Yes, Mr. President. On the 82 Burtonwood Drive, May 23rd, let's change that to 9 o'clock p.m. The rest are okay.
Yes, Mr. President.
Yes.
751 Dolphin Street, if we can change that to 10 PM. 1757 Government Street, deny. 911 Dolphin Street, if we can change that to 10 PM. And that's it, thank you, Mr. President.
Public hearings. Today is the public hearing to consider the modification of a previously approved plan unit development for property located at 1879 Conception Street Road. Today is the public hearing to consider the applications of ground transportation with Travis for a certificate of public convenience and necessity to operate a taxi cab service and the application of raw medical transport for a certificate of public convenience and necessity to operate a shuttle service. Today is the public hearing to declare the structures at 2602 Wealthy Street, 507 Chin Street, 509 Chin Street, 1332 Congress Street, and 5612 Racing Avenue, public nuisances, and ordered them demolished.
Mr. President.
Yes, Ms. Woods.
I know, I guess, and this is just for Jonathan, a question, that raw medical transport, that's just strictly a shuttle service, not necessarily a medical shuttle, I guess, because I remember whenever we first, when we called for the hearing, I think, There are some questions behind that. Yeah, that's right. It's just clarified that they're applying for a shuttle service and not.
And Mr. President.
Yes.
On 1332 Congress Street, I have been in communication with the property holder. And so we're going to request a 30 day extension on that.
And online on racing, we can move forward on that. When that house is burned. And the roof is all caved in. Okay.
Presentation of petitions and other communications to the council. Janelle Finley Adams will give updates for the Gulf Coast challenge and port city classic. Reggie Hill wants to request investigations into land deals associated with the Mobile Airport Authority, defamatory practices being made by certain members of the administration, unconstitutional acts orchestrated by Gulf Coast Technology Center. Amend the rules and process for items being added to the agenda, citizen engagement and inconsistencies, economic development and public safety. Estella Trotter, due process being absurd and lack of accountability. Ordinances held over 64-021 and 022 are considering the modifications of a previously approved planning approval and a previously approved plan unit development for the property located at 65 Mobile Street. Consent resolution is held over 03512, accept resignations of former board members and appoint Clinton Mitchell, Thomas Cormier, and Michael Albanese to the Improvement District of the City of Mobile McGowan Park Project.
Stores.
Quick question for the administration. I know that we held this over last week. This improvement district, I mean, it's strictly McGowan Park, I guess. Is there a term? Like, is this a 20-year improvement district? Or I was just curious of what the term of, I guess, the designation of making this an improvement district was. I can circle back around with you on that later.
Because none of us are.
I appreciate it. Thank you.
Resolutions held over 08523, approved purchase order to Crowd Control Industries for galvanized steel crowd control barricades. 08531, approved purchase order to Sunbelt Fire for breathing air trailer with air compressor and fill stations. 13-534, authorize change order number three to the contract with P.L. Russell for Mobile Riverfront Development, Cooper Riverside Park for restroom upgrades. 21-535, authorize amendment to contract with Forrest Daniel and Associates for professional design services at Fire Station number 19. 21-536, authorize contract with Gibson Construction Services for upgrades to the mounted unit in Grand Bay. 21-539, authorize contract amendment number two with Volkert for additional construction administrative services for Hall of Fame walk. 25-540, accept easement from the Mobile Airport Authority for a non-exclusive utility easement agreement for Arlington Park. 47, 541, and 542 are considering the vacation of unused right-of-way adjacent to property located at 6401 Overlook Road and to consider the vacation fee as a condition of the vacation.
Mr. President. Yes, Your Honor. On this one, I'm going to ask both of these be tabled. That will then give the applicant an opportunity to come back and decide whether or not they actually want the vacation or not without getting the waiver. I haven't heard from the applicant yet, but I'm not in favor of waiving the fee. But as far as the vacation goes, if they want it and are willing to pay the fee, I'm happy to put that in.
Ordinance is being introduced. 64023, consider the modification of a previously approved plan unit development for property located at 1879 Conception Street Road. Mr. President?
Yes.
If the administration can provide clarity regarding the PUD modification, as I look at this, it appears that there are seven considerations, and I'm not... I just want to make sure that I'm not missing something in terms of the need to bring it forward for modifications.
Good morning. So this site is a planned unit development. And whenever there is a modification to the site, because PUDs are site plan specific, it must come back before the planning commission and the council for approval. For this particular site, it's the Moz water plant treatment facility. And they're adding some additional buildings, electrical buildings for further upgrades to the site. And so the way all PUDs are treated, because they're site plan specific, they must come back before the planning commission and council for review. Previously under PUDs, any time you had multiple buildings on a site, PUDs were used as a way to accommodate that.
