STAFF COMMUNICATIONS ON ITEMS OF COMMUNITY INTEREST

ADOPTION OF PLANS, SPECIFICATIONS, AND AUTHORIZATION TO SOLICIT BIDS FOR CONSTRUCTION OF THE SENIOR CENTER BASEMENT REMODEL, 115 S. TAYLOR AVENUE (CAPITAL PROJECT NO. 925)

RECOMMENDATION: It is recommended that the City Council: 1. Approve Environmental Assessment pursuant to 14 California Code of Regulations § 15301 as a Class 1 categorical exemption under the California Environmental Quality Act (CEQA); and 2. Adopt the completed plans and specifications for the Senior Center Basement Remodel at 115 S. Taylor Avenue, Capital Project No. 925; and 3. Authorize staff to proceed with solicitation of bids for construction; and 4. Take such additional, related action that may be desirable.

BUS STOP IMPROVEMENT PROJECT (BSIP) – RECEIVE AND FILE TECHNICAL MEMORANDUM AND PROJECT CANCELLATION DUE TO FUNDING DEFICIT

RECOMMENDATION: It is recommended that the City Council: 1. Receive and file the Bus Stop Improvement Project (BSIP) Final Technical Memorandum; and 2. Approve canceling the BSIP due to a $9.600 million funding deficit; and 3. Authorize the City Manager to re-evaluate the project scope, design standards, and procurement strategies for re-solicitation at a future date; and 4. Take such additional, related, action that may be desirable.

ADOPTION OF PLANS, SPECIFICATIONS, AND AUTHORIZATION TO SOLICIT BIDS FOR THE WHITTIER BOULEVARD PAVING THE WAY PROJECT (CAPITAL PROJECT NO. 889)

RECOMMENDATION: It is recommended that the City Council: 1. Approve Environmental Assessment pursuant to 14 California Code of Regulations § 15301 as a Class 1 categorical exemption under the California Environmental Quality Act (CEQA); and 2. Adopt the completed plans and specifications for the Whittier Blvd. Paving the Way Capital Project No. 889; and 3. Authorize the Public Works Director to solicit bids pursuant to the California Public Contract Code, the City of Montebello Municipal Code, and the Standard Specifications for Public Works Construction (Greenbook); and 4. Direct staff to return to City Council with a recommendation for contract award following bid evaluation; and 5. Take such additional, related action that may be desirable.

APPROVAL OF EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT(JAG) PROGRAM - LOCAL SOLICITATION FUNDS UTILIZATION

RECOMMENDATION: It is recommended that the City Council: 1. Approve the use of grant funding awarded to the City by the Edward Byrne Memorial Justice Assistance Grant (JAG) Program Local Solicitation, in the amount of $17,367; and 2. Amend the Fiscal Year 2026-27 budget and increase appropriations by $17,367 in (Expenditure) Account No. 240-8055-800-5010.10 (Justice Assistance Grants, JAG Program Funds, Overtime), and $17,367 in (Revenue) Account 240-99-4198 (Justice Assistance Grants, Miscellaneous Grants); and, 3. Take such additional, related action that may be desirable

AWARD PROFESSIONAL SERVICES AGREEMENT NO. 4611 TO ALLTECH INDUSTRIES, INC. FOR CROSSING GUARD SERVICES

RECOMMENDATION: It is recommended that the City Council: 1. Award Professional Services Agreement No. 4611 to Alltech Industries Inc. for Crossing Guard Services; and 2. Authorize the City Manager to execute the Agreement on behalf of the City; and 3. Take such additional, related action that may be desirable.

AUTHORIZATION TO SUBMIT AN APPLICATION FOR THE OUTDOOR RECREATION LEGACY PARTNERSHIP GRANT PROGRAM

RECOMMENDATION: It is recommended that the City Council: 1. Authorize submission of an application for the Outdoor Recreation Legacy Partnership Grant Program; and 2. Authorize the City Manager to conduct all negotiations and execute and submit documents necessary for the completion of the awarded project; and 3. Take such additional, related, action that may be desirable.

APPROVE AGREEMENT NO. 4609 WITH LOS ANGELES CENTERS FOR ALCOHOL AND DRUG ABUSE (LA CADA) FOR OPERATION AND SUPPORTIVE SERVICES FOR OPERATION STAY SAFE (TINY HOMES)

RECOMMENDATION: It is recommended that the City Council: 1. Approve Professional Services Agreement No. 4609 with Los Angeles Centers for Alcohol and Drug Abuse (LA CADA) for the continued operation, management, and provision of supportive services for the City's Operation Stay Safe (OSS) program, for a total not-to-exceed amount of $1,475,728 for Fiscal Year 2026-27, subject to the availability and
