Lord, we humble ourselves in your presence today and we ask you to hear our prayers. And not just hear them, Lord. We ask you to answer our prayers. We ask your blessings on all those who have chosen to lead and to serve in this great city. We're not just asking you to bless those in high-profile positions, but we're asking you to bless those who serve in any position throughout this city. And Lord, we ask for your guidance in our conversation today. and we'll discuss various issues and make decisions. And we ask you to guide us today as that happens. And as the psalmist reminds us, may the words of our mouths and the thoughts of our hearts be pleasing to you, oh Lord, our strength and our redeemer. We ask for your will to be done in all that we do and say. And God, as always, we ask you to care for and protect those responsible for protecting our city and keeping our citizens safe. They serve long hours, Lord, often while we're sleeping. They are tasked with keeping our lives safe. Give them wisdom and skill and your
protection, Lord, as they faithfully fulfill their responsibilities. And Lord, we ask that you help us as we deal with the issue of violence in our city. We ask for your guidance. It's good to see everybody this morning. Welcome to our March 24, 2026 meeting. At this meeting we do have rules. I have a few things to talk about, but I was told today that I was the first Greek mayor in Mobile's history. I hadn't confirmed that,
but I did want to note that um tomorrow, March 25th, is a day that Greeks all across the world celebrate as their independence day, and it marks the day that they began their um eventually successful struggle against the Ottoman Empire to gain independence back in 1821. So, if you see a Greek flag flying in front of the county buildings, I didn't put it there, but I do celebrate it and I do support it. I want to thank my colleague, um, Commissioner Connie Hudson for really leading that charge and making sure that Greek flag goes up every year on around March 25th. Um, let's see. I also want to talk about Aelia City Golf Course. Uh, we've got a new, more userfriendly website that's now available. The new site is now live. It's at aeliac citygolf.com. Uh this new site will make it easier for visitors to find details on the beautiful golf course and clubhouse as well as booking your tea times. Uh this this redesign of the website is part of a larger effort uh along with some new branding to modernize the course. Mobile's part Mobile Parks and Recreation Department have worked closely with Mobilebased company Spire Advertising and Design uh towards this effort and we're proud of the improvements at Aelia City both online and off. Our goal is to provide a highquality golf experience that's enjoyable and accessible for all mobileians. Aelia City is already one of the most popular municipal courses in the state and we hope to improve upon that. Over 50,000 tea times booked last year made us the number two municipal golf course in the entire state and we want to become number one. So book your tea times there. Ben, um Saturday uh was a gorgeous, beautiful Saturday. Uh and I enjoyed it with the captain and crew and the cruisers of the American Cruise Lines American Symphony
riverboat. Uh the cruise was making its fourth and final stop this season in Mobile. Uh and I heard from many of our downtown business owners, many business owners around the city. Um the positive impact that this particular cruise line had with its 175 guests. Uh on Saturday, we joined Visit Mobile to celebrate the this impact and to present Captain Sam Hixon with a key to the city. In addition to Captain Hixon, uh we were joined by American Cruise Line officials for the celebration. Uh the Excelsier band, the Aelia Trail Maids, and the USS Alabama crew mates joined in the festivities as well and a tour of the ship afterwards. Uh I heard from cruisers, they they were having a fantastic experience coming to Mobile. The captains, the crew loved Mobile, enjoyed spending time here, and we look forward to welcoming them back uh starting in November of this year. Now, it's my honor uh to call Miss Sydney Julian to the podium. Uh Miss Mobile Bay 2026 uh and she's here to accept a proclamation and I will go ahead and read that and present that to her. uh from the office of mayor. Whereas heart disease remains the leading cause of death in the United States, affecting individuals and families across Alabama and highlighting the need for continued education, prevention, and early detection. And whereas increasing awareness about cardiovascular health empowers individuals to recognize risk factors, prioritize health uh heart healthy lifestyles and seek early medical care that can prevent life-threatening complications. Whereas advocates, health care professionals, and community leaders work tirelessly to educate the public about heart disease and provide support to those living with cardiovascular conditions. And whereas
