Comments from the public? We do not need to establish a quorum, so we will go directly to our agenda. We will have an update of the team to implement the transport improvement program according to Resolution 2024-8580. I will let the team introduce themselves and share the presentation, then we will have time for questions and answers. You have the floor.

0:25 – 0:45Speaker 2

Thank you very much, Mr. President. I'm very happy to be here for the first joint meeting of the committee you are presiding over for us. So, let's get started. My name is Sabrina Zosamin. I am the program director and I am accompanied by a few colleagues who will present updates to you, after which we will of course answer your questions. But maybe my colleagues can introduce themselves before we start.

0:46Speaker 6

Hello, Michael Briggs, program director for Choose How You Move.

0:56Speaker 2

Hello, Cathy Fredberg, Director of Service Development at Wego. Okay, well, that's funny.

1:04Speaker 1

I was telling someone earlier today that time flies when you build things.

1:09 – 10:17Speaker 2

We were here in June, but we had a very, very busy summer. I hope you were able to see some of this work in your community, and on the way, and on the way. I wanted to start with some remarkable photos of some of the work we've done. Financing transports makes them more frequent, more practical and increases the frequency. The proof is there and we are delighted to talk to you a little more today. Of course, I wanted to take a short break. A few weeks ago, we were very happy to announce an additional $100 million in capital funding for the Choose How You Move program, distributed, as you will see on the slide, on some of our short-term projects, such as sidewalks, traffic lights and complete streets, and of course our most important work in the AccessCure corridors, as well as capital support for WeGo, while they continue to increase their services and their fleet. This extension is actually the third set of funds that we have allocated to Trust How You Move CUS, which accounts for more than 220 million dollars of capital funding today. I will spend a few minutes to present to you some of our capital spending today. But I wanted to take a brief moment to highlight some of the new faces that you may see behind me or around me. Adam Scaroll, Jacqueline Motupi and Katie Kelly have joined the Choose How You Move Guide team in their respective fields of project management, commitment and legal. As many of you know, we were very enthusiastic just a few weeks ago to welcome Ryan Lynch as the new director of N2OT, who has already made a brilliant start and who, I know, has already met some of you. We are very impatient to continue to work in close collaboration as we implement Choose How You Move and transform transport in Nashville. To go a little deeper, perhaps for a brief moment, on income, you will notice that our revenues are higher than expected. We have recorded a growth of 7% of activity due to the February to June surtax. This has allowed us to establish an operational reserve fund in June, an exemplary practice. And, of course, this is something we really wanted to do to think about the continuity and stability of the program in the long term. To move on to expenses, what you see in front of you represents a total of 59 million, with an excess of a little over a million. We observe a consumption rate of nearly 5 million dollars per month, but it is important to note that 80.3% of these expenses are direct investments in transit services and other Wigo operations, and this really starts to feed what we will talk about in a minute, namely certain increases in frequency. A quick look at our capital expenses shows a continuous monthly increase in investments in our projects. This is really the best way to see what needs to be done to start the program on a large scale. As we continue to strengthen our capacity to set up structures and unlock more funds, we are able to spend at a higher rate and reach this total of nearly 22 million euros. This will start this fall and the Council will see this work in the spring when we develop the operating and investment budgets for 2028. We will also put in place an opportunity for financing by commercial paper and we will of course come back to discuss this with you all in the future. With that, I pass the floor to Cathy. Very well, thank you. We have ended the fiscal exercise 26 with 9.8 million trips on the irregular lines of the MTA, which is more than 1 million more than the previous year. We have also seen a significant increase in the frequency of WeGoAccess, our adapted transport service. Frequency has increased by 25% compared to last year. These increases have been stimulated both by the service improvements that we have been able to put in place over the past year, as well as by the extension of the JourneyPass program. This details the attendance per quarter, each quarter being of a different color because we observe fluctuations due to school and to different seasonal trends. You can see that the third and fourth quarters of the civil year 25 were higher than the previous year, just like the first quarter of 2026 despite the ice-cold storm. But in the second quarter of 2026, we can really see the impact of the expansion of the Journée Passe program, with an increase of 20% of the attendance compared to the same quarter of the previous year. We have seen a growth in attendance, but we have also observed a change in the way people use the system. I would like to note the two years since the opening of the Dr Ernest Ribb Patten Jr North transit center in Nashville, located at the intersection of the 26th and Clarksville. During the opening of the transit center, we increased about 80% of the service on the lines that deserve a... Over the past two years, we have seen a real increase in the frequency of these lines in response to these service changes. Whereas before, most passengers would go directly to the city center to make a correspondence to the Elisabeth Duff transit center, we now see a lot more passengers using the transverse lines to travel directly to their destination because the increased frequency on these lines makes the journey more direct and more practical than going through the city center. We usually wait about two years to really assess the impact of a change of service on the frequency because people need time to adapt to their jobs, their habits and their housing. However, we have seen a very immediate increase following the change of service in July 2026. We have improved the frequency on the 18 Airport and Midpike lines as well as on the 34 Opry Mills line. In August, one month after their implementation, the average number of daily boarding at the airport increased by about 60% compared to last year and the frequency on the 34 Opry Mills line has increased by 65% compared to last year. Of course, we will continue to monitor these indicators over the next few years. We hope to see this growth continue. But this is an immediate, very promising reaction to these service changes. Here is now an overview of the changes proposed for January 2027. Let's propose the addition of a new 73rd line, the Bell Road connector, connecting Nolensville-Pike to Murfreesboro-Pike. This will allow users to circulate between these two axes without having to go through the city center. This will also allow us to disperse jobs and housing along Bell Road. We are also offering an additional frequency and amplitude for line 8 8th Avenue South, a line that has seen a strong increase in the number of passengers, partly thanks to the Journey Pass program. We are also offering frequency improvements on lines 19 Hermann and 42 Saint-Cecilia, as well as an extension of the Wigolink zones in several districts of the city. We are about to start the public consultation period and these changes will be in force on January 3 if they are approved. Now I pass the floor to Sabrina for an update on the JourneyPass.

