Sorry. You know, y'all hear a lot about TAF during the summertime. All the excitement, all the rumble and all the encouragement that's going on, whether we're here locally or they here regionally or on the state level. But if uh just as a quick history, the Texas Amateur Athletic Federation, as we call it, TAF is a nonprofit organization established in 1925 to promote, organize, and conduct amateur athletics in the state of Texas. The Taff uh consists of 17 regions. The Mac Allen mission, Edinburg, Brownsville. We're uh known as region two uh which is really in all honesty we are the strongest region in the state of Texas. Uh and out of that Mac Allen mission is the strongest in the cities of the state of Texas. We may be there in numbers. We might not be there in strength in some of the bigger areas like Mac, like Harlem, I mean, excuse me, Houston or San Antonio or Dallas where they have different training programs going on out there. But we do offer them a great competition. I know that swim has broke records. Track and field has broke records, but uh anyway, we're doing good. Um I just want y'all to receive our thanks for for this. Um also made up of the in region two we have 12 valley cities there's four swimming affiliates and there's 23 track and field affiliates. Uh on the larger scale um currently TAP membership consists of over 140 organizations and also 210 individual participants. Uh the award I'd like to present to uh our recreation and parks team uh is something that the executive de uh director for TAF came up with years ago uh towards to reward cities for the registrations with TAF. Uh the member city award consists make up of bronze city uh member the silver member city,

gold member city and the platinum member city. Uh we are in the rank of a silver because of our population. Uh the awards are calculated from population train team participation individual registrations with TAF and like I said mission is one of the strongest supporters when it comes to regional support. Uh and with this we'd like to thank mission uh the city of mission. Thank you guys and also Sherland and Mission school districts. uh with your support we're able to uh on the local level and the regional level we support swimming track field and tennis uh regional me meets and local meets and the next two years when FAR hosts the games of Texas we're backing up in College Station again this year but the following this year will be two years and and FAR will be host site for the games of Texas and some of the events here in fact this year we'll be host site for archery um Anyway, uh with me here we've got uh Pete Charles, athletic uh supervisor. Rick Contus is our aquatics manager. Pete Lopez uh parks manager. And also, I'm really happy that Melissa Dur is able to make it out. Melissa, you've been doing this for how many years?

Celebrating the centennial anniversary of the Mission Lions Club. Whereas the Mission Lions Club was founded 100 years ago with a steadfast commitment to service, compassion, and community involvement. Whereas for a century, the Mission Lions Club has exemplified the Lions motto of we serve through tireless volunteerism and civic leadership that has strengthened the quality of life in the city of Mission community. Whereas the Mission Lions Club has made a lasting and meaningful impact by supporting community members in need through the construction of wheelchair ramps, helping ensure safety, accessibility, and independence for individuals and families. Whereas the Mission Lions Club has demonstrated a strong commitment to health and wellness by providing eye exams and vision screenings, helping to identify vision needs early and protect the eyesight of residents of all ages. Whereas the missions Lions Club has proudly supported youth development and leadership by sponsoring and supporting Boy Scout troops, helping still instill values of service, responsibility, and citizenship in future community leaders. Whereas the Mission Lions Club has enhanced community life through the development, improvement, and continued care of Mission Lions Park, creating a welcoming space for recreation, fellowship, and community pride. mayor and council. Today we are excited to be able to be come before you for the National Day of Prayer Proclamation. With me are the pastors that make up our ministerial alliance, part of our planning committee along with the chamber of commerce and along with Sheridland School District um that are also part of this planning committee. Whereas for over 250 years, the history of our nation has been defined by a firm reliance on divine providence with every generation seeking God's direction, protection, and provision to ensure that America is filled with his grace and goodness. And whereas our founding documents from the Mayflower Compact to the Declaration of Independence affirm a prayerful covenant with our creator that continues to compel citizens today to pray fervently for the wisdom of our leaders and the peace of our nation. And whereas the National Day of Prayer was formally established by Congress in 1952 and later amended in 1988, designating the first Thursday of May as a day for all Americans to turn to God in prayer and meditation. And whereas on Thursday, May 7th, 2026, the City of Mission joins our nation in this observance under the theme glorify God among the nations, seeking him in Mission, Texas. inspired by 1st Chronicles 36:24, tell of his glory among the nations, his wonderful deeds among all the peoples. And whereas the very identity of our city is anchored in faith, with our namesake derived from the historical Laomita Chapel, established as a sanctuary of hope and the first house of worship in the region. And whereas we honor the legacy of the cavalry of Christ, the dedicated oblate's father who traveled to on horseback across the Rio Grand Valley to provide spiritual service and comfort to the early

