I'll try to round it off as quickly as possible and then we can discuss the proposed design concept as it stands now. So that's where I start. This is the second neighborhood meeting for Holthills Road. Let's go to my presentation. Okay. What is traffic braking? In the context of the Nashville program for traffic braking in residential areas, we focus on residential streets, such as Holthills Road. So it's mainly about residential streets. EHM, the Safe System Approach, so if we take a broader look at the different approaches that we handle when it comes to traffic safety. The Safe System Approach was adopted by the US Ministry of Transport in the late 2010s. As you can see here, it consists of five parts, including safer speeds, which is one of the most important elements. The traffic braking program here at NDOT applies to many elements of the safe system approach, but mainly to safer speeds. This applies to Vision. Zero, a plan that has been adopted by municipalities throughout the country. In essence, it is a combination of NDOT and Metro to eliminate or significantly reduce the number of people involved in serious accidents or fatal accidents on our streets and roads. You can see how speed plays a role here. The speed of vehicles plays a role here, as can be seen in the graphic below the page. EHM, so as the speed increases, there is a direct connection between high speeds and the seriousness or even the possible fatality of a collision, especially for people who are outside the vehicle. Something about the program itself. This is a program with a high demand. We get a lot of requests. It actually comes down to the fact that a group of neighborhood residents or a VVE comes together to request a project. We have more than 650 streets that apply for this project. We look at those requests almost every spring and every fall. Then we use a data-driven process, in which we include, among other things, speed and traffic data, as well as other factors such as accident history and nearby destinations. There is a formula used that weighs these factors in different ways, but mainly weighs the speed and the number of motorists on the street. From those requests we select the 25 streets with the most chances of success. So there is Hothills Road. It is one of the 25 streets that we looked at last spring. This street, together with 24 other streets, is now going through the same process as you. You can read more about it on the right side. If you go to trafficcoming.nashville.gov, you can see the traffic brake tracker. There you can see a fragment of all the different traffic brake projects that are part of this program in Davidson County and at what stage they are. This is the location map of the project we're talking about. It's about Holthills Road between Holt Road and Cobble Street. Um, you see that it starts at Cobble Street in the north. During the first meeting we discussed a temporary concept, EHM, on which we received feedback. OEM, it was mainly a design based on a speed threshold. EHM, we took that feedback and the feedback we received during the first meeting in July, used to refine the design. The next few slides show general examples of the traffic-intensive measures that you will see later in this presentation on the street. Speed bumps are modular rubber elements. These temporary rubber elements are about 7.5 cm high and 1.8 m wide and vary in length from about 2.1 to 4.3 m. I think that for this one, I think Carlos, correct me if I'm wrong, but I think that we use brakes of 3.2 or 4.3 meters long. These are meant to drive over, not like on a parking lot where you have to drive over traffic jams with 8 kilometers per hour. These are designed to be able to reach speeds of about 32 kilometers per hour. And we want to add this DIA. So, um, this goes without saying. De snelheidsvermindering die we zien. We can compare the speeds from before and after the installation of the speed bumps. As you can see on the left, the average speed drops from 31 to 22. And the speed drops in the 85th percentile. From 37 to 25. We are the leader of speed bumps because they are proven to be effective in lowering the speed, which is one of the most important goals of this program. We also had it in the first meeting about removing curb edges. In general, you will see a few expansions of the track where we will have the concept later on. The idea is to reduce the space that drivers have on crossings to take turns, so that they can drive slower. We heard a lot about the intersection of Cobble Street and Hillsboro Street during the first meeting, and the problems with drivers driving too fast or not paying attention to the stop lines. We can go even deeper into this later on when we further develop the concept. Okay, a slower, safer berm. We can do this if we have a wide street. When we make the street narrower and add markings, we often create extra space that we can use in a different way. So, although there is a trottoir on this part of Holthills, in any case on the part near Cobblestone Road, there is a part towards Holt Road where there is no trottoir on both sides. We first had an agreement with NCDOT to hear their first ideas about what should be done. They took that along and came up with a number of complementary ideas, and we are now listening to the ideas they came up with for this plan. May I ask a question? First of all, there is documentation about those street races between Kabels and Hoop that can be shared. That data is collected by in fact placing a tube in the ground and registering the speed data for a day or so. We don't have any specific documentation of that, but we do have documentation of the speeds on the street. And that plays a role in the comparison I mentioned earlier. In between, three equally distributed speed bumps. These have a standard distance based on the specified maximum speed of the road. This is what it looks like. Here is the first half of the project. This runs from Cobble Street to the other side of Holt Hills Road. You can see where that broken-down terrain, or the larger plot, is located. Oops, something I forgot to mention. The berm runs from Holt Hills Place to Holt Road. So, from Holt Hills Place to Holt Road runs the sidewalk from Holt Hills Place to Cobble Street. Here is the widening at Cobble Street. We have a detail drawing of it that shows it a little better. And then the first set of bumps, because the street is so wide, we have a configuration with four bumps here. It looks something like this. Just before Hold Hills Place and further on, the next pass after Hold Hills Court. So here. And then to the next section, there is not much to see. But then a speed bump here. And then another widening at Holt Road. I will show you some more details of what it looks like. From close by, so here is the widening at Cobble Street. This is the standard configuration we use. With every traffic braking project when we place a protrusion, and these markings are at a certain distance from each other. They use the markings there as a protected parking space. I don't know if we have so many problems with that. I mean, for the safe berm, for the extended trottoir, it's mainly about the high concentration of those markings on the intersection. They are blinding at night. When you drive through those crossings at Bradford at night, you see reflectors everywhere. They are blinding because there are so many of them in such a small space. And as I said, people don't stop at the stop sign where they should stop. They drive all the way up the crossing to the stop signs. That makes it very tight if someone wants to stop now. It's just not very functional. I think it's dangerous on the intersection. Not the wide berm, I'm talking about the intersection.
Last week I had to drive backwards. A UPS truck came to drive, which wanted to turn towards me. To make him make the turn, I had to look in my rearview mirror to check if no one was driving behind me and drive backwards so that the UPS truck could make his turn. Okay. I will talk about the safe berm. We live on this part of Hothills Road, where we have to cross the road and then walk a few houses further to get to the stoop. And to come back to what I said earlier, I don't see any children outside, we have two small children. Our neighbor has a small child. The neighbor next door has two small children. Our neighbor behind us also has two small children. So we live right on the corner of Holt Hills Road and Holt Hills Court, and there are five or six houses here with small children. We don't often go cycling because it's really scary and dangerous to cross the street. So, ehm, I'm not that enthusiastic about the idea of the speed bumps, because I think we would be outside more often and would play in our front yard more often.
