I I would like to say I would like for us to try to get that group picture, a little better group picture because when I do my um advertisements in the union recorder, I would like to have all of us on on the photo. We'll have one in the paper coming up this weekend, I do believe, for the high school's graduations. And, you know, I don't I'm not a a selfish mayor. I believe in sharing the spotlight with everyone. And so it just has my picture, but it has everybody's name inclusively on it. So I would like for you all to uh if we can, Dr. Lee, I saw how you looked at me.

I was looking at me as shin. We can just try to get a really good picture so that Christmas time and all that stuff is coming up. When I advertise, I can put everybody on the photo. Saturday, I attended u the strong daughters gayla, which my granddaughters of granddaughters are part of it. And what they do is um Miss Shay Williams and Miss Jennis Hill uh Miss Jennis Sneel are the organizers of the group and it's for females that are 18 and below uh that have lost their parent or mothers abruptly. And so they do an outstanding job with those young ladies. U they take them places, they mentor them. I've been trying for a while to get someone to take on the men of the young men as well, but I haven't been able to be successful at that. Miss Simmons was also in the attendance there and I recognized her and had her to come up as I presented the proclamation. Uh there's never a time that the mayor will be in an open forum or anywhere and any of you all are there that I won't recognize you to give you an opportunity to come up. Um, it's getting close to Savannah time

and wheat's out. Making preparations for that. And other than that, that's going to be all I have to comment tonight. We're going to move the meeting on along. We have had some long Tuesday nights and couple of more to go. So, I'm going to move the meeting on. Uh, at this time, we will move to the city manager report and I will recognize Miss Hilson Buds.

Good afternoon, everyone. Um, for those that I did not see or text this past weekend, I hope you had a wonderful Mother's Day. Um, I only have one thing I just want to share a little bit. Um, our human resources director, Miss Witherspoon, and the human resources coordinator, Miss um, Stacy, they attended a career day at OK Middle School on this past Friday and she sent me a few clips. So, I just want to share that with you all. They said that the um career day was a success and they really enjoyed interacting with the students. I just want to show y'all a couple clips from that. Okay, if y'all can see that up there. Sorry, it's not on y'all's monitors today. It's not acting right. So, that was our city board photos of several city department heads and different pictures of the city. Let's see. Get turned around for you. That is Miss Witherspoon and Miss Stacy interacting with students. Oh my goodness, went back too far. Okay. Looks like they had some fun out there.

Let's see. Get that one around for you. It's Lieutenant Hosy and another officer. I don't know his name, but Milligial PB was on site as well. Let's see. So, see the military went out and represented well as you can see. I just want to know, do we have any potential employees coming on? Hope the recruitment was a success.

Absolutely. Um, we don't have any old business for tonight. So we will consider the new business which is a part of the agenda and I will ask the clerk to read ordinance-2605-14 by caption as a first read. Ordinance, excuse me, ordinance O-2605-14. Conduct the first reading of an ordinance amending the land development code to reszone and allow for special use of property located at 900 Barrows Ferry Road Tax Map M80-110.24 acres. Property is currently owned by Arlene Simmons and zone community commercial. Owner designed special use within the CC district to allow for a group residential and educational transitional house for a maximum of 10 to 12 individuals.

Okay. This is the first reading of this ordinance and I am referring it to the planning and zoning commission. This evening, we will have a public hearing to garner public input on the proposed 2027 annual operating budget and for the first reading of the budget adoption ordinances. The procedure for conducting this public hearing will be as follows. We will determine that the public hearing has been properly advertised and the budget made available for public inspection. The clerk will read the ordinance by caption as a first read. We will then recognize anyone who would like to ask questions or make comments regarding the proposed budget. If anyone wishes to speak, they are encouraged to do so. However, if you speak, I ask that you come to the podium and that you give your name and address for the record. Madame clerk, has this public hearing been properly advertised?

Yes. Has the budget been made available for the public review?

Yes. I will ask the clerk to read Ordinance O-2605-15 by caption as a first read. Ordinance O-2605-15, an ordinance to adopt the fiscal year 2027 annual operating budget beginning on July 1st, 2026 and ending on June 30th, 2027 to adopt the 5-year capital improvements program to make the budget available for inspection to outline the adoption schedule and for other purposes. All right. Is there anyone who would like to speak regarding the proposed 2027 annual operating budget running from July 1, 2026 through June 30th, 2027? Anyone who's wish who wishes to speak, I'm going to ask that you come to the podium, state your name and address for the record. Hearing none, this concludes the first reading and public hearing for adopting the 2026 annual operating budget. Any comments made tonight during this public hearing will be taken into consideration as we continue to discuss the details of this budget and make final decisions over the next few weeks. At this time, this ordinance is scheduled to come before council on June 23rd for its final reading and adoption. I would ask the clerk to read ordinance 0-26 05-16 by caption as a first read. Ordinance 0-2605-16 prohibiting new vape shops, food marts, Vice Marts, City of Milligville, Georgia. an ordinance of the city of Milligville, Georgia to regulate the establishment and transfer of certain

specialty retail businesses within the city limits to define key terms including vape shop, food mart, vice mart and related products to pro to prohibit new establishments of these business types to prohibit transfer of ownership or relocation of existing businesses of these types. to provide for enforcement and penalties and for other purposes.

This ordinance was drafted by our city attorney's office. Uh was then provided as a draft to mayor and council requesting input and any proposal revisions. The proposed revisions have been incorporated into the ordinance as a first read. If there are any additional proposed revisions, please bring those to the city manager's attention or to the city attorney's attention so that we can be so that they can be presented and discussed at um at the second read. Resolution R-2605-11, a resolution authorizing Mayor Mayor Mayor Mary Parm Copeland to execute change order number one for the Milligville Estates WSI- fiscal year 23 CDBG project number 222624.