10:18 – 10:57Speaker 1

Thank you Cathy. So just another remark on the JourneyPass, we have seen a continuous growth of the program. I would say that the slide indicates more than 2 million trips, but we are beginning to get closer to the number of 3 million trips. We really see an incredible use of the program. The big news is that last month we have expanded and doubled the number of documents that you can use to prove your eligibility to the JourneyPass. We continue to organize registration events, including one today which started at 7.00 and ends at 19.00. We continue to see a growth in both the number of passers-by and the number of trips made. That being said, I pass the floor to Mike Briggs.

11:04 – 17:12Speaker 6

Very well, good afternoon. I will briefly talk about the way we continue to operationalize our work and to show improvements, give some updates on our two complete access corridors that move forward, then focus on sidewalks, signage and complete roads. This gives you an overview of the way we operationalize our efforts between the different services. Then we continue this particular attention on signalization on Thursday morning and likewise for sidewalks and complete streets. We end the week with a report to the management, which gives an immediate orientation on how to move forward, maybe on some difficult decisions or on how a project should progress. This type of targeted planning and collaboration is really essential to intensify projects very quickly in this type of environment. A few examples of how it has helped to advance work. On the Trottoir project on Forneglet Boulevard, public service conflicts have been identified as well as right of way problems and work through this process has allowed to accelerate the 95-day project to ... Regarding Harrington Avenue, a road project in Madison, there is a small bridge located in a flood zone. Normally, a Norisager study would be examined by the Corps of Engineers of the Army, which can take 9 to 12 months to obtain an approval. Preliminary discussions took place with the Corps and we have a set of projects on which they are involved, involving very minimal work in the flood plain. Work is planned to advance from 5th Street to Briley Parkway. It is a project combining maintenance and security with milling and coating work from 5th Street to Eastland Avenue as well as from Heart Lane to Briley. The security systems cover the entire corridor and include three signal crossings, a better lighting, slowdown, left turns at 19 intersections and the implementation of priority pedestrian lights at 14 intersections. A large part of this is implemented with paint and signs. This gives us the opportunity to test these security improvements as a concept before immediately moving to concrete. This project is funded by the Vision Zero program and the maintenance program in good condition. As for the long-term development of the corridor All Access All Access St, it covers the same area of the 5th rue Abrillet. We want to rationalize and accelerate the realization here in order to show what a corridor called All Access War can become. The reason why we are focused on this point is the local opportunity concerning the right of passage. We can thus make decisions on the street along this corridor, which gives us control of design on these choices. This will also involve only local funding at this stage and we will combine the design of the corridor with discussions on the TOD as the work progresses in this area. On the screen, you can see a conceptual calendar. We continue to elaborate the concept, even the project. Part of this work started just before the referendum, with a visit process on Gallatin Road, followed by design work between the 5th street and Eastland. This project extended until April to realize this vision, then we will transmit a conceptual concept to a final designer with the goal of starting the work in 2029. Let's move on to another access corridor, the development of the project for the Nolensville Pike corridor started in July 2026. HDR directs the development work that extends over 14 km from the Elisabeth Duff transit center in the city center to Harding Place. This will allow us to take part in the investment subsidy program in capital of the Federal Transit Administration and to obtain federal funds in addition to local revenues generated by the tax on sales. At the moment, teams are on the ground to perform surveys and collect data in order to advance reference information.