So then they already have maybe different facilities there. They're just adding to their property.
Correct. They're adding two electrical buildings, and that's all to that site.
And because of the way it's set up with the PUD modifications, you have to come back regardless.
Right. It's because PUDs are site plan specific and also they are not adhering to the specifics of the UDC as it's currently outlined. And so this requires, because of that site plan specificity, each time that it comes back before these bodies for approval.
Okay. And when you said that they're not adhering to PUDs,
So previously, PUDs were required when you were developing with multiple buildings on a site. Under the current UDC, you don't have to have a PUD in place to be able to do that. The way that we chose to carry that forward was because this was an overlay essentially with that didn't comply with the previous zoning requirements. Under the new one, we felt it necessary that we carry that forward so that if the dynamics of the site change, then the public would have an opportunity to weigh in.
Thank you, and I appreciate that.
Thank you. Okay.
Madam Clerk.
The Senate resolution is being...
Consent resolutions being introduced, 31544, authorize the mayor to apply, accept, and receive Go Mesa grant funding for Berkeley by the Bay Phase 1 Southern Activation Zone, $15 million, no local match. 37545, recommend approval to the ABC Board for issuance of a special events retail license to the Lemon Drop Festival on Government Street. 40, 546, 547, 548, 549, and 550 are declaring the structures public nuisances and ordering them demolished. 60, 551, approve award a special bonus to the firefighter of the month. 60, 552, determine an appropriation to Huntley Woods Community Club serves a public purpose and approve payment. President, I just want to say thank you to the administration and thanks to John and the engineering team. This is, I mean, this really consists of 11 areas that have been divided out. you know former or existing city limits and then also expanding out into the newly annexed area we're taking a big swipe out of out of repayment over there so i just wanted to say thank you to them and on top of that because i know he's probably watching uh watching the facebook live or the facebook live of youtube live um area 10 old wood drive is partially in district four and uh councilman reynolds um and i also advocated to add this in so um i do have to give him a plug um because again he won't let me live it down so um while this the majority of it is in district six um there is that knollwood drive which is is drastically and direly needed um uh it will be repaved as well so i just want to say thank you guys for all the work that you did to get it across the line and this is probably the biggest repaving contract and project that the district six has ever seen so so thank you all for all your help on that
Resolutions being introduced, 08555, approved purchase order to All Traffic Solutions Incorporated for solar-powered radar speed signs, $15,243.92.
president. Yes. Um, the traffic signs, I guess right now, and I know that there were some problems with the ones that, that we previously previously purchased. Um, I think this is for four, um, traffic signs. Um, are we, are we identified where those are going to go yet? Or is this kind of like a test run of a new sign? Or I guess if we're buying four, can we buy more, I guess, is my question.
Yeah, I think you'll see us put some more on the more permanent signs. These are temporary solar powered. The more permanent signs, talking to Nick Amberger, are hardwired electrical. And so I think they've already deployed a couple on Monterey, and that's until we can get a more permanent solution to slow down speeders. So these four are just temporary. They'll go into the stock or the traffic engineering. But I think you're going to see us buy an inventory probably on the next agenda of some more permanent signage that can be deployed throughout the city. And I think there was some interest in buying specific with CIP money from certain districts that you all have areas that you want to put them in. But these are citywide deployments.
Because I know just in District 6, I know Bob White Trail, Gerby, right at the school, those are going out. So I know I and I know Councilman Reynolds would definitely be interested in using CIP funds to do that if we had the stocks.
Yeah, and I think y'all have a traffic calming. Isn't that right, Nick, as part of your CIP? If y'all want to put money in there, then we can get the more permanent size deployed. These are really to deploy like when we were doing McGregor, so we had to get in the neighborhoods and try to slow traffic down. That's just... Temporary.
Mr. President, I want to thank administration. You're correct. I think you all took care of Ann Street and Monterey Street, and we know that this is a temporary solution for right now. But just thank you for moving forward on that so that we can have something there. I am also in agreement with Councilman Woods in the sense that I would be in agreement to move CIP funds, anything we can do to support some of the concerns we're hearing about traffic and speeding. So thank you. Absolutely.
