Field Renovations - Shoreline Athletic Fields, Project 27-28-Professional Services Agreement

Recommendation(s): Acting in its capacity as the Board of Directors of the Shoreline Regional Park Community, authorize the Community Manager or designee to execute a sole source professional services agreement with Tetra Tech BAS, Inc., a California corporation (Entity No. 1346576) to provide design and construction support services for Field Renovations - Shoreline Athletic Fields, Project 27-28, in a not-to-exceed amount of $880,000, of which 100% is from the Shoreline Regional Park Community Fund. 2000 North Shoreline Boulevard - Various Actions

Recommendation(s): 1. Acting in its joint capacity as City Council and Board of Directors of the Shoreline Regional Park Community, authorize the City Manager and Community Manager, or respective designees to execute a Settlement, Limited Release and Reimbursement Agreement with Google LLC, providing reimbursement for past environmental work at the property located at 2000 North Shoreline Boulevard, in a not-to-exceed amount of $4,968,700. 2. Acting in its capacity as Board of Directors of the Shoreline Regional Park Community, appropriate $4,968,700 in the Shoreline Regional Park Community Fund, utilizing the Site Contamination Reserve established within the Fund, for the settlement payment, of which 100% is from the Shoreline Regional Park Community. 3. Acting in its joint capacity as City Council and Board of Directors of the Shoreline Regional Park Community, authorize the Community Manager or designee to execute a Monitoring Reimbursement Agreement with Google LLC, for ongoing environmental monitoring, inspection and reporting at the property located at 2000 North Shoreline Boulevard, in a not-to-exceed amount of $900,000. 4. Acting in its capacity as Board of Directors of the Shoreline Regional Park Community, appropriate $900,000 in the Public Works Department, Shoreline Regional Park Community Fund, for the Monitoring Reimbursement Agreement, of which 100% is from the Shoreline Regional Park Community. Addendum No. 14 to Regional Water Quality Control Plant Basic Agreement

Recommendation(s): 1. Authorize the City Manager or designee to execute Addendum No. 14 to the Basic Agreement between the cities of Palo Alto, Mountain View, and Los Altos for authorization of: a) Palo Alto to manage the design, construction, and implementation of the Headworks Project, Outfall Project, and Minor Capital and Emergency Projects (collectively, the “Projects”); b) Palo Alto to manage the $31 million in costs authorized for the Projects; c) Palo Alto to obtain and administer a line of credit to fund the Projects at the Palo Alto Regional Water Quality Control Plant, d) Mountain View to provide a cost-share not-to-exceed $11.7 million. 2. Appropriate $2.0 million in the Wastewater Fund within the Public Works Department for the initial cash payment for the projects described in Addendum No. 14. Historic Preservation Ordinance and Zoning Map Update

Recommendation(s): 1. Accept the City of Mountain View Historic Context Statement (“HCS”) (Attachment 1 to the Council report). 2. Introduce an Ordinance of the City of Mountain View Amending Chapter 36 (Zoning) of the Mountain View City Code to Update Standards and Procedures Related to the Designation and Preservation of Historic Resources and Finding that the Amendments Are Exempt from Review Under the California Environmental Quality Act, Pursuant to CEQA Guidelines Section 15308, as Recommended by the Environmental Planning Commission, to be read in title only, further reading waived, and set a second reading for October 13, 2026 (Attachment 2 to the Council report). 3. Introduce an Ordinance of the City of Mountain View Amending the Zoning Map to Exclude Properties Designated on the Mountain View Register of Historic Resources Prior to January 1, 2025 from Government Code Section 65912.157 (Senate Bill 79) and Finding that the Amendments Are Exempt from Review Under the California Environmental Quality Act, Pursuant to CEQA Guidelines Section 15061(b)(3), as Recommended by the Environmental Planning Commission, to be read in title only, further reading waived, and set a second reading for October 13, 2026 (Attachment 3 to the Council report). 4. Refer consideration of a draft Council Policy to implement the incentives and benefits available to historic resources to the Council Policy and Procedures Committee. 5. Provide direction to staff regarding properties to exclude or delist from the Mountain View Register of Historic Resources, for adoption at a later public hearing.