17:12Speaker 7

Two major advances took place recently on this corridor.

17:17 – 21:33Speaker 6

We held a very fruitful launch meeting with the TDOT to discuss the distinctions of the FTA program concerning the New Starts AGUE and Small Starts AGUE and Small Starts AGUE, as well as financing parameters and the number of dedicated transit routes required. And AGUE. We are still working to confirm some of these members, but they will meet this Thursday to help us integrate the feedback and discuss design commitments during this two-year process. In the background, we are working on the usual deliveries required by the FTA to benefit from these funding. Charlotte Pike, River Road, Oak Valley Drive on Dickerson Pike, Rivers Drive north of the county, Ben Avenue and Nashboro Boulevard are projects of sidewalks that will soon be completed. The construction of the Forneglet boulevard will begin soon, an entrepreneur having been selected and we are also working with an archaeologist on site due to the presence of historical elements. Four other projects are in the process of provisioning to hire wall entrepreneurs. The construction should begin in November on Cliff Drive 30th Avenue North near Hadley Park, State Route 45 for a polyvalent route connecting Gallatin Pike to Madison Community Center, then on Tennessee Avenue in the Nations neighborhood. The other projects benefit from a capital contribution, so on 61 projects, we start the studies and planning, which will quickly lead to the design phase. Regarding the signaling, budget improvements for exercise 2026 are indicated in blue by these blue dots, by these blue dots. All materials are now available, knowing that it is often necessary to count a 6-month delay for signals and equipment. The work then begins to move towards the identified orange areas for exercise 2027. On Harding Place, the work is finished with new signaling chambers that will be operational along Nolensville Pike. To date, the armoires have been replaced on 12 intersections and there are 20 left to be treated in the direction of the city center. For the signage work in the city center, we are waiting for the end of the high tourist season to start the interventions that will continue in October and November and November. The yellow dots represent the signals for which we are currently ordering the materials and which we are planning to install in the spring or next summer or next summer. Finally, regarding the K-Complete Street B for the 2026 exercise, the Chestnut Avenue project is under construction, as you could see during the first stone's break. Edge Hill, which joins Chestnut, arrives in the final design phase in November and will be entrusted to an entrepreneur. We are moving forward in discussions regarding Jefferson Street and its KK-Complete Street B project to move on to the design phase, as well as for East Thompson, which we are moving on to the final design phase. We will also start consultations on County Hospital Road and on Lebanon Pike. That's it for the updates. I give the floor to Sabrina and the Presidency.

21:35Speaker 2

Thank you, Mr. President.

21:38 – 22:15Speaker 4

Thank you for this very complete presentation. Members, are there any questions? Municipal Council of Ruffel. Thank you, Mr. President. I had already asked this question last year. Harding 70 is completely blocked between 440 and White Bridge 1. With 2,000 new housing planned at the intersection of White Bridge and 3 major development projects, Elmi Plaza has provided $1 million to help fund a traffic light and some improvements. Where are you to move forward on this file and bring improvements to this mess?

