Monday, 2025. It is 7:30 p.m. I am calling to order the town of Mount Ary Planning Commission meeting. And our first order of business, please, is the pledge of allegiance. I pledge algiance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. And as always, I welcome those who have uh taken the time this evening to come and join us here in the town hall chambers and also to those that are following tonight's commission meeting uh via the line live stream from the Carol Media Center and thanks to the Carol Media Center for that uh capability. I also want to add a welcome to our new commission um council liaison officer, the newly sworn in Mr. Sean Kelly. Uh to my right and your left over here, uh Mr. Kelly uh recently elected to town council and was assigned to us uh by the mayor with council approval for being our liaison to the council. And just a little background, all of the town's volunteer commissions have such a council liaison to partner with them as we do the business of the town. And so again, a hearty welcome to Sean. Um it's a big job here. And so I'm going to say in advance, we appreciate all the lifting you can uh help put a shoulder in to get the job done for the town. So, um, uh, yeah, can I just add we do have a revised agenda, uh, that was posted. There's copies out on the table. Uh, there was a item that was removed from

the agenda, which is item number nine. Uh, the property was posted and just wanted to say that starting off and I think also that uh, our Frederick County planner I just learned, uh, will not be here as well. She got an auto reply from when we sent packets packets out. Miss Marino, she won't be here as well. Okay. Okay. Um well, I'll wait until we get to the counter reports here. Um so the next order of business is our review and approval of the minutes from our last meeting, which was April 28th, um 2025. And so I ask the commissioners to quickly glance over the minutes that were provided uh by Miss Clinton. Um, and I ask that you put a special keen eye to how well, and I'm making a um, a commendation here to Miss Clinton, how well she captured at the top of page two, um, a real good, succinct description of our discussion last time with regard to the proposed simplified site plan and to the topic regarding food truck regulations. And so Deborah, at least for me, kudos to capturing that lengthy discussion in such a a nice succinct way. Um, and then broader, of course, as I always do. If there's any um anything else, uh, when we have a motion for approval, I'll open discussion and that's where you can add edits, corrections, or any of the like. So with that, pause and hopefully you've taken a look at the past minutes. Do I have a motion for approval or disapproval of the April minutes of the commission? A motion to approve. You have the option to choose different times for whoever's speaking. Oh my gosh. So, whenever you're don't press yes until you're one to three minutes up. Yeah. Um Oh no. Uh, so this is the portion of tonight's agenda where I invite anyone from the community, resident or non-resident, to come forward at the table or uh, we got the boom mic active. You can turn that off and we'll work on that after the meeting if we have time. Um, so the next item on the agenda, and John alluded to, we are not going to have a Frederick County liaison. That's uh Miss Vanessa Moreno giving us uh some news uh from the planning that's occurring within Frederick County, Frederick City, New Market, etc. Um she didn't submit anything in writing, did she? No. Okay. Uh so we'll wave her. Carol County Planner is still vacant, I believe. John, um do we have anything from them? No correspondence from them either. Gotcha. Okay. All right. Uh so for this agenda item, we're just going to go on past it and uh we'll look to uh June's uh commission meeting for updates from both of the county um Frederick and Carol on what they're doing with regard to planning. Uh I will make a quick footnote here and that is I believe I speak for much of the commissioners that we're very keen on Frederick County's housing pipeline that is now going to show 1,0 dwelling units going in just to our west. uh near the town of New Market. Uh and that uh that is a frequent conversation with the Frederick County leazison, Miss Marino. She's done really good work in keeping us appraised of that progress. And why is that worth noting? It's because of their proximity and our concerns with regard to everything with adequate public facilities perhaps coming this way instead of west into Frederick City for various municipal services, library, etc. etc. So, I just want to assure the public and state that, you know, of all the county efforts over in Frederick County, that one's really near to us and it's really large. A thousand dwelling units, John and his planners on the town staff take every dwelling unit times

