Mayor you have a quum to proceed. Thank you so much. Chief good evening everyone. If you can please stand and join me in the pledge of allegiance. If you can please remain standing for the prayer. First of all, let me just give tribute also to the month of March being designated as women history month. And we know that a woman, she's a virtuous woman. Strength and honor are her clothing. And she openeth her mouth with wisdom. And she openeth her mouth with wisdom and her tongue in the law of love. Reward her for all she has done. Let her deeds publicly declare her praise. Let us pray. Heavenly Father, we come to you tonight giving thanks for these your chosen ones, our mayor, our city manager, our city staff, and our city council. We ask, Father, for your divine guidance, wisdom, and support as this meeting begins. Father, let the discussions be meaningful and productive as the bond of the city are nurtured. Calm each mind and quietly spirit so that they may focus fully on the task ahead. As you grant them your peace which surpasses all understanding, let every item be presented with clarity and purpose. It is our declaration to you, Father, that United North Miami City Council stands and will accomplish each task assigned to them. Amen.

We are going to go a little bit out of out of order but we are and we also have a presentation well two presentation. So let's start. It's a full house tonight members. Okay, no problem. First one.
Good evening everyone. I am Vice Mayor Cassandra Timothy and thank you for joining us today at our North Miami Council meeting. Um the first proclamation that we'll be presenting today is in honor of Black Midwives Day in the city of North Miami. Today we are proud to recognize March 14th as Black Midwives Day in the city of North Miami. For generations, black midwives played a critical role in caring for mothers and babies, especially in communities where access to hospitals and physicians were limited. In fact, in 1930, black midwives attended as many as 80% of births in some parts of the United States, serving as trusted healers and pillars in their communities. Their work carried forward generations of knowledge, cultural traditions, and community- based care that helped shape maternal health in this country. Today, Black Midwives and birth workers continue that legacy by supporting families and advocating for healthier outcomes for mothers and infants. Recognizing Black Midwives Day is an opportunity to honor that history, celebrate the contributions of black birth workers, and continue raising awareness about maternal health. On behalf of our North Miami mayor, Alex, myself, Vice Mayor Cassandra Timothy, Councilwoman Mary Esme Irvin, Councilman Con Councilman Charles France Charles Pierre, oh no, Pierre Fron Charles, I'm sorry, [laughter] and Kevin Burns. We do by here recognize March 14th as Black Midwives Day in the city of North Miami. And I would like to invite [applause] we also recently approved a CRA grant to the Southern Birth Justice Center that'll be opening up in North Miami in District 2. So I am honored [applause] to present you with this proclamation on behalf of our mayor and council. Thank you.
Do you want to say a few words? Greetings. Good evening. Please take out your phones and mark your calendar. March 14th is Black Midwives Day. Um, if you know a black midwife, please call them up and say thank you for being a midwife. Just a quick question. How many people have heard of midwives before? About half the room. How many people had their baby with a midwife or know someone who did?
