Yeah, Mr. Chair, if I may, I would just like to update the commission on a an official grand opening that the city staff will be leading. Um, and we would like to invite the commission and um the public to the uh official Tesla grand opening uh at the facility located at 1345 North Montabella Boulevard. And this will take place on Saturday, April 18th at 10 am. Uh and they will have I think uh I think they'll have food trucks and some some vehicles on display. But um truthfully, uh they when they came to Montabelloo, they sort of did a phased approach and they they recently just completed the last phase, which is their service um and car wash facility. So it's an impressive operation they have going and we invite everybody to come out for the official grand opening. So all right,

So I'm going to go ahead and open public hearing. Open public hearing. Uh the first item would be the site plan review.
Y Mr. Chair, thank you. Um item two on tonight's agenda is a public hearing item regarding a request for site plan review. Um, this would be to construct a new 19,432 ft industrial building at 1015 South Maple Avenue within the city of Montabelloo. And Grace Hayashi will provide the presentation on this item and staff is available for questions or comments. And I believe the applicant is also here. Thank you. Oh, I think it should be on. Good evening, chair, members of the planning commission, and the public. The item before you is a request for a site plan review to construct a new 19,432 ft industrial building for a new truck maintenance facility building to support fleet operations associated with the Old Dominion Freight Line, also known as ODFL, on parcels located at 10:15 South Maple Avenue and 1025 South Maple Avenue, submitted by Jason Peterson on behalf of the ODFL. As previously mentioned, a site plan review request is before you tonight to allow the construction of a new 19,432 ft maintenance building for truck repair. Pursuant to chapter 177430 of the Monabella Municipal Code, a site plan review is required for all commercial and industrial projects involving the construction of 5,000 square ft or more of building area. On September 29th, 2025, the applicant filed an application for a site plan review for a new 19,432 square foot truck maintenance facility at 10:15 and 1025 South Maple Avenue. On November 10th, 2025, the applicant submitted a required lot merger application as part of the project that is subject to review and approval of the building and safety department as found
in conditions and attachment A of the staff report. And on that same day, staff issued a deemed complete letter. Currently, the two project parcels remain separate. 1015 South Maple Avenue measures approximately 37,763 ft and 1025 South Maple Avenue is approximately 37,295 ft. The subject site is required to go through a lot merger with the building department once in the plan check process. Once the lot merger is complete, the two lots will total approximately 75,058 square ft or 1.73 acres. Before construction of the new building, uh there will be demolition of the existing buildings uh on both sites. The facility will be an extension of the main ODFL site for the repair and maintenance of its truck fleet. The proposed site will have approximately 10 to 15 trucks on site a day from the main ODL ODFL site located at 1225 Washington Boulevard approximately 0.3 miles away. This will create operational efficiency and support the main ODFL site to reduce on-site vehicle congestion. The project site is situated in the city's M1 light manufacturing zone and is surrounded by other manufacturing zone property uses to the north, east, south, and west. And the proposed project is compatible with the surrounding land uses and will not create adverse impacts on neighboring properties. The side before you is the project site plan. Pursuant to the parking requirements of the Montabella Municipal Code, chapter 1752 off- streetet parking, the proposed project requires a total of 26 parking spaces, and the project will provide a total of 32 parking spaces to accommodate for trucks, standard stalls, and ADA parking. The project also includes a landscape buffer along the public right of way, consisting of shrubs, and trees
to provide visual screening. Additional on-site landscaping will be provided consistent with the municipal code and will require planning plan check approval. The first floor of the maintenance building will measure approximately 13,990 ft and will be utilized to accommodate the primary functions including a tractor washbay, tractor uh equipment area, maintenance base, storage areas, and employee related spaces. The second floor mezzanine will be approximately 5,442 ft and will contain ancillary space for storage and to house electrical equipment. Additionally, the east and west sides of the proposed building will have a total of 10 sectional doors for the ingress and egress of vehicles being repaired and serviced. The proposed building height will be 31 ft consistent with the Montabella Municipal Code. On March 26th uh 2026, the public hearing notice was mailed to owners within a 300 foot radius from the exterior boundaries of the subject property. And on that same day, the public hearing notice was published in the Montabelloo News. Staff recommends that the planning commission adopt resolution number 0926 approving the site plan review with conditions to allow the construction for a new 19,432 square foot industrial building for a truck maintenance facility to support fleet operations associated with the Old Dominion Freight Line located at 10:15 South Maple Avenue and 1025 South Maple Avenue and to determine and find that the project is exempt from SQA pursuant to section 15332 infield development. The reason we're seeing this this project is because it's over the 5,000 square foot threshold. Correct. Gotcha. Okay. But other than that, it's consistent with uh the general land use. Yes. Yes, it's consistent with the surrounding land uses as well as the municipal code development standards and manufacturing zones generally. Understood. Are there any residential uses or more restrictive uses? No, it's surrounded by the both zoning and land use for the uh manufacturing zones.