22:22Speaker 6

This intersection is not part of the projects financed by Choose How You Move In Girls and I turn to Derek to see if he has any news on the status of the promoter concerned.

22:32Speaker 5

Very well, thank you. Derek Haggerty from N.com. If Devon Doyle has not contacted you recently, I would ask him to do so.

22:43Speaker 4

We have carried out framing work on the study at this location. The fiber connecting the city center to the 440 is in the final design phase, so it will be this first trunk.

22:54 – 23:07Speaker 6

We will then be able to chain and find a solution to ensure the continuation of the route. We just have to finish this first route, which starts first from the city center. I know that the calendar is not ideal.

23:07 – 23:54Speaker 4

I will see with the team to give you some precision. Yes, thank you. We had anticipated enough roads and intersections. and now the situation is getting worse. I would therefore like to see more proactive measures in this sector. Charlotte is saturated and I see that you will bring improvements, but this sector is degrading with the flow to the west. The commander of the West sector says he can no longer borrow this road. There are two large hospitals in the area. Each district has its concerns, I know. But it's one of the worst cases I've seen. And I lived in Los Angeles, in Chicago and elsewhere. We really need your efforts here. Thank you.

23:56 – 25:45Speaker 7

And also, I see that, you know, the expenses there, that the revenues continue to increase every month. They are increasing by 7.8 million now. Well, what is the forecast for this to continue to increase? My last question, since we are talking about financing, would be that the fact of having a dedicated source of income should improve our financing opportunities through federal subsidies. Do you have any forecasts on this subject? And Mr. President, that's all for my questions, unless I have followed them after the answers to

25:48 – 26:45Speaker 2

Merci madame. How You Move, allows us to keep this in the dedicated revenues and respects the larger financing needs of the city. I want to make sure to answer all your questions, so stop me if I forget. We are happy to see that the revenues were higher than expected last year, but we remain cautious and do not make any hypothesis on their future evolution. The type includes a fairly conservative estimate of the receipts collected from one year to the next, and we remain quite consistent with this.

27:08 – 27:19Speaker 2

So, ask yourself if we have... expenses, right? Ask yourself if we have spending forecasts after June or if we are simply waiting for this figure to continue to increase.

27:19 – 27:46Speaker 7

Because the answer to that is certainly yes. Yes, I'm looking for forecast figures and I know that no one has a crystal ball, but we see that they have almost doubled between May and June. Let's anticipate this kind of doubling and at what frequency and... This is an excellent question, and I don't know if Andrew has the figures for July or August, will he be able to enlighten us? Andrew Wolzak, financial manager at Choose How You Move.

27:48 – 28:38Speaker 5

I would simply note that in this June figure, there were some elements linked to the calendar, such as punctual expenses, which were not necessarily linked to the progress of a project. This being said, we are currently observing fairly consistent expenses in July and August, with those of the months preceding June, such as the April-May period. Our expenses planned for the year depend enormously on projects and the calendar, and we constantly update our forecasts to know our treasury needs.

28:40 – 29:48Speaker 1

Bien sûr. Next, the last question, Madame Portet, on federal funding. This is a field where we will obviously devote a lot of time to present ourselves on the best day possible. Michael talked a lot about Nolensville. This will be our first attempt, let's hope, to enter what they call the capital investment funding pipeline. I would like to point out that this is a very specific federal funding program. The administration has just granted its first grant in the framework of this program. It's good news that things are moving in this direction with the FTA. The most important work for us is to continue to plead in favor of a really solid investment here in Nashville, here in Nashville. Having a dedicated financing for the realization of projects and having a strong partnership with the TDOT are three of the most crucial elements. We also met the FTA last week to start integrating them into the planning process of Newlandsville. And these are the three points on which they questioned us.

