I hereby announce that pursuant to the open public meetings act, adequate notice of this meeting has been provided in the annual meeting notice which was mailed to the Asbury Park Press and the Trenton Times posted on the public announcements bulletin board and town hall and filed in the office of the township clerk on December 24th, 2025. All attendees and participants agreed to conduct themselves in a manner appropriate for public gathering. Individual speakers should be advised that no right of privacy protects a person's public comments made in a public forum. Accordingly, all participants bear responsibility for their own statements and commentary. CONGRATULATIONS. I I I made a vow to myself in 2026. I I never in the past wrote speeches. I always winged it. And after I made a speech or I I addressed a certain body, I always forgot something. So I says, as I get older, I'm going to start writing things down. So So that's that's what I did here. So please bear with me. Good evening, everybody. I would like to welcome all our residents, members of the governing body, distinguished guests, and community partners to our annual township reorganization meeting. Thank you all for being here this evening, and for your continued engagement in the affairs of our township. I am deeply honored and grateful for the opportunity to continue serving as mayor. I thank my colleagues on the governing body for their confidence and I thank you, our residents, for the trust you place in our local leadership and myself. I approach this new term with humility, a strong sense of responsibility and a continued commitment to serving the best interest of our community. I would like to begin by recognizing the men and women of the New Jersey State Police. Thank you, Lieutenant Tomato. He's a commanding officer of Hamilton barracks. Your professionalism, dedication, and steadfast commitment to our public safety and and the state are essential to the well-being of our township. We are grateful for you and your partnership and for the critical role you play in protecting our residents and serving our public. I also wish to thank the members of the Milstone Fire District and many of you are standing here. in particular, Chief Maloney. Chief Maloney, when I say you, yours or you, it's the collective you, not anybody individually. Your courage, your
training, and your willingness to respond at any hour exemplifies the high standards of public service. Whether responding to emergencies or or supporting community activities, your service provides peace of mind to our residents, and we thank you for your continued dedication. Uh we also are honored by and being joined by our New Jersey state senator, Senator Owen Henry. Senator, thank you. Our two other state legisl legislators, Assemblyman Alexiki and Rob Clifton cannot be here. Assembly Ziki had another engagement at a different township and he, you know, sends his best wishes. Uh Sen uh Assemblyman Rob Clifton had surgery today and could not make it due to medical reasons. So I I wish him a speedy recovery. Uh we cannot be here uh but send their well wishes. Your leadership and advocacy on behalf of our township at the state level are invaluable. We appreciate your efforts to support our community through legislation, funding, and policy initiatives that directly impact our residents and thank you for that. I would also like to recognize our Mammoth County Commissioners and Commissioner Russell Litro. Your collaboration and partnership are vital to addressing shared challenges and advancing projects that benefit our region and our town. We value your commitment to effective governance and your ongoing support to all Mammoth County municipalities. But of course, please do not forget what I'm about to say. Favoring Millstone first every time here.
Thank you. Last but not least, uh we have not only the governing body and all the professionals, but we have Judge Sonic here who who's been with us for how many years now? Time now. Nine.
Nine years. And uh you know, hopefully she'll be with us for the foreseeable future. and you know her her guidance and and her administration of judicial laws and and and statutes are second tenant in my opinion. So I I want to welcome her. Hopefully 2026 will be a good year for us. I hope you you will come back and and reup next year with us. Uh unfortunately she's being sworn in Manalipin and uh as a judge there and she promised that she would show up but she had to leave early. So, I want to thank you for coming and I appreciate you showing up. Did you have to say a few words before you leave?
Um, I just want to thank the governing body so much for appointing me and continuing to appoint me and trust me with your town. It is my honor and my privilege to serve you. It's a unique town. Uh, raises unique issues. Your, uh, administrator knows that. and I enjoy it because it's a challenge and and I love Milstone and I'm neighboring resident Alban my entire life. So, thank you for having me. I appreciate it. Thank you. Thank you.

