eternal most holy father we come before you this evening saying thank you first and foremost thank you for all that's going on around us lord we know that death angel is moving rapidly but yet our heart goes out to the community and all that we're seeing right now father we ask that you continue to keep us with like minds on this dais that we continue to do the business of this city We ask you to continue to take care of our first responders, our fire department, our police department, our ambulance service. Continue to take care of the nurses, teachers, doctors, everyone, Lord God, because we're living in such a time right now that we just don't ever know. So as we pray this prayer tonight, we pray for all citizens, that they continue to be at rest and at peace. In Jesus' name we do pray. Amen.

thank you so much madam mayor members of the council my name is drew walsh and i'm with mighty hero homes so we are it's an honor and a pleasure to report that we are going to build an 84 home community for homeless veterans right here in millersville villageville is going to serve as the tip of the spear if you will to combat the egregious crisis that we have in our nation for veteran homelessness You may know that there are over 35,000 homeless veterans in our nation. One is too many. 35,000 is unthinkable. So we are honored to have worked with Senator Rick Williams. Lieutenant Governor Burke Jones to secure 20 acres on the Central Straits Hospital facility right there on Bypass Road. Got a lot of work to do. That's an old property that's been there for a long, long time and got some things to do. But this is going to be a state-of-the-art facility. As shown here, by the way, this is Les Carroll. Les is a retired two-star major general with the U.S. Army. He's our board secretary. We're honored and pleased to have a number of board members that are of his caliber. Our veterans, the tagline is, I wear on my bracelet 365 days a year because they deserve better. It drives everything that we do. Our veterans raised their right hand. They swore to defend our Constitution. They wore the cloth of our nation. And to think of the fact that they are sleeping under bridges in the woods or couch surfing is something that we need to and will correct. I serve on the Statewide Commission for Homelessness. I was just in North Atlanta this morning. I had made a beeline down here to get here in time. Thank you for the opportunity to speak. But it's not just a crisis amongst, as you know, it's not just a crisis amongst our veterans. It's a crisis nationwide. And we hope that our model by providing affordable permanent homes, which is what makes us different from the other thousands of organizations that are fighting some type of homelessness, our ability to allow a veteran to go from homeless to homeowner in two years is something that we're working very diligently to to achieve. I have some information here. One of the things that we're going to do is who was that are a couple of you were at our town hall meeting. Thank you all very much for coming for that. So you've already got a little preview. But one thing I said in that meeting that I want to reiterate and we will continue to reiterate is Mighty Hero Homes is not seeking to do something in Milledgeville, to Milledgeville or for Milledgeville. We're seeking to do something with Milledgeville. And by this being the first of 450 of these, what we call bases, we plan to build 450 of these across the nation, as many as it takes to accomplish the mission. We want to do it with the good folks in Milledgeville. And as Senator Williams said in his speech at our town hall meeting, Milledgeville has a wonderful reputation of caring and loving and tending to the neighbors. So we couldn't think of a better place to start this initiative and to be our pilot for what we believe to be many, many bases to come. One of the things that we're going to ask is for the Milledgeville citizens to engage with us. And with your permission, Mayor, I'd like to provide these handouts to
the folks here.
And what this will do is I've got some more than being assembled out in the hallway as we speak. I'll make sure you do get one. I'll provide a few more and I've got general audience I've got some as well. But what you'll see there when you have the opportunity to review it is we're going to ask Milledgeville to do something that's unheard of and on the surface is going to be unthinkable. So we're going to ask 84 organizations, whether it be churches or little league teams or civic groups or businesses, and Milledgeville has a wonderful network of businesses, to help sponsor to build one veteran home. And that's going to require raising capital for that group to raise $100,000. Now times are tough, and our economy is challenging. But we believe that the good Lord we serve owns the cattle of 1000 hills, and he's got all the money that we need to be able to accomplish this mission. So through this, and we're going to have and thank you, I didn't see you when I came in, I apologize. Thank you for the great coverage that you've provided to us. But through a partnership with the citizens of Milledgeville and Baldwin County. We want, when this is done and we have our ribbon-cutting ceremony, we look forward to soon having you out there with a shovel in your hand and a helmet on your head as we break ground. And we likewise look forward to having the big golden scissors there when we have a ribbon-cutting ceremony for our first home. But it's going to take all of us. This is a $20 million project. is less right here has shown. By the way, these are 84 homes are in seven quads of 12 homes per quad, there's a 6000 square foot community center, that community center will have health services, career training, commissary, coffee shop, gathering space, training space, workout space, we'll have a canine training center, you some of you may know the old mattress building there. The mattress building is going to be our canine training center. Our veterans will be taught and trained to be able to train dogs that will be exported to other veterans. with PTSD and other needs throughout our country, gives them purpose, gives them the ability to help in their rehabilitation. We also have a 3,000-square-foot greenhouse on the premises. The veterans will be taught to agriculture for hydroponics. Aquaponics will be able to raise tilapia, all kind of great stuff in this 3,000-square-foot greenhouse. So they can consume those vegetables on base themselves. They'll also be able to sell them to local restaurants, so local restaurants can tout farm-to-table or farm-to-table or directly from growing spot to table. And plus it also gives the base the opportunity to interact with the community. We can have an on-base farmers market and they can take their yield off base. But none of this is going to be possible if we don't do it together. And if we don't think about the community that's going to benefit from the work here. The Lord called me to this service over five years ago, and from the very beginning, if someone would have asked me, you know, Drew, what's the win? What are you after? I would have intuitively said, when we hand the last key to the last homeless veteran, we can check the box and say that we're done. I believe that's changed over time, over the past five years as we've learned and we've researched and we've planned. I truly believe that when we are successful in building a community for homeless veterans, The community itself is going to be transitioned for generations to come. You think about the men and women that are going to occupy these homes. They once held the keys to million-dollar pieces of equipment. They had the lives of hundreds of people under their control. And now they can't get a job at Subway because they made a bad decision or they had some bad luck or something happened to them that was out of their control. So as you read through this, this is not about just providing homes. This is about providing hope. about providing dignity, and it's about providing an opportunity to take care of the men and women who have so valiantly served our nation. So I look forward to getting to know all of you much better. I want to partner with you. I want to be friends with you. And together, we're going to do something that's going to be pretty incredible, something that A lot of people want to come to Milledgeville and say, what did you do? How did you do it? We want to learn from you. We want to learn how we can do it in our hometowns. I'll take any questions. And again, thank you for the opportunity to share today.

