Design Review and Variance application to substantially remodel and expand the existing 2,395 SF one-story home with one-car garage on a 32,915 SF lot in the RS-20 District. The project would convert the existing 1-car garage and crawl space into a 1,447 SF lower level and construct an 896 SF upper-level addition, resulting in a 4,637 SF home. The project would also construct a new detached two-car garage, a swimming pool, and related landscape improvements. A variance is requested for this voluntary demolition project to maintain the nonconforming front wall and roof of the home that encroaches up to 6 feet into the required 15-foot front-yard setback. The proposed project has been determined to be exempt from further environmental review under Sections 15301 and 15303, (Class 1, Existing Facilities; Class 3, New Construction or Conversion of Small Structures) of the California Environmental Quality Act (CEQA) Guidelines.