I'd like to continue. Our community is strengthened by many volunteers who generally give their time and their talent. Your service on boards, committees, community organizations reflect a deep commitment to our civic engagement and enhances the quality of life of our township. We, the township committee and all the other residents are truly grateful for all the contributions that you guys do. And I'd like to just recognize our chairman of our planning board, Mitch Newman. Here we HAVE Doug Liss. Are you still here? Where are you? Doug Lick, the chairman of our environment commission. So, so thank you for all that you do. And we also have some volunteers that are going to be appointed tonight that I'd recognize later on. So, I'll I'll call them out later on. Uh finally uh but very not least I want to express my my sincere appreciation to our township employees. You are the foundation of our local government. Your professionalism, dedication on on and hard work ensure that our township operates efficiently and that the residents receive the high level of service they expect and deserve. Thank you for continued commitment to excellence. So, I really THINK a little bit of nostalgia. Milstone was formed on February 28th, 1844. The township's population was estimated to be approximately 1500 residents in 1844. Today, we are at 10,300. So if you look at the numbers and you calculate, we are doing very well as far as density of population as compared to the rest of the the state. So uh there's 9 million people and we only have a little sliver and hopefully we're going to keep it that way. Uh in addition to that, we've preserved approximately 7,500 acres in Millstone and we will continue to preser preserve acres for the foreseeable future. As we begin this new year and this new term, I look forward to working collaboratively with
my fellow elected officials, our employees, our business owners, and our community partners. Together, we will continue to focus on responsible governance, fiscal stewardship, public safety, and preserving the character and quality of life that make our township the special place it is and the place that we live. Thank you again for the privilege of serving as your mayor. I remain committed to listening, leading with integrity, and working on behalf of all of our residents. There's just one final thank you that I need to express to my beautiful wife, Gina and family. Without her and their unwavering support and continued understanding, and I emphasize that I was told to say that by her understanding, okay, I would not be able to to do the job that I do for all of us. Gina, I love you very much. And again, thank you for all of your support and understanding. I would like to end by thanking all of you and I wish everyone a healthy, happy and successful year ahead. Well, I liked it when you did go off the cuff because then you left something else for some someone else to thank. Thank basically every single person and rightfully so. By the way, I can make mine pretty short and sweet. I'm honored and grateful to be uh reappointed as deputy mayor. Uh thanks to the residents of our town for providing the trust in me to do the right job, but thank you for my committee uh people to help guide us every day on what we feel is the right thing to do. And and and thank you very much to Kevin and Kathleen and the entire Melissa that's whole support team. the end of the day, we're we're supposed to listen to the residents and and push that agenda down, but the people that sit in the municipal building, they do the work, right? And they do a very good job. Our our fire chief is amazing. Our DPW crew is amazing. So, you know, the town is great, but it's not just the five of us and and the support team. It's everyone that's in that building every day to make it work. We can't do it without them. We appreciate them. Um, I'm also committed to listening, working hard, doing what's best for our residents, and at the end of the day, together, we'll move this town uh forward in in the way that we want to continue. So, thank you again. I'm honored. And happy new year, everybody. I would just like to take a few minutes and if we could go down with the four of you just stand up, give us a quick two-minute spiel on how we're doing in the town. You know, what your responsibilities are, how great this town is, and and just anything positive.

I I can't speak without it. For those of you that don't know me, my name is Mike Baloney. I serve as your career fire chief here at Milstone. Uh longtime community resident. My family moved here over 35 years ago. Uh I still continue to reside here to this day, raising my family in the community, something I'm very grateful for. Um it is my honor to serve as the fire chief of the community. Our fire department has gone through leaps and bounds uh in particular in the last 10 years here with continued smart growth represented by my staff here that's uh on duty tonight. Um, we have worked continuously hard to uh provide you with the best service that you desire from us and we are thankful for your unwavering support and commitment that you provide us day in and day out. We are absolutely a partner in this together and working for the community and the collaboration is second to none between the township committee, the mayor, the deputy mayor, Kevin and Kathleen. I can't thank you all enough for what it is that you do for us and make our lives that much easier. But we look forward to a another successful and safe year in 2026. Uh and again, we're there to serve you. It's not just about answering, you know, fire incidents, medical emergencies, motor vehicle accidents. Uh we provide another number of other services throughout the community. And we're also very involved and engaged with all the different community events that are held throughout the year. So, look forward to seeing you all out there. And uh feel free to introduce yourselves or or my staff will introduce themselves to you tonight uh once this meeting concludes. Thank you. Thank you.