Mayor, city council, u thank you for having us. It is indeed economic development week. Why they have economic development week and small business week at the same time, we don't know, but that's kind of what has taken place over the years. Um, for us, uh, economic development week is is a reminder of why we're here. And that is to attract investment, create jobs, um, uh, have business retention and expansion, enhance the workforce, and support and incubate small businesses. And o in the last few years we have worked with private sector businesses to create hundreds if not thousands uh of new uh jobs here in mission through recruitment of new companies expanding already existing local firms and by supporting small businesses which are the backbone of mission's economy. Some quick examples uh of what I'm talking about is let's say some of the bigger companies like Ubiquiti which is a call center that came to us about two years ago and they've created 300 jobs uh here in Mission. Uh they're on the track I hope I don't let the cat out of the bag here but they're on track to to uh add hundreds more jobs and we've had discussions with them and and we should have an announcement here in the next few months. uh Black & Decker um as well as you know we announced that they they um they're adding uh dozens of new jobs and investing in in manufacturing here in Mission. And also one more example is is the two hotels that are being built um right next to the event center. Each one is about $12 million. Each one will have about 30 employees and it's a huge asset uh for mission to have those those kind of uh places here in the city. for small businesses. We've got a lot of programs. Uh the downtown assistance program, Ruby Ventures, Build Mission, the Build

Mission Fund, the Ruby Adventures, the Competition, uh Mission Ready, which is our new internship program, and others through partnerships with Utrgv and SEC. Uh we're proud of all that work and uh I'll give you some examples that you might know that we've worked for here in the past and we also have some small businesses here which I'll introduce in a little bit uh that are with us. But Dip it by Pilar um you all know her. She's been up here uh many times. The drunken chicken we've worked with them downtown um as well. Uh Brand Genius, which is a social media marketing firm that's in our building. uh and many many others including Lorettto Grill and others uh that you know well. So we uh we're proud of that work. It's our honor to be to come before you and celebrate National Economic Development Week and and National Small Business Week. We believe that partnering with the city of Mission, we we play an important part in the development and growth of Mission. We are currently working on dozens of deals uh worth hundreds of millions of dollars and hundreds of jobs should they come to fruition. Uh none of this could be possible without the support and direction of the mission economic development corporation board, the mission city council, um the uh the EDC team, um the city staff that we work with uh on a regular basis, and the private sector business community and their investments. Um I'll close with that. Um but and we'll get to the readings. Uh we'll have Candace from our team read the proclamations, but allow us to uh introduce uh our small business firms that are here with us. Uh we have Kenya Morin, owner of the Mr. Corn Gourmet Corn, which uh we we'll we'll we're going to see about her funding. Uh our small is our shop is very very small but packs a punch. So hoping to uh get some more flow, more more distributors in more sales and grow our grow our small business.

