CONDITIONAL USE PERMIT ("CUP") CASE NO. PC-2025-0004-CUP TO ALLOW A NEW MASSAGE ESTABLISHMENT LOCATED WITHIN AN EXISTING MULTI-UNIT, MIXED-USE BUILDING AT 492 N. GARFIELD AVENUE, MONTEBELLO, CALIFORNIA 90640 ("PROJECT SITE").
It is recommended that the Planning Commission conduct a public hearing and take the following action: - ADOPT Resolution No. 07-25 conditionally approving the Conditional Use Permit for the establishment of a new massage business located within an existing multi-unit, mixed-use building at 492 N. Garfield Avenue, Montebello, and make the associated findings that the proposed project is consistent with the Montebello General Plan; and - DETERMINE and FIND that the project (ENV No. 07-25) is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301 - Existing Facilities.
DRAFT ORDINANCE FOR A ZONE CODE AMENDMENT ("ZCA") TO MODIFY MONTEBELLO MUNICIPAL CODE ("MMC") CHAPTER 17 AND ESTABLISH A VIEWSHED PRESERVATION OVERLAY
It is recommended that the Planning Commission conduct a public hearing and take the following action: - ADOPT Resolution No. 08-25 recommending the City Council approve Zone Code Amendment (Case No. PC-2025-0006-ZCA) amending Chapter 17 of the Montebello Municipal Code adding Chapter 17.41 - Viewshed Preservation Overlay to protect and preserve significant public and private views; and - DETERMINE AND FIND that the project is exempt from the California Environmental Quality Act ("CEQA") pursuant to the "Common Sense" exemption set forth under Section 15061(b)(3), which provides that CEQA applies only to projects which have the potential for causing a significant effect on the environment, considering that it can be seen with certainty that there is no possibility that adding a viewshed preservation overlay will have a significant effect on the environment and pursuant to CEQA Section 15303 related to construction and location of limited numbers of new, small facilities or structures, and the conversion of existing small structures that are consistent with the City's general plan policies and zoning regulations.