Good evening everybody. Chris Salvado. I'm the station commander at Hamilton station. Uh thank you everybody here. Mr. Mayor, Kevin, uh our I think our relationship that we have working together between the state police and this town in particular in my career is is unmatched. So I I appreciate that and I thank you uh tremendously. Um thank you to everybody here tonight. Um, I'll be here at the end of the night if anyone wants to grab me. More than happy to answer any questions, complaints, whatever you have for us. I expect good things this year. We're in a really good position at our station for staffing. Tremendous. Really is. Um, our command staff that we have in Troop C right now and the continuity that we have there is incredible. So, I expect a lot of good things this year. THANK YOU. THANK YOU, LIEUTENANT. UM, I'm Russell Citro Mammoth, County Commissioner. On behalf of County Commissioner Director Tom Arnon, and the rest of the board of county commissioners, we want to congratulate the mayor, the deputy mayor, and the council and the rest of your administration on an incredible job that you guys do here. You know, there's a reason maybe Milstone is one of our favorite towns is because it's one of the few towns that we ever hear anything about up in Freehold. We truly do and that's a great sign. You know, Chief, you said it really well. This is your community. These are your people. You know, there's nothing like hometown. It truly truly is. And you know, we we look at our roots. We look at people. I look at Kevin Abernath. I worked with his brother as a detective. Nicole and I were in the prosecutor's office together. Al, you were New York City police officer. And we've all served in so many different ways, but all for the betterment of all of us living together. You know, we're so fortunate to live in Mammoth County. And you all are so extra fortunate to live in Milstone Township. It is truly I used to always think of
Milstone as a brackish type of town. And I mean that as you're right on the edge between suburban and country. You know, we we go in Mammoth County. We have Asbury Park and Long Branch and along New Jersey Shore up into the hills of Atlantic Highlands and of course up into the Navas Inc out to Redbank and then we all start filtering out in western Mammoth County and Freehold upper uh Freehold Township and then you get to Milstone where it's just that nice divide between the suburban and then your farms and another western part of Upper Field Allentown and what a spectacular county we live in. We truly truly do. It is my honor to serve as a county commissioner. It is my honor to work with each and every one of you. The things that make Mammoth County so successful and all of you know that this is why you live here is that we are in the greatest county in the state of New Jersey by far. And it's because of the working partnership between county government and all our municipal leaders. And this township committee does an outstanding job. And it is truly my honor to stand up here and address all of you and know that I am here to support you. The countyy's here to support you. and it's just uh a great town. My my pleasure. Thank you.
Well, good evening everyone and thank you so much. I am Senator Henry representing the 12th Legislative District. I have the the pleasure, I guess you can say, of representing parts of four counties and I can honestly say Mammoth County is my favorite county to represent and Milstone one of my favorite towns to come to. I was the mayor of a very large town for 12 years prior to becoming a senator. So I have a great relationship with our all the mayors and I think that gives me a little bit of an edge uh when I go down to Trenton knowing that what happens in Trenton has a direct impact on what happens in Milstone and right now we are fighting an uphill battle in Trenton. Uh Rob, Alex and I are really up against the wall. we are really getting punched in the face and kicked in the you know what. But we are there fighting for you for Milstone and the 13 the 12 other towns that we do represent. Um I just want to wish everyone a very happy a very healthy new year and a very uh productive new year and I think it's going to be we're going to be fine. I just want to give kudos to our elected officials. Uh you're in a special place. Uh the 250th anniversary of our country to be an elected official in this year I think is is very special when you figure back 250 years of elected officials have gotten us to where we are today. So I thank you for what you do and um just everyone let's let's keep fighting. Let's let's fight for for us for our small communities. It is so important and as Russ said, our district is so diverse coming from sprawl, urban overdevelopment out to western parts and it really is it it gives me a boost of of energy when they come out in this part of our district to see people of Milstone of leading a very high quality of life and that's because of your elected officials. So, thank you everyone and thank you if anyone needs anything um call Alex. Well, my office is in or it's not far
from here. Um, easy to find. I know we're having a lot of problems or if you have problems with the home uh rebate and to stay in New Jersey, a little bit complicated for everybody. Call my office. We'll walk you through it. And DMV, we can get you appointment if you need a real ID. Um, all the other issues that state unemployment, our offices are there for you and we do because we know nobody in Trenton is answering the phone. They're still not back to work. I can be in the back corner. I think everybody will be able to hear me. Um the mayor asked me to to speak a little bit tonight about the 250th. We just started a new year and this year is the uh 250th birthday of America. Uh we have uh a lot of events through our town and as well as the county to celebrate these events. So please uh watch your calendar and uh save these dates. One of the dates is the May 30th. We are having a Washington encampment here in Milstone Township at the Barrett Homestead. We will have George Washington and two of his soldiers on three horses riding through. Uh we have uh a surgeon coming who is going to be setting up a a uh a field hospital. We will have uh a lot of reenactors here demonstrating and showing uh bits and pieces and pictures of the march to uh the battle of Mammoth. So, I'm hoping that everybody will come out on that day. We also have a a speak uh a a speaker coming who is going to be talking about the uh history of the horse in Mammoth County and where we've come in 250 years. The horse has played a big role here in our area from the early colonial days through to even today. Uh we have many we are one of the largest counties with the most horses in the state of New Jersey and we still are today even though Showplace closed. Uh but uh we have many many uh animals here that live in our town that we love and that we treasure and uh uh so that that will be an interesting speak. Um I also brought today the calendar. We just uh published the calendar for the 2026. They're outside on the table. You can pick one up on your way out. It's a historic calendar. It speaks to
primarily this time we focused on 1990s or 1900s through 1990 history. So, um please enjoy a lot of pictures and uh facts and information you may not know. So, please come out, enjoy the 250th with us. Thank you. Thank you. Can you give it to Gina? Gina,

Uh, first and foremost, I'd like to thank everyone for their achievements and commitment to this town that we live in and for keeping it as best as it could be. A little reminder to just take a peek of what's on the outskirts and remember where you are lucky to be on the inside.