2.75 people. So, if you do 2.75 times 1,0 dwelling units, you get a you get an appreciation for why we want to kind of keep this in our in our attention. So, uh that's that's a lot of people surging into the community just to our west. Okay. Uh past that, uh we now have the first item, which is an introduction and discussion and a recommendation of approval or disapproval that'll be provided to the board of appeals per the code on the Happy Castle Daycare. It's a special exemption to have a home uh operated uh daycare. Uh this is covered by code section 1125C and uh 11262F10. It may show on your agenda F7, but it's F10. Um, and so I ask the applicant, Miss Griffith, and any representatives you wish to accompany you, please, if you could come forward. Um, am I correct? Uh, Miss Danielle Griffith. Very good. Thank you. And so, we'll begin this item on the agenda with asking for a staff report from John Breeden. Yes. So, welcome. I do want to apologize. The staff report does have a couple um corrections that'll be part of what goes to the board of appeals. Uh instead of a home occupations, it's actually under um under um section 1125C2, which is a nursery or daycare. Uh so some of the special exception criteria down here is going to change but ultimately you're here today to just get a recommendation from the board of from the planning commission to say that that use is allowed within this zone which it is under this special exception request. So again if you go to the last page again we can go down through some of this or Ralph did you want to hit on

anything in particular? I know we had concerns about the fencing and some of those again the staff report is sort of off track from the wrong Sure. Yeah. If you could just um uh with regard to that item from the staff report I believe you had mentioned the applicant has also submitted for a fenced area within the yard. I think did we receive a fence permit from you or No, not yet. I have gotten quotes from two different vent Okay. So there is there's some requirements that might be part of that special exception that will be discussed at the board of appeals that you might have to comply with uh and meet state standards. Gotcha. Um so yeah I mean staffer is recommending a a favorable recommendation to the board of appeals to grant the special exception. Okay. So, at this point, what I do is I turn to the applicant if there's anything you would like to highlight or emphasize with regard to your application for this uh homebased daycare or uh nursery. Um any critical points you'd like to emphasize in the application. Um I'm hoping to open up a daycare. I am a former teacher. Let me see. Press that button in front. It's actually green, so it should be good. Okay. Um I'm a former teacher. I taught kindergarten for 10 years. So, I'm hoping to open up a daycare. Um I know there's a big need in Montgomery County or in um Mount Ary and Carroll County for daycarees. So, um we have a nice big space in my house and a big open space in the field across from the street from my house. So, hoping that I can open it. Very good. Very good. And I believe with staff's help, we show that um um community of Nottingham, if I'm correct, and that um that playground and extensive, let's say, I'll just use the word park. Um also has an extensive rarely fairly new

uh jungle gym playground equipment. Uh it's a little bit off of the picture here, but it's kind of up in the upper right. There you go. Um, so you've got great accommodations just right across the street if you so choose with the children under your care is is the point I think uh worth emphasizing. Um, and so with that, as I usually do, I turn to the other commissioners if you have any questions for Miss Griffith um, regarding her applications. Any question? I I just had a question about the fencing. Um, what type of fencing were you putting in? because can see the pools next to it. So that's why. Yes. Um both neighbors have a fence. So we've gotten quotes to get the same fencing that they have to match theirs. Okay. So the people behind us have a fence. We just have to fill in three different spaces. Okay. And it's not nonclimable. It's raw. It's raw iron. Okay. Okay. Any other commissioner questions? Thanks for coming, Danielle. So, when you're talking about the fencing, obviously the pool's there. We don't want the little ones to go falling in there, right? Um, rot iron is your choice. Is it black rod iron kind of to match the rest of the neighborhood? Have you submitted your AR application for that yet? I have not. Okay. You should do that. Okay. Just just do it so that that way you while you're working with vendors to decide on a price for it, you have that approved and you're able to go ahead with it. um for your daycare. Um I would recommend getting a uh land survey just to make sure you're not on anybody else's property even though you're butdding the fence up against the back uh in that process. So yeah, send it over to I think it's Claget that runs the Yes. the homeowner association. Okay. My only other question for you is I know that in the HOA docs there is a certain amount of home daycarees that are allowed in the neighborhood. Um

