Good morning everyone. This the Wednesday, March 18th, 2026 recess session of the Nags Head Board of Commissioners is hereby call to order. The first item on our agenda is the adoption of the agenda and a motion would be in order. So move. Have a motion. Is there a second? Second. Have a motion and a second. Good morning, mayor and commissioners. Just bring this up here. Okay. So, the first item is for consideration of five separate sidewalk projects. Um which are a composite of um some projects that were put off last year which include uh uh Northridge and West Wind Jammer Road as well as West Bay Meadow um as well as this year's project which is uh Admiral Street uh project and then there are two additional projects uh that are included to include GR Street in anticipation of the pedestrian signal um at that intersection as well as the west side of Dowy Park, which would finish off that last sidewalk connection as part of the original master plan for Dowy Park. Um, I'll go ahead and bring up each of the project areas just to give you a brief overview of of the proposed scope of work. Um what we have here is the first project which is West Bay Meadow which would provide a sidewalk connection from South Preton Highway which is over here on the right hand side of the screen connect into the west side multi-use path and then extend along the southern right ofway margin and connect up to Baze Edge which is this intersection right So, this would go ahead and form a new pedestrian pathway on the southern extents of the village. Um, if you recall a couple years ago, we did a sidewalk connection on the north side, uh, up at Cchase and then carried that through through Epstein Street and then
all the way to the beach. And so, um, this is one of the projects that was, uh, projected as part of the overall pedestrian master plan. And, uh, this is a project, like I said, that was slated for last year that was supposed to be coupled with West Wind Jammer. Um, but they were delayed to allow us to go ahead and speak to some of the residents um, in Northridge and, uh, along the planned route of West Wind Jammer Road. So what I have up on the screen is the proposed work for West Wind Jammer which on the left hand side of your screen this is South Crowton Highway and the existing westside multi-use path and then we are proposing a new sidewalk connection that would run along the north right ofway margin through Buccaneer all the way up around the curve which is continued down here in this middle section. And then this bottom section um shows the end of it and then connecting to the intersection at West Lookout Road. Um in speaking with the residents, uh we had spoken to most all of them along the pathway. There was a survey that was put out and then uh we did uh the town manager and myself met with a couple of the residents who have concerns about the location of the path, the width of the path and so we were able to go ahead and make some refinements based upon their feedback. Um did we get 100% consensus? No. Um, but I think we're probably up around 80 85%. Which, um, from my experience with a lot of these projects, it's typically a 50/50 split. And, um, so I I think with those communications, I think it was is extremely helpful. And we will con
continue to uh, communicate as we move along in the project um, to let them know about uh, when the construction schedule is and what they can expect during the course of construction. Uh, next on our project list is uh this is Admiral Street and so here on the left hand side of the screen is South Rightsville Avenue. Um, in the middle part of the screen that's South Memorial Avenue and then over here on the top right hand corner uh this is South Virginia Dare Trail. So, this would be a new sidewalk connection that would connect up from South Writesville Avenue and connect to the sidewalk that currently goes through the Food Lion parking lot and connects over to um Naget Acres. And this would provide a connection from the Westside neighborhood all the way through to the beach. Um, as part of this project planning, um, we had received some preliminary results for the storm water master plan, um, which will be presented to the board here in the next month. One of those items identified some deficiencies along South Memorial Avenue drainage corridor. And what we were able to do was incorporate this into the scope of work so that we didn't have to come back and cut up a new sidewalk after the fact. And so what we see here is there is some existing drainage structure infrastructure, excuse me, along the north side of Admiral Street. Um, we would go ahead and upsize this from about the the midpoint of Admiral Street between South Memorial Avenue and South Virginia Dare Trail. Upsize this pipe, upsize this pipe that runs north and
south, and then put in a new pipe connection um that would run east and west there on the south side of Admiral Street. And so this would go ahead and enhance the drainage in this area. This is one of the areas that was vulnerable um especially during Hurricane Matthew. We saw some extensive flooding here. So this was an opportunity to go ahead and fit this drainage work in with this project and really coincide with the philosophy that we have of going ahead and trying to do multiple projects uh under one umbrella. Um the next project that uh we have uh this is uh Growl Street and uh over here to the bottom left this is the event site. So, we would create a new pedestrian connection coming from the event site uh from west to east and then put in a new sidewalk there on the north side of GR Street and carry that along um from west to east um to provide access to South Virginia Dair Trail. And uh like I had said earlier, this is in anticipation of the uh signalized intersection at the event site. And there was just an opportunity to go ahead and move this project up to coincide with that work. And lastly, we have Dowy Park. This is part of the overall plan that is currently in place. The shaded section right here represents the new sidewalk connection which provides a looped connection uh from the southwest corner of the bathrooms wrapping around this
back side and then connecting up to this circle by the main entrance to the park. Um, and on this sidewalk, I think the arts and culture committee had identified the opportunity to go ahead and do something creative with this sidewalk. Um, look at maybe doing some mosaic designs incorporated into that. So, that's something that we can work with the contractor on um to try to go ahead and schedule those improvements um in order to really continue on that unique feel that we have with Dowy Park um and the sidewalk work that we have done there previously. So, we had bid these projects out um back in February. Uh we had received four different bids. bring up the bid tab. Um, we had received uh bids from Hatchel Concrete, Barnhill Contracting, Brow Construction Company, out of Selma, North Carolina, and Fred Smith Company. Uh, we had the projects broken down into three base bid items and three add alternate items. Um, with the Hatchel bid, we we received some very competitive pricing for uh both the base bid items as well as the alternate items. And the total amount of the bid price that was submitted is $282,71050. So, with all of that being said, um this request would be for the acceptance of the three base bid items as well as the three additive alternate bid items um for the fiscal year 2526
sidewalk projects and which would be inclusive of all those projects that we just covered. And so there would be two specific actions that we would request. One would be to authorize a town manager to execute a construction contract with Hatchel Concrete in the amount of 282,710.50 and the other action would be the approval of budget amendment number eight. I'll be glad to answer any questions that you may have.
