Voorstanders. Okay, let's start. Proposal to seal the notice of the decided meeting on article 42 and 467 of the general legislation of Rhode Island. Representatives? Okay, we are going to start with the updates of the municipality. This is how it is announced. We do not have to wait until half past seven in the evening. Secondly, the municipality secretary gave an update on municipal projects. B, school building project. And C, library building project. Proposal to start with the updates. Second, forstanders, how is it going? It's going well, it's going well. So, to start with the library, we have received permission from MAS, Maharashtra Association of South Africa to start the project. The GMP Guaranteed Maximum Price will be submitted to the construction commission on May 28 and will be presented to you this evening. The final price will consist of two GMPs. The first, which will be presented tonight, probably includes about two thirds of the disciplines. The second part, the remaining parts, will hopefully be presented to you next month during the municipal council meeting. Together we form these two total building costs of the project. We have received donations and subsidies and are busy taking the list of alternatives to determine which parts of the project can be recorded. What we have also done is that during the five months that the project was delayed, we did value engineering. We look at some posts and they may not be as healthy as we would like them to be. The first thing we do is try to use the subsidy money and or the donations to fill in those posts. Financially, we are doing well collectively. It may sound crazy that I say this after a delay of five months, but it really is. As always with the library, and I'm telling you, we're within the budget. We're just not on schedule. That's extended. We hope to start building within a week. The basic design is as good as finished. We're putting our last hand on the colors and are still working on the furniture package. So that's where we stand when it comes to the library. There is no doubt about that. Valley Elementary School in Bentley is beginning to mobilize. They have a number of storage spaces there. They have delivered their trailers. Construction begins as soon as the school holiday begins. The school board is still working on rounding off the furniture and toys, of which the supply to expectation will take place in early autumn. E.H.M. We have changed the parts of phase 2 and phase 3. We have put a number of things that were first in phase 3 back into phase 2 and vice versa. As you know, we have had some problems with obtaining approval for the new water pipeline. A part of it has been moved to phase 3. We hope to round off the basis of the underwater work in phase 2. E.H.M. We have put the painting of the canteen and the gym room from phase 3 back into phase 2, because it is crucial that those spaces will be ready next summer. They will be used as storage space during the moving of the furniture. EHM, and again, that project is still on schedule and within budget. Any more questions about that? Well, I actually only have one question. Ideally, most of the work would have to be done by now. Next summer we would have to round off the rest. But because the water pipeline has been moved, some things had to go a little differently. So we do everything we can and we think that this is constructive and will not cause any damage. Ideally, the painting work should already be completed in phase 3, but it is important that the canteen and the gym will be ready for next summer. That is crucial for the installation. We need spaces for when people move in and out, but especially for the moving. We are going to set up those spaces and bring the furniture in, so that's what it's all about now. But furthermore, elevators, roofs, mechanical systems, some ceiling work, some demolition work. That's what happens this summer. So the school is out for what, ten weeks? That's only two months, right? What are we talking about? Seven weeks of work, six weeks before they go back to school. Wow! Where do they go to the deadline for the reopening of the school? Because what we, the concierges, do is clean up everyone who leaves the building. We are also going to take care of the rest. So in the last week I can put 20 people in that building to get it in order. So we also adapt our approach. We have to give them as much time as possible and that will make it possible. Excellent. Any other questions, Charlie? Where can we or the residents find more complete plans? Ja. Dit. Is je Google site, Don? Donmo 549 Turner Road. They are all in the public archive of the municipality. They are all archived in folders because they are huge and I don't know how many people really want to see building documents. So we only put sketches at a high level on the current website. I can certainly refer you to the detailed designs if you want, but at the moment they are all in the public archive on the municipality's website.