Okay, a few hands. Okay, so black midwives have been serving here in this community for many, many generations. And even though state restrictions have reduced the numbers of midwives, we are making a comeback and we will be opening a birth center in um right here in North Miami next year in 2027. So, thank you for supporting and honoring black midwives with us. And thank you so much to the council. Thank you, Mayor [applause] Thank you so much, Vice Mayor Timothy. for that. And now it is my honor, a um a real real deep honor for me to present this next proclamation to none other please Moren and the entire group. You guys got to come up. This is Pioneers Day in the great city of North Miami. It is an honor for me today to present this proclamation in honor of Pioneer Day. A celebration that reminds us of our rich culture here in North Miami and endure the spirit of our community right here in North Miami. The city of North Miami's first residents were 19th century pioneers who lived in the prospect of Arch Creek. Arch Creek Memorial Park is named in honor of the North Miami police officer Carl Mantes who courageously sacrificed his life in the life of duty um in the line of duty as well as those service who will never be forgotten. This is more than just a
historic um landmark. Of course, um it is a reminder of our resilience here in the city of North Miami and our determination that shaped our region long before it is developed into this beautiful city of North Miami. And it is an honor for me to present this to Moren Horowitz and all of the women from the wonderful city of North Miami, which I've known Moren since I was about 16. [laughter] So over almost 30 years. Um I want to say Moren and the entire um committee, please come forward. and these folks have planned um Arch Creek Day and make sure that our preserve um everything when it comes to Natural Bridge, Arch Creek, the parks are well organized and they are in our memories. So, please let's give them um a hand as we as we proclaim come on up. Thank you. So, we doing this early. April 4th is the official date, but we are doing it early as we proclaim today um today, but it will be proclaimed um for April 4th, 2026 as pioneer day in the great city of North Miami and which there's a lot of whereas which most of them I had already read. So, it's now in honor now therefore in consideration of the forthgoing I, Mayor Alex Dou of the great city of North Miami along with Vice Mayor Cassandra Timothy, Councilman Kevin A. Burns, Councilwoman Mary Estay Irving, and Councilman Pierre France Charles do hereby proclaim Saturday, April 4th, 2026 as Pioneer Day in the great city of North Miami. [applause]
I want to thank the mayor and the city council and staff for the proclamation. Uh it's going to be a wonderful day on April the 4th. We're focusing on kids. We have coloring books to give out, pioneer style toys. There will be music. Um the K9 group uh retired K-9 uh volunteers will be uh handing out 300 hot dogs, no charge. The Arch Creek Trust is paying for the hot dogs. Uh there will be nature walks, archery. Um it's a wonderful park. It was the beginning of the city. This city is North Miami, but it first was the town of Arch Creek. Then it became the town of Miami Shores. Then there were some shenanigans. We lost the Miami Shores title, but became the wonderful city of North Miami. I hope you will all join us on April the 4th, 11 to 4. Our police will be uh officers will be raising the flag. The park is named Arch Creek Park for Car Mis. He was a North Mommy police officer who was slain at the park and sacrificed his health his life sacrifi for the protection of the community and it honors both Carl Murdis and all other officers who have protected us. And now it is truly an honor as we present our last um proclamation to a couple of women in our community who does what they do. And with that being said, I am going to call our three host committee who every year for the last couple of years who does this amazing event recognizing our um what there's a word in Creole that call puto which is the center of of of our community. That's what women represent all of us with mothers and everything in the community. So, it's with an honor I call Vice Mayor Cassandra Timothy, Councilwoman Marius Esme Irving, and elected city clerk Vanessa Joseph. Is they going to say a few words and then we'll start presenting the proclamations. Sure.
Thank you, Mayor. Um, again, good evening everyone, mayor, council colleagues, and members of our community. Thank you for joining us as we celebrate Women's History Month in the city of North Miami. I would like to highlight this year's theme leading the change women shaping a sustainable future and we are recognizing women whose leadership is helping building is helping build stronger and more equitable and resilient communities right here in the city of North Miami. This evening I am honored to I am honored to recognize two remarkable women whose work reflect that in every meaningful and unique way. First, I would like to invite Monica Davis, founder of Eternal Water Cremation, the first water cremation service in Miami Dade County. You heard that right. [applause] Eternal Water Cremation offers family a compassionate and environmental responsible way to honor the lives of their love pets through a gentle process known as aquamation. a sustainable alternative to traditional cremation that use water rather than flame. Through her work, Monica has created a service that supports families, as we can hear, her daughter, with care and dignity while promoting a more sustainable approach to pet aftercare here in the city of North Miami. Please join me in welcom honoring Monica Davis for Women's History Month for her sustainable practices here in North Miami and her new business we'll be celebrating one year old in District 1. And then next, I would like to recognize [laughter and gasps] Jamara Ammani, executive director of Southern Birth Justice Network and a nationally recognized midwife and birth justice advocate. Through her leadership, Jamar works to improve maternal health outcomes and expand access to cultural
responsive care for women and families. Her advocacy continues to empower communities, support healthier births, and advance a more equitable future for mothers and babies. Please join me in congratulating Jamar Ammani for their and Monica Davis for their contributions and positive difference in making in contributing to our city in North Miami. Happy Women's History Month, ladies. So, we'll take a photo. [laughter]
And now it's my turn as I recognize two women who made such a impact in the great city of North Miami. The first one is none other than our good friend Robin Tal. Who is Robin? Come on up. Robin is she served on the board of the the Keystone Homeowners. very active in her determination for the last few few years in the city of North Miami and your contribution to what you do. Also, as an educator, we want to say thank you. Thank you to you for everything that you do. And you have to say a few words. Thank you. You know, [laughter] [applause] the the next one, I don't think she's here, but guess what? She made all of these things. Connie [laughter] Connie is amazing. She is the owner of um Conniey's um trophy by Archie's Archie's um by by Connie right here on 125th Street and she's our to go to everything and her in recognition of her excellent leadership and her contribution to the great city of North Miami. We um truly appreciate Connie. She did have a procedure. She couldn't be here. So staff will keep this in her memory and we'll give it we'll give this to her later on this week. Thank you so much.