Ordinance oh that's twenty six oh four that's thirteen conduct a public hearing of an ordinance amending the charter to accept approximately one point five six acres of land into the corporate limits of the city of Milledgeville with a zoning of HC every commercial the property is located at twenty seven forty seven North Columbia Street all the county tax map 0, 8, 5, parts of 0, 4, 5, and is owned by Wilson. He is the king plans to use property as a manufactured home dealership.

Me and Mr. Thomas and Mr. Lowen, and I conducted the on-site assessment on June 11th. It was determined that the commercial driveway needed to be constructed following the City Land Development Code Article 7, Site Design Standards Section 7.5, Article 8, Project Construction Standards Section 8.5. Key issues. Council expressed interest in requiring the applicant to upgrade Longleaf Trail to commercial paving standards. March 31st, 2025, Public Works approved a site plan for a commercial driveway to be installed on Longleaf Trail. One of the main things that was considered was that it needed to be a commercial grade apron. Our recommendations was the standard is 30 inches, 30 feet. We recommend between 40 and 50 to be six inches in depth for commercial grade. We also did an impromptu traffic study. It was estimated that between 30 and 40 cars passed through that street an hour. so there's minimum there's there's minimum traffic impact on that road so that being said that is the cross qualified for a full commercial rebuild and it's also that for a grant in twenty twenty seven so that that would having the applicant do a full a full street rebuild there'll be a hardship on the on the applicant when it's already scheduled to be uh repaved in 2027. thank you mr bond any more questions well i i do have a question um so you're um and i want to make sure that we're clear on this um
when you approved his his um design for for that when you approved it you approved it with the commercial um driveway okay so we didn't have that information before before so that's that was why i was asking if it could be paved according to that so thank you for that information also um
You said that it's scheduled to be repaired 2027 with a grant. Repaved, right?

Right. Okay. So who would be responsible for the payment after that grant? Is it going to always be? It's going to always be City Street.
Yes, ma'am. Once it gets paid, it'll be up to the city to maintain it.
Now, so you said an impromptu traffic study.
Well I did I did a little on my own I went out there for about an hour in this kind of cars in our time I mean cars pattern history between 25 to 30 cars so is in my estimation is about is moderate traffic. So the so there's not a heavy influx of traffic whenever it is mostly residential.
What time of day did you come to about 1230 to about one 30.