7:03 – 9:09Speaker 2

Okay, thank you, Don. So, high school, elementary school, Gilbeen's project, the steel construction is almost finished. The fire-resistant coating is currently being installed in building C1 and on the largest part of the third floor. Fire extinguisher work, electrical and rail construction for the mechanical installations are all in progress. We move from the wing of the high school to the wing of the elementary school. This is how the projects are executed. Now pipework is being installed in buildings A, B and C, together with cooling pipes. The dampening foil is filled and is tested in building A south. That is the wall that looks out on building A. If you also look at that, you see that they start with the preparations for the masonry. The masonry should start this or next week. You will then see the finishing of the school. That will move from the wing for the upper building to the wing for the lower building. On most days, more than 130 professionals work on the project. That number will increase drastically as soon as the workers take over. They will expect almost 200 professionals per day to work to round it up. The project is in full swing. The furniture selection is coming to an end, that's good. The process of taking over the room numbering, keys, access control, color selection and possible last minute adjustments and modifications is now underway. So, we are dealing with this a bit and we are on our way home with the project. And again, on time and within budget. So I think the only question I have is, I assume that there is blue in this school. I was told that there was a meeting on Friday about the color gray in Olavond and that when we had the leadership about which colors the school would eventually get. So we have changed that. Now, since the beginning, I have assumed that the school leadership plays an active role in all of that.

Uitstekend. Dank u. Heeft de raad nog vragen? Uitstekend. Oké. Let's continue to point 3, namely the communication of Jay Edwards, project manager of Dallas Construction Company, with regard to the proposed GMP No. 1 for the renovation of the open library of Middletown at the Enterprise Center 110. Motion to receive the communication. All in favor? Good evening, Mr. Chairman, members of the Council. J. Edwards, Dallas Construction. Dallas Construction is your OPM. We recommend the approval of GMP number 1 for a amount of 5,753,997. And that GMP is composed of the following RTAs. The first RTA, Retail Tax Account, concerns the demolition activities by Allboard Construction for a amount of $148,112. The second RTA is for the HVAC installation, the sanitary, the fire protection and the management by Delta M Mechanical for a amount of $1,375,000. RTA no. 3 is for the aluminium curtains, doors, hanging and locking work, glass and glazing by Coastal Glazing for a price of $276,911. RTA no. 4 concerns the timber work and the finishing of coal cabinets for a price of $268,462. RTA no. 5 concerns electricity, lighting and fire alarm by Colored Electric for $112,000. RTA no. 7 is for the ground activities of Jam Construction. You probably know them. $162,725. RTA no. 8 concerns the safety doors of the garage for $49,496. RTA number 9 concerns the acoustic ceiling tiles of Ocean State for an amount of $ 17,800. The assembly of plaster plates and wall panels is fully executed by us for an amount of $ 664,500. Floor and ceiling work $ 357,800. Reinforcement of the lifting beams by Airstill for $ 18,592. 15 doors, curtains and hanging and lockwork via Columbus door for $ 189,700. 16 concrete doors via Howard Bishop for a amount of $ 62,648. In addition, there is a budget of $ 15,000 for the metal outer bearings. Acoustic spray insulation has a budget of $ 69,800. Roof repairs and roofing have a budget of $ 30,000 and kit and finishing a budget of $ 10,000. All overhead costs, profits, insurances and mortgage sums of mortgage for this RTA amount $ 923,612. Still? Questions? So? If this is approved tonight, Jay, what happens then? I want everyone to know what happens tomorrow.

13:42 – 14:16Speaker 4

Tomorrow, the contractor will begin to issue subcontracts for these activities. EHM, and hopefully within a week, from next week, we can actually build the building and start with the demolition, the sawing, the demolition of the HVAC, the sanitary and the electric. Right? And then, about 120 days later, we have a library that is basically ready. So? Four months, four.

14:17 – 14:36Speaker 2

And a half month, four, five months, yes. And this is due to the delay in the Americans. Approval, yes. Okay. Something we have no influence on. So, yes, we don't shift responsibility. That's just a fact. But as long as we stay within the budget, I think it will be fine.

14:37 – 14:49Speaker 4

And the building should basically be ready for this calendar year. They will probably have some moving and furniture transport at the beginning of next year, but the building should be ready this year.