Um, as you see, we are all have have a chance to honor two women, and I decided to honor two women in North Miami. And guess what? They're in district three. by the way, happy women's month and I hope you enjoyed um International Women's Day month. Um, so the first person that I'd like to recognize, and I'm recognizing her because, um, you know, a lot of times we have a lot of events that, you know, I put together along with my team encouraging constituents to come to hear all of the things that we're offering in the city. And there is one resident that have that has not only been there, but has also volunteered her time and come to events and just wanting to participate more in our city. So, um, in honor of Women's History Month, I'd like to present this bike to Chance, um, Pinard in recognition for your ex your exceptional leadership and meaningful contribution to driving change and shaping sustainable future within our community. So, if you can come up, please get your plaque and your flowers. [applause] And then I have another um proud resident of North Miami District 3, Donna Magla Finine. Is she here? All right. In recognition of your excellent leadership and meaningful contribution, thank you for your service. Donna is also one that serves on many of our boards here um in North Miami. So, I also want to just thank you for your service.

Thank you all for coming out tonight. Um, I have the honor of recognizing two women that um have contributed immense progress to the city of North Miami and years and years of volunteering time and efforts and um their their blood, sweat, and tears for this city. The first woman and I I would like to recognize is Karen Don [clears throat]
Deleion. [applause] She has been serving in all fats of the Keystone Point Homeowners Association. Also, she is very quick on the phone if there's something wrong in District 1. Gives me a call and says, "Why is this happening or not happening?" But she has helped build that organization. Um, and you're only as good as the people who run the organization. And um, she has been the backbone and has started out as secretary and now she's the president of that homeowners group. would like to thank you for all the work that you do and reminding us of more things that we can do to make this city a great city. Here you go. [applause]
And the next woman is Sarah McDer Derwit. [applause] Now Sarah is like the unsung hero. She has been involved for so long, whether it's on the parks commission or enchanted forest making sure they have a meeting once a month to uh and they embrace the uh the friends of Enchanted Forest and they keep me on my toes. They keep city staff on our toes to make sure that we maintain Enchanted Forest, but also Arch Creek Preserve right next door because they're glued at the hips. and uh she leads her her team of people of volunteers and constantly out there pulling weeds and picking up potato buds and so forth, but and then many many other things. She's an accomplished businesswoman and I won't go into all that. Um and she's raised uh a great some great kids. So Sarah, congratulations. Thanks for all you do. [applause]

All right. Good evening, everyone. For those of you who do not know me, my name is Vanessa Joseph. I'm the elected city clerk for the city of North Miami. And one of my favorite things about Women's History Month is the fact that we have this opportunity to shine a spotlight on people who are making significant change in our communities. and not because they have the loudest voice or because they require the spotlight, but because they understand that using your gifts, your talents, your resources, and your treasures to pour into the community, that's what it means to be a woman. And when we think about the theme of this month that for this year, right? So leading with uh change and shaping sustainable futures, we're not just talking about the environment, but clearly we're talking about the community at large. And so the first person that I'd like to recognize is Anna Margarita Martinez in recognition of your exceptional leadership and meaningful contributions to driving change and shaping a sustainable future within our community. And I think what's so special about you, Anna, is the fact that you don't really think twice about supporting when you're called upon. You've supported initiatives throughout the city that really invest in families, in our youth, and into the community at large. So whether it's our police, whether it's the scholarship bike ride, you always show up every way that you can. Even if I forget to follow up, you'll follow up. [laughter] And I appreciate that about you so much. And I appreciate your encouragement and the investments that you make in the city of North Miami. So, thank you.