Well, I stood there for about an hour, and I counted about between 25 and 30 cars passing on that street.
May I ask what day of the week did you conduct that study?
It was on June 9th.
Generally, when you do a traffic study, do you guys have an outside agency do that? Yes, ma'am.
Are we requesting the outside independent traffic study be done also?
It's requested, but it hasn't been done yet. No, ma'am.
I guess now the question is what do you have worked in here about the 50 feet now dry way. Did you did you put that in here about the request that he's requesting to do a 50 foot dry way that enters into the risk residential area.
I might have been Mister Thomas is a recommendation.
Mr. Jordan we did say that that could be a yeah that had or the or by Mr. Thomas speak to it so sure when we did the study we call it a field report we go out and do evaluation of driveway applications the minimum requirement per article seven and eight is like 30 feet But you don't just look at the minimum requirement, you have to look at the use of the property. Those would require wide driveways and radius because of the large equipment.
So we recommend that
50 to 60. Plus also you got to include the radius. So where a standard radius in the city is like 19 feet, for this we would require 35 feet radius for the turn. That's per design, not per code. okay so per your design the problem they have with those trucks turning off you're going to be able to turn off onto their property without interrupting the flow of the traffic that's correct and and we have a we have one uh criteria where you can't put an intersection within 50 feet for commercial property of an intersection this one would have to start 50 feet but it would be better if they go we don't we don't drive the design, we just make the recommendation. So you're so a lot of things you are asking about is already in articles, article eight and article seven. And whomever is putting in the driveways, they have to provide by them. And that's part of our plan review. We said, we don't just sit down and say, Hey, yes, no, we sit down, we have criteria that we have to meet, like, site, distance, local road, auto road, stuff like that, factor of traffic count and except is this the thing that we look for and mainly the use to use whatever type of use it is as the driver. So. So I don't know one cookie cutter is based on the on the use of that specific life.
So what are you recommending? for this lot. This lot is in the county right now. And we are, the mayor and council are considering annexing this property in. And what came up at our last meeting was whether or not, as the zoning ordinance allows, whether or not there are stipulations that this council wants to consider requiring the owner to adhere to in order for them to approve this annexation rezoning request. Because that's going to be part of an ordinance, it has to be specific as to measurements relative to the drive as well as any requirements that are going to be made for the owner to improve the road at least to the point of where the driveway ends. Not asking the owner to pave the whole road. That's coming up with the LMIG, but those were the two issues that got raised at the last meeting, and the council needs some direction from you and Mr. Barnwell in order to include the specific stipulations in this ordinance that they are considering, and that's on the floor now.
OK. So let me read through this. The approval was based on city land development code, engineering standards, traffic impact, and current use of property. Assessing property of interest by way of a longleaf trail is a safer option One is it provides a better sight distance to it, reduce conflict. Three is a low traffic by and also low speed on that area. Now, the question were, should we bring this road? Do we need to bring this road up to commercial standards? Well, it doesn't exhibit. It currently is being used as a commercial.
Correct.
Use now on the right and on the left. The road doesn't suggest that this road need upgrade. Because the use already been there is in fine shape. The only issue you have are the shoulders where they are pulling off the shoulder, and they're destroying the shoulders. Now there's something that you go back to seven point article seven and article eight. Any individual accessing their property must provide adequate paving funding, street to the end of the right away to the property line. That's supposed to be a protest in the in the engineers. Once they present the site plan, which they did present, we do the plan review and all the plan review information is based on the article eight and article seven. So so we don't have to has no the only additional issue that thing that we may impose would be going from a minimum to like a 50 foot width driveway and 35 feet radius on both sides. Now, if they choose to go off of that, that designated driveway, then that's when we impose that and we don't have to impose we just have to enforce it. It's already an article saying that they have to have an approved apron for transfer from the road, even if it outside of that 50 foot stretch, they have to provide that apron that extended. So it's an article.
So you're saying that there's no need for council to adopt any stipulation that once, if council chooses to approve this annexation and rezoning, that the property owner will already be bound by...
I agree with that. And we just out there force it and and how we enforce it based on when they go out and start the construction, we're playing the zone and give us a call and they have to stop once they put in the form for the driveway or they mark the for the driveway. Public work goes out and we say yeah and they can't move forward unless we go out and say yes. And they have part of condition they have to call.
OK, so Mr. Thomas, I'll make sure that I'm understanding this. So the stipulation from us would be the 50 to 60 foot width, or is it already in the standards? That is not in the standards. So that's the stipulation that we have? The standard is a minimum of 30 feet. OK, so that's what I'm saying. That's the stipulation that we have to put with our motion.

A minimum. Because, see, you don't want to get into attempting to design it because, see, once they go out, we could sit here all day and say, hey, 50 feet, this it. No. When they get out there, they may find out that they, that 50 feet may have to be 75 feet.