Um, um, I will be presenting the monthly report on behalf of the Greater Mission Chamber of Commerce where we advocate for tourism and supports uh, support local businesses through promotion, education, and networking opportunities. A couple of um, highlights, we celebrated a few ribbon cutings. Um, the growth continues in our community. Um, United Way did celebrate 45 years of business success. So, that was a huge milestone. And thank you, um, Commissioner Gerlike for joining us for that ribbon cutting. And, um, we wrapped up a successful um, first annual women on a mission with over a 100 attendees. Thank you very much to our top sponsors, which was Beauty Lace, Med Spa, Bird Ogden, and Mission CISD. happening Friday is our annual Mission Citrus Golf Classic, our annual golf tournament. Thank you for having me again. As part of our our monthly report, uh, on activity, uh, at the at the EDC, I apologize. Um, we'll just kind of go through some of the things that we've been working on um, at the at the EDC. We just want to share with you and the public. We uh announced recently that uh Stanley Black & Decker, which has been here for about a decade, uh is adding 88 new jobs. Uh they're retaining the 150. They contemplated moving from the market, but we're able to retain them here. Uh then add the 88 new. Uh and they're the $4 million expansion is really they're adding a a new manufacturing line. They're moving from Mexico here to the US. uh at the s at the se we have about right now about 20 tenants and uh we just got a new one um accelerate uh they're believe it or not a small business advisory service uh so they provide again like it says here strategic um business development guidance for startups founders and growth stage enterprises a lot of times uh small businesses get to a stage where they have to make really critical decisions about their sustainability and their growth. It could be anything. Maybe it's a family uh decision whether they're going to go with this full-time. Maybe it's a professional decision. Do they quit their job and and work on the small business full-time? It could be a an accounting decision. It could be any sort of decision that they come to this juncture to figure out whether they're going to grow and be able to scale up. And this firm helps them decide on on what they need to do going forward.

Um we have an RI ribbon cutting um there at the at the seed building for ProCron readymix. Um they're a u a cement contractor uh for mission um and best known for their work uh at SpaceX. So a lot of the launch pads and and cement work there at SpaceX is done by them. Uh they have their office and they have been in the seed for for several years now. Um but if you recall a couple of uh launches ago um it was a very powerful rocket really destroyed uh the uh the launching pad and several big chunks went out into the ocean and had to be recovered. This caused them a lot of work, but also that's a good thing, right? So, they handled the cement work uh for SpaceX, and we're glad we're proud to have them um uh at u at the seat. Mission ready. Uh mayor, you were here for this. Uh we launched a six-week uh paid internship program um with uh 15 local uh small business partners and right now we have uh more than uh 130 student applications. So, this has been really exciting for the school districts in the area, Mission CISD, Sherryand, and others. Um, and we're not they're not being uh they're not working at the seed at the EDC. They're working with the 15 different small businesses who stepped up and said, "Hey, we'll take an intern or we'll take two interns." And uh we started out small with 15 um because we wanted to kind of pilot the program to see what see how it would work before made it large. But as you can see with 130 student applications uh we'll we'll have to expand it uh for next year for sure. Now the we're bringing in the students um as they meet the standards of the application. Are you a mission student? Do you go to

All those kind of rules we'll take care of that. we'll get the folks that qualified for the program and then we'll let the businesses decide who they're going to hire, right? And so that puts it in their hands and then the the 15 we'll bring in for orientation and then we'll send it out send them out to the businesses. But we're really happy about it. We're really excited. It's first time we're doing it and first time that we know of any other EDC in the region that's doing it. Um the Ruby Ventures competition. Um this is the Shark Tank like uh competition that we do every year. Uh we've had 54 applications. Um and I think there's 10, right? 10 um uh folks that will make the cut and then they will have to um um be in this program um for 14 weeks um before they get to pitch. And so basically they're being taught how to uh run a business or how to make their business better. And then at the end of it, they can decide if they want to do a pitch uh just like on Shark Tank. And then there's three there's only three uh uh financial prizes at the end of the competition. One for 25, one for 15 or 25, 10, and five, I think. And so those are the only three. So if you if you compete and you don't win, well, you walk away with with at least 14 weeks of training, right? So we're really proud of that and we're happy to to execute that program. We were recently at the North American Manufacturing Expo and Summit in San Antonio. Uh there was, as you can see, several hundred uh people there. I think there was 1,200 people there. Uh manufacturers from Texas and Mexico mostly. Uh and we were able to uh get several leads out of that. Um and talking to manufacturers, uh there's a

