I also want to introduce two special guests tonight. Uh Cadet Brewer from Midwest City High School uh ROC program. They will be leading us in the uh pledge of allegiance. She's a junior at Midwest City and plans to go into the United States Air Force upon graduation. And then Cadet Williams, who is a sophomore at Midwest City High School, and he plans to go to OU med school, neural surgery program, and then into the Air Force. So, uh, let's get this show on the road.

Gracious heavenly father, we thank you so much for the beauty of this day, Lord. We give you the glory and the honor for it. Father, we uh we have a bittersweet council meeting tonight, Father. And it's been such a pleasure working with uh Miss Maxwell, and Father, we just appreciate her time and her service to this council. Father, in Mayor Dukes, um the many years he served this great city. Father, we thank you for his commitment and uh being such a great champion for this city and serving on this council. Father, thank you for their sacrifices they made and their families as well. bless them in their future endeavors. And Father, Mrs. E, Miss Eides as well. We we miss her and and we thank you for her service as well. Father, we uh we ask your blessing be upon this meeting tonight. Father, give him give this council discernment and wisdom uh that only you can provide. And Father, we ask your protection and uh your um will be done in all situations around the world. And we just ask that you look over those who are guaranteeing and guarding our freedoms all over the world tonight. Father, guide the hands that are making the decisions that impact them as well. Thank you, Mayor. Appreciate it. Um council, good evening. How's everyone doing? It's been a year since I saw you guys, so glad to be back in Midwest City. Although we've been here quite a bit this year, we've done a lot. Had the mayor's summer retreat and uh just a lot of good stuff happening. I want to tell you guys a quick story. Um, so at OML we put our master calendar out so everyone can see where everybody's at and and uh we always check that on Mondays and so a lot of the staff had saw that I was coming to Midwest City tonight and Matt I want to tell you I think just about everybody in the building came by and said go tell Matt how much we care about him how much he's done for OML they were just everybody's pretty broken up that you're not going to be mayor anymore I know you're going to go on and do great things and en enjoy life, but you have been such a great member. You've been such a great mayor. You're one of the greatest patriots and um just citizens. You love this city. You love this state. And you're a good friend. And I just want to say thank you from me, from all of the board. Um you've been amazing to work with. And I just hope everybody in the city on the council knows that uh as active as Matt has been in Midwest City, he's also been doing that for for municipalities statewide. He has been one of our greatest advocates. So thank you so much for all your work. You're

So I uh as Matt said, I get to go around the state and uh hand out 25-year awards to municipal professionals. And I know you guys can't see me, you see my back, but I'm kind of talking to you. Um, because I just want you to understand how impressive it is when somebody spends 25 years of their career doing something that makes it a profession. And I think we um at times uh especially in in a lot of times in our smaller cities, we don't give municipal professionals the credit they deserve, but I get to see this at every size municipality how dedicated folks are to their municipality. And I always find it interesting when I go to a city. There's only been one time in 10 years, my 10th year, going into my 10th year as director. There's only been one city I visited in these 10 years that there wasn't a public safety person that I was handing a 25-y year award to. So, I always like to point out, and I'm sure there's always a bunch of them in Midwest City, and I'm sure there's some in that pile. Um, but our public safety folks are some of the most dedicated and have some of the toughest jobs that we do in municipal government. So, when I I'm always proud to hand that to our firefighters, our police officers, our EMT, uh, they're so dedicated to what they do. So, and you've got some great ones here in Midwest City. Now I get to do four special proclamations and uh my goal was to honor our legacy business businesses in Midwest City and one of our citizens and the first one I want to honor is Leroy Tucker. everyone. Leroy has cut more heads and influenced more politics than anybody in the city of Midwest City. And uh let me get to it. Whereas Leroy Tucker is a lifelong resident of Midwest City whose roots in the community run deep and whose contributions have touched many lives. Whereas in 1961, Leroy established Tucker Style Shop, a business that has become a staple in Midwest City and a testament to his entrepreneurial spirit. Whereas Leroy has been active in local and state politics, including running for Midwest City Council, demonstrating his commitment to public service. And whereas Leroy and his wife are lifelong members of First Baptist Church in Midwest City, reflecting their dedication and faith and community. Whereas Leroy has served as a teacher mentor for new barbers through his

