and as you can imagine the scouts came back with their form agreement and their form agreement is essentially hey you want to create your own troop and as you can imagine the police department does not want to create its own troop. They just want to continue to provide the accessory leadership help that they do. So, I've asked with the permission of the police chief for council to please put this to table this matter until next month. Um, in the meantime, I will work with the police department and then we'll work or I'll work with the individual scouting groups if that's the applicable part to figure out the best path forward either to have an agreement with those individual troops or to have some sort of participation uh waiver or something like that kind of like what you do with a parks and wreck program. Um, but at this time I don't think theou that they sent is appropriate for the municipality because you don't want to create your own scouting troop. Sorry for that long explanation. I don't know if you disagree with that at all, Chief.

Uh, moving along. Uh motion to approve the collaboration between the Narstown Police Department and the Montgomery County District Attorney's Office to apply for additional funding under the Violence Intervention and Prevention Program, the VIP2 grant.
Uh Mr. President, uh members of council, so um again, this is a program, the VIP, the violence intervention program is a grant funding you have been receiving for many, many years now. Um, when we began to advertise our girls in blue program, which is a mentoring, leadership or strike a mentoring and development program for young girls, we were approached by some folks at the DA's office who found the program to be very um uplifting and a good thing. Uh, we are always seeking out grant funding. So, they are willing to write a grant for us to get us grant funding to support the girls in blue program and similar such activities. Um, so that's what you have before you tonight. Uh, it's going to go for a VIP2 program. I don't have the exact amount that we're seeking uh before me right now on this, but I believe it's somewhere in the tune about $30,000 to for to support that program. So based on the uh success of the first u girls in blue event uh we feel it to be a worthwhile endeavor and I would ask that you approve this this uh action item for the application process so we can go after grant funding for the program.

I have a couple questions in regards to this grant and I know that you guys have brought um ideas for VIP funding to us before uh and even some recently. Who is the uh who's the applying body in this partnership? Who's the or what who's applying for the grant? Is it the county with us? The county is going to act as a pass through to us to the county is doing the application. Correct. Correct. We'll be responsible for the reporting, but really it's a pass through and and they're going to partner with us on this. Uh, will we be able to see the details of the grant itself and the programming? I'll be glad to make sure. Yeah.
Okay. I know when we typically apply on our own, we get to see the process, the project itself. There's nothing that was inside of our packets at this time that would denote what that project was going to be. So, I just wanted to understand a little bit more about what you thought was going to happen as part of this grant. So, I personally have not written a VIP grant. I've done some grants with PCCD. Um, but I think this is to draw up the actual documents to create that document, I think, is what you're referring to. And then we'll get you a copy of it.
Thank you. Uh, and and in the uh identifying of the girls uh in blue program. I was wondering if you could share a little bit more about uh participation or success stories within the program. I know it's fairly new and recent uh but as I'm understanding one of the workshops at least already took has taken place.
Yes. Yes, we had a workshop. Um, not going to be able to get the date, but I think it was somewhere around March 20th. Uh, actually, County Commissioner Jilda Ryder was there uh to to speak to the group. It was very wellreceived. We had a bit of a communication problem with some of the older girls. We actually have two cadres. One's a a younger cohort. Um, I'm going to say 11 to maybe 13. And then there's an older cohort. And and obviously for the obvious reasons, we're keeping them in different groups. Um we didn't have as much attendance in the old older group but I think it was a communication gap but the younger group was well attended. Uh the initial feedback has been good positive um and uh it's I I to my knowledge I don't know of any municipalities right now who are doing a targeted uh girls uh um mentoring program for our young our young girls and and young women. So uh I think we're kind of in a unique space here. I think we're on the on the forefront of this and that's why I think that we should continue to support it any way we can
and do we have an idea about when uh we hope to apply or what any next steps is is in the partnership. Well, I assume obviously once you approve it and then I will work on doing my due diligence to get them the information that's been approved, work on the draft application, make sure we get a copy to Jane, get a copy to you. So, you'll be in the in the timeline, but obviously timing is everything with grant funding. You know, there's always windows. So, I suspect that will be within the next couple weeks. Oh, absolutely.
Uh with the spring on the way, we just like to remind the public that two of the big things we see during this time of year, people want to build repair decks and they want to put in swimming pools. So, just a reminder that you need permits and zoning approval for both of those. It's very important. Even the little swimming pools that you're going to buy on Amazon or you buy on Walmart and you blow them up, they hold more than 24 in, they have a lot of requirements to keep them safe. So, we just want to remind people about those that they do require permits. And I just want to offer some stats on that because during my previous life, I had been honored enough to be involved in three life-saving events were which were successful. Unfortunately, two others that were not, but they all involve swimming pools. So, it's a little bit in my heart of seeing these things. So, I want to remind people, you know, we want you to enjoy your pool, your deck. We're not here to try and harass you, but we want it to be safe. And if you look at these stats from the Center of Disease Control and Prevention, you will understand why. From 2005 2009, there was an average of 3,533 fatal unintentional drownings annually in the United States, tens per day. About one in five people who die from drowning were children 14 and younger. So who is at most risk drowning? Males were nearly 80% of those who died. Children ages 1 to four have the highest drowning rates. In 2009, among children one to four who died from unintentional injuries, 30% died from drowning. Among children one to four, drownings occurred in home swimming pools. So that's why we one of the reasons why we try to keep an eye on those.
Drowning is responsible for more deaths among children one to four than any other cause. Among those ages 1 to 14, fatal drowning remains second leading cause of unintentional injury related deaths behind motor vehicles. Minorities between 2005 2009 had a fatal unintentional drowning rate for African-Americans much higher than whites across the entire ages. The disparity was widest among children 5 to 14 years old. I may be not public works but I'm aware that um the information that is been provided to council for uh destruction for public works uh documents uh include um duplicate copies of paid vendors invoices which are actually maintained by the finance department for reference and verification purposes. uh the official record are maintained in the accounts payable system or designated records repository and at 2021 non-record copies of employee time sheets and overtime and paid off uh PTO request forms are retained by the finance department for payroll processes and this these are in accordance to the Pennsylvania Commonwealth and Municipal Retention policies um which allows them to periodically destroy eligible records and these clearly have gone through that and I've just identified the records that are to be destroyed. Um the low bidder was James Morsy in the amount of $1,339,397.90. Uh that is over the $350,000 threshold. So, they will have to meet the RCO requirements. Uh they will also be required to finish the project within 90 days. Uh so what we're asking for is if council um make a motion to recommend James uh Morrisy the low bidder in the amount of 1,339,397.90 and I'd be happy to answer any questions.

I see the total base bids for all of them and then then there's another section that says property owners curve replacement and schedule provided. Are those two separate actions or like functions that were bid on? Yeah, there's the base bid and the alternate bid. The alternate bid is for the the curbing. Um the main thing is that we want a qualified contractor and one of the other main things is that the contractor has an apprenticeship program
project starts. Who normally oversees the project on our behalf? As far as the council on the municipality in our town, we would coordinate with public works. Okay. Yeah.