Secondly, I'm better on social media. That's funny.
I'd like to thank my husband for his dedication and loyalty to the town's people he fights for on a constant base basis, mostly behind the scenes where it goes unnoticed. At times, I wonder if it's all worth it. But then I run into someone on the street or at a supermarket or receive a phone call from a friend of a friend of a friend who compliments, thanks and fully supports my husband, the mayor, for his devotion. And that is what memorializes his efforts and makes all the struggle and sacrifice worthwhile. In closing, I'd like to say to Al, you will always have the support of your family. And as for me, I will always be your partner by your side through thick and thin, even when you feel it's questionable. You did great.
This this meeting is a little bit of a a oneoff and thank you for being patient. Uh the next part of this meeting is is something very special to a lot of us and and I'll explain what that means. I'd like to call up Marian please. So this this beautiful woman has been volunteering and and please when I say these next numbers absorb them and understand how how much of an impact that she's had on this town. She has been volunteering on our uh environmental commission and more recently on our shade tree commission 49 years.
I WAS 12. AND unfortunately for us, but fortunately for her, she resigned and we lost a big asset. But I wanted to make this day special for you because you're such a beautiful person. and we wanted to make sure that everybody knew and get it recorded so whoever wanted to look at this this meeting tonight can see what you did and the efforts that you put in and the amount of time that you dedicated to our our uh town. So there's two things I'd like to do.
Yes. Thank you. So we didn't want to normally we just give out a certificate and I'll read I'll read both to you. It's a certificate of appreciation and I'll read it. Township of Milstone certificate of appreciation. This certificates presented to Maryann Hes. On behalf of the residents of the township of Milstone and the town of committee, we hereby express our sincerest appreciation to Maryanne Hes. Marian Hesy was appointed as a bental commission secretary in 1976. How many people in this room weren't weren't even born yet? Right. As and as a member of the shry commission secretary in 2024, we want to thank you for your tireless dedication and hard work. Your contribution to this town have have been immeasurable and have made a long-standing impact on all of us. We will miss you, but your legacy will continue to inspire. the tenantship committee values what you have done and with our most heartfelt thanks and best wishes for the continued success in all of your future endeavors. So this is thank you very much and THEN so I discussed it with the cancer committee and I discussed it with with everybody else and we said sometimes paper gets you know dried out and it gets rotten and then you don't have that luxury of seeing it when you first got it however many years ago. So, we wanted to make sure that something never goes bad and we ended up making this plaque for her that says basically the same thing, but this can't go bad and it will always forever be.
So, I I want to wish you the best of luck and the best of whatever you have in store for you. But there's a couple other things. Now, this has a 7-day guarantee. Eric, please come up. Actually, before I come up, I got a couple things I like to say to Maryanne. Do it from up here.
You have the mic here. and I have been together for 21 years. I believe I've had the pleasure to serve with Maryanne on the environmental commission. 17 uh 21 years, 17 years as the chairperson. During that time, we've seen a lot a lot of people have come and gone. Actually, wait, I have my phone here a second. I asked AI since you've been here since 1976 if it could list the all the mayors.
Oh, no. since 1976. Couldn't even find them all, believe it or not. I'll read through the list. Elmer Gabellia, Tom uh Guzy, Chuck Abate, John Saxon, William Nurko, Cory Windgurtner, Evan Maltz, Nancy Gabellia several times, Bob Kinsey, John Fente, Fiori Massie, and our current mayor, Al Faroh. So, you've been seeing a lot. We've we've done a lot for the town. We've had a lot of fun while we did it, right? And uh so I'm so grateful for your service.
She's been a lot of people come and gone environmental commission. She's been the glue to keep it together and serve our town. So thank you very much. So, before we go on with the consent, I ended up having the pleasure of going to the county reorg and they did a phenomenal job. It was a beautiful ceremony and they do something that we're going to emulate next year. And when they do the consent agenda, the there's a bunch of resolutions. When I say bunch, there's probably 50 or 60. And normally the the clerk of that county or or the the township reads everyone by title and and number. And they do it a little bit different. they have certain things that they read because they have to and then the consent agenda flies through 40 resolutions in one shot and it makes a lot more palatable. So unfortunately we didn't have time to do it this year but we are going to emulate the county for next year with the authorization of our legal council.
