Please leave your opinion on Noble Valley. What is traffic calming? We are running a low-speed traffic program on roads in residential areas such as Noble Valley. We We are introducing a physical solution that lowers vehicle speed throughout the road and induces the road. Therefore, our main tool focuses on speed reduction. When considering traffic speed reduction, we are considering the safety system approach, and we are thinking about how traffic speed reduction contributes to the traffic system. By maintaining the safety speed, which is one of the key elements of the Safety System Approach, the reduction in traffic speed helps to create a safer road environment. This road design can lead all road users to be safe. Road design or improvement is to help drivers, pedestrians, and bicycle users recognize each other on residential roads and pay attention to each other. We are also considering accident management indicators and safety system approaches. We believe that traffic calming measures will solve the problem. Because the measures we use are to prevent emergency vehicles from interfering with people who need help. And 2. The infographic shows the relationship between the speed of the vehicle and the possibility of survival of the pedestrian. If you look to the left, the probability of survival of the pedestrian on the vehicle at a speed of 25 miles per hour and about 40 kilometers per hour is 89%. If the speed goes up to 35 miles per hour and 56 kilometers per hour, the probability of survival of the pedestrian drops to 68%. And at a speed of 45 miles per hour and a speed of about 72 kilometers per hour, the chance of survival drops by 35%. This is the national data we refer to. Therefore, the faster the speed of the car, the more serious the collision accident becomes. It's an easy and commonplace story. Especially for people who are vulnerable, such as pedestrians or bicycle users. And another thing I want to tell you about speed and road safety is that the slower the speed of the vehicle, the more time to observe obstacles on the road or to understand why it should be stopped or slowed down, and the response time is longer. It means you can completely avoid collisions. Therefore, the slower the speed, the lower the severity of the collision and the higher the chance of survival. The possibility of completely avoiding the collision is also much higher. It's because you can see more parts of the road as you drive with a wider field of view. Why is it important to drive at a lower speed like this? In particular, there are good sources and data that explain why it is more important to meet people who take a walk in the afternoon or take a dog for a walk. I wanted to tell you these things about speed. And this is a application-based program for local residents to apply for traffic calming measures. Um, and In general, the INDOT is selected about twice a year. In each selection, about 25 neighborhood roads are selected. Therefore, about 50 roads are selected annually. This may vary depending on the budget allocated to the program, but this was the average for the past few years. This program has a very high demand. In the last application review, about 650 local roads applied for traffic reduction measures. After that, we went through the selection process and selected 25 neighborhood roads in this review. Noble Valley, Noble Valley is one of them, and this map is from the online real-time tracking map that tracks the progress of all projects or roads that we have requested for traffic reduction measures. So, um, it's divided by color depending on the state. It shows whether it has been selected, completed, or is in the meeting stage like this continuous graph. Um, if you look at this, you can see how many traffic volume reduction requests there are. And besides the neighborhood road traffic volume reduction program, I hope everyone knows about Herb. It's a great tool provided by the Metro government, and it connects services that residents need or request to the Metro government. You can call 311, use the Herb.Necivil.gov website, or download the app on your smartphone and request. The really good thing is that you can get follow-up action when you need a service number. So, for example, if the street light is broken and you report it to the department, you can solve the problem, and if the traffic light is malfunctioning or blinking in yellow, or the signboard has fallen, or the garbage has not been collected, or the crosswalk's waterway is blocked by the sight and it is difficult to rotate, you can report the light. You can report it. Not only the INDOT, but also all the Metro departments. Now, let's talk about traffic calming measures and priority ranking again. As I said, there are more than 650 roads with traffic calming measures. Then, how were the 25 streets selected for this round, including the Noble Valley? It is through the data-based priority ranking decision process. We consider five standards. One of them is vehicle speed. Compare the speed limit of the road, 25 miles per hour, about 40 kilometers per hour, and the speed of the 85th hundredth. This accounts for 45% of the overall score. We are actually measuring vehicle speed on the road. Also, it measures the traffic volume of all roads, which accounts for 25% of the points. Next, consider the transit destination. This accounts for 5% of the points. In other words, whether there is a facility near the road that is expected to be used by people walking to and from schools, libraries, and parks, and so on, and whether there is a convenience facility that other people, not drivers, can use. So that's 15% of the score, and that's what we're looking at. Is there not enough traffic? Is there