obviously I don't think we've met that threshold. Otherwise, I would just ask um Allison Meter Claget about that just to make sure you're not either over that threshold or not. It's definitely a needed something needed for just our neighborhood. I'm sure you'll be able to fill it with just the neighbors and in the neighborhood and that'll be full for you. Um those are my only two questions. Just make sure you get your AR app in and just double check with her about the home daycarees. Okay. Uh congratulations. You got my vote. I'm fine. Gotcha. Any other questions? Commissioner Hadley. Let's um if I could just touch upon the fence um one more time, Miss Griffith, and that is according to the code, and I'm referencing 112-62, which is the paragraph in the code with respect to special exceptions, which this falls into. Um you're on an R2 property, the special exceptions have to be uh met so that you can go to the board of appeals. And so that's the process. And so under uh 11262F blegs 10 or subp paragraph 10, it talks about the fencing and it says an interesting thing. Um and I'm going to be admit to you. I'm not trying to be a gotcha here because I have discussed this with um uh the town zoning administrator. It says that for the yards um let's see for the yards 25 ft from all property lines. And so it's rather odd because we know that your yard goes all the way to your property line. And so what I'm trying to do here is I'm trying to provide clarity and interpretation of what's in the code if it's not clear. And so there's also been a consultation very briefly with the town attorney, Mr. McCarron to your left. And so right after that, there's also a statement in the code that says

there shall be an adequately sized play area fully fenced and enclosed. So if you put the two together, it sounds like there has to be an outside play area for the children. And I believe you are um estimating eight children max. Is that correct? Gotcha. And so there's nothing in the code that gives us anything other than adequately sized. And so if I may bring up that point and kind of trail on Commissioner Bea's recommendation is um I believe uh when you go before the board of appeal uh you may want to have good answers as to the size of the outside play area. And my point being if if you've put in for a um a fence that normally for homeowners goes where on the property lines, right? This code says if you want to operate a daycare, that fenced enclosed area has to be 25 ft from the property line. Am I interpreting that right, Mr. McCarron? So, um, so I just mentioned that because if you apply for and succeed in putting in a fence along the property line, you still need now a fenced area 25 ft away from adjacent property lines that's fully enclosed for just the children's outside activities. Um, Tom, I mean, uh, John, that's how you read the code. That's correct. Okay. And so, um, did you want to make a comment? Is that all three sides? Um, so it another good another good question. And so it says in the code that the sides of the enclosed area have to be at least 25 ft from the current surveyed property line. Um, so when you say all three sides, um, I I

I don't think it dictates that it has to be necessarily attached to the rear of the house, like to the patio or you know what I'm saying in that case. Um, it just says that it has to have a separate fenced fully enclosed area that is kind of a subset of the yard and at least 25 ft from the adjacent property lines. We speculated on why that's in the code. We're kind of thinking in in terms of a child wouldn't want to go all the way to your property fence and encounter maybe a dog on the other side. Do you follow what I'm saying? So, they're trying to put that buffer in there for I think primarily the safety of the children, but that's just me trying to interpret the town code. Okay. So, again, um I think all the uh advice from Commissioner Bea is sound with those little notes that I've just added on. It's not just a property line fence. It's also a separate enclosed area for safe daycare activities outside. Do the commissioners follow what I'm Oh, yeah. what I'm helping here. Does that Does that make sense to you? Gotcha. Um, and ultimately ultimately I think that decision could also be made at the board of appeals case. If if you need to do some type of a slight variance or something, you might be able to negotiate that. I'm not sure if that's true, Tom. I I'm not sure about that. Um, but I would also add that I I believe this to also be a requirement of the state to uh obtain. So I believe that this requirement maps what the state requires in order to get lenture. Okay. One last uh try from the commissioners. If not, um, because this is a homebased daycare, I also invite if there's anyone here adjacent properties that wish to get up and speak with respect to the applicants operating a daycare. Seeing none, I close the public comment on this agenda item. And I think