14:49 – 15:33Speaker 2

Council, are there any more questions? Thank you. That's a very well-organized package. The first part of this is our total budget, right? Ja. Hebben we ergens het volledige budget? Wat is ons totale bedrag? Het was 69. Voor de bouw, ja, ja, voor de bouw, ja. But this is for about 75% of the range you mentioned.

15:33Speaker 4

Yes, we basically removed the finishings, the parts that don't have long delivery times or complicated installations.

15:43 – 23:42Speaker 2

Okay. So now we know, and this may not be a question for you, but we know what our compensation is for that 6.9 million. At this moment, yes, I don't have it with me, but yes, we know legally and on the basis of the agreement what our compensation is and I can give it to you. Is it a estimate in percentage? I will give it to you. I don't have an exact percentage in my head, but I can give you the memo or Patrick or Mark can probably print it out and bring it to you. EHM in general. Is the compensation percentage so typical? You know, it is not a simple formula. I think it is better to extend the official form of OAS, so that it is not just 50% of the costs, because there are limitations. What will be compensated for the purchase of the building, the architect's costs and the renovation costs, so we will extend it Is the part of the municipality also included? No, the part of the municipality is zero and therefore it is better to submit the document. There is no compensation for the municipality? No, no compensation. Do we know what percentage we contribute to the library as a municipality? Niet het deel van de gemeente. Hoeveel we betalen? Okay. Yes, thank you. Does anyone else have questions for Jay? Okay, excellent. Thank you. Have a nice evening. Thank you. Okay. Let me read point 4. Point 4 is a resolution of the municipal council with regard to the approval of the recommendation to Allerg Construction Corporation to approve the subcontracts for the demolition. The financing for this proposal will come from the issuance of the obligation loan. The interest payments that have been booked and all payments that have been made in the capital project fund of the municipality and after approval of the Office of Library Information Services of the State of Rhode Island. The municipality administrator is authorized to order the subcontractors to submit the subcontracts for the demolition. Motion to adopt this resolution. Second. Motion to adopt this resolution. Is there discussion on this resolution? Oké. Geen allen voor. Is er iemand tegen? Oké. Laten we. Laten we beginnen. We gaan een moment van stilte houden. We have lost a number of people in the past few weeks. And we would like to talk about that. We are going to hold a moment of silence for Elliot Marshall, Jack Reagan, Trice Lerta and Joe Serio. Let's start with Elliot. Elliot passed away long ago, much too early, at the age of 60. He was active at the public works for 25 years. Ik wilde ervoor zorgen dat we A moment of silence held for Elliot. He will be missed, Jack Rayan. Jack was director of the high school for a long time. I'm sure I know many students who were there. I still remember Jack. I knew him a little, not very well, but he seemed like a very nice man to me. And I was too old. So I wanted to talk about Teresa and her honor with a moment of silence. And finally, but certainly not less important, Joe Serio. Joe is married to the chairman of our beach commission, Charlene Rose. I still call her Charlene Rose, although it is Charlene Serio. And Joe has achieved a lot. He was, I believe, in the commission for roads and utilities. He was in various boards. Alsjeblieft. Okay, thank you all. Let's continue with the regular meeting. Half past seven in the evening, open forum number 5, conform to rule 25 of the government council. Day of the Citizens speaks to the city about one subject, exclusively a subject that has an impact on important matters of the city. Subjects that are not discussed during the regular meeting and have no impact on personnel or functionaries. Citizens are allowed to speak for a maximum of five minutes and must submit a form for public participation to the City Council before the meeting. Points discussed during the session will not be voted on. Do we have forms? Is someone online via Zoom? Okay, fine. Let's move on.

Is geopend. Is er iemand die hierover iets wil zeggen? Dat was mijn volgende vraag. Dank u.

So, what has changed here is the inheritance. Is that what's going on? And now we have...

24:55Speaker 3

They have a new owner. And now you ask, please, for a drink permit.

