Item C, we have a proclamation declaring the week of April 12th through the 18th, 2026 as National Telecommunicators Week. Is Mandy Mason here? Yep. It's fantastic. Let me read this proclamation. I'd love just to present it to you. It says, "Whereas the emergency response in the city of Moore begins with a vital connection made between the public and the highly trained professionals who answer the call for help at the Moore Police Department. And whereas our public safety te telecommunicators are the first and most critical link in the specialized chain of public safety, providing a calm voice and expert guidance to our citizens during times of intense crisis and uncertainty. Whereas these dedicated individuals monitor activities across our community, dispatching appropriate police, fire, and medical resources with precision and speed to protect the lives and property of those in more. And whereas the work of these unsung heroes requires a unique blend of technical expertise, emotional resilience, and a profound commitment to the safety of both the citizens they serve and the first responders they support in the field. And whereas the health, safety, and well-being of our community depends on daily diligence and professionalism of those who staff the
Moore Police Department Communication Center 24 hours a day, seven days a week. Now therefore, I, Mark Ham, mayor of the city of Moore, do hereby proclaim April 12th through the 18th, 2026 as National Public Safety Telecommunicators Week and the week in the city of Moore. Uh, Mayor and Council, we can cl on behalf of myself and Fire Chief Ryan Marlor, we just want to uh express our uh profound thank you for recognizing our telecommunications uh officers, our dispatchers. Uh between police and fire, there's always this good camaraderie of who's the best first responders. Uh but what we know is really the first responders for the first responders are these dispatchers that are answering these 911 calls, are the first voice that our uh citizens hear in their most tragic times. And so they're truly the calm in the storm. And we're so grateful for them. We're so thankful uh for our director of our 911 center uh Miss Mandy Mason because of the professionalism she brings and the level of uh standard that she brings to the more police department, more fire department, the more 911 center. So I'm honored to stand beside her and let her address you.
I would like to just say thank you so much for your support um anytime that we need anything. Uh we appreciate it and thank you for um honoring us today. Thank you. You bet.
And while while they're coming up, I'll just say just a a few quick things. And I know uh Sid Porter, who's the retired police chief from Midwest City, I'm sure could share a lot of other stories. And is my uh career as a law enforcement officer uh greatly depended upon our communication officers and unfortunately even the police officers will get snippy with you guys at times because of the stress and the things that are happening out there. But having that calm voice for the public as well as the officers just to to maintain uh the sense that everything's going to be okay. I hear you and we're doing everything we can to communicate and get the information that you need. So, I know this is a piece of paper, a certificate, uh, and we don't have a big check to present to each of you other than your weekly paycheck, but we really honestly do appreciate everything that you do for all of the police, fire, emergency personnel, and citizens in more Oklahoma. And it's just a small way that we can all say thank you for everything that you do. I just want to add real quick um as a former police officer uh EOC as we call them, emergency operations and communications. Couldn't do it without you. You guys work the same stuff like the fire and the police, the same working holidays, weekends, and I thank you all so much. Thank you.
Thank you. Our next item is we're going to receive a presentation and a don donation for the police and fire departments from Cox Communications. Good evening. I'm Katie Borne, leader of Cox Communications in Oklahoma City. It's from public works. Mayor and council members. This is an extension of our contract for the be beautifification and mowing of the city of Moore. Uh, this contract will be ex extended uh at a cost of about $4,300 more a year. That's what the 2% would call for. And staff recommends approval. Okay. Make a motion to approve.

Mayor and councel, the human resources department is requesting your approval of a renewal for our administrative service agreement with assured benefits administrators who serve as our health benefits thirdparty administrators effective January 1st, 2026. There are a few changes to the agreement for this year. Administrative costs have increased from $28 per employee per month to $28.84 84 and the access fee for our PO United Healthcare has increased from $1923 per employee per month to $22.50. Staff nevertheless recommends approval.