now it's fair to ask for a motion from the commissioners. And keep in mind, the motion has to be a recommendation for approval to go to the board of appeals or a recommendation of disapproval. If you recommend approval and wish to place conditions, I think that were kind of raised um by Commissioner Bea, then I think that would be appropriate. Um so opening up for a motion with respect to this application. I also move a motion. Yeah. Are you going to make the motion? Well, I was Are you I was supporting it. No, no, no. Okay. Um he he raised I don't want to steal any thunder here. Yeah, he's going to make any of course. Go go go ahead, Commissioner Ba. I'll make a motion to approve the case number MA-B-2025-01 for the homebased daycare business under the applicant Danielle Griffith. Site location 1810 Castle Green Circle, Mount Air, Maryland. with the exceptions of the plat survey and the fencing and also um just verifying this these uh 25 foot um stipulations in the in the zoning code um and uh the conversation with the HOA's uh officer Allison Meter about the homebased daycare and uh that's it. Our next order of business, and I'm going to try to move rather quickly tonight because we do have a full agenda. So, apologies up front if I do get a bit fast here. We're going to now have the introduction and discussion of the Hair Impressions Boutique Edition. Um, and so the applicant um, uh, is it Miss Diana? Deanna. Deanna Clever. Deanna. Thank you. And your representative? I'm Mike Taylor, the architect working with Very good. Welcome to you both here. And we'll begin with the staff report regarding your application. Yeah. Thank you. Uh again, this is 102 East Ridgeville Boulevard, Hair Impressions. They're trying to do a b boutique edition. Uh the zoning is community commercial. The existing use is a hair salon.

Um again, they did submit this proposal. Uh we were running it through a different process than a complete amended site plan because the um the addition is going on to uh an existing imperous area uh and the size of the addition is below any 5,000 square foot disturbance. Uh so again the uh the applicant is proposing a 20 by 8 by 20 foot by 8 foot 8 8 in by 27 in 27 foot singlestory addition to the rear of the building uh which house which just houses their ex existing salon business. The proposed addition uh will also include a handicap ramp, exterior stairs and a covered entrance to the new boutique. Again, there are four handicap parking spaces that'll have to get relocated as part of part of the um renovations. Um the applicant also has contacted the adjoining business uh to the west and has gotten a cross easement uh that should be recorded as part of this um site improvement plan uh prior to any building permit being issued. and staff is recommending uh recommending that you approve the proposed singlestory boutique edition and handicap entrance uh with the following conditions. The applicant will need to apply for all building permits through Carol County and all all permits that may be required uh to meet and then next one is to meet all the requirements state and county and town through the permit process to relocate for existing handicap parking spaces to meet ADA requirements. The exterior finishes and elevations elevations should match that of the

existing and the recording of the cross easement. uh the Carol County Land Records prior to receiving approval from the town for the building permit um and then including any additional planning commission majority recommendations as part of the building permit plan. Great. Yep. And uh so Diana and Mike, is there anything you wish to add that uh you want to highlight from your application that wasn't already mentioned? Uh no, I think Mike, can you pull the mic closer to your mouth? Sorry. Um, you all have seen this already. So, um, what we're trying to do is basically keep it a pretty simple addition, uh, in keeping with the same size and scale of the existing building. Um, it it's basically a open space for boutique retail use. Um, one of the main motivations, and tell me if I'm speaking out of line, but right now there's not a good waiting room area or anything. Um there's a lot of elderly uh clients as well. So having somewhere to sit down is not really provided at this point, right? So the idea of uh getting some of the boutique items into the addition so that there's a seat seating area for people to wait while they're waiting to get served. Um and so knowing that we would have to be taking away parking spaces, we're trying to keep it pretty modest in size. Um the other one of the other issues and I know this from experience is that front door needs uh to be redone and the way we're trying to uh re the front door is pretty much in the same spot but allowing a more uh a better way to get into the front door especially with the winds that come across that property and also providing uh a good truly ADA accessible ramp uh which there is a ramp now but it's kind of steep. I don't actually know if it meets ADA standards. So um providing