25:10 – 25:55Speaker 2

26:17Speaker 4

Ondersteund. We.

26:18 – 26:48Speaker 2

Iemand tegen. Vergunningsnummer 14. Motion to grant the grant for special events. Ondersteund. Wendy, dit is een vaste deelnemer.

26:49 – 27:17Speaker 2

Al een aantal jaren daar beneden. Oké. Geen problemen. Geen problemen. Uitstekend. Discussie? Niemand is voor. Wie is voor? I zijn er bezware? Nummer 15. From 6 p.m. to 10 p.m. The fireworks show starts at 9 p.m. Motion to grant the permission for the special event.

27:18 – 34:58Speaker 2

A motion to grant the permission. EHM, I ask the same question, Wendy. Uh, this has been going on for about three or four years. Correct. Are there any problems? No. No problems reported. Okay, excellent. Does the council have any questions or comments? Go ahead. I don't have a question here, but I'll let you go on. Go ahead. May I interrupt the agenda if you're done with this point? Oh, okay. Good, so we have a motion, a second, if there is none. Discussion is, do we vote? Opponents? Are there objections? Okay, the proposal has been adopted. Let's continue with other parts. Part 16 of J. Bad J. Kleeman, Bad Cicilline and Ray Malone, co-leaders of the NAACP Newport County Department, about the golf tournament and a request for support. For sponsoring a T-bord for the golf tournament. Motion to accept this share and to sponsor a T-bord worth $150 from the discretionary fund of the chairman of the council. Second. We have a motion, a second, to accept a T-bord and to sponsor it worth $150 from the discretionary fund of the chairman of the council. Is there any further discussion? No. All in favor? Anyone against? Thank you. N.U.L. Agenda.17 of the municipal council. On my request, I would like to discuss the summer program with my colleagues. I have asked Wendy to fill in the current data for July and August. And so EHM, the current meeting dates are 6 July 2026, 20 July 2026, 3 August 2026 and 17 August 2026. Motion opened. Discussion. Second. All in favor? Okay. So, what is the proposal of the council? So, do we want to go all the way and only have one meeting per month? I think we have to hold one meeting per month, my son. I knew you would say that. Oh, well, you're going to plant us in every week, every day. Hey, listen, we have things to do. EHM? Does anyone have a preference for a certain date? I will bring it to discussion. 20 July not and the same goes for 17 August. Right, so that would be 6 July and 3 August. But yes, the data that you suggest. Yes, okay, I propose to hold meetings on July 6 and August 3, 2020. Does a council object to that? Does everyone agree? Yes, okay, do we need a motion for that? Yes, a motion to hold meetings on Monday, July 6, 2026 and Monday, August 3, 2026. Second. Okay, that was pretty simple. Uh, who is for? One second, Mr. Chairman. Yes, would you like to discuss further? Further discussion, I think. Yes, administrator, would you like to join? EHM, I, point 13. It is on the consent calendar. When I read the agenda, I thought it was a point that we would discuss. I just wanted to express my concern about this. You voted for it, but I think we should discuss the matter anyway. I appreciate that Nicolas is back. We had originally approved a special event for an alcohol-free EDM-like event on the beach. In June. But the applicant asked to move that to 11 July, Saturday 11 July, from 5 pm to 8 pm. That is the weekend after 4 July. So when the sun shines, it becomes a busy weekend and I worry about the number of people that will be on the beach at that moment, as well as about the busyness on the beach. So EHM, I think it's a minimum. I would like to suggest, I don't know exactly how we should do this procedurally, but the applicant would have to discuss this with you in any case. And EHM, you would have to consider how many people will be on the beach in July before you EHM adds more than 350 people for a concert. Okay, Nick, do you want to come upstairs? Yes. So why the date change? EHM. Was it because it would be more busy? No, it's actually because it would be warmer. And I think that when we looked at the schedule, EHM, considering the speed with which we are going, I'm not so sure about that. I know that's right. And that's exactly why I thought, June 13, that could still be a cold evening on the beach. EHM, but anyway, last year, if I remember correctly, it was EHM, I think July 14. We walked to the section on path 2 on the beach where we wanted to sit, and there were already a lot of people. So we took a break and said, okay, you know what, we don't want to disturb the beachgoers, we'll wait for a while, so I went back to my car and we stayed there waiting. It was about half past five in the afternoon. Until 5 o'clock in the afternoon, people really started to leave. There is a starting time of 5 o'clock in the afternoon here, but that is actually the calculation for our show. So I wouldn't start playing at 5 o'clock in the afternoon at all. I think I started last year at 7.30 in the evening. EHM, so I'm definitely not planning to play music for three hours. The official time on the permit is therefore more intended to take into account the possibility of putting everything on. But if you want to put that specifically or explicitly on the permit, for example, do not start at 5 o'clock in the afternoon, because then there are still many people. That's fine with me too. Okay Wendy, procedurally speaking, since we have already approved this, how do we proceed? Let's first consult the council. What do you think of what we have approved, or what do you think of it after hearing from Sien's accusations? EHM, do you want to change anything? Is there a way to tackle those concerns, for example with regard to the details?