Sydney Julian, a Miss Mobilebile Bay 2026 within the Miss America organization, founded the initiative from my heart to yours after her own diagnosis with congenital heart disease at the age of 17 and now dedicates her platform to promoting education, advocacy, and awareness for individuals and families affected by heart disease. And whereas recognizing from my heart to yours, heart disease awareness day provides an opportunity for the Mobile community to come together in support of heart health awareness, encourage early detection, and honor honor those whose lives are impacted by cardiovascular disease. Now therefore, I, Spiro Cheragatus, the 109th mayor of the city of Mobile, do hereby proclaim April 25th, 2026 as from my heart to yours heart disease awareness day in the city of Mobile and encourage all citizens to recognize this day and reflect on the importance of heart health education, prevention, and community support. Thank you. Good afternoon or morning everyone. So, my name is Sydney Julian. I'm Miss Mobile Bay 2026. And I'm a nursing student at the University of Alabama in Tuscaloosa. And three years ago, I was diagnosed with two congenital heart diseases. And that really did change my life. But honestly, I think it was for the better. Because of this, I've started my platform from my heart to yours where I'm advocating and starting prevention awareness and working with other families that have been in the same boat that I have been. I watched my family almost fall apart when I was told that I might not be able to have a family of my own. I might not be able to move away to go to college. I'm now 10 hours away from home and I am living the lifestyle that I've always dreamed of and I'm competing at Miss Alabama this June and representing the Mobile Bay area and getting to share with others the importance of heart disease prevention. And so I just thank the Mobile area for working with me and dedicating your time to helping with me. And I thank the mayor for also working with me and allowing for this to happen. And so on April 25th, I am ready to work with businesses and organizations to educate the community about the importance of heart disease awareness. And I look forward to working with you all more and I can't wait to have your support in June at Miss Alabama. Thank you all so much.

Uh and finally, it is my joy to call on District 101 Representative Mr. Chris Pringle, who has offered to give us a legislative update uh during the legislature spring break period instead of hanging out at the beach. Chris is spending his time keeping us informed. I thank you for being here today.
Thank you, mayor, and thank you, ladies and gentlemen of the council. It's it's a pleasure for me to be here and uh I just want to thank you for your service. You know, it's the legislature has has had an interesting session, but I want you to know that we've pretty much got all the local bills passed. We're getting very close. That's that's my goal is to finish making sure we get everything over the the finish line. Uh including our tiff bill uh for the Yeah. the what is it? Kitton and Theodore. So, we're working on getting all those bills passed. Um, I think I speak for the entire delegation when I say we we've been blessed to work together. Uh, we we got the money for the airport and the delegation this year got a commitment from the speaker for $20 million for the new uh training center that this the school board wants to build out off I 10. Uh, which will is important. As you know, we've got 15,000 jobs coming to to this area and we've got to find a facility to train these people for that that work. Um, you know, I've been in this, you know, I worked for Congressman Jack Edwards, then I went to work for Congressman Sunny Callahan. I was very young, but I remember driving Sunny Callahan. We were going past the IP plant. And um, it was it was shut down. We're in kind of a a quagmire, but I remember those days they referred to Mobile as a city of perpetual potential. We were always kind of on that cusp. And I think about that time 83 84 that's when the elected officials and the business community through the chamber decided we're no longer going to be that city. We're going to be the city that grows. And I have watched over the years our growth and we are we are the city of the of full potential. We are on our way. It it is so wonderful to see the job growth what y'all are doing on the city council. Our streets and roads are being
rebuilt, sidewalks being built, all the things y'all are doing to make this a better, more livable city. And I want you to know we in Montgomery are here to help you. I'm not going to tell you what to do, but come ask me, and I promise you, you will have a legislative delegation in Mobile that's open to you that wants to help you keep moving this city forward and growing and prospering. So, please come see us. Uh, you know, sometimes Montgomery is an interesting place. last week was extremely interesting as you may well know, but we are there to help you and I want you I want y'all to understand that. That's what we're there for. So, please reach out to us and if you have any questions, I'll probably be around afterwards. Thank you, mayor.

