Good evening everyone and welcome to the first neighborhood meeting for the traffic relief project in Sanitario Road.
My name is Chase Fuquay.
I work for Kim Lee Horn on behalf of INDOT for the traffic relief program. I am here in Metro Nashville. This is A public meeting and on the next slide you can see the agenda. In general, we will do the following. We are part of the traffic relief program and this is a meeting that we hold for each of the projects. We will give you a typical overview of the program. We will talk specifically about the Sanitarium Road. We will go through some of the typical tools from the tool box for traffic relief. We have created a preliminary design concept that we present to you, to which we will get your feedback and explain the next project steps. In the context of the NSTC, i.e. the Nashville Traffic Relief Program, we focus on residential roads in contrast to larger collection or main roads. We focus on physical solutions in the course of the road. The actual goal is to reduce speed. A small step back to traffic reassurance and the program in general. On a larger level, the US Ministry of Transport introduced the so-called Safe Systems Approach a few years ago. It is an extensive, multi-lane approach, as we as experts, elected representatives and governments, deal with traffic safety and reduce deadly and severe injuries on our roads. Speed plays a big role. The traffic calming program for Nashville covers many of these areas. Safe speeds are in the first place, but other aspects such as safe roads, people and accident prevention play a role. And that plays directly into Vision Zero. Many governments, municipalities and districts in the USA have taken over the so-called Vision Zero. That's basically it. an obligation of our elected officials and governments to deal with severe and fatal injuries. Reducing or eliminating road traffic and speed play a major role in this. As you can see in the graphic on the screen, speed, the probability of a fatal or severe injury, increases with increasing vehicles, not only for people in the car, but definitely also for those outside the car, such as pedestrians or cyclists. The higher the speed of a collision, the greater the intuitive probability that it will lead to a serious or fatal injury. The program for traffic calming in Nashville is also in line with these overarching principles. Here are some information about the program. It is a pretty popular program. Over 600 streets have been in our application pool since last spring. The Sanitarium Road was part of the selection of the spring of 2016. It is one of 25 selected roads that are currently going through a similar process. On the right you can see an excerpt from the traffic calming tracker. This is a live view of all running, closed or in different phases of traffic calming projects in Nashville-Davidson County. And you can find that under trafficcomic.nashville.com. As soon as applications for roads come in, we go through them and collect data for most of them. record traffic and speed data. You can see how these are weighted by the calculation of the calculation of the different roads. The speed and the traffic of the vehicles make up most of the weighting in the calculation from ANGEL. But also factors such as the accident history for pedestrians and cyclists play a role and preventions for non-car drivers. For example, is there already a road there? Not yet. And then the destination and distribution, which we call traffic, i.e. whether schools, churches or similar, are in a certain distance from the road. All these things basically flow into a formula that we have refined in order to make a choice where certain streets stand out particularly. Sanitarium was one of the 25 best-rated streets last spring. Okay. The project we're talking about tonight is the Sanitarium Road. More precisely, the area from Nyes Bend to Academy Road. Here are some of the data we have collected. The 85 percentile speed is at 35 miles per hour. The traffic is quite low with only about 100 cars per day. The road is 18 to 21 feet right. This is an excerpt from the traffic reassurance tracker that shows the Sanitarium Road in the vicinity. We see here other traffic control projects for which applications may have been made. However, I believe that this is one of the first projects in this small area. So, um ... Yes, normally we take a break here so that you can report what you experience on the Sanitarium Road every day, whether it is about excessive speed or other problems that you notice there. I speak in the name of the Kentucky Tennessee Conference and although I am not often in this area, we own several properties along this street, which is also called Academy Road and has a school. And right next to it is the Southern Fairland Drive, where there is also a school. So there are a lot of young people on the road and the Sanitarium Drive doesn't have a bus stop. So that's always a big worry.

While Silke represents the organization, I'm actually the one who manages the apartment complex on the corner, academy and sanitarium. Most drivers use the hospital drive as a shortcut because it's faster down the hill. And to get around the corner, right? And even though I worry about the children at the bottom of the curve and about the width of the street, I understand that. I also know that the middle of the city is limited and we have to fight with a number of things that would make better lighting more important than breakwaters. Hey Chris, here's Jennifer.