Uh so the next two folks are women that I've been working with much closer uh for I would say about the past year or so roughly especially around issues that affect our community. And what we don't often realize is that there are things that happen. It doesn't happen by itself. It doesn't just manifest overnight. There's people in the background really making sure that these things are are occurring. And so when we think about building sustainable futures, one of the women that I think about is Thema Campbell. And I think about Themma Campbell, who is the executive director and founder of Girl Power Rocks, because you used your life story, your legacy, what your grandmother taught you, and now you pour that into young women. And we can't build sustainable futures if we're not investing in our youth and especially our young girls. So, thank you so much for the work that you do.

And last, but certainly not least, the incomparable Miriam Singer. [snorts] So, I don't know if Miriam had to to leave. She was here earlier, but Miriam is the CEO of the Jewish Community Services. And when we think about our again building a sustainable future, that includes the investments that we have to make into our communities, into every single person within our community. And so Miriam's work is really focused on ensuring that we're building systems that can wrap around an entire family, right, from the smallest of of needs to the largest of them and ensuring that people have access to the resources that they need. And that is why it is so important for us to invest in our community-based organizations that are at risk presently of losing funding. And so Miriam, FEMA, Karen have been and [laughter] have been with me on hours of calls at the county ensuring that we continue to push for this type of funding. And I cannot thank Miriam, FEMA, um, and everyone for your leadership. So, thank you all so much. [applause] Thank you. Thank you again. Um this was indeed as we honor women from um our community who make an impact for us. But this is important and I need you guys for one second to listen um to this.
This might be the last time we do this. We are really really fighting um in terms of local government with preeemptions um from the state. And if you can today call the well don't waste your time with not not the governor but before it gets to the governor. It's already Oh god. Well, it's so we're in trouble. So next year all all of these events, women history, black history, we won't be able to celebrate them as the entire bill. I know it passed the Senate. It was going to the house. I'm going to be doing a presentation uh current status of our Kagny Park North project. So, here's just a overview, just a table of contents um for you. So on this slide here, I just want to point out um under the quick flat facts um these are the key players that are involved with the project. Also under the project cost is the itemized breakdown of the cost of the project which um is why of course um later in the meeting we're going to be asking to increase the contingency. And then also under the project revenue is a funding sources on the on the project currently. This slide actually shows an aerial view. I know the one on the on the one on the left that it says looking um looking north is actually looking south. I'm sorry. Okay. Let me go let me go.

Can you guys you have you have an image? Okay, there it is. Yeah. So, the one on the left is actually a aerial um looking south and the one on the on the right is looking west. That's the current uh and that was done back in um February of uh of this year. This next slide actually shows the uh progress summary where uh we're currently with some of the key components on the project. As you can see, the pool's 50% um the maintenance the pool maintenance building is 50%. The multi-purpose field is 95%. The project uh I mean the parking lot is 65% and the playgrounds at 70%. This last slide um is actually u it's the schedule um summary showing um what we've been what's been completed to date and also target dates for other items. As you can see our final completion date is September 9th of of this year.