29:50 – 30:51Speaker 7

So you understand this aspect and how it can be exploited to bring more and more to this city. So thank you Mr. President. Very nice. Councilor Gamble, you have the floor. Thank you, Mr. President. Thank you all for this update. It's hard to believe that it's already been three months. It looks like you were here just yesterday. A few questions. The first concerns the growth of the frequency. I noticed on the slide that it talked about the percentage of growth of the frequency. I didn't see anything for the northeast of Nashville and Madison. So I was wondering if you were only putting forward those who have had a strong growth or if there has been a growth in the frequency, especially for the 56th line.

30:55Speaker 6

Yes, I think that's it.

30:57Speaker 7

Yes, that's it.

31:03 – 31:15Speaker 1

Sorry, go ahead. Line 56 has seen a strong increase in its frequency. I don't have the exact numbers in mind, but among the main corridors, I think it's the one that has had the strongest growth.

31:18 – 31:58Speaker 7

And I imagine you can correct me if I'm wrong, that your decisions concerning the expenses or the projects you are leading are probably based partly on the growth of the frequency. I noticed on another slide, when you were talking about sidewalks and traffic lights, Dickerson Pike was not included. Are there updates or projects? I know that line 23 of Dickerson Pike is also one of the most frequented lines. We don't have any sidewalks, so it's very dangerous along Dickerson Road for the users often. I wonder if you have any news about sidewalks or fires for this transport corridor?

31:59 – 32:45Speaker 6

Yes. So Oak Valley Drive is one of the sidewalks that directly connects Dickerson. I think what you will see is that it is really a capacity problem in the face of such important needs. So starting with Nolensville, starting with a part of Galatin that touches two lines at high frequency, this need in terms of improvement must also always be treated on Dickerson and Murfreesboro. These four axes are those that record the highest frequency, the biggest gaps in terms of infrastructure along the corridor and real possibilities of improvement. So you're right.

32:46Speaker 7

So you start with the easiest projects to do, not necessarily the smallest ones. That's what I have to understand.

32:56 – 33:36Speaker 6

It's a mix of the two, because the work on the sidewalks and the signage are cheaper and smaller, which allows us to launch some of these works quickly. It really allows you to see half a centimeter at work.

33:38 – 33:50Speaker 7

D'accord. Finally, you mentioned the Community Consultative Committee. Is it the same thing as the Transport Consultative Committee for which we have appointed members? I just wanted to clarify this point.

33:51 – 34:21Speaker 1

There are many residents, neighbors and owners of small businesses that live precisely along this corridor and that play a role in the discussions related to the project.

34:21Speaker 7

And how are these members selected?

34:24 – 34:40Speaker 1

They are selected from various nominations by the advisers, not in sessions, but during individual interviews with advisers who represent the area, with members of the advisory committee, the mayor and other people who have been very active in previous discussions on transport.

34:42Speaker 7

But the consultative committee that we have appointed, these members, are they involved in one way or another?

34:47Speaker 1

They receive updates on the project, yes, and are of course invited to attend and participate in all the work.

34:52 – 35:14Speaker 7

Thank you. I appreciate your answers to these questions. I would simply ask if, in the next update, we could get a little more information on the North-East routes 56 and 23. I have a lot of voters in these areas who are very enthusiastic and impatient to see improvements in this sector.

35:16 – 35:48Speaker 1

Absolutely. And I know that we will do a follow-up with a little more data on these two lines in particular. The other thing I wanted to propose is that at the time of the announcement of the 100 million dollars a few weeks ago, we created sheets for each district, specifically detailing what we have financed and the planned service improvements. It is therefore an excellent resource for all our advisers who represent districts to be able to examine in detail the 220 million dollars allocated to their circumscriptions.

35:50 – 36:10Speaker 3

It is very encouraging to see all these increases in frequentations. Obviously, I am particularly enthusiastic about Elm Hill Pike and the Connector airport line. Given this success, I would say that 99% of these bus stops are just poles in the grass. Are there plans to improve some of these stops along Elm Hill Pike?

36:18 – 36:31Speaker 6

Sorry, I can intervene very quickly. I know that if line improvements are planned, some bus stops have been identified. We should check specifically within the TIP what are the locations concerned.