couple of things that are driving manufacturing uh movement right now. And one is obvious is the tariffs. So if you're making things in Mexico, you might want to make them here to avoid terrorists. And number two, a lot of businesses in Mexico are very unsatisfied with the way Mexico is being run right now, and some of the business elite are looking for places to to plant their investments or or their or their factories. So, we were able to talk to a lot of folks there, including folks from Europe and and Texas. And so we think we're going to we're going to we might get some uh some really good followup uh with the with the leads that we have. uh recently uh just because we're dedicated uh and and the board's mandate for us to keep training um we we sent two um two of our staffers uh Briana Caseres and Stephanie Mandola to the OU um economic development institute that's University of Oklahoma and they have those um usually somewhere in the southwest uh they used to have them in Norman Oklahoma but people kind of like didn't get excited about going to Norman Oklahoma for training so they now they have them in New Orleans and Austin and places like that and and the attendance is really good. This is the the best um economic development training uh school in the country and uh once you finish uh three full weeks of training um you get a diploma from there and you're able to test to get your um certification. Um the business resource showcase um this is uh the Utrgv's effort uh and our and also in partnership with us. They're basically going to put all their resources on the table, every economic development, small business related program that they have and they're going to have this at the seed as you can see from 2 to 4 um on May 12th and they're inviting the community and everybody in the in this region to go to to them and

It's me again, guys. Um, I serve on the ambulance board. My name is Tim Brown. I serve on the ambulance board at y'all's request. I'm very grateful to be able to serve my community, and I thank you for trusting us. Um, the last time I stood up here, we talked about how great the ambulance is doing, how great it did last year, and we have even better reports now. So, we'll get started with the reports. That's a cover page. So, what we're going to do though is we're going to cover two quarters. Okay? This actually covers October one through March the 30th. This uh page here, it's a little upside down just because the system wouldn't allow them to change it. But you see October, November, and December 2025 is on the bottom. Uh January starts at the top. Um these are our call volumes. You can see that we we've been fairly steady. Um these ambulances do stay busy. Uh we're averaging right around 600 calls a month. We the national average uh what did we say Joey? It was eight minutes for arrival time.

That's the national standard. So the national standard is eight minutes. So you can see that we're well below the national standard and arriving when there's an emergency. One thing that I like to point out always is that we are a fire department also. So oftent times the engine the fire engine gets there long before the the the ambulance does. So these numbers actually show when the ambulance arrives. However, there's many times that there is a paramedic, an EMS on that engine that that arrives before this number takes place. But even even with this number, we're a minute below um a minute some below the national standard. You can see the next quarter, same thing. Um we went up about 3 seconds, but we're still good. Um maintaining well below the national average there. Okay, so this is our transport by destination. One of the things that's most important to us is to keep people in mission. Number one, it supports the economy here in Mission. Number two, it keeps our ambulances back on the road. If you look and you look at the three mission ERS, nearly 60% of everything that we transport goes to one of those ERs. Obviously, Mission Regional is the largest with 46% in that in that quarter of October 1 through December 31st. But you also see as you go a little further down, we have Randr Regional um ER, which is here in Mission, and also the South Texas Health Systems ER. So you put those two together, that's that's a significant amount of our patients staying here in Mission. This is the next quarter, the one that represents January 1st through March the 30th. And you can see that uh very similar numbers. Um a very large portion stays right here in Mission. Okay. So these are our our call volumes by Medic. I do want to say that um we have Medic 5 during this quarter going. That was something new that y'all y'all um purchased for us. It really helped. If you look at um if you look at like December 25, you look at Medic 2. Medic 2 was in the shop for nearly a month and a half and you see in January, same