This is for phase one, right? That's correct. Yes, ma'am. Any questions? That's it. That's it. When you say phase one, we are here only to talk about the additional funding needed for phase one, right? That is correct. Yes, sir. We have the the numbers for phase two or are we just focusing on one now? We're just focusing on one right now. Okay. So, madame manager, thank you so much. This is just um a presentation. Um
a question for you. Explain. So where are we in terms of the financial implications to where we are now? Is this additional million with the cost of construction that's going up? Do we anticipate more? Just kind of brief us please on on the request. Okay. So, well, we haven't gotten to that tab, but
Oh, okay. We can go. No, we can. I mean, since we're on the project, that way that'll make that go quicker. Um, where we are, I think as we, um, as you heard the director say, um, we started the project, we we're technically about almost 60% done with the project, but different phases are at different points. And I just wanted to be clear about the phase one versus phase two. Phase one and phase two are two different projects. Um phase two originally we broke down originally years ago um the Kagny Park one and Kagny Park 2 mainly because of funding. We started this project with the funding stores of 15.5. We received an additional 2 million at some point from the county which took our number to 17.5.
So we had 17.5 million for the project. This project uh was bid just a little bit over $18 million. So I wasn't here at the time. However, we accepted the bid for 18 about $18 million. So that at that point when we started the project and took the bid from the contractor, we were already over budget. Additionally, the design was $1.4 million. So when you add that together,
when we started this project, we were um behind about 2 million already because you're talking 1.4 for um plus we came in at $18 million. So as I went through and looked at and then we've now have change orders um you know that this is now the third request in terms of additional monies on there. The first one was 5%. And what I want to what I do want to you know say is that normally our contingency is somewhere at 10%. So when the first contingency request came that was less than what's normally you know as a contingency 10% is a normal contingency. When I came back here, we did ask for the second uh for second 5%. And this amount right now that we're going to come to you later on today about is additional um 1 million. It is what we are predicting the additional cost of the project. Having looked at what we expect from now to the end for phase one or two
so phase we are saying phase one. We said phase one so that we didn't lose the essence of the project but fa there is no phase two yet there's no phase two at this moment phase two needs to be completely funded with another set of funds um but and it has not even been fully you know designed it's you know it's there but okay so
phase one is the one that was 17.5 million is the amount of money that we had for it [clears throat] so there are certain things including we've looked at um additional revenues that have come in from other sources in order to meet some of these expenses including some savings, pension savings, different savings that we found to do that and that has been happening throughout. We are hoping that this is the last request coming to you. I can't guarantee it for a couple of reasons. We do have a few delays.
Uh we have a large delay on the HVAC system which uh affects the building, the aquatics building. And so while this contract was to end uh in March, which was expected originally in March, we will not be receiving the HVAC until sometime in July. We are moving the project around, but that means there's also cost and delays in not being able to complete it to that point. So what we've done now is although we have only negotiated maybe about 10 you know 10 of the change orders fully we anticipate another set of change orders and that's where this additional amount that we're asking so that we can finish the project which should finish in this fiscal year. So if if if they come back to you with a change order that's above 1 million, I thought this was them telling us this is where we are. So they haven't come back yet with the additional five. So we assuming whatever the additional five may be, it will be somewhere in between or less than a million. We that's what we saying.