Mayor and council, this particular project uh is a roadway project that has 18 parcels uh that we need to acquire for construction of the road. Uh Pinnacle Consulting Management Group will be providing their typical uh acquisition services and we'd recommend approval. And this is funded through the GO bond. Right. Through the GO bond, correct?

Item eight is consider approval of a contract with Ark Pyrochnics for the city's annual Fourth of July Christmas Spectacular uh for the you know for the Fourth of July and the Christmas Spectacular Fireworks displays in the total budget amount of $65,000. Mayor and Council, item eight covers the budgeted contract with Ark Pyrochnics, the company that has worked with us over the past several years to provide the fireworks show at the Fourth of July and Christmas Spectacular. The cost is $65,000, an increase from the previous amount due to increased production and shipping costs. Recommend approval. So, what was the increase?
It was um 495. 495. Okay. Are are you looking at doing anything different since this will be our country's 250th? We were trying to keep it the same the same as possible with a little bit of an improvement, but that's why there was an increase in costs. Okay. Okay. Keeping the 250th. Item nine is consider approval of a contract with sunb belt pools for the purchase of up to three pallets of 50 lb pales of pulsar plus calcium I drove chlorite brickettes and the total budget amount of $13,35624 as the lowest quote.
Yes, mayor and council. This budgeted contract with Sunb Belt Pools is for the purchase of up to three pallets at a time of calcium hypocchlorite brickettes for $13,356.24 rather than one pallet approximately every other week or so. Purchasing the larger amount throughout the summer saves on shipping fees when that same amount would be charged each time one pallet is purchased. The aquatic facility is able to store three pallets at a time. Purchasing the larger amount saves thousands of dollars in shipping fees throughout the summer and we recommend approval. Second. And you know, we do have restrooms at the swimming pool. So, if you would use those instead of the pool, we probably wouldn't have to spend $13,000. Just a suggestion. Yes. uh Mayor and Council Sunb Belt Pools is able to work with us through this contract for $4,624 to provide general maintenance inspections and training of staff on proper care of the filtering and chemical balancing systems throughout the summer. The pool will be kept maintained and working properly with thoroughly trained staff at a high level of effectiveness, keeping continual safety and risk monitoring in mind. Recommend approval. Make a motion to approve. second. And wasn't it last year we had one of our lifeguards uh do a life-saving measure out there? Was
that has been the uh past practice is just training the lifeguards within our department and paying U and different facilities to train and now we're going to use this specific Sunb Belt pools who knows the pool equipment and okay proper techniques. Yes, mayor and council. Uh, Tasnu and Lawn and Landscape has worked with us over the past several years and is the lowest and most responsible bid at $194,670 for the 2026 mowing and lawn maintenance services for the parks and recreation department. Our crew cannot possibly mow and uh keep it up as well as as the contractors do. Recommend approval.
Could you just maybe elaborate on how often they mow? We have and what are they uh what do they do that's uh better than some of the other people
we provide uh tasnua has been working with us so they know each one of the parks and the equipment that is necessary to mow these things and all of the parks. We have a list a table of all of the parks and what it takes to mow and and trim each one of the parks. Um, it's how each one of the parks is has different sizes, shapes, types of grass, and different things like that. And it takes a more experience a as you go to learn how to best keep these um parks. We're trying to get them into the best shape uh using the spraying techniques and also the mowing techniques to get them shaped well and trimmed to the best weight. include weed eating and edging along the sidewalks,
streets, parking lots even sometimes. Well, our guys do the sidewalks and the parking lots because when they try to spread themselves so thin to cover all of these parks and all the acres, it is very difficult to keep them maintained at this level. So, they are in much better shape when we contract out the list that we provide and we inspect their work. So my biggest pet peeve is times I've seen we've hired contractors and they don't pick up trash. They just drive over it and now instead of it being a styrofoam cup, it's every little bitty piece of that styrofoam cup.
That's part of the contract. And we have an inspector that goes by a day afterwards so that there's not a lot of time in between mowing and what the expectations are. So we um also inspect and we refuse um and have them come back out and do the job again if they if it's not appropriate. Are they maintaining the flower beds as well? No, that's the another contract. Okay. Okay. There's not the flower beds. It is just mowing and trimming. Okay. So you see a you see a uh uh a good b a big benefit. They're using the same company.
Absolutely. This they do the work of six men. you know that we're not paying for that. They're not on our staff. Um and contracting is the best way to go on this type of thing. Thank you. We get a lot of feedback of particular people of any overgrowth in the last few years. For those of you that know me, I take this so seriously I wore pants today. Um, yeah. So, we do mow every two weeks. We are inspected after every cycle. Um, to answer your question, we do have a staff that's done this for several years. We've actually worked with the city of MOR for six years now. And, um, now I feel like everybody really knows the property very well. Um, we know what heights to cut it all. And I've had a staff that's been with me for several years that's helped a lot. So, this is my first council meeting to come to, too. It's kind of cool. Welcome. Yeah. Thank you. Appreciate you. But I'm happy to answer any questions as well.
I would just say, and Sue knows this, that our, you know, our parks are one of our most prized possessions and we really want to take care of them and our citizens you utilize them a lot. So, just having them looking as nice as they can is is important. So, you know, that's why we're going with you again because we're getting good reports from our city staff. So, just keep up that good work and going above and beyond and hopefully we'll continue to have a good relationship with you. Thank you very much for that. Thank you so much. Thank you. Item 12 is consider approval of a contract renewal with Two Oaks Investment LLC doing business as consolidated benefits resources to provide workers compensation claims administration in the amount of $3,000 per month. Mayor and Council, this is a renewal of our contract with Two Oaks. Uh they are our third party administrator uh for our workers compensation claims and they also handle our general liability claims. And on top of that, in January of 2024, they also took over for uh the duties of Comp Choice. They went out of business, so they also stepped up and handled the duties uh that Comp Choice also uh uh performed for us. And they were our uh certified workplace uh medical plan provider. um this is an increase of what we've paid in the past, but I think with the additional workload that we have put on them and uh how long that they have kept the previous amount of $1,700 per month for years since before I was started here, it hasn't gone up at all. So, we would recommend approval on this.