Feel like I'm at Mata, but we only bought two tickets. Um, it's just empty. Um, Doug Wetzel. I'm with Old Dominion Freight Line. Uh, I'm the West Coast real estate rep. So, essentially, I'm the PM for the company. Uh, and Jason Peterson is uh here also um with Legend Engineering. They're the civil engineer. So they're the initial folks that put together and and and and worked with the planning as well to put this together. Um we're the second biggest LTL in the nation, 21,000 employees. Um we're close to 300 locations now in the US. We were building as fast as we could run until the last couple years and then we slowed just a little bit. Um, we're also going to uh be filing for a permit to redo the main location as well uh to go along with this. And simply what we're doing is we needed space. Uh the building that we have currently is a uh Morton building that was done at some point in the 80s and it might have been good till about 85 and it's it's it's a rough a rough building. So, it just made sense for us and then we can go back and forth and that's really the only traffic that there's going to be. Uh, so we're not really impacting uh traffic in that way. Um, the location right now is being used by a um semi-repair, you know, company. And then there was a home and a garage that was on uh that
other parcel as well, which which has sent since been uh been removed um because it was being housed by numerous people that weren't paying us to live there. So we decided to take it down to actually be better for the community to to dismiss kind of there was a lot of traffic and we got rid of it by by we took down both the buildings there so we would not impact that area with that kind of traffic uh any longer. Um we're excited. We I think Montabelloo was the first location in LA for OD. So, we've been we've been around there for for a bit and u we hire only the best drivers. We charge the most of anybody in the in the market and we don't apologize for it and we give them that service um in in in return. So, um, we appreciate being in Montabelloo and look forward to to being able to, uh, make these properties look a little bit nicer. It will be the nicest looking shop and truck facility that you've seen. I promise you that. It people get uptight when they hear shop and they hear trucking facility. It makes them very excited in a bad way. Um, but we spend money on them. We spend a lot of money on them and we try to work with you all as well. Um, you know, I've been on both sides of it. I've been on the construction side and I've been on the client side. It doesn't do any good to work against against the city, against the uh commission. Um, we just try to make it all work for everybody because we're going to be here for a long time and uh want to make it work. So, if you have any questions, feel free. Probably initially maybe another five or 10. Uh and then once we make the other facility larger then we will probably even increase another potentially 20 past that. So it could be anywhere between 10 and 30 in the next few years. Um they're good paying positions. um you know, insurance, benefits, 401k, the whole gamut. Um been around a long time. So I think it's it's you know a good proposal and of course with its recommendations. Yeah, I too would agree with that. I think uh they've been good partners like I mentioned before. So I think I'd like to continue that relationship as well.
I think you pretty straightforward. Um you shared a lot about your company itself. So I think um that it's a a great idea to rebuild um this structure. So cool. So in that case, can I entertain a motion to Yeah. Yeah, I'll go ahead and um make a motion to approve um site plan uh for a project located at 1015 South Maple Avenue um and 1025 South Maple Avenue um with recommendations one and two.

So, the challenge coin um it's it's a it's a symbol of of pride for the city. Um and what we plan to do with these challenge coins that we just received is when we attend the ICS Las Vegas conference where we meet with retailers or developers um we want to present them with this challenge coin as it as it indicates that as you mentioned chair we are the most business friendly city. So, if you look at the back, it has the city logo on one side, and then if you look at the back, it um it recognizes the fact that we were um acknowledged as most businessfriendly city in 2025, and then it it has a statement that was used in the ABC7 segment that they did on Monabello for the award that says Montabelloo is the place to be. Um and that's the message I think we want to put out to um you know, retailers, quality retailers, you know, anyone who wants to come and and uh and do business in Montabelloo. We're open for business. So that's the message and hopefully or as our mayor passes those out that that will resonate with uh with the with groups in in Las Vegas and beyond. So we'll have you know we have I think enough to also provide at different events that we attend uh throughout the year. So