association with the Barber's College and helped shape the next generation in this field. Whereas Leroy served as president of National Association of Barber uh of America and was inducted in the hall of fame of that organization earning national recognition for his leadership and excellence. Whereas an entrepreneur, Leroy has preserved through economic ch or uh persevered, I'm sorry, through economic challenges, consistently providing an essential service to the people of Midwest City. So therefore, in honor of Leroy dedication to his craft and to the community, I Matthew Dukes, mayor of Midwest City, do do hereby proclaim March 27th, 2026 as Leroy Tucker Day and encourage all citizens to thank him for his service to this community and go get your haircut. You bet. Could I have the Hussein and Moody's? I can't say enough about this family. The Moody's couldn't be here tonight because Jason had a medical issue then and but they're watching at home. I was assured. Um something I wouldn't do. That's a joke. Um these are the purveyors of underground coffee and u a brother and sister team got together and decided that Midwest City needed a coffee shop 21 years ago and it still persists today. So and they've been uh great friends of mine and great supporters and anytime the city of Midwest City needs something they step up regardless of what it is and they need to be recognized. So whereas 21 years ago, a brother and sister from Midwest City embarked on a journey that would leave lasting mark on their community, after visiting several coffee shops in Oklahoma City, they were inspired to create a unique homegrown coffee destination of their own, leading to their founding of the Underground Coffee Shop in Midwest City. Whereas embracing the mantra of taste global, sip local, the underground coffee shop, affectionately known as the UGG, quickly became a cherished cornerstone of the community. What began as a small business venture grew into a true family endeavor. Founded by siblings Amber and Jacob and supported by their extended family, strengthening their deep roots in Midwest City.

Whereas the underground coffee shop has demonstrated a strong commitment to development of the youth by employing primarily high school and college students providing them with valuable mentorship, professional skills and a solid foundation in work ethic and responsibility. Whereas throughout its 21 years of operation, the UGG has become a beloved gathering place for a wide range of individuals and groups hosting Bible studies, civic organizations, community leaders, all drawn by the quality offerings, welcoming atmosphere, and exceptional service. Whereas the underground coffee shop exemplifies the entrepreneurial spirit that lies in the heart of America success reflecting the story of a vision, perseverance, and meaningful community involvement. Therefore, I, Matthew Dukes, mayor of Midwest City, do hereby proclaim March 28th as Underground Coffee Day and invite all coffee letters lovers in our city and tea lovers alike to enjoy their offerings, express their gratitude for ongoing presence and positive impact on our community. and survive. He he put Heritage Park Mall out of business. But Jim and I have become really good friends over the years and uh I felt like it would be appropriate for us to honor him. Whereas Jim Dazelle is recognized at founder and co-owner of Pelicans Restaurant. Before arriving in Midwest City, Jim was born in Michigan and served in the United States Army, including deployment in Vietnam. After completing his military service, Jo Jim joined Pizza Hut, playing a key role in establishing several restaurants throughout the region. And in 1980, he opened up Pelicans restaurant at 291 North Air Depo, making a significant milestone in his career. Whereas Pelicans has become well known a well-known destination for Midwest residents and a meeting place for civic groups, church groups and politicians alike, Jim has always been a steadfast supporter of Midwest city civic organizations and the citizens for 46 years. Whereas he has consistently present uh he is consistently present at community events and veterans gatherings offering his support throughout the year. Whereas Jim Jim's tenacity has enabled him or his business to endure economic downturns over the years, his continued success and unwavering commitment to the community and civic organizations are noteworthy. Whereas in recognition of his abstained business success and support of this community to civic organizations, I therefore, Matt Dukes, may mayor of Midwest City, do hereby proclaim March 25th as Jim Donsel and Pelicans Day and encourage everybody to go have a steak at gyms.