Um, two quick questions, David. Is this um enough if you're going to work with um Hatchel on the walk at Dowy Park and do some creative work, is that additional money in add if they require additional funds? Uh we have a contingency as part of the budget amendment. I think we've got about $28,000 and we feel as though that's adequate uh to go ahead and cover that. Okay. And um secondly, um I appreciate your your and the manager's work with the folks in Northridge. Um can you characterize the remaining concerns that people might have in there?
Um one of the residents who works for Dominion parks his truck out in front of his house. Okay. Um and he doesn't have adequate driveway space to park it in his driveway. So his concern is we would be blocking off that access for him to be able to park in the rightway and that's pretty typical of each and every sidewalk project that we do. Okay. All right. Very good. I not know the answer to this yet, but how how long would the loop be at Dowy Park? Do you have any idea? Once we go ahead and tie that in. All right. Uh the next one up is uh for the replacement of Great Eagle Street Dune walkover. Um, currently we've got two two walkovers that are under various stages of construction. One is the replacement of Gulfream Way um that is nearly complete and the second one is replacement uh and improvement of the Dune Walk over at June Street and that is getting ready to start here shortly. Um but recently our facilities maintenance they conduct annual inspections of our dune walkovers and had identified some deficiencies at the great eagle uh dune walkover. And I'd like to go ahead and just share some pictures of what I'm talking about. This right here is the underside of the framework for Grey Eagle uh street beach access. Um this is a joist that is uh supporting the deck and as you can see uh we've got some termite infestation there and has really eroded away that supporting framework along with some of the other um connecting wood ties right here. Got another picture to share. And as you can see it's not just localized to to one of these areas. And so it's pretty pervasive throughout. So we saw this as an opportunity um to go ahead and try to address this sooner rather than later. With the other um dune walkover projects, we saw some really competitive pricing there where we had uh an excess of funds. And so what we did was we recently put this out to bid um to for a replacement of this
dune walkover to see if it fell within those available funds. Um we uh bid this out and we had received two bids for this project. Bring up that bid tabulation. Um we received um two bids. one from Shane Clark Marine who is currently the contractor on the other two walkover replacement projects and then also we received a bid from Northeast Marine uh via email. Um the lowest bid provided was with Shane Clark Marine in the amount of 42,500 and so um the request will be the um authorized the town manager to enter into a construction contract with Shane Clark Marine for the replacement of the Grey Eagle Dune Walkover project in the amount of $42,500 and then uh a separate action which would be the approval of budget amendment 8.3 and I'll be glad to answer any questions.

I'd just like to say something briefly about the St. Patrick's Day parade on Sunday. Um, we were uh stationed in front of Booty Treats at the viewing stand, if you will, at the north end of the parade. It was a beautiful day. A lot of folks in attendance and I and from what I could tell, it ran smoothly. I didn't leave my spot there, but making my way home and all the rest. And the town looked great almost immediately. So, somebody did a lot of hard work cleaning up and all that. less candy than usual, but still we had a candy cannon. That was interesting. But um I just wanted to weigh in because I attended the event and I thought it was great. Well attended, beautiful day. Thank you.
And um thank you to everybody who worked so hard to to clean everything up. Yeah. Thank you. I was out of town, but I drove up Beach Road on Sunday and you couldn't tell anything. Right. And something happened. Trust me. Yeah. Yeah. Good. Good. Thank goodness for good weather for right. All right. I don't have anything on my agenda. Uh we do not have a close session this morning.