Well, we we hope it is. We've made an educated guess about what the difference is going to be. Looking at what we've paid and what we think are outstanding. Then looking at that, that's what we've made this this educated guess on. Last question, and I know we have the item coming up. Have you Well, maybe this question will be more appropriate when we have the item. Just where in the budget is this identifying the sources coming to pay for, but we'll we'll talk to that when we get there. Um, madam manager, thank you. Thank you so very much. And now we're going to have our um budget quarterly report by Miss Angela Reyes Santana. I know it's here somewhere. Okay. Good evening, honorable mayor and members of the council. My name is Angela Reyes Santana, chief financial officer of this for the city of North Miami. Tonight, I will be presenting the fiscal year 2025 2026 first quarter financial report. This presentation provides a high-level overview of the city's financial performance through the first quarter, including revenues, expenditures, fund activity, and our current financial position. Because this is the first quarter, some of the percentages may appear higher or lower than 25% uh the 25% benchmark due to timing differences. This these typically normalize by the second quarter. Overall, the city uh remains financially stable and operating within budget expectations. And I will highlight a few of those timing differences during the presentation. [clears throat] This side, this slide gives a brief uh review of the fiscal year 26 adopted budget. The original budget approved by council totaled approximately $234 million following two public hearings in September. The budget has since been revised to $313.3 million representing an increase of
approximately $79.2 million. It is important to note that this increase does not represent new spending, but rather budget amendments to properly carry forward priory year commitments and incumbrances. These adjustments include f 57.1 million related to CRA grant and aid programs, $18.2 million in capital project reappropriations, and $3.7 million in inner fund transfers. [laughter]
These revisions ensure that previously approved projects and obligations continue into the current fiscal year. Because this is the first quarter, again, some of the percentages may appear higher uh or lower than than normal. Turning to the general fund revenues, the city has collected $25.1 million year to date, which represent 24.08% 08% of the total general fund revenue budget of $104.3 million. This percentage is generally consistent with the expected first quarter benchmark. A few key highlights include property taxes. Property tax revenues are currently 61.4% collected which reflect the normal November through January tax collection cycle. These include other taxes include local option gas tax, communication service tax and franchise taxes which are distributed by the state and are typically received one month in a rears. License and permits are performing within normal expectations for the first quarter. Intergovernmental revenues are approximately $2.14 million or about 20% of the budgeted amount. It has been re I'm sorry 20% of the budgeted amount has been received reflecting normal grant reimbursement cycles. Charges for services collections are currently lower due to early year timing but these revenues typically increase as the year progress. Fines and forfeitures. These revenues are currently below benchmark due to primarily the system integration timing as we transition into from munis from Eden to Munis. The miscellaneous The miscellaneous revenues category includes investment
earnings, rents, and royalties with approximately $1.4 million collected to date. Overall revenues are tracking as expected for the first quarter. [clears throat and cough] On this slide, we will review the general fund expenditures by department. Overall, most departments are operating at or below the expected first quarter benchmark of 25%. A few departments reflect slightly higher percentages due to timing factors. The finance department is at 32.6%. This is primarily related to the separation of accounts between finance and the office of management and budget as well as the annual property tax payments for city facilities. Information technology is at 26.6% which is slightly above the benchmark due to pension timing and scheduled equipment maintenance. The police department reflects 32.9% and that's due to personnel costs and contractual services necessary for public safety operations. The code compliance department is at 67.3% and that variance is driven primarily by contractual services. The library is at 33% and that's because of a program cost that occurred earlier in the fiscal year. Overall, these variances are timing related and are not indicative of structural budget concerns.
Well, that's for you guys, but go ahead.
Here's a highlevel overview of activities across the city's major funds. As stated, the general fund is revenues are currently at 24.08% of the revised budget, reflecting the seasonal property tax collection cycle. Expenses are slightly above the benchmark at 28.15% primarily due to a lumpsum pension contribution paid earlier in the fiscal year. Enterprise fund revenues are currently 8% with expenses at 9% reflecting utility billing cycles. We anticipate these figures will normalize in the second quarter. Special revenue funds are currently at 4% reflecting the timing of the CRA adalorum proceeds and the expenses are at 4.5%. Leveling out the fiscal year revenues. Building inspection funds revenues are currently 16%, reflecting approximately $2.1 million in building permit charges collected during the first quarter. Expenses are currently 11% largely due to capital outlay timing. activities and other funds include debt service, transportation, capital and internal service funds. Debt service fund and transportation fund both remain on track to meet 100% of their projected obligations. Capital fund activities reflect normal project timing and intergovernmental funding cycles. It is common to see higher expenditures early in the year as projects move into mobilization phases. Internal service fund revenues recognition is currently lowered due to the system scheduling updates associated with our munis financial system transition. However, full cost recovery
is anticipated by the end of the fiscal year. Expenses remain within expected operating parameters. On this slide, you this provides a summary of the city's bank accounts and balances as of the end of the first quarter. Um, you can tell that the or you see that the total uh amount that we have in our Bank of America is about $68.1 million. The total in Wells Fargo is about $1.3 million. And we also have a Wells Fargo account that has the escrow for the Kagny Park project of $7 million. There's al also a city national bank account that holds our landfill restricted funds of $5.5 million and our investment funds of $32.01 million that are held with the Florida Palm. This slide shows the trend in the city's operating account balance from fiscal year 2016 through the first quarter of fiscal year 2026. As shown, the city currently has an operating balance of approximately $63.6 million due to the tax collection cycle. This concludes the fiscal year 2526 first quarter financial report. At this time, I would be happy to answer any questions.