35:02Speaker 3

Al met Will gesproken over de datumwijziging.

35:26 – 36:37Speaker 2

Sorry, did Will ask for more details? I would like to read Will's message from a few minutes ago. Okay, uh, they were around the same time last year. This request indicates that more people will be present. There will be more police in place to help when things get out of hand. I'd rather not organize commercial events on the beach during the summer season. Rather what? I'd rather not organize commercial events on the beach during the summer season. So again, I would be there first. EHM, I think that many people can appreciate that. I'm really worried about the weekend after July 4th, when there will be many people in the city, and if it's a nice Saturday, the beach will be full. EHM, I don't know anymore how it was last year. I only mapped this because... It was therefore important that Nick came back. Okay. So, procedurally speaking, we have to reconsider this, right? Okay. Is there room available during the next meeting? Oh, yes, I will do that. I'm not going to the beach myself, so I don't feel like it.

36:38Speaker 3

I can consider it right away if you want.

36:41Speaker 2

Oh, okay. I didn't know if we had to wait until the next meeting.

36:45Speaker 3

No, no, you can do it right away.

36:48Speaker 2

Okay. EHM, I just added the calendar from last year and it was coincidentally July 12 last year.

37:00Speaker 1

En hoeveel mensen waren er toen?

37:02 – 38:28Speaker 2

Ik zou zeggen 300, 300, hm. En er zijn hier geen problemen. Problemen? EHM Yes, it is not really an increase in the number of visitors as far as the permit itself is concerned. EHM, I think it's just a more formal obligation to be here and I'm glad I asked a question. Yolis, correct me if I'm wrong, but for the beach you still count until 6 p.m. Is that correct? Or do you count until 5 p.m.? 5 p.m. 5 p.m. Okay, leave it. Thank you. Good. Is there any willingness by the municipal council to reconsider this? The opposition proposes to discuss this with the opposition, the government. He is not standing there. Really for open. That is his field. I understand that, but it has already happened once and there were no problems. I understand it, but they got approval when they asked for it. That's just my opinion, okay?

Do you have a recommendation for the period?

38:32 – 39:42Speaker 2

From 5 o'clock in the afternoon to 8 o'clock in the evening? I just wanted to raise the advice. I realize that nothing happened last year. But these kinds of things happen every year, so I just have it. On the agenda set. I just wanted to make sure you were up to date with the event. Okay? I appreciate that you appreciate this. I don't know how the other city councils think about it. I think it's fine. There were no problems last year. Until there is a problem, then we stop with it. In my opinion, I stop it with one vote. But it is the same period as last year. It is 5 o'clock in the afternoon until 8 o'clock in the evening. I think you have some common sense if you know that you should not do what you do when the beach is busy. Absoluut. Oh, dat is mijn mening, jongens. Oké, goed, succes. Heel erg bedankt.