that again elderly clients just making a better experience for people. Okay, great. Um and then so the the parking spaces that we are taking out in order to do this obviously the accessible spots would just move down uh accordingly. Gotcha. Okay. Uh turning to the commissioners now for any questions on the on the proposed plan for this addition and its ADA ramp and its signage on the wall that is a part of the ADA. Any questions from the commissioners? Did you have one? Commissioner Bea. Um, so with the taking away of the four handicap spots, are you planning on elongating that sidewalk down to to allow for wheelchairs to get onto the sidewalk? Go to Yeah, that that go back one for me, please. So, you can see there the three handicap spots in red that would be taken away. And then just above that to the top is a sidewalk. There's an existing sidewalk that goes out to the front on that side. I don't think it's used very much, right? Um, but it is the way to get from the parking lot up to the ramp as well. So, we would be extending that down to the new ramp and stair front step space. And then that would be the connecting sidewalk over to the funeral home parking lot as well if there was ever any overflow parking needs for either property. Okay. So, and the um the blue signs I can't are they are they the parking for for Hair Impressions? those blue signs that are in front of the spots. Yeah. From the photos. Those are the Okay. Gotcha. So, you're essentially just taking those first couple spots and everything that will still remain yours and just moves down a little bit. All right. Any other questions from the commissioners? wanted to commend you for the coordination with the adjacent business owner, the funeral home, for coordinating the shared use of both parking lots because um because I I see that as just very good business, small businesses working together on on Ridgeville Boulevard. So, I'm sincere about that. I also commend you for um my understanding is you do have uh senior clients and so your efforts to kind of make uh and accommodate them having an easier entrance an entrance that's now covered I think under the new design is that accurate yeah so on on both accounts designing it I think u it makes wonderful sense with regard to your business um so um is there a motion with I'm sorry is there Any further discussion with regard to this application for an addition and ADA compliant um remodeling for hair impressions? If not, I'll make the motion that the planning commission approve the proposed singlestory boutique edition and handicap entrance edition with the following conditions. The applicant would need to apply for all building permits through Carol County for all permits that may be required to meet all the number two to meet all the requirements of the state, county, and town through the permit process. And just a brief pause here after after we vote on your application, it now goes into the hands of the town zoning admin administrator for the issuance of all permitting, construction, etc. Third, to relocate the four existing handicap parking spots further down um in your lot to meet the ADA requirements. The exterior finishes number four to be uh the exterior finishes and elevations should match the existing building of course. And then finally, record the cross access

easement that you have with the adjacent business uh the funeral home with Carol County land records prior to receiving approval from the town. uh for this building permit. So, get that recorded and then come to John afterwards uh to get the permitting process rolling. Um so, that's a rather lengthy motion. I hope you followed with me. I won't repeat it. The next item on our agenda is the introduction and discussion for the approval of the final site plan stage of the Southside Plaza Medical Services buildings. These are two buildings that are proposed to be located on Southside in the vicinity of Southside Plaza. Um, and if I may, John, um, uh, just for the benefit of the public, because this is a major addition to the town of Mount Ary, located in the general vicinity of where we're also planning a roundabout. Um, this is just to the south of Papa John's Pizza on the end of Southside Plaza. Uh, in that area help helping everybody kind of orient themselves. Um, this is a 1.08 acre proposed commercial development to support a

medical services business to be operated out of two new buildings to be built on two parcels located just south of the Southside Plaza. The two proposed buildings will support doctor's offices and a rehabilitation center for patients with Alzheimer's and dementia. Um, this applicant began their journey by going before the board of appeals on October 3rd of 2023. So, it's been a long journey, hasn't it? So that was to seek a variance and the specific request at that time was for approval to allow one of the two proposed buildings um to exceed the allowable square footage on that parcel. Um the allowable square footage right now is limited to 5,000 square ft. So they went to the board of appeals to get a variance for that restriction. That variance was approved in 2023 and the applicant then began their architectural design and headed next to this planning commission. We first deliberated on it on July 29th of 2024 whereupon the applicant submitted a concept site plan. Being a concept plan, the commissioners had to certify the adequacy of the town's critical public facilities. That's required in code chapter 25-4. And the commissioners granted that certification with three conditions that the town engineer must grant the business final approval of their water and sewer allocation. That's a normal condition. Secondly, the fire and rescue services adequacy statement come from the Mount Airy Volunteer Fire Company and I believe we have that now. Yes, John. Yes. Yeah. So, we do have the certification of adequacy for fire and EMS services from our town volunteer fire

