First on the agenda this evening is citizen comments. A professional presentation free of foul language is expected. This is not the time for debate, questions and answer, or any back and forth conversation with council. This is a time for you, our residents, to be able to present in front of council on record uninterrupted and have the floor. Please note, after the meeting, your comment cards will be given to the city manager, and she will assign a member of staff to reply to you as appropriate. We've received one comment card this evening, and I will prompt the speaker for their next steps. I would like to call Miss Marva Gaston to the podium. You may stand or seat according to your preference. Please do adjust the microphone and speak directly into it. Please state your full name and address for the record. You will then have four minutes. Please begin.
Yes. My name is Marva Gaston. I reside at 913 6th Avenue here in Middletown. Um I'm coming to you again in reference to the Middletown Paperboard Company. the um debris left behind from the de demolition of that building along Vity Parkway. Um the last time I was came before you, council, um I was told that you had somewhat of a schedule of things that were getting ready to happen. I noticed there was a bulldozer over there and was expecting some type of activity going on. I haven't seen anything and the bulldozer seems to be gone. Um, last month I received a phone call from uh Mr. Tatis uh with an update and I was informed that there is some area or two that needs to be dug up where there are some potential uh contamination that needs to be dug up, removed, and then backfilled. Um, so now I have even more questions as to what's really on the site, what's going to happen, and what the exact timeline is moving forward. Um, and it sounded as if you were going to be bringing material in to backfill it when you already have a pile that you're saying is not contaminated while that why that can't be used to backfill, which brings about more questions. Um, so basically looking for some type of update of what's really going on on the site. Are we living amongst contaminated material? What is the timeline for doing whatever it is you guys are going to do over there? And um, are we really living up under some type of contamination on that site? Um, I've also requested
numerous times for documentation concerning the demolition, removal of material, and what your plan is moving forward. And I haven't received to date all that I have requested. I requested again to Mr. Tatis when he called me. And if there is another process that I need to follow, if someone would please let me know what it is I need to do, I don't care how many pages it is, I request all the material. I mean, all the uh documentation that I've requested and if I could get a followup on that as well, I'd appreciate it. That's all I have for today. Thank you. Thank you, Miss Gaston.

Uh, just wanted to say, uh, a a quick thank you to Butler Tech for having all of us out there, uh, for their ribbon cutting and that's, you know, phenomenal facility. And so, I'm looking forward to seeing, uh, you know, the students over the years and in the career path that that they choose. Thank you. Thank you, Mr. West. Mr. Mulligan.
Thank you, your honor. Um, I'll add my congratulations to Butler Tech on the opening of the Aviation High School campus and uh hanger at Middletown Regional Airport. Attended that yesterday and um left inspired by how this project really can transform u the future for local students, employers, our business community, and and the region. There are certainly plentiful number of jobs waiting for them after they graduate. Um this this aviation program has gone through rapid growth and um we know that eventually hundreds and even thousands of students will be ready um with careers waiting for them when they do graduate. Also had the opportunity to attend the 12th annual Feed the Hungry annual uh dinner where several local heroes were honored including uh Kyle Schwarber. The event raised over $80,000 to support the important work of the Luwella Thompson Dream Center for programs and services to those in need. Also, the organization honored with scholarships three Middletown High School students. So, I'll add my congratulations to Brianna Harris, Skyler Johnson, and EJ Harris. Um, also, uh, thank you to, uh, Fire Captain Ben Boltman, Assistant Chief Steve Lewig for an invitation to observe fire training at, uh, the Fairfield, uh, City of Fairfield Fire Training Center. Uh, this was, uh, the opportunity to observe firsthand the, uh, recruit class in a live burn session. And, um, it's good to know that, uh, although we have a young uh, fire department, they are um, going to be well trained and ready to to take the baton from our veterans. So, it was very interesting and I appreciate the opportunity to observe. Thank you.

