Yes. Consent docket carries. Item three is consider resolution number 13926, adopting the 2026-2027 program year action plan for community development block grant program and authorize the mayor to submit the plan to the US Department of Housing and Urban Development.

Mayor and council, the city has been awarded $366,967 this year. And an estimated of $17,000 will roll over from last year. Administration is recommended to be funded at $73,393. Out of these funds, it's recommended to fund metropolitan fair housing at $6,921. For fair housing services benefiting 17 households, Public services is recommended to be funded at $55,045 for the following programs. $25,000 to aging services for home delivered meals to seniors. $5,000 to Bethesda for counseling for children. $5,895 to more youth and family for their first time offender program. $6,000 to St. Vincent de Paul for utility and rental assistance program, $6,000 to the Community Action Agency for rental assistance, $5,000 to the Virtue Center for substance abuse counseling, and $2,150 to the Sparrow Project for a mobile life skills kitchen. An estimated 138 individuals and 46 households will benefit from these programs. An emergency repair program administered by Rose Rock Habitat for Humanity is also recommended to be funded at $10,000 and will assist two households. The infrastructure project will consist of sewer line replacement in the Eastmore addition, and it is recommended to be funded at $228,529, benefiting 10 households, Highland East Junior High, and the school admin building.

OK. And I would just make a comment about this program. Possibly it was going to be cut, but we had worked and lobbied hard on behalf of the CDBG. And so it wasn't. But that's just part of the, it's just been a really good program here and more, and I know nationwide, and all of the good things that it's done here. So yeah, thank you for working hard. And I know there's not enough money to give to everybody, so you and the committee do a good job of deciding who gets what. So we've had the motion and second. Would you call the vote? Melissa hunt, yes, Louie Williams, yes, yes, yes, yes, yes, yes, yes, and passes item for consider approval of a contract with precision concrete cutting for trip hazard assessment and horizontal saw cutting and shaving services at various sidewalk locations throughout the city. in the amount of $130,000 using interlocal purchase system tips number 23010401. This is Public Works.

Mayor and Council, this contract covers the shaving of various sidewalks throughout the city to eliminate trip hazards through a shaving process. Staff recommends approval.

Are these just sidewalks that have settled?

Correct, and it brings them within ADA standards.

Yes. Item carries. Thank you. Item four or five is consider approval of a 50-foot roadway and utility easement to serve the Broadmoor Heights addition located east of Willow Pine Drive and north of Southeast 33rd Street, application by Premium Land LLC, Tabor LeBlanc Community Development.

Mayor and Council, this easement covers the street segment of Hallie Drive to connect the Broadmoor Heights neighborhood to the clubs addition via Willow Pine Drive. Typically, you'll see these easements before we file them at county. This particular one is coming to you after we filed it at county. The reason is because ONG does have an impending relocation project for a gas line that needed this utility easement to connect over from the Broadmoor addition to the Willow Willow Pine and Clubs Edition. This project will reroute gas service for some existing customers along Southeast 33rd Street and Carroll Circle, which will in turn allow ONG to abandon the current gas line on 33rd Street. And all of this will allow for a drainage improvement project in the area to address the long-term flooding, which we're hoping to get constructed before the spring rains of next year. We had a short time window with ONG where they could relocate this line, so we wanted to take advantage of that instead of having to wait another year to get it on their list. If you have any questions, I'd be happy to answer them.

Yes, I'm passes. Thank you. Item 6 is consider appointing a selection committee to recommend appointments for to planning Commission vacancies and one board of adjustment vacancy.

Mayor and council, we do have six applications for three open seats. Typically, what we do is have a selection committee made up of three council persons, and interviews are held, and then a selection is made. We're anticipating that whoever is selected, we would be doing interviews the evening of August 3 or August 17. But of course, we can adjust that to whatever the selection committee decides to do.