no traffic on the road at all, or is there only partial traffic? Is there a bicycle road on the road? Is there a green space nearby? Is there a bus lane, a bus stop? These are 15% of the score, and the remaining 10% are for vulnerable users, that is, injuries and deaths. So we look at the pedestrian and bicycle accident data in the past 10 years and check if there are such types of accidents on the road. This accounts for 10% of the score. All roads that have applied for traffic calming measures score according to the same methodology, and the road with the highest score is selected as the target for traffic calming measures. The Nobel Valley was one of the roads that received high scores in this methodology, and we collected data from that road. I would like to share some of the data points used in the analysis. The 85th 100-minute speed measured at the Nobel Valley was 33 miles per hour. I will explain the 85th 100-minute speed. It is a indicator that traffic engineers often refer to. It helps to identify the speed of driving on the road situation or on the road in general. In other words, it means that 85% of the cars measured during the day drove at a speed of 33 miles per hour. Therefore, the remaining 15% means that it is driving at a speed of 33 miles per hour. I measured it at a speed of 25 miles per hour, and the speed limit is 25 miles per hour. And the daily traffic is a little over 1,000. That's both directions. In other words, both directions of traffic are measured and displayed for 24 hours on weekdays. The road width is about 30 feet. There is a row on the road, but there is no road. And we know that there is a hill to the south end of the road, Elm Hill Pike, Elm Hill Pike. This map is a snapshot captured from our online traffic tracking map, and it marked Noble Valley Drive and Noble Valley Drive related to the surrounding roads. According to the law, the road is in the planning stage of the traffic reduction project, and it is adjacent to the road where the Limbotton Limbotton road, which was selected in the previous round and already completed the procedure and the traffic reduction facility, was installed. The road marked in blue is on the east side of this road. And some roads in the Nowork and Fitzpatrick areas have also been requested for traffic reduction measures, although they are marked in pink. It is not yet confirmed whether traffic reduction measures will be implemented based on data. Today, we will talk about our toolbox. I checked the chat window and there are no questions yet. Then we will continue. I will tell you about the devices used in this traffic information program. One of the tools we use is the Accelerator. You must have seen it while walking around the city. These are the ones installed on the neighborhood roads. This device is made of modular rubber, so it is installed by drilling a hole in the road packaging. It can be installed in various forms because it is a module type. INDOT prefers this device because of the space to be installed. As you can see, the emergency vehicle can pass over it thanks to the gap between the speed bumps, and the width is wide, so it is less affected by the speed bumps. The emergency vehicle has a slightly wider wheelbase than a passenger car or pickup truck, so it can go over the speed limit quickly, while the passenger car has to hit the speed limit. Only one wheel can get out of the speed limit or both wheels can collide and pass, but in the end it will be affected by the speed limit. The purpose of the speed limit is to reduce the speed of the vehicle. Therefore, when installing these speed bumpers, be aware of the speed bumpers when drivers approach by installing a warning sign, a road sign, or a speed bump itself. The speed-resistant chin can be made in various lengths. This cushion at the bottom left is a standard length that we generally use with a length of 10ft 6inches and about 3.2m. The middle is flat and the ends are sloping. The cushion can be applied in various patterns depending on the road surface mark and installation form. For example, like the picture on the right, the arrow and the center line can be marked in the center of the cushion to make the road and the harmony. These cushions are sometimes installed along with the white lane separation pillars. Like the picture on the bottom right. What is installed on the bicycle road is to prevent the driver from entering the bicycle road to avoid the cushion. When you want to protect the bicycle road, parking space, etc. and ventilate the surroundings, you need to install these signs. So when you install these fillers, you usually install several in a row. In other words, it depends on the road situation, but usually it is not installed only in one place. If you do, the drivers will only slow down at one point and then speed up again, or even try to make up for the time. However, if you install several of them in a row at a distance of 300 to 600 feet, the drivers will know that there is another fully charged device every day. Therefore, there is no need to try to increase the speed between the filling devices. Um, and to tell you a few more things about acceleration prevention, I think there's something you might be curious about. We are considering the location of the entrance when installing the acceleration prevention chin. For example, we are doing it so that there is no need to push the car sideways and enter the car at the back of someone's entrance. So, This is our standard interval. However, sometimes it is difficult to install because the entrance to the roadside is steep. I wanted to tell you this point. And vertical and horizontal curves, that is, under. It cannot be installed on a high-speed