Now absent or empty? Okay, that was good feedback. I know how to appreciate that you shared your thoughts. On the next slides, we generally go through the toolkit that the traffic control program uses to reduce speeds and slow people down. I'll just go through the slides and you can interrupt me with questions at any time. Okay, that's the toolkit. You are probably familiar with all of these. These are railway swells. They are currently the heart of our program. They are basically characterized by the gaps between the individual elements. Depending on the desired speed, they are about 2 to 4 meters long, 7.5 centimeters high and 1.8 meters wide. We distribute them evenly across the street so that it is ensured that everyone has to drive over them. We leave the gaps so that vehicles can cross them and pass unhindered. Or with less obstacles than a small car. Okay, these are speed tables. They are built in a similar way to the roadblocks, just without gaps in between. You can see that on the screen now.

What you see here on the screen are some before and after data, especially for speed. I mentioned that this is a data-controlled process. We actually record data on all relevant roads, so that we have a good starting point. Last year we did this on over 30 roads on which brake thresholds were installed. We then carried out measurements and compared them. This is what you see here. In general, you see in gold the speed of the 50th percentile, i.e. the average speed, and further down then the 85th and 95th percentile. The speeds increase as you go down in the numbers. The gaps then show the difference. You can see that we reach an average speed of a reduction of 8 Mbh through the brake springs. But even at the highest speeds, i.e. at the 95th percentile, where people drive over 42 mph in advance, we lower this to below 33 mbh. This is a reduction of almost 10 mbh. That's why we suggest vertical measures such as brake levers or flaps because they work effectively and cause the greatest reduction in speed. Another measure that we suggest if a brake lever is not possible for certain reasons is a radar speed indicator. Chase, I don't even think we have a speed limit on the road at all. Just a normal speed limit shield.

Yes. There are many local streets in Nashville that usually don't have a speed limit sign. Normally, the speed limit on these local streets would be set by order. So if you don't see a speed limit sign, then you typically have 25 meters.
Yes, that's a good sign if you have a speed problem.
have a road and the people maybe don't know how fast you can drive, this is certainly something that we can take into account. So a slower, safer side lane. So normally I see this, oh sorry.
This is the next slide. Um, narrowing.
When we have wider streets, we like to put white edge lines on both sides of the street to narrow the lanes. Oh. This in general leads to a speed reduction simply due to the optical narrowing and the smaller lanes. A result of this, if we have a fairly wide street, is what we call a slow, safe side strip. Basically, you narrow the street so far that you can create a 1 meter to 1 meter 50 meter wide area for pedestrians. The width of the sanitarium is not suitable for this at the moment, since we only have about 6 to 6.5 meters of space there. I think at some points it even narrows to 5.5 meters.
So not... Besides, Google came by and did something like this in black because they laid cables along the street. This created an impression of a side strip, even if it is officially none.
Yes, I noticed that too. We weren't out on the street yet, but I saw them on online maps. And yes, you could see that. But I think even if you take into account the entire width. So apart from these markings or these repairs that they did after laying their fiberglass cables or whatever, I think that we ... Yes, it's about 6 to 6.5 meters. Personnel. Chicanes. Chicanes are used to create a horizontal distraction, usually only on very wide streets. For the sanitarium, this is probably nothing we would consider there. Closed spaces are an interesting thing. On a narrow road, on which you have good visibility, you can set up a narrowing point, which limits the road at a point to a lane per direction. Someone who comes from a direction would therefore have to guarantee the counter-traffic in advance.
That's an interesting point. And then roundabouts.
Roundabouts are usually reserved for some of our largest crossings, where we can adjust the geometry a little better. We now come to the next slide on which the concept is presented. So this is the first design of the concept for Sanitarium. I will give you time to record the whole thing from Naya Spin to Academy Road. And then we'll stop to listen to your thoughts and comments. Okay, let's start with Naya Spin Road. We have two pillows that are evenly distributed while driving around the curve. And then we have a tight fit on the straight line. Three more pillows each at the ends of the curve before you get to the apartment complex. And then one more before you reach the stop sign on Academy Road. So a total of five pillows and a tight fit. I would like to stop here briefly to hear your thoughts, your feedback and your comments.

