STAFF COMMUNICATIONS ON ITEMS OF COMMUNITY INTEREST

ADOPT RESOLUTION NO. 26-59 APPROVING THE FISCAL YEAR 2025-2026 CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT (CAPER)

RECOMMENDATION: It is recommended that the City Council: 1. Adopt Resolution No. 26-59 approving the Fiscal Year 2025-2026 draft Consolidated Annual Performance Evaluation Report (CAPER); and authorize the City Manager, or his or her designee to submit the report to the Department of Housing and Urban Development (HUD); and 2. Take such additional, related action that may be desirable.

APPROVAL OF CITY-OWNED BILLBOARD POLICY

RECOMMENDATION: It is recommended that the City Council: 1. Approve the City-Owned Billboard Policy establishing guidelines, procedures and fees for the use of City-owned billboards, including City messaging, commercial advertising, local nonprofit organization events, and local public educational institution notifications; and 2. Approve the updated Parks and Recreation Fee Schedule, incorporating the billboard policy fees effective as of the approval of the billboard policy; and, 3. Take such additional, related action that may be desirable.

AUTHORIZE EXECUTION OF MEMORANDUM OF UNDERSTANDING (MOU) NO. 26-07 BETWEEN THE MONTEBELLO HISTORICAL SOCIETY AND THE CITY OF MONTEBELLO

RECOMMENDATION: It is recommended that the City Council: 1. Authorize Execution of Memorandum of Understanding (MOU) NO. 26-07 with the Montebello Historical Society; and, 2. Take such additional, related action that may be desirable.

APPROVE PROFESSIONAL SERVICE AGREEMENT NO. 4620 WITH IVA SOLUTIONS INC. FOR CITYWIDE ACCESS CONTROL SYSTEM SERVICES

RECOMMENDATION: It is recommended that the City Council: 1. Approve Professional Services Agreement No. 4620 with IVA Solutions Inc. in an amount not-to-exceed fifty thousand dollars ($50,000) annually for three (3) years for access control system services; and 2. Authorize the City Manager to take actions necessary to execute and finalize an agreement on behalf of the City of Montebello; and 3. Take such additional, related action that may be desirable.

ADOPT RESOLUTION NO. 26-67 AUTHORIZING SUBMISSION OF A FULL APPLICATION FOR THE SAN GABRIEL AND LOWER LOS ANGELES RIVERS AND MOUNTAINS CONSERVANCY CONSOLIDATED GRANT PROGRAM

RECOMMENDATION: It is recommended that the City Council: 1. Adopt Resolution No. 26-67 authorizing submission of a full application for the San Gabriel and Lower Los Angeles Rivers and Mountains Conservancy Consolidated Grant Program; and 2. Authorize the City Manager to conduct all negotiations and execute and submit all documents reasonably necessary to complete the grant application process; and 3. Take such additional, related action that may be desirable.

ADOPT RESOLUTION NO. 26-69 AUTHORIZING SUBMISSION OF AN APPLICATION FOR THE CALTRANS FISCAL YEAR 2027-28 SUSTAINABLE TRANSPORTATION PLANNING GRANT PROGRAM

RECOMMENDATION: It is recommended that the City Council: 1. Adopt Resolution No. 26-69 authorizing the submittal of a grant application to the Caltrans Fiscal Year 2027-28 Sustainable Transportation Planning Grant Program for preparation of the Montebello Multimodal Safety & Mobility Enhancement Plan, focusing on Priority A and B locations identified in the City's Systemic Safety Analysis Report (SSARP); and 2. Authorize the City Manager or designee to execute all required documents