curve. However, the design is adjusted to the above-ground characteristics of the road. The acceleration prevention chin is made of rubber. These products can be composed of various widths in a modular way, but the difference between the acceleration prevention chin is that it is installed along the entire width of the road, unlike the acceleration prevention chin that leaves room for emergency vehicles. In addition to the interaction with emergency vehicles, Accelerator has almost the same effect as Accelerator. INDOT set up several projects last year, 2025, to find out how these products work, what the results are, and how effective they are. Overall, as a result of reviewing 38 projects in the city, the average speed has decreased by about 9 miles per hour. Therefore, it is quite effective in achieving the goal of speed reduction. Vertical measures such as acceleration prevention are very effective. The radar feedback signboard is also another tool used in the program. As you can see in the picture, and you may have seen it while driving in the city, it is a speedometer that is installed with the speed limit signboard. When the vehicle approaches, it measures the speed and acts as a driver. There are often cases where you can't recognize the speed and accelerate, but it is a good device that looks at the speedometer and reminds you to slow down. According to our research results, the average speed decreased by about 6 miles per hour and about 9.6 kilometers per hour, and the 85th speed decreased by about 7 miles per hour and about 11.2 kilometers per hour. That's what they saw in the tool box and thought it would be good to apply it to their distance. So, it's one way to reduce the width of the lane using the road sign. Sometimes, when the road is wide, narrowing the lane can make the pedestrians walk more comfortably. That's the first way. And the low-speed safety angle is one step further. In a wide section on one side of the road, like in the picture, a flexible lane division pillar is installed to create a sidewalk for pedestrians, bicycle users, and pedestrians. If you do this, the width of the vehicle can be narrowed. And In order to apply this method, you must remember that the width of the road should be appropriate. Usually, we use a package width of 24 feet or more than 7.3 meters. This can affect road parking, but it is because people do not want to park on the street, which is a low-speed driving area. Such an action is not allowed. We have implemented these measures on several roads. The crosswalk sign is a method of using a crosswalk with a curved line in paint, but as you can see in the picture, it uses a flexible line separator in the form of a white stick. In this way, the crosswalk is narrowed down and the curve radius of the road is reduced, leading drivers to reduce the speed of rotation. It also has the effect of shortening the distance between pedestrians and clearly distinguishing parking spaces to improve the view of the intersection. These facilities can be seen mainly in urban areas, but I wanted to explain because I could also experience Nashvilleville while traveling. This is another way to add a curve to the straight road. Use the road sign. As in this picture, use the way to park alternately on both sides of the road. In this way, there is a curve in the horizontal direction of the road, so the drivers have to slow down to maintain the lane. However, this can affect the old-fashioned parking. In addition, the width of the road must be appropriate for Chicani to work effectively. Another way is the wall point, pinch point. This picture is a road in the east of Nashville. It is to make a small island on the road and actually make the space between them into a one-way line. So let the car approaching you go. You have to cross the intersection, but especially when passing through the wall section, you have to slow down. In other words, you have to go through the section where you have to avoid the island. The last tool I will introduce is the rotary. Recently, this rotary was installed in Nashville, South. It is in the form of a U-shaped island in the center of the intersection. It is made of rubber and asphalt, so it can pass large vehicles, but it is basically a small-scale rotary with similar functions as a rotary. The driver turns the center island in the opposite direction of the clock and passes the intersection. In this way, the flow of the vehicle is distributed horizontally and the speed can be reduced when passing through the intersection. This concludes the last content related to the lottery. The next slide is our proposal for the Noble Valley and the Noble Valley. Let's see if there are any questions about what we've announced so far. Let me explain briefly first. The right side of the screen is the north. El Milpike, El Milpike is on the left side of the screen. It's a little different from the actual north-south direction. The pink line indicates the Nobel Valley, and the Fitzpatrick Road, the Fitzpatrick Road, It's on the top right of the screen. We recommend installing two sets of speed bumpers on the road. The three stop signs will be installed at a distance of about 350 to 400 feet from the Elmil Pike and Fitzpatrick Road crossroads. It will be installed on the road like the image at the top of the screen, which is similar to the one installed on a nearby wind-turned street. The address is also marked so that you can roughly understand the location of the installation. As a result of the initial evaluation of the road, not only are these locations suitable for the interval of two sets, but also considering the traffic rate of Noble Valley Road, it was decided that it was suitable for installation because the slope