the representatives from Crest Crest Foods. Somebody showed up. I'll have to call Kevin and and out you. Um, Crest Foods has been a long uh established business in the city of Midwest City and uh they are in their 80th year of business in the city. And uh I joke uh I was in a forum with Edmond's mayor a couple of years ago and he was bragging about getting crest number three and I pointed out to him that we had number one and two in Midwest City. And anytime I can get a dig on Edmund, I do. Whereas Crest Foods is proudly celebrating its 80th year in business in this this year. And whereas in 1946, Nick Harris opened his first store in Midwest City following his service in United States Navy. Whereas in 1953, Miss Har Mr. Harris uh expanded his business by opening his second store at Brett and Boone. For you old-timers, you know where that's at. Whereas in 1964, he established his the location commonly referred to as Crest number one on East Reno. Whereas Crest Discount Foods has since expanded to several locations throughout the Oklahoma City area while continuing to call Midwest City its home. And whereas crest number one and two together generate approximately $60 million of annual sales and provide employees employment to 400 employees. Whereas Crest uh Discount Foods remains committed to supporting Midwest City and its citizens in recognizing recognition of Crest Discount Foods ongoing support and service to the city of Midwest City and its status as a local business for 80 years and lasting contributions to

I have several here to go over the 2026 tree giveaway from the Midwest City Tree Board, hosting another event this year in partnership with the Arbor Day Foundation. So, uh, through online tree reser, uh, tree reservation platform, we're giving away 250 reserved trees at the Earth Day Resource Fair on April 18th and 50 trees via direct shipment from the Arbor Day Foundation. So, that's 300 new trees. The Earth Day Resource um, fair is going to be at the community center, so you can come and pick up the 250 trees there. Midwest City's Youth Baseball League is quickly filling up. There's only a few spaces left in each of the divisions. So, visit the parks and recck page at midwest city.org for more information and sign up quickly. Um, Covered in Colors move back um to the Saturday before Mother's Day, May 9th. Everyone's encouraged to bring their mom out to the event and pamper her for the day. and it is um covered in color is at Soonertown Center at the park. I'd like to recognize one of our council people ward five council person on Sarah Bana on March 14th won a or received a the torch of legacy award at the Oklahoma State Capital. Okay. So it'll open this week. and go to our website to to uh buy season passes and and uh party rentals. On April 4th, we'll be hosting the community cleanup at Mid America Park, 1295 North Midwest Boulevard. We've done Midwest City or Mid America Park a few years ago and it still needs more done to it. So, we're looking forward to that. That'll be from 10:00 a.m. to noon. And the parking will be where the park is, the new park's at right now in that parking area. Lunch and supplies will be provided. So, please visit the website to sign up so we'll know how many is going to attend. 10:00 a.m. to noon April 4th. April 18th is the 4th annual Earth Day Resource Fair. We just talked about earlier where the tree giveaway will be at the community center. 11:00 a.m. to 4:00 p.m. Activities include a treeboard, art contest, tree giveaways, vendors and exhibits, food trucks, and more. The festival will occur rain or shine. And it rained last year, so that was a good thing. Hopefully, we'll get rain again. We need it. On May 2nd, public works will hold its annual tire, metal, appliance, and e-waste collection event at the household hazardous waste facility at the Charles Johnson building, 8725 Southeast 15th Street from 8:00 a.m. to noon. No registration is required, but bring your utility Midwest City utility bill um to drop off items. On May 8th and 9th, we will host a rain barrel pickup. Well, thank you, Mr. Lion. I am going to take a minute uh of executive privilege here. Um 10 years ago I first sat in this chair and I had no clue what I was doing. I was a cop for 31 years here in Midwest City and I knew a little bit about m municipal government but what I didn't know is how much I didn't know. I'm extremely proud of what this council uh has accomplished over the last 10 years and you can ill you can uh drive around Midwest City and look at the changes and this was a team effort. Um across the board, uh I do want to recognize all the staff that are here tonight. Uh your professionalism, your kindness, your friendship, and your willingness to go the extra mile to build this city is greatly appreciated. Will you please stand up? All the staff here in Midwest that are employed. Yes. Stand up. Now, this is just a fragment of the representation of the 500 employees that we have in the city of Midwest City that come to work every day and put forth 100% effort to make this city a better place to live and it's greatly appreciated by the council and uh everybody in service. With that being said, u it's been an honor to serve as your mayor for the last 10 years. Uh I wish I could say here and and say it's all been fun. It hasn't. There's been times and uh behind the scenes that you would never see that we had spirited