Madam Clerk. 08556, approved purchase order to Carasoft for annual renewal of data minor first alert critical event discovery software, $30,000. 08557, approved purchase order to Daphne Automotive for Hyundai Palisade SUV for the police department, $48,684.00. 08558, approved purchase order to Gaines Utility Construction Company for storm drainage, vegetation, and debris removal, Industrial Park Drive to Montmore Creek, $25,859.30. 08559, approved purchase order to Hughes 360 Services for storm drainage, vegetation, and debris removal, Berwyn Drive to South McGregor Avenue, $27,500.00. 08560 approved purchase order to Sansom Equipment Company for side loads garbage trucks for public services, $794,530. 08561 approved purchase order to Truck Equipment Sales for Crew Trucks with Dump Bodies, $166,816. 09562, reallocate funds from unassigned capital improvement funds to Capital Project Equipment Fire Department to support the purchase of various capital equipment related items. $284,883.45. 09563, reallocate funds from the unassigned capital improvement fund to general fund account fleet vehicles to support the purchase of a panel truck for the fire department. $276,674. 21564, authorized contract with Letters to Clio Incorporated for musical artist performance services. $26,700.
Could we get a little bit more information on that if possible?
Yeah, Councillor, what I'll have to do is get with Janiyah and confirm what we believe this is. I haven't had a chance to do that yet.
Okay. Okay. 21-565, authorized agreement with Concourse Tech for events management software platform, $70,000 per year. 25-566, grant a non-exclusive emergency access easement to Spring Hill Holding to provide emergency access for a new multifamily apartment complex.
Mr. President? Yes. On this one... I must have missed this one if it came before the Planning Commission, but I spoke with Carlene this morning, and this is just giving emergency access. It'll probably have a gate, something like that, for fire and police to get into these apartments. The apartments actually are off Spring Hill Avenue. The... New access will come behind sort of where the Dollar Tree is in that area to get into the back. I didn't realize that the apartment complex was building new units, so that's good. But that's what this is, and I don't have any problem with it. Just wanted to make sure we all knew. I wasn't aware of it. Like, what is this? What are we doing? What new apartments? You know, that sort of thing.
Okay. Okay.
37, 567 and 568 are considering the application of ground transportation with Travis for a certificate of public convenience and necessity to operate a taxi cab service and to consider the application of raw medical transport for a certificate of public convenience and necessity to operate a shuttle service. 60, 569 and 570 are authorizing settlement agreements and release of claims. Call for public hearings. 41571, call for public hearing for the proposed denial of a conditional use permit for property located at 904 Kentucky Street, scheduled for June 23rd. Announcements.
Council.
Mr. President, we have got a pop-up this afternoon. It is for people to come out to the grounds from 3 until 6 to see the new proposed changes for Via Transit to ask questions, make suggestions. This has been added, so it was not on the original promotional information that was sent out. We've been talking about it here at the council office. So just want to make sure that everybody knows if you live out in Northwest Mobile, you do have an opportunity to go out this afternoon from three until six at the grounds to take a look at what is suggested and make your comments, ask questions about these new routes that are being proposed. I'll be out there for a little while this afternoon as well. I understand this is, you know, election day, and you may be busy with some of that, but just drop by and take a look at it if you've got the time.
Thank you. Ms. Inger. Thank you, Mr. President.
I just want to acknowledge that I have a student intern or shadowing with me today, Vimori Chambers-York. He is a graduate of Theodore High School, and he's also a student at Bishop State Community College. If you would please stand, Vimori. Also, Mr. President, we'll have that date set soon, but as a follow-up from our last meeting with the Mobile Housing Authority, we will be coming back with another meeting because they had a lot of information that I think the public need to be aware of.
So I'll have that date for you soon. Okay. And one else.
Let's look at resolutions that if everybody agrees, we can waive today. To go ahead and vote on those would be 08-555, 556, 557, 558, 559, and 564. Unless anybody has anything else. Do I have anything from the administration?
Yeah, the Letters to Cleo is a rock band that'll be performing in Mardi Gras Park May 30th at 7 o'clock. There's also a reggae band that's coming that will be performing at 615 in Mardi Gras Park. Same day. Gulf Coast.
Gulf Coast Grooves. Oh, okay. In a particular festival or?
Gulf Coast Grooves. Just trying to bring music back to the parks and, you know, pulling free concerts for the... Public entertainment. Okay.
As a follow-up to that, Mr. President, so is this something we're going to be doing throughout the summer, or is this just this one-time event?
I think you'll see events pretty active. And so the ones that are popular, that are well-attended, you'll see them try to repeat those.
Okay. And so the 26,700, that takes care of both bands?
This one, the way I read it, is just letters to Cleo. There's another band, I guess, that will show up, a reggae band.
Thank you.
All right. All right. We'll see you downstairs at 1030.