is steeper as it goes in the direction of Elmil Pike. What is the sign of the acceleration prevention chin? It's made of reflective material like a road sign, so you can see it well when you turn on the headlight. The signboard is the same. However, as time goes by, the reflected mark may fade. So, at INDOT, you can add a mark on the road before installing the speed bump. Well, if it becomes a problem later, of course, we will solve it if you let us know in the hub. However, the speed bump should be visible. So, there is an arrow mark. And that's why we installed a sign to let drivers know that the speed limit is approaching. Oh, there's another question. In the case of roads with speed limits already applied, did you monitor the amount of traffic to be reduced? So, it's trying to check whether the number of vehicles using the road has decreased or whether drivers have moved to another road. Did I understand correctly? Yes, we conducted research on it, and it seems that the results are different depending on the surrounding road network. Therefore, the traffic on the Limberton road may have increased after the acceleration barrier was installed. Um, and, but I don't know. Um, it could have just happened. Um, yes, so it really depends on a number of factors. We measure the traffic on this moving road. I also measured roads with increased traffic because of vehicles trying to avoid speed bumps on nearby roads. And no roads have changed. It depends on where people go and how the road network is connected. So, yes, that's a good question. However, it is a little difficult to define how much traffic is moving on average. Do you have any other questions about the proposed plan? Or is this plan a tool you were thinking of applying to Mobile Valley? Or do you think there are other options? Yes, this part will be discussed again later and you can continue to hear your opinions on the actual plan, but I would like to tell you about the future progress. This is to let you know what will happen on this street in the future. This is also the flow of the program. As I mentioned earlier, the program is a request-based program. Therefore, residents on this street have requested a decrease in traffic. It starts from the left side of the screen. And Data Analysis As a result, this distance has been selected as a traffic reduction target distance. Next is the resident meeting stage. In this stage, I will explain to you about the program itself, the concept plan, and the tool box. In the next slide, I will explain about online voting. Once the meeting is over, we move on to the design stage. At this stage, the engineers will further specify the design concept through field research. If there is anything to add to the plan based on the opinion heard during the meeting, it is reflected then. And then, and specify the exact location of the completion site. In this case, the completion site shows the specific location, such as how far it is from the entrance on the design drawing. For more details, refer to the drawing. This drawing is prepared so that the construction company can start right away. If the project If you get approval and support from the vote, you move on to the construction stage. After the design stage, we move on to the voting stage, and there is a slide that explains the details of the vote. Basically, if more than 66% of the voting participants agree to the project as planned, it will proceed to the construction stage. So, if the vote is finished and the approval letter comes out, that is, if the residents want to proceed with the project, In the case of INDOT, we will order materials and sign a contract with the construction company. Basically, the project funds are secured. We don't have to wait for the funds to be secured. We only have to document the support for the project and deliver it to the construction company to proceed with the installation. There is a second resident meeting on the left. If a resident or a congressman who attended the meeting for any reason needs a second meeting, it is a choice that can be made at any time. For example, It may be a good idea to hold the second meeting when there are many changes between the configuration stage and the design stage. How do you monitor afterwards? Yes, we regularly conduct research before and after installation. However, it is not necessary to measure all roads one by one. Because we are doing quite a lot of these projects, and we are seeing an average speed reduction effect of 9 miles in a project that has already been installed through a lot of research. Therefore, we do not necessarily conduct research after installation. However, as you know, if If it does not seem to be effective, please contact INDOT and we will check to see if other measures are needed. Other questions? Was it possible to use a radar first to monitor and mark the speed and then add an acceleration preventive jaw? In other words, we first install the radar feedback sign to check if it is effective, and if it is not effective, we ask if we are installing an acceleration barrier. However, our program is not operated in that way. Rather, it is the opposite. Even if the online vote is less than 66% of the approval rate, that is, if it is decided that there is a need to install an acceleration prevention chin, and the INDOT will continue to run the business even if it does not get a high approval vote. It would be really nice if everyone who received the voting paper participated in the vote, but in reality it is not. So if 66% of the voters agree, the project will be held. It's kind of like an election. Therefore, I'm not against it because I don't vote. Um, this is a postcard that you get when the voting paper comes to mail.