But when we came out, the thing that I'm most proud of is the fact that we all had the same goal in mind as making our community a better place to live and making our community a better place for our citizens, safe, clean, and doing the best we can. And and again, uh I've been humbled and uh uh in serving as your mayor. I appreciate the support that I've received across the board over the last 10 years. I appreciate Pat Burn. Uh, you guys have been great. you continue to lead this city and I'm extremely comfortable in handing the GA gavvel over to a longtime friend of mine who I met when I first came on the police department. He was a uh I guess I can say this Rick a young snot-noss attorney as a city prosecutor here. Um, and over the years we've become very good friends and uh uh I feel extremely comfortable in handing the gavvel over to him and we will do that in a formal ceremony April 20th which will be my last official day. But again, council uh I want to thank all of you uh for your dedication to our to our uh our community. Rita, thanks for stepping in and and um getting elected and you've served us well and we appreciate that. Brian, uh you've got a huge challenge in front of you and you're going to be held to it. Rick, thank you for your friendship over the last 30 plus years. And I called Rick and asked him to run for Ward Six. And it was a dead silence on the phone for for several minutes and he said he would. And Sarah, you and I have had fun. Um, contentious, yes, but fun. But I've seen you grow into a leader that uh I respect. I thank you for your passion and your commitment to what you believe in. And you that nobody can take that away from you. And Mark, uh, you've been great to work with. I can't say anything

And him coupled with Tatia as our finance manager, they're an unseparable team. And uh again, thank you for your service to our community. Discussion consideration possible action approving a fleet public fleet conversion grant contract between the city of Midwest City and ACOG in the amount of 1.4 4 million 1,427,905 to purchase one CNG compressor, a manual regenerative dryer, storage spheres, hose drops, solar powered EV charging stations, curbside level two charging stations, and three electric vehicles, and delegate the city manager the authority to execute the contract.

My question is uh twofold. one, I'm curious about how many CNG vehicles we currently have and how they are holding up maintenance-wise relative to the old gas powered vehicles or diesel powered. And the second part of the question is, we're going to be buying three electrical vehicles. Exactly what will we use them for? And do we is it an experiment or do we actually feel comfortable with the fact that these will be more valuable to us in the long run than gas powered vehicles?

Yeah, absolutely. So, I'll talk about the uh CNG uh upgrade first. Uh the majority of our sanitation fleet is CNG. Uh it has been successful. Uh we basically only purchase CNG fueled uh sanitation vehicles now. So the big trash trucks that you see are all natural gas powered. Um and that's been going well and we are running out of um compressor uh storage and we need some more drops as well. um total number in the fleet. I'm sorry I don't have that offh hand, but I will look that up and get that to you if you need it.

It's around 15. And I can tell you the the sanitation trucks during COVID when we couldn't get trucks because they run so clean and they have um such emissions are completely different. they don't wear like a traditional diesel oil mixture does. That we were able to send three trucks back to the factory and have new packer bodies put on them because they were still in great condition. So, I think it's been a good experiment and and um certainly the emissions are much less than a diesel large diesel truck.

Absolutely. And then as far as the um the electric vehicles go, um it really is a pilot for public works u to see how this will go. Um you know, we've had, from what I've learned back in the history of Midwest City, some of the early electric vehicles we tried, didn't quite work. EV technology has changed a lot. It's around. There are a lot of vehicles out and about in public fleets and elsewhere. And so we're going to give it a try. We're going to try uh we're going to purchase a couple of uh trucks, the electric trucks that are out there. Um OG& is trying that with their fleet. They actually made a pretty significant purchase of um the electric Chevy Silverados um and have had good success with them. So we're going to try that with a couple of ours. Um, and we'll put that in a couple of storm water uh we'll put that in a couple of public works divisions to test them out, see what their experience is because that's the big thing. We want to make sure that both our public works personnel and our fleet personnel agree that this works. These are good replacements for the gas powered that they've used previously and that they're successful. and the other will be an EV SUV um to replace another SUV that we have in our fleet uh in the streets department. So, um it's

Uh the subject property is currently zoned R six uh which is one of our single family detached uh residential zoning districts and the applicant is requesting uh to be reszoned to RMD which is medium density residential zoning district. Um the applicant is uh seeking to um reimagine how the property develops uh and and do it as duplexes uh rather than single family detach and that does require a zone changes. Uh duplexes are not allowed in the R six district. Um the RMD district allows uh anywhere from 10 to 20 dwelling units per gross acre uh and does allow a variety of housing types. So if the applicant decides later that they wanted to do um you know single family detached that would still be possible. Um the development is currently 16 uh residential lots uh and the applicant may have to do uh an amending plat to adjust the lot lines in order to construct duplexes.