Excess hotel motel collections and prior year collections of seizure of 911 funds for the new CAD RMS system. More urban renewal authority fund 10 for a transfer from the general fund and for the more public schools and land acquisitions and the halfsent sales uh halfsent dedicated sales tax fund 12 to budget additional sales tax collections in the current and previous years.
Mayor and council, good evening. Um you have the budget amendment in front of you and let me start by saying the city more is blessed. Fortunately, we've collected more funds and been donated more funds and received these loan proceeds that were unbudgeted at the beginning of the year. They came on during the course of the year. So, in order to adequately spend them, we have to budget for them. So, we've got this budget amendment together to add these funds and the corresponding expenditures. mayor and council or I'm sorry chairman and trustees uh on March 10th we received four bids for the wastewater treatment plant improvements uh they range from a high of 25.4 4 million to a low of just under 13 million. Um we would basically recommend the lowest responsive bidder uh to Crossland Heavy Contractors Incorporated recommend award in the amount of of uh 12,000 12,000 1290,630. They were the most uh best and most responsive bidder

Uh the previous item which was for the wastewater uh improvement uh wastewater construction improvements, we do not have an inspector or the qualification that have the qualifications that would be able to observe and and provide the inspection for the construction of that that type of project. And so uh we've contract we're asking to contract this out uh utilizing the design firm Garver Engineering. Um the uh cost for this is um based on 72 weeks, 40 hours per week uh at a rate of about $162 per hour and we would recommend approval. It is a not to exceed amount.
Okay. Um I thought of that uh $468,000. Was kind of interesting the construction observation services. That seemed comical to me. Sorry. Yeah. So, do they will they actually come on site and inspect work or is this just reviewing plans and stuff? No, they will be on site the entire time at the project. Uh that's necessary. We plan on them being 40 hours a week while the work is going on to observe it and and make inspection reports and so forth. Very similar to construction administration and a regular Absolutely.