Uh, for me as well, I I really enjoyed the Butler Tech Aviation Center ribbon cutting and I wanted to let you know some of the wonderful things that are happening in the city of Middletown. Coming up, including tomorrow, Wednesday, March 18th from 5:00 p.m. to 6:30 p.m. is the community open house at the new Butler Techch Aviation Center here in Middletown. It's located at 1902 Germantown Road. And this open house is your opportunity to tour the aviation center, meet some of their team, and see firsthand how students are preparing for careers in aviation. That is all for me tonight, and this concludes our council comments. Next on the agenda is our city manager reports. City manager Miss Ashley Combmes, you have the floor. Good evening. So, I'm going to be echoing a couple of comments made by city council. So, the Middletown Divi Division of Fire has welcomed four new firefighters who successfully completed the live burning that I was at last week. This hands-on training is one of the first of many that they will complete throughout their careers and is designed to simulate real life house fire conditions and is in a controlled environment. I look forward to this Friday attending the uh pinning ceremony for these firefighters as they begin their service to our community. And for uh residents, a short video of that live training is available on the city's uh social media pages. Also, with the Butler Tech ribbon cutting, city staff were honored to attend yesterday's uh ribbon cutting for Butler Tech's new aviation center at Middletown Regional Airport. This facility represents a significant step forward for the aviation education in Southwest Ohio. Um we're excited about the ongoing partnership with Butler Techch and look forward to their continued growth and success in the years ahead. So, with that, I there is one presentation tonight. Uh Nancy Clark with the Bulls Run Nature uh Sanctuary and Arburedum. You have the floor.
Yeah, of course. So Scott is handing out one of our brochures and Middletown's hidden gem is Bulls Run Nature Sanctuary and Arboritum. It is a city park managed by um our nonprofit organization and we rely on help from the city to mow the grass and now we are asking them to supply the portallet that will be there from April through no through October. Um we've been handling that for the past couple years. Um, but it will be a huge help for us if you can handle that and Scott has agreed to do that for us. So, I wanted to let you know that the organization has been working um fervently to maintain that property. We have gotten grants from Middletown Community Foundation as well as Butler Metrop Parks of Butler County and a private donation to repair three of the bridges that um were originally put in in 78 and some of them are definitely in need of repair. So, we have um procured a contractor to handle that and he's waiting for spring weather and it's been not cooperating. Um the other thing that we have going on for us at the moment is um a grant from the government on the CSP grant to remove invasive plants. Um they it's a five-year program. They've already completed the first year uh to get rid of honeysuckle, the bush honeysuckle
that is crowding out native plants that we are trying to do that. Um we do have a number of volunteers that help us to plant um seedlings that are um raised for native plants. Um and we they will be starting with those on our work days. The first one is um this coming Saturday. Um our work days are basically every other Saturday for about five weeks in uh the spring and then again in the fall from 9:30 to 1. We welcome anybody who can give us a half hour or all morning um to help maintain the trails as well as um plant things and get rid of invasive plants. Uh our big thing in the spring other than the work days is our wildflower walks and we have a number of those coming up uh March 22nd and March 29th from 2 to 3 on a Sunday. If you can work that in with everything else that um the mayor has has already listed this this evening. Um we also have um wildflower walks in April and we will be partnering with Middle Keep Middletown Beautiful for an Earth Day Park Work Day on April 25th. Uh the other thing that we're excited about this spring is the city nature challenge with um I naturalist um Metrop Parks Butler County is gearing it up for the entire county of Butler and um there will be information on that on our website bzrun.org. Um so that's actually a worldwide program. Butler County is going to be part of it. The other thing that we do is spring nature tots and we actually do it every
season. Uh our spring dates are in May and one in June. And um we have uh just over a mile of trails looping throughout the 11 acres there on Rosedale Road. So that's basically what I had, but if you have any questions, I'd be welcome to entertain them. questions are coming. Thank Thank you for the update. Yeah, keep up the good work. It's absolutely glorious and it is like a hidden hidden gem.
It's unexpected. Yes. Um the other thing that we did with uh Middletown Community Foundation funds was create um educational backpacks or that we have let the school systems in the area know that they are on available to be on loan for two weeks at a time throughout the school year. We also loan it out to homeschool groups. And basically it's a lesson plan in a backpack with resources uh consumable papers that um they can use with their students and basically ideas that do align with the Ohio learning standards. The city will replace its aging CO2 storage and feed system originally installed in 1992, which includes a horizontal storage tank, a vaporizer, pumps, piping, and diffusers. The new recarbonation feed system will feature a vertical storage tank, updated equipment, buried piping, and diffusers, providing increased capacity to meet the diverse needs of the water treatment. While it will operate similarly to the existing system, the new equipment will ensure greater revi reliability. I can't talk tonight. Sorry guys. Inefficiency. And that's it.