And I I just want to thank uh Chris Pringle and the entire legislative body from from Mobile for helping us on those the tiff bill, the IDB bill. Good morning, Council. Fred Renfrey, 261 Dolphin Street. In October 2024, the city council renewed the Downtown Mobile Alliance's management of the business improvement district through 2030, and we are grateful for your continued trust. Today, the DMA and the bid serve 83 blocks of downtown, picking up litter, assisting motorists and pedestrians, removing graffiti, and showing up every day in purple shirts, ready to help. We pride ourselves on being visible, responsible, and useful to the community and to our property owners year round. All to set the stage for enforce economic development, including the hospitality sector. October is beautiful weather in the fourth quarter of each year kicks off downtown Mobile's hospitality season and then we roll into Halloween, Thanksgiving, Christmas and it culminates with carnival. This year uh by our estimate we welcomed about 1.2 million visitors from all seven council districts and beyond. And we had over 123,000 people in down on downtown in downtown on Fat Tuesday alone. But the celebration and economic impact uh comes with cleanup. And while we didn't get to make any viral videos doing donuts and street sweepers, I'm a little jealous. We stayed very busy and wanted to share a quick update. In just three weeks, our team removed 1,800 pounds of bags of trash, which is 73,000 pounds of trash. To accomplish that feat, it took 838 labor hours of uh dust and broom pan litter collection. Another data point, 103 graffiti hits were removed during that 3-week period. On the hospitality side, our ambassadors provided more than 600 instances of visitor assistance, information, uh support, uh motorist aid. Our team of 14 ambassadors uh show up every day to help make downtown clean, safe, welcoming. We're proud to do that work along the
city. Uh thank you, council. Thank you, mayor. Thank you all the city employees for their partnership. And if you see one of our ambassadors and teammates out on the street, please say hello. Finally, I look forward to hosting Mayor Cherryus at the DMA's breakfast with the mayor tomorrow. Hope to see you there. And more than anytime, downtown is open for business. Oh, Paty Alexander. I'm the executive director of holiday transitioner center. The there are many reasons I want to talk to you but I have to stick to the agenda. I guess I make another appointment. All right. We're having our fundraiser April 11 of uh of this year. This will be our fifth. So first of all I want to invite all of you even you mayor please. It would be great to see you walking through that park. But what I'm um here for is to request some protection. Last year we had two officers come, young officers come uh walk in volunteer to our fair. They uh had refreshments and they were there for a while. They went and they came back again and we really felt secure. But now we have this war that has started and a lot of threats are going around not only in uh Mobile but all over the world. So, what I'm here for now is to ask you, is it any way possible you can have some security to come in pretty often and walk around the park on April 11th between 8 and 1:00. The program is going to end at 8. The walk starts at uh 8:00 a.m. and should be finished by 9. And then we have entertainment and refreshments. So, I'm asking for your help and your support, especially from the police department. Also, mayor, I see that you are even requesting armor for your policeman's because you you recognize what's going on and what's the danger that is around us. And I think most of you probably realize that also. So, um I don't know what I guess you need time to think about this and vote on it.

Thank you. Uh, madam city clerk to the citizens and stakeholders of mobile greetings. Uh, Reggie Hill is my name. I rise today to continue these pertinent conversations pertaining to uh, city business. Before I begin, there's a lot on the agenda today dealing with drainage and what we may consider some of those big ugly projects. I've been advocating for this for years. Thank you for finally seeing it as much as we're seeing it reoccur on the agenda. Um, let's look please into 21-297. I'm going take these out of order. We saw today where everyone chose to be a sponsor on this. This is for the uh sports hall of fame contract. Again, we want to do anything that's going to improve tourism. We just want to see the same level of enthusiasm into other initiatives that are going to improve the quality of life for all the citizens in the city of Mobile. Um let's look um at 08291. Uh this is the $94,890.80 for the uh two vans uh for Mobile Police Department. Um we have been requesting an inventory list for quite some time and nothing has been produced. In the past, uh Mr. Wood was gracious enough to provide that uh for the city. We have not seen any of that. So, if there's any update on that so we can know uh what is in our vehicle uh fleet that would be very appreciative by the citizens. Um let's look please at uh 331-239. Uh this is an action plan. Uh there was a pretty extensive committee meeting on this last week. I was appreciative of the information that was provided, but I do want to bring attention to this body. I'm not sure if there were some uh resources in the general fund that goes to legal services, but we see where there are there's a good amount of money that's going towards uh legal services in this particular action plan and specifically for tenant services uh dealing with those who might be displaced and uh who are suffering with things going along with MHA. And I this I hate to bring this back up, but it seems as much like with the DA when we gave millions of dollars to that office, there may be a conflict of interest when we're giving legal services these resources. I would imagine that uh there was a quite a disruption to the citizens