This is not a perfect representation, since it is of course not the Sanitarium Road. The idea would generally be that we ... And that's why it's not perfect either, because we wouldn't have this sign here. We would rather build it with temporary materials, like a rubber sign or just a guide post. But basically you create these small islands and put up signs so that people can see that there is a pre-trial rule. So if two cars have to arrive at the same time, one has to let the other one take the lead.
When you install these things, the brake springs and the narrows, there are then at the beginning and at the end of the sanitarium drive signs that point the drivers to the new installations.
In this case, since there are no side roads between the Academy Road and Niels Bandt, it is most likely that they would have had a sign of braking at this threshold. So you are pointed to the first one and the rest, as well as the narrowing, would then each have their own traffic sign. And the others don't necessarily have to be signposted because there is no new traffic coming on the road, except through the access roads and the residents who are familiar with it. And on the other hand, it would be the same, they would have a signpost threshold ahead and for the rest of the route no more signs. Das ist eine Möglichkeit. I live in the curve at the sanitarium and, oh, I don't know. I notice, when we sit together in the morning, we get up pretty early. And because there is this natural curve, I mean, people almost always drive into my entrance, I have the feeling. Think to myself, okay, they bend in. What's going on? That's a good, that's a good question. Um, the next few slides go a little more into the process, how it goes from here on.
I'm with Jennifer. She mentioned that the tight fit sounded exaggerated and I would have to look at it again, but at first glance it seems exaggerated to me, but... No, that's a fair point.
Um, to discuss the tight fit and the pillows. The voting that will take place, and I will go into more detail in a few slides, really refers to the proposed plan. The plan will not look exactly like this one. It will be a final plan, rather a design plan, so that you can see exactly where the pillows in relation to houses, addresses and the like are. So you will have more details that you can check. And then this plan is coordinated with everything that is included in it. Right? So the brake springs, in case there was a tight fit. And then you need more brake springs. I'm just trying to say that we don't want a proposal that is rejected because of the tight fit, even though there was support for the pillows, if that makes sense. So think if it's strong enough. Or if and, we'll go through that again. There is also the option for another meeting. If it's about the tight fit and you want to see more, we can do that for sure. Therefore, this could be a good time.
I just wanted to say, Chase, I don't want another meeting on any topic, because I already have enough meetings in my life, because... But it might be helpful to show where the shortcuts are used. I think they will be used in the area around the Heritage Circle. Maybe you could just send something to people so they can see what it looks like on the streets that resemble us, maybe as a reference point.
That could help, but not another meeting.

Understood. Exactly. So. Here are the next steps.
In general, a flow diagram for the overall program.
On the top left are a few things that we have already discussed. The application process, the prioritization and the selection. The project was submitted by a group of neighbors and was selected. Now we are at the first neighborhood meeting, that is the red circle.
That's exactly what we're doing here tonight.
After this meeting, we will go on site, take measurements and determine exactly where the pillows and the narrow pass should go. And at this point we will create a final design. And that's kind of the second meeting I was just talking about. There is the possibility to check these final design plans to see exactly where the narrow pass and where the pillows go. But otherwise it wouldn't look much different than this here. It would only be a little more specific and would show the actual construction of the narrow pass. If we decide to renounce the second neighborhood meeting, the next plans would be published on the city's website and they would hold an online ballot. It indicates that the voting phase has opened to see these plans and vote. I'll have a few slides about the voting and the election process. If there is a yes and the project is continued, it will go into the queue for construction. And if it is a no, we go through the so-called Plan B process, which is basically just a simpler design with non-vertical measures. So, for example, a speed indicator or something similar.
So the voting zone or the general voting, as already mentioned.
the plans will be published on the website of METRO. The owners of the real estate on the street receive a ballot by post, similar to the one they received on the invitation to this meeting. You receive a clear ID and a QR code that leads you directly to the page on which you can see the plan, vote and find out the date at which the voting will end. The voting runs for six weeks. It is a simple yes-no voting and a two-thirds majority is required. So if two-thirds of the respondents, i.e. of the people who participate, vote yes, then the project will be implemented.