The new Ford F550 will support city operations, including debris collection and snow removal. It will come fully equipped with a dump body, snowplow, and sand and salt spreader. It is available through source well cooperative purchasing program. Sufficient funds are available in the garage fund.

According to a high revised code, the city must review the door's operation five years after its establishment to decide whether to approve its continuation or dissolve it. Established in 2015, the door has amended twice to extend operating hours and adjust boundaries. The last renewal was in February 2021. The door has been successful in Middletown, maintaining public safety and sanitation with minimal issues while growing to include 12 more participating businesses. The main change since the last renewal is that participants now purchase a door cup for a dollar from each business instead of a wristband. Thank you, Miss Combmes. So, last council meeting, uh, we had the public hearing on the, uh, zoning change for the land essentially known as the, uh, Masonic Lodge Temple at Roosevelt and Marshall. And while we took a straw vote and I did vote uh yes, I've had a little bit of a change of opinion on on this uh public hearing and this zone changing and after talking to several citizens and and it was an opinion that I voiced at that hearing on on what we would do with this and and reading into it a little bit more. Um my my concern with going to a B2 on this is this is going to become another gas station and a strip mall. And that's absolutely the last thing Middletown needs is another gas station and another strip mall, especially in that strip of of uh land or area, I should say. Roosevelt has plenty of gas stations up and down the Parkway and it has plenty of strip malls. And as I stated at the last council meeting, I really would like to see staff be able to work with the developer on putting something unique there. However, going with the B2 doesn't allow staff to do that because once it's changed, the developers can say, "Yeah, well, yeah, we we understand, but we're going with the gas station and and another strip mall." And I think that's what's going to happen there. I I I don't see any way around that. We keep it a planned development that gives the city some some uh control over what we can allow there. So, I will tell you I'm going to be voting no. I encourage my fellow council members to look at it seriously and I've heard from a lot of citizens and does Middletown
want another gas station? I'm seeing no. So, that's all I have on that. Mayor, thank you, Mr. Lai. Any further comment or questions? All right. Thank you very much. And we will now proceed. Item number five, ordinance number 02026-11, an ordinance establishing a procedure for and authorizing a contract between the city of the city of Middletown, the city and Middletown Industrial Technologies LLC, for the sale of city-owned property located on Hook Drive, known as Butler County, parcel number Q6511 0260021. First reading.

Middletown Industrial Technologies, a machining and fabrication company, wishes to purchase the 3 and a half acre parcel to expand its operations in Middletown. The city acquired this property for the same price in November 2016. The agreement allows the company to buy the property for 100,000, which will be held in escrow until payroll commitments are met. Before closing, the city will survey the property and retain the necessary rightway for future access to the city airport. The company plans to build a 6,000 square foot machine shop and add 16 employees a aiming for an annual payroll of at least 1.4 million. Thank you, Miss Combmes. Item number six, resolution number R2026-09, a resolution authorizing the city manager to apply for and entered into a grant agreement with the Federal Aviation Administration and Ohio Department of Transportation Office of Aviation for the Ramp expansion jets hanger design project at Middletown Regional Airport and declaring an emergency. No action requested until April 7th, 2026.

Middletown Regional Airport has received FAA access improvement grant funds for ramp expansion in front of the jets hanger to provide additional parking for tenants in transit aircraft. The airport will also relocate the fixedbased operator FBO office to improve operations and fuel sales aligning with the 2022 airport master plan and current airport capital improvement plan. The grant application deadline is May 1st, 2026. The design total cost is 83,000 with the FAA funding 78,850 and ODOT contributing $4,150. The airport will cover the cost up front in the full reimbursement from the FAA and ODOT with a full reimbursement from the FAA and ODOT.