who were displaced uh for the sake of economic development and a lot of times where legal services would have been their representation uh they weren't adequately serving the citizens who were suffering and so in the future because I know this is already done you all are are deciding on this we really need to look at that because a lot of people are suffering and we're giving resources towards uh that happen lastly um 36-17 this is the this is dealing the consumable hemp products. Um, this is this is something that I think is advantageous for our city to look at. We know throughout the state of Alabama, the majority of the incarcerations are for non-violent offenses and this is probably a step towards helping to alleviate some of that. Um, I do agree with the city that there can't be one contract uh where we add the boxes to be checked. However, I think it's alarming if we're going to consider anything coming without approval from this body. So, the legislative body should be the ones who authorize all that. However, I do think we can simplify the process and make it easier for business owners by making it one contract. So, a lot of these and other issues will continue uh in the upcoming weeks. You know, we've already opened the first segment of the three-mile creek there where the trail head is at the um Japanese Gardens. This will take us to and just under the railroad trestle. So, it's taking a long time to get all this done, as you might imagine, with using grant money and that sort of thing, then having to buy some more private property to be able to get the trail running uh as far as it has run so far. And this will give us the opportunity to continue on. Um, thank you to Jen Green and her department for staying on this and for doing such a great job in making sure that this happens. It is a great amenity. People use the the first segment already every day. So, as we move through and continue on, this second segment will really be a great uh make this even more special and a great place for people to come out and walk and um use the facilities at the uh Japanese garden. Um as we close out the month of March meetings, I wanted us to take this time to celebrate um women for the historic month of March is women's historic month of leading the change um while sustaining uh sustaining the future. And so this year's theme is all about leading the change. And I would like to take the time to recognize the work that um our women are doing across this city, the city of Mobile, in terms of leading in their homes, uh neighborhoods, businesses, and uh community organizations. Your your strength, your resilience, and your commitment um is important to our progress and our future. I want to especially give a a shout out to the women that serve in the city of Mobile. you know, in terms of the protection that you provide, the leadership that you provide, and the work that you're doing daily to ensure that we move our city forward and our nation. Thank you, Mr. President. I too want to acknowledge the work that our local delegation does at the state level. they they don't always get it done right when we want it done because that's just not how government moves. It moves slow, especially in Alabama. Uh but the ste the steady leadership that we have, especially with Speaker Pro Tim uh Pringle in office is invaluable. he um if if there's an issue that concerns us, I mean, it behooves every one of us to have a cell phone to pick up the phone and call him because he can move things through unlike other folks. He can really, you know, affect an outcome in a positive way and he's proven that he's done that year after year. So, I want to say thank you for your leadership and your service to our state and of course the city of Mobile. Tonight, I'm going to be meeting with the Crest View community. We're going to discuss there's ongoing plans in Crest View. Uh Moss is currently replacing the water lines throughout the neighborhood. As soon as they're done with that, I hope we're going to see some resurfacing contracts on our agenda because we're going to resurface that entire neighborhood. Uh largest resurfacing contract uh in the city for district 4. Um and we're also going to discuss some potential improvements at Crest View Park. There's a group that's gotten together and they want to put some disc golf out there. So maybe we'll see that happening in the very near future. Uh thank you, Vice President, and greetings to the citizens of District 3. Last week, I had an opportunity to um be in Washington DC with several colleagues across this country from California all the way to New York um city. Uh it was a very interesting um uh week in Washington DC with the National League of Cities even though many topics was discussed on last week but three top topics that really registered with me was the reducing the legal and financial burdens on local government. The second one was really about housing legislation which which is coming down the pipelines with many grants such as a home repair pilot program several grants um dealing with the pattern book grants innovation innovation funds and the CDBG disaster recovery looking to work with Mr. Jamie Roberts in the future with a lot of these grants that are coming down. But one of the most important things, another important thing that was discussed on last week in Washington DC was talking about AI. many cities just as well as Mobile are struggling with employees employees with this uh with the city and pretty much they was you know saying on last week is that many cities they are suggesting to them to get more involved in um staffing around AI because AI is not going anywhere is suggesting that we should shuffle a lot of our employees within the city to other departments and let AI do what it needs to be done and um looking forward to working with the administration to implement some more some AIS within the city of Mobile where we can make sure that we move our city more productive as well other cities throughout this country on August excuse me on April the 4th looking forward to our annual Easter
egg hunt. It will be from 4 to 6 pm inviting all the kids um in district 3 to come on out again. This will be held at the Marbel Elementary School and I'm looking to have plenty of food fun and also of course the Easter Bunny with plenty of Easter eggs. Again, this will take place on April the 4th, which is a Saturday, from 400 p.m. to 6:00 p.m. And also on April the 7th, we will be having our community meeting for the Oakdale Mazeville and the North and South DIP communities, inviting all the residents that live in those communities to please come out on April the 7 at 6:00 PM at the Maraveville Elementary School, which is also located on Dolphin Island Parkway.
