City - Special Meeting

Good thing you're here. Welcome. Special session uh mayor and city council meeting 1 p.m. Wednesday, April 29th, 2026. City Hall council chambers. Call this meeting to order. Please rise for the pledge of allegiance.

Yes, sir. I aliance to the flag of the United States of America and to the republic for it stands one nation under God and justice for all.

Thank you. We jump into item number three proclamations. Uh number one affirmative furthering prayer housing month. Uh I will do the honors. uh proclamation affirmatively furthering fair housing. Whereas the Civil Rights Act of 1968, commonly known as the Federal Fair Housing Act and the Fair Housing Amendment Act of 1988, prohibited discrimination in the sale, rent, rental, leasing, and financing of housing or land to be used for construction of housing or in the provision of brokerage services in on the basis of race, color, religion, sex, disability, familiar uh statutes or national origin. And whereas the 1968 and 1988 federal fair housing act declares that it is a national policy to ensure equal opportunities in housing. And whereas April has traditionally been designated as fair housing month in the United States, now therefore be it proclaimed that I, Jorge Maldona, mayor of the city of Ngalas, hereby proclaim April as prayer housing month in the city of Ngalas and do hereby urge all citizens in the community to comply with the letter and spirit of the Fair housing law. proclamation for Arbor Day. Whereas in 1872, the Nebraska Board of Agriculture set aside a special day for the planting of trees. And whereas this holiday called Arbor Day was first observed by with the planting of more than a million trees in Nebraska. And whereas Arbor Day is now observed throughout the nation and the world. And whereas trees can red reduce the erosion of our precious top soil by wind and water, cut heating and cooling costs, moderate the temperature, clean the air, produce life-giving oxygen, and provide habitat for wildlife. And whereas trees are renewable resource, giving us paper wood for our homes, fuel for our fires, and countless other wood products. And whereas trees in our community increase property values, enhance the economic vitality of business areas, and beautify our community. And whereas trees wherever they are planted are a source of joy and spiritual renewal. Now therefore, be it proclaimed that the city that the Ngala city mayor and council do hereby proclaim April 29th, 2026 as Arbor Day in the city of Ngalas. And I urge all citizens to celebrate Arbor Day and to support efforts to protect our trees and woodlands. And be it further resolved, I urge all citizens to plant future generations.

Um one public hearing uh consideration possible action of liquor license number 2026-8 consideration of the recommendation to approve the insurance of a series 6 bar liquor license to no for Serio Via for Vas Market 631 West Messa verd Arizona 85621 So moved. Second.

Go ahead, sir. Comment your vice mayor. Can we just uh approve this uh liquor license last night? This is a different one. We This is a new one, sir. A different one. Yeah, we This is a public hearing. We approved a uh special event liquor license. Okay. Mhm. And the other thing, you know, it's it's becoming a habit now that, you know, they're coming in after after the actual meeting dates to request our liquor licenses. So, you know, we Yes, go ahead. There's there is some legality. Go ahead. Uh

yes, m this uh liquor license was received a little bit late. This is from straight from the from the state of Arizona. Because of the different type of license, it gives us a 60-day window to post a notice for 20 days along with having the public hearing. It was received late. The posting was on uh April 7th and then we have to wait 20 days to receive any complaints for against the license being approved. If we don't receive any complaints, we have the public hearing, but it's it's all time based. So, we received it a little late. We could have had it we received it early. We could have had it last month or on the regular session but um because of the time constraint we had to have it on a special session.

So so we waited for waited for Wednesday would have exceeded the time. Yes. Uh the the deadline was May 3rd. Oh okay. Uh so we wouldn't have made it uh that's why we we had it in this special session. All right. Thank you sir. Thank you sir. Thank you. Any other comments or questions? No. Okay. Uh, all in favor? Next we move to item number five discussion item one consideration possible action to approve trip to Mosio Sona for Arizona Mexico commission by national economic development committee plan plannary meeting 2026 taking place on June 24th through 25th 2026. Anybody want to make a comment? I just have a question. Who's going to be attending besides you? As far as as far as I know, uh yesterday, Mr. Doyle said he was medical. So, uh Mr. Mr. Melenda sent a notice to everybody and I think nobody had replied and but yesterday Mr. Do said he was going to be attending.

Yeah, I know you got ahead. No, I just want to make a comment. It is important that we have representative in this particular commission. Uh we've been going every year and it is important. This year I consider that I it was not my really my opportunity to go because I'm leaving. So I'm leaving December. So why go there if I'm using it? But it is it is important to be there. Yeah, Mr. Mayor, I know that you invited me or you asked me if I wanted to go, but I have another commitment on those one of those days. So, thank you anyway, but I I can't make it. Okay. Anybody else? No. Okay.

And I want to mention, you know, I am planning to go I am planning to go one day before uh cuz uh GSA asked me to talk to the governor and u and Mr. H, the mayor of Ngal Sonora. We're going to have a meeting the day before on the flood waters that come through Deansini. So that is one of main reasons I'm going one day before. Okay. There's still not a agenda for it. the the Duffy group. That's the group that's um doing the recruitment for the new city manager. Um they would like to ask you to meet with them on May 19th and the the time of the day wasn't specified. so that you know it can be in the morning and the afternoon whichever. Um Miguel will be sending you an email requesting your RSVP. Um and uh if I don't hear from you that that means that you're coming. Um we were kind of thinking maybe midm morning uh that way they're coming down from the valley so they can get in and get out get home the same day. And uh I did get a weekly update uh from them which they send me every week and they uh we're looking probably at uh this this one will be the virtual meeting with the candidates. Um so uh won't be won't be the final meeting. So you'll have a chance to to meet them virtually and then after that uh we will make an effort to uh see what we how we proceed from there.

What was the time on that? Um I'm thinking 10 o'clock in the morning. I don't know whose phone that. So anyway, that's all I have, Mr. Mayor, but I thought as long as we were all assembled and get that on your calendars now. Okay. Okay. I know there was a meeting at the county at 10 o'clock. Let me see. I'll talk to them. Is that a board meeting? It's some visitors Santa Cruz County Pathways and Corridors in person meeting. But is the 19th the only day they gave up? That's the only date they gave us for this one. Then we'll

because the 18th I've got it cleared because um if you uh I mean if you want I can move it back an hour or two. Okay. Yeah. So if you have to be at the at the Yeah. If you can please. Okay. How long do your meetings usually last? That that one scheduled basically from 10 10 to 1. So Okay. Then uh

so maybe we should get back with them and say yeah 1:30. Yeah. So, if that one and also can we get information on on what who we're going to be talking to prior to the meeting that way we we don't we could have qu you know.

Absolutely. Um all I would ask is that since we're going to be meeting virtually with these folks and not everybody's going to be on site, uh we do have to maintain confidentiality. Okay, that means you can't talk to your neighbor. Uh, you know, you can't even talk to Miguel. Well, you can talk to Miguel, uh, but you can't talk to the police chief. And, uh, we have to maintain because the these people will not be finalists yet, and the chances are pretty good they've all got other jobs. We don't want their employers to find out. Um, so we have to maintain strict confidentiality for this one. Will this be executive session?

Yes. Okay. I think we're if we do like noon noon would be fine. Um I don't know. Miguel was just whispering 2 p.m. in my ear. Oh no. We could have it at 12 is fine. 12:00. Yeah. May 19th. Yeah.