That's the means of death that we try to stay out of this.
Yeah, I just want to make sure that we state it right for the ordinance. Right. So that it's a minimum.
Once they set the form in place. I got it. And they call us for inspection. We always have to write. And the building official has the right to say, hey, look, you need to assume this. We have that right. Even if you all put it in place and we go out there and we witness that the shoulders are being deteriorated because of commercial use. We still have the right to impose additional. That's where the proportion of requirement come into play.

So with the commercial use you see right there, would they have a special, you know, some commercial use, they have like a lift off, the white concrete off from the black, would that be in the same area?
It would be in whatever designated area that the engineer put on the site plan, that's their entrance.

Right. And that would be, we call that designated entry. But the apron and the shoulder is beyond that. That's what takes the road itself.
So just so we're clear, you're saying we do not need a stipulation? No, sir. Because the ordinance already controls.

I you have heard that one is is there a motion to adopt.
Before we do that I I do want to I'm not sure how we would do this, but I know that the the members of the neighborhood were not happy with the initial proposal and I wonder if you can ask Mister Barnwell or if if there's some way that we can see how they feel about the amended proposal or the potentially amended proposal.
Some is more when we know how they feel. When we have the hearing, everybody got a chance to speak up and have their rebuttal. Somebody else had a rebuttal. So we know they're very passionate about what's happening up there. Well, tonight we're at the point of it has passed through planning the zoning once. They brought it back to us since it passed. Now what we have to do is decide, we meeting council, either you're going to vote for it or you're not going to vote for it. Does that help you a little bit? If not, maybe Mr. Jordan can explain a little bit better.
Well, no, that's... accurate, the public hearing, and everybody was advised that the public hearing had been concluded. If, you know, quite frankly, if we're going to start a round of further discussion, as in terms of a public hearing, then of course we've got the property owner here, we've got residents that have already spoken relative to how they feel. You know, everything that's going on to this point is still going to be dependent on whether the property owner meets with the stipulations and does what the property owner is going to be required to do in order to have this rezoned as a heavy commercial. Well, it's not in the county right now. So, of course, it's always up to the chair as to what the chair chooses to do.
Well, Mayor, if you don't mind, I think the reiteration of that question would be with Mr. Barnwell. I don't know if he's able to answer that. The recommendations that we received today, does the concerned citizens know about the updated recommendation that we heard today? And have you spoken to them about that? If not, I think that'll answer the question really quickly.

The answer to your question, I haven't spoken to the citizens about my recommendations because we did an on-site assessment. It's me and Mr. Thomas and Mr. Lowe, so I haven't spoken to them, no.
Madam Mayor, may I say something? Sure. Because the meetings are advertised as a public hearing. When it goes to planning and zoning, there are signs posted throughout the neighborhood for the people that live in the neighborhood to come to planning and zoning. Then they turn around from planning and zoning and they state that it's coming to the city and it's posted for it, that they can do that. And you know we've had this audience full of citizens that were for or against an issue. And I don't see that. I mean, I've heard two citizens say that the people are upset about it, but we don't see, you don't see the passion. Because we've had people, I mean, we've had people standing against a wall when they were against something that we had to vote for. I don't see that in this instance. So when we don't see that, we have a tendency to go ahead and do what we need to do and move on. So I understand what you're saying, Morgan, but I don't see that.
Well, my understanding when they came to us was that they had a signed petition of, it sounded like almost everyone in the neighborhood. Excuse me.
It was like 150-something people. Right.
So I don't want, and I understand that we closed the public hearing, but since the public hearing, it sounds that we have more information that could potentially make the people of the neighborhood happy. I just, before I vote on it, just to be transparent, before I vote on it, I want to make sure that I know that there's been some sort of resolution that the members of the neighborhood are happy with.
and I understand we can't make everyone happy but I mean and we can't well it's strictly up to the chair to conduct the meeting and recognize it's very unusual to recognize somebody from from the audience during the meeting where it is not a public hearing. And again, that is up to the presiding officer to make those decisions.
and I do understand I hear you Morgan however we have had a very passionate debate on this I think everybody had an opportunity to explain themselves I'm gonna go ahead and move it forward we've had Ms. Barnwell come twice to give us their renders of what's going on here so I'm gonna move it forward with a vote tonight you either gonna vote for it or you're gonna vote against it and it's your vote here we will it is your vote okay but given the facts and findings that we do have I'm gonna go ahead and ask for a motion if you're done yes ma'am I'm gonna go ahead and say that y'all have heard the ordinance is there a motion to adopt
Madam Mayor, I make a motion that we adopt the ordinance, knowing that with the minimum 50-foot stipulation as well as the minimum 35-foot radius. Second.