So anybody that on the council that's interested in doing that. So I'm happy to serve, but I do have I'll have to take a pass on the one person that I know has put in an application so all right. Louis said I don't mind. How many we need one more. We need to do that in a motion. Would somebody?

Consider authorizing the budget to purchase of 1,404 poly carts from rearing Pacific company container group and the total amount of $70,012 as the lowest quote.

Mayor and council, this purchase is for the polycarts to replace broken and disappeared carts through windstorms and all kinds of stuff. We recommend approval.

How much are those poly carts come out to?

Total is $78,000. It's just under $60,000 apiece. It's $59,000. I got the exact number here if you need that.

Yes. Item passes. Item 12, consider approving or authorizing a sales tax note up to $3 million for the purchase of the KOMA property design fees for public safety training facility and renovations to the city hall council chambers.

The KMA property was discussed as part of the budget process, and so I would like to move forward on that to go ahead and purchase the property. Also, complete the design for the public safety facility so we can have those details when we go out for a vote on potential on that. And then the renovations for the council chambers. Recommend approval.

Let the record reflect that all members that were present are still present. 13 is new business. Nobody has signed up citizens forum for items not on the agenda. Anybody here want to speak? Nope. Item B, items from city council trustees.

So I'm not sure if everybody saw the news, but something that we all knew, that we have the best city manager in the state. But Brooks Mitchell was recognized by the City Managers Association as the best city manager in Oklahoma. And so we're very proud of him.

And we have a small gift from the council for you. So congratulations. Thank you very much. Thank you.

We do appreciate you. I suggested a gift card to the waffle hut or house or whatever. But they wanted something a little nicer, so I think they won. Also, I want to present to you a prize that I won that I don't need is some dad jokes. So they're in here. And just as necessary, you can, at a staff meeting, just tell some jokes.

Well, with two daughters, I'm sure I can put this to you.

But your daughters appreciate that. Council, anybody have anything? Just something I would like, and I spoke with our city manager about it, and he's going to reach out to the rest of the council and just get your thoughts on it. But I'd like for the city to move forward with the GO bond on our phase one of the I DON'T KNOW WHAT THE PROJECT IS CALLED, BUT THE FLOODING CONTROL, THE ISSUES OVER IN THE EAST SIDE OF OUR CITY, THE NORTHEAST SIDE, THERE'S A LOT THAT WE HAVE TO DO. I DO KNOW THAT WE TRIED TO PASS A ONE CENT SALES TAX AND THAT WOULD HAVE FUNDED THAT PROJECT. you know it failed I think by 534 votes I just think we need to to move forward and ask the voters if they would be willing to pay for these improvements to the drainage so council just Brooks will be reaching out to give you a call and to share your thoughts with him and I think if we're gonna put it on a ballot we'll have to make a decision pretty soon so just give him your feedback And then I just want to give a good shout out to our fire department and to our police department who work together. We had a pretty serious incident. Was it like the last part of last week with we had just a downpour of rain that was a summer storm, pretty isolated right here in our city. And one of the creeks was just overwhelmed with water. And there were some young boys doing stupid stuff. Boy stuff. Yes, and jumped in the creek to go for a swim because they'd never seen it that rapid. But our police and our fire worked really well together to do everything that they could to ensure that those boys, because it could have turned out a lot worse. And fortunately, there were no drownings and everybody was reunited with their families. Thank you guys for working together for the betterment of our community. And then I thank our community for their willing to make the investment in the equipment and the training and the manpower to respond in such an efficient manner. So thank you all very much for that. And that's what I have. And item C would be items from the city trust managers.

Mayor and Council, to put anything on the ballot in November, the vote would have to come from the Council on August the 17th. So I'll reach out to you and get your thoughts and see what direction you want to take for that. I want to thank Dennis Bothland and Public Works for all their work on picking up the limbs from the various storms. information I got this morning was they have made 468 pickups and they have 833 left to go. So obviously they're very busy with that and appreciate their efforts. That's all I've got.