department and uh see that the open space certification uh would be waved and documented and I believe we completed the open space waiver. Great. As a commercial property, that's pro- for I believe for us. That's correct. That's correct. Um, however, at that time in July of 2024, the commissioners deliberated a great deal on the proposed architecture, materials, and exterior colors shown in that concept plan in July of 2024. The concept plan was not approved, pinning the applicant return with improvements to the exterior choices for materials and colors. And simply in a short phrase, the commissioners here wanted to see some different offerings that made the original very white building blend in a little better, have a little more, I think we use the words commissioner harmony with the surrounding businesses and the southside plaza next door. Um, so on September 30th of 2024, the applicant then returned with their revised elevations. Those revisions were approved after lengthy discussion and we reviewed the sighting of the two buildings. Uh the proposed business interests entrance relative to the roundabout that's going in and um we discussed with the town engineer any of those concerns and they were all resolved to my recollection. Which brings us now to this evening. And I'm sorry for the background, but I think it's valuable to kind of state to the public we've been on a long journey to bring this business into harmony. Uh bring it into a much needed medical service, I believe, with our aging uh population and just regionally our aging population. And so that's why we're here. So now I'll shift over to the normal staff report. Uh for anything you wish to add, John? No, I think you did a

Uh ultimately, um when we did see the last elevations, there was some shading on there that was very difficult to comprehend exactly what was being proposed. These are much cleaner without any shading. You can kind of see the differentiations between the the gray and the light gray u with the the black windows. Again, it does sort of um mirror similar to what the um the medical eye across the street looks like and it also looks like the the old medical center there where Papa John's is uh with the same monotone uh accent colors, etc. So again, the staff um is recommending that the CL planning commission grant final site development plan approval for the site plan for Southside Plaza located at uh 1508 and 1510 South Main Street under the following conditions. Uh that all town and county comments shall be addressed prior before um the town of Mount Area approves any building per permits. The applicant and the town council must agree to a public works agreement. Uh and all the bonding must be received before a building permit is issued for this project. And and the the Mount Air volunteer fire company requires also no parking or standing standing or stopping signs on the south side of the access road uh with a max of 40 feet from each sign. And I can go back to the um back to the plan and sort of show you where we're talking here. So you can kind of see the pointer. So basically basically from the trash enclosure down along this property line here. Uh there should be no parking signs installed. I don't think they're on the sign drawing as they are

That quite frank I think uh brick is supposed to be in the downtown zone. We're not in the downtown zone. Not according to design guidelines. And when I read, unless I've missed it in the design guidelines, I believe that we're compliant with the design guidelines and we're matching what's on the adjacent buildings there. Uh so that we worked with the town planner to to adjust our plan. And we told you twice from the planning commission that we wanted to see some type of masonry or brick work on the building. So uh um we think that we have moved uh made a movement toward uh mean and by the way the design guidelines I'm I'm not I don't I don't believe they're part of the ordinance. I think they're just a general guideline for things to look at. It doesn't say you can't approve a building that doesn't have brick on it. Um, and so I get the and they said, "Hey, there's other brick buildings." And they ended up letting them paint it. But, uh, um, I get I get I understand, uh, the town's interest. I don't mean to say that. I do not understand the town's interest in having a nicel lookinging and and not letting people put in developments that are going to be and and when you're talking about ugly, whatever that means. I understand. Okay, Mr. Thompson, quick. Um, if you could I'll just be quick. When I go through in doing a design, I look at the I look at the site plan requirements in the town code and I follow those. Uh, two things. We met with the town planner, the owner,

So, right, we think that we are matching into it, and that's what your staff um which you approved for the meeting minutes, that we match the surrounding character, right, of the neighborhood. We think that we have done that and all that we're simply asking is that we have site plan approval. To move this important project forward for the seniors in the town of Monterey. Can I can I say one thing, Ralph? Sure. Sure, John. So, if you look at the um landscape plan, u again, it has very little road frontage in comparison to the depth of the the lot. And if you look at it, it it does have trees in in front of it, trees to the south side of it. Um and again, you have this other this is that Comcast parcel that we did a surround around around that correct control center. This has vegetation all along this as well. So the the buildings itself are going to be somewhat shielded from most all directions. Uh again you have a very small road frontage that accesses it access the property and again there will be some again they aren't evergreens but they are um deciduous trees along the front of the property sort of shielding the building. This is commercial zone. So, we're recommending it. We weren't even telling them that a whole thing has to be brick. We're saying some of it has to be masonry. So, we're trying to give them some leeway. And the fact that we've asked them multiple times to do something and they came back and did nothing shows the respect for this commission.