Okay. The next question I have I am concerned. You're saying it's minor concern and I know we had had this conversation I know with the the manager. Um so I'm not concerned overall but seeing the on which slide is this page four which is the department expenditure by by department I get the rationale of 25 or under and every everyone is doing okay. Um in terms of but this code compliance how do we are we projecting at the end of the quarter at this pace it will be
um so that's largely due to the contractual um waste management that's the w like that's our waste contract so we end up making payments so it doesn't equal out so you won't see that at like the 25%. So by the time you get to the end of the year, then you'll equal out to the 100%. Oh, okay. So it won't be this like every quarter expecting. No, it'll still stay there because it's a one-time payout that we're encumbered. Yeah, that's being encumbered. We've encumbered the entire amount. And so some of these are the encumbered funds for the waste contract.
Okay. So meaning that next quarter when we do this presentation, there might be some who haven't caught up. The summer might be a little bit over but within the the same benchmark we're looking at right now. Yes. Okay. 17. There's one last question I had regarding the the special revenue. Wait, we talked about that. The home ownership. That's the That's the Fed, right? The the one point um the home investment pro partnership. Is that from the federal that's the home investment partnership that lives in that's the federal funding the housing? Yeah, that's in housing. Yes.
And the special grant and others. Okay. Have we done any um assessment in terms of what if a bit well it's not even a big what if um this property tax if it does come for you know in front of the voters obviously we will well I'm assuming we will be opposed as most cities would be. But what it when it if it does pass, have we started at least with the legislation that we have now, what the impact would be or we
we we have um but as you know they did several presentations of what they would do and what the final would be. So we can't fully calculate it. I would say that our general fund you're looking at probably a hit of 57 million just in general. Um, but most of the conversations so far have been around also making sure that they can pay for public safety. If that's the case, then that puts us kind of closer to a $20 million gap. So, it kind of brings it down. And so, we're waiting to see. So, what we'll do is as soon as we know what the reduction is going to be, we will make those calculations to see where we are in terms of the effect of the general fund.

No. At least not since I've been here and the first time I was here. It is that contract has always been done out of that department. Out of code and compliance, not a standalone waste. Which contract you talking about? Waste bro. Yeah. Yeah. The the waste collection. You also have a clean team there. You have code compliance and you have a clean team and in that department.
So that that contract lives in that department under under the code compliance department. Yeah, there's Yes. code compliance department has a sanitation division. So it's always had that. Okay. Anything else, guys?

Um what are we doing for collection of outstanding fines and what are we doing and what are we collecting on and I'm just going to touch upon the the code fines, code leans that are a very large amount of money. Is there anybody there paying attention to that to try to mitigate the the the code violation leans once they've been collected or even getting somebody into compliance to even get a little mitigation? Um, and we won't even talk about the the water revenues part, but just on the code compliance uh revenues and what are we doing? Anything to capture any of that outstanding?