thing. But Medic 5 stepped in, was able to to provide service to our to our citizens. So there was no gap there. So that's a huge help. Um one of the things that we do very frequently is we look at each one of these medics, where they're stationed, how much their call volume is, if there's one that's not getting calls, why is that? Should we move a ambulance in that area to make sure that every area of the city is covered? Um there's not one area of the city that's more important than the other. We want every area covered. Um go back to that slide if you don't mind, chief. And then you can see also on, you know, the January 26 now, Medic is in that rotation as well. Um one of the things that's been most important to us is these are expensive ambulances. You all know that. You see it in the budget, I'm sure. But we want to make sure they're maintained. And that's been an issue is we haven't had time to maintain anything because they're always running. With the addition of medic 5 and medic 6, we are able to make sure that these um these engines or these ambulances have been maintained and that's helped a lot. That's why you see in medic 6 that they have 16% because we're maintaining the other vehicles during that time. Thank you, Chief. Okay, so these are interesting slides. These next two here, um if you look where it says percents of calls overlapping, it say 81%. That means that 81% of the time when we get a call, there's already an ambulance out on another call. So 81% of the time we have several ambulances out. And if you go one level down, you look at overlapping three calls. 20 26% of the time for this quarter, three ambulances were out at the exact same time, leaving us with only one or two available. And so that's an important number as we look to the future. Here's the next quarter. Very similar. 82% and 32% um overlapping calls. Uh I I think that right now that's a good number. I think very manageable for us. I don't think we need to expand, but I think that as the community grows and our services grow, those are numbers that we need to continue to look at. Okay. Mutual aid, mutual aid received is

on the top and mutual aid provided. This is where we have had mutual aid. Um you you can see when we go to the next quarter, you're going to be able to see that number has dropped as we have these uh medic five and six out there. We're not having to use mutual aid as much. Um and also we're not having to provide a whole lot of mutual aid. Our ambulances are busy. You can see we're asking for mutual aid. So we don't have the time to do a much mutual aid. But you can also see that uh during this quarter we we helped 22 times, helped another um mutual aid provider out, and we received helped 82 times. This is the same exact one except for it's the fir it's January 1st through March the 30th. You can see that we went down from needing um mutual aid 82 times to 70 times. So that's a significant drop and we anticipate that continuing as these medics five and six are there. All right. So here's here's some good numbers here. These are exciting numbers. Um our cash collections for this these two quarters was 1,612751. Um, that's actually very good. Um, the next slide is going to show us that that is that is $300,000 more than we were collecting last year at this time. Um, the part of that is that we're able to do more calls. We have that medic 5, Medic 6, make sure we don't have downtime. Also, that last line where it says cash um per trip, uh, that has gone up significantly. Um, 583, that's how much we make cash per trip. Um, that's not there. there's really no magic to make that work. We just have to have the right clients, you know, pick up the right people. And so we we really did luck out to have the right calls for this for this quarter here. Um, but we're looking very good. Last year, as you remember when I talked to you last year, we the ambulance basically broke even. This year, we're $300,000 ahead than where we were last year. So, we're moving in the right direction. And this is where you can see um numbers

from last year to this year. Uh last year, we've collected 1.3 million. This year we're 1.6 million. Also, you can look at that bottom line where it says cash per trip from $494 of last year, nearly $100 more per trip at 583. And that is your beautiful ambulances right there. And we thank the city council for investing in the quality of life right here for the citizens of Mission. We understand that this is an expensive venture. Um, but you know, when it's your mom, when it's your husband, when it's your wife, it's important to know that they're there and we don't want to put a price on that. But we're very grateful for all your investment and the numbers looking great. We're also very grateful for the firefighters, for the paramedics, um, everything we we get from Mericon, which is a company that builds for us, said if we didn't have such good documentation from City of Mission, we wouldn't be able to collect this much. And every time we talk to Emeron, they indicate that they use us as an example for every other agency that's out there. But once again, thank you. Any questions?