It it would be a stucco similar to split block only you just don't see the lines of a block. Yeah. You just don't see the lines of a block. is just you see these this panel that could be essentially just one solid piece or it could be you know a beveled line broke into it so it looks like something like stone right but it's also meant to last as long as stone but it's a little less expensive of a material because the doctor's making you know a multi-million dollar investment in our town something that this town really needs so I With the facade in mind, how can we get to the parking lot on this one with something that looks like stone but yet isn't? So, how do we take the concept from these panels that look like brick and make them look more like brick so it appeases this particular I think I have an answer to that. you know that we could actually put in some type of a scabbard or some type of uh relief in these panels flat panel. It's a That's right. It looks like marble or something that it has like two by or 3x5, you know, notches inside the the um finish. Right. Exactly. would create that kind of really it almost looks if you look at the uh building a at the top and I can zoom in but I don't know if we're going to be able to see it but you can see that like with the finished floor line there or top of ceiling it kind of divides the P panels up a little bit like above the window it's divided in two you know I think having those architectural relief lines might simulate that somewhat if that's what you're trying to get to. Yeah. It's just on a drawing like that. Yeah, we can we can agree to that. Okay. Now, that being, you know, I I think I understand what that is, but uh and I think you do, right? So, this building looks like a plain flatsided nothingness with windows arched in it, right? The panels that they use to put this together can be etched to make it look like there's brick or stone or whatever we want it to be in a beveled format so it looks like it's bricks. Right. I think that's sort of what I was referring to earlier when I was talking about you can add facades but again I would leave that to the architect to to right. With this the way that it is, you can add an additional look to it the way it is so that it looks like brick. So, we can add that as a condition of approval. Yeah, we can add it as a condition of approval. And uh you know, six months out of the year, you're not even going to see the building once the maples are grown. You you can actually see in the architectural plan score lines of the panels. They're not it's not a flat right uniform surface if you look on they've got lines dividing them up over windows and everything else in there. So kind of you can see you can see a line here but I think what Mr. Beer is talking about is, you know, we have a rectangle here. Maybe there should be, you know, additional relief lines in the larger panels. Instead of one every 8 ft, maybe they need to be every 3 feet or 4 feet, creating almost like a a cinder blocky beveled edge, right? Does that make sense? So it looks like cinder blocks. They had to initiate a site plan uh to be allowed to erect the building that the steel was currently on the ground. This is that building that was required for them to move forward

I know when I drove out there to put a sign up for um the reszoning of lot 73, I noticed that the um the material or fabric or or slats only went up a part of the way up the driveway. I didn't see that it was extending down the length of the chain link fence. And I don't know if that's um the intent ultimately and maybe they were installing them at that point. I don't know. Right. But but as far as uh perhaps a condition in any motion, we would want to address that final fence appearance as you now put it on the new parcel line is is where I'm getting at.

We had a of course we he had a special meeting uh before this with uh swearing in Councilman Deodor and I uh at the last uh full council meeting. There was a um uh approved road closure on uh uh July 1st for the American Spirit Parade. There's also an approved road closure for October Fest, which will be Saturday, uh, September 27th this year. Uh, that is an all day road closure that is 8 a.m. to 8:00 p.m. Uh, the council unanimously approved uh the rebid award for the traffic circle at South Main. Uh, also uh a uh unanimous approval for the conduit. I believe this is uh Oh, I see this is the conduit upgrade at Wells 2 and four. Uh there were some commission appointments and reappointments. Uh also uh a few ordinances went through. Uh most notably uh the tax rates uh were set and that was uh unanimously approved. Uh also the budget uh was unanimously approved with some amendments uh which were um some additional funds allocated to the volunteer fire company uh rails to trails and also an additional $200,000 allocated uh to the roundup route project cuz uh I think with all the time that has passed there were some additions to the to the bid. Uh, also there was uh $80,000 allocated in emergency adoption uh to the inflow and infiltration uh infiltration uh water systems capital improvements and that was also approved