Well, so on the code compliance, our remedy is to kind of create a lean is to have a lean. So, we've done that. We've leaned several properties and usually what you'll find is that people come into compliance when they need something with the property. Even if you send out letters and everything if they want to shift it, sell it, refinance, that's usually when you have the best advantage to recover your your leans. But one of the things that we do, we do timely do leans on it, which is what we have. So we can find you. Then at some point we take it to the magistrate. we get the we get and we get a lean on the property and then the real issue is that we have like a waiting game if there's no reason for someone to come in and pay. um it's very difficult for them to come in and pay and if it's on a property we can't just take the property you actually have to put in an enforcement action on the lean and so they have a lot of they have stronger rights in that sense
yeah and if it's a homestead then you have a bigger issue so that's that's one of the issues in terms of like code enforcement leans

Um I don't think we should be transferring anything to the CRA right now because we just had a CRA meeting. It has never been brought up, never have been broached of what the CRA will actually do with this property at some point in time. Um we know that the the property that is uh closest to behind her house, Mr. mayor um at Northwest 6th Avenue and 125th Street was acquired by FDOT um to widen to make the turn the right turn lane. They tore down a couple houses. Now we have this large piece of property there until we know what the CRA is going to do with it. Um I don't think we should be conveying any uh anything to them until they come up with a plan that um the board approves and says yes, go award. I mean go forward uh one that we know what their the the intention is um on on all the parcels. I I think it's just premature where as this board has not even had a chance to discuss it wasn't even brought up about what the possibilities um were. We've had this problem before where we conveyed land back to the the CRA. Then we ended up taking it back and then went back to the CRA and it's just because of uh uh poor poor visioning down the line years from now. Who, what, when, and what are you going to do with it? How are you going to do it? Who's going to cut the grass monthly? Um and all that kind of stuff. I just think right now, if anything, we should just uh defer this until the CRA board and the CRA staff can have a conversation with the CRA [clears throat] and then see if the the city wants to uh uh convey it as opposed to keeping it in um under the city ownership.

Thank you so much. Um so um this property well one of the properties are in my district. Um it is a lot that is as mentioned where it's flooded and there it cannot there's no homes that can be built on there. The vision is as it says to create a park in order for the CRA to even talk about anything. It has to be conveyed to them um um first so that we can do that. As you know, if we the city start talking about or have it in our plans, then we no longer can do it. And so this is one of the reasons why this is the reason why that is being conveyed to the CRA. Once it's conveyed to the CRA, then the CRA will now bring it in front of us.
Traffic and you don't want kids there, especially on the ramp going on 95, but it's supposed to be an um a passive park or or something. Um in terms of that, um is this both tab C is both properties, right? the um yes I property. Okay. Any other qu public public hearing is we already closed it.
The one 125th is on district 4 and since I came in started that conversation with the city and then see if the CR can take over and uh beautify it. Uh as you know now it is named as a passive park but even to keep it clean is a problem. So we can uh make it very nice and and again it is right at the entrance of um the city of North Miami in front of the 125th um street exit. So shouldn't be at the condition that it is and I think is an opportunity for us to turn this into something people can uh be proud of. So I believe it is um the right thing to do and the CR will come up and tell you exactly um tell us exactly what they um going to do the plan and everything. But as uh council woman stated, the first step is to um convey the property uh the properties to the CR and then was come up with the plan.

Uh, Caris Fidler, public works director through the manager. I'm going to do a short presentation on our traffic common devices. Just waiting for it to come up. Okay. So back in 2024 um the study traffic com study was done and you you know you all had adopted it. However, it had to go back to the county um for review and from the review they had a few revisions for us which is why this agreement is coming back to you. As part of the traffic common study um we did some public outreach. So this partic this side here talks about the outreach that was done and how we uh reached out to community and had them involved in the uh decision-m as far as the uh the trafficcoming. [clears throat] So as part of the trafficcoming study, we looked at 234 locations with uh key findings at 75 My apologies. Hold on. Yeah, with 75 locations that exceeded Miami Day County's um thresholds. um for trafficcoming intervention. So from that, that's how we came up with the improvements that needed to be done um citywide. This slide shows uh two of the uh traffic calming measures that we're going to be doing. Most most of the studying, there's four phases, but we're calling the first phase phase zero. So, as part of phase zero, we're going to be putting mostly speed tables in a couple radar speed feedback signs. And this map shows uh and the areas um approximate areas of where these traffic common devices are going to be placed.
This slide uh shows the common devices that would be included in in phase zero as and um also um as far as the quantities. So when you look at it, you'll see um it's broken down by district and different quantities. Um and this is just phase zero. Um and as part of it, we're going to be doing 35 speed tables uh in the two feedback signs. The one other is actually a portable radar feedback sign. So that one you can move it around um from different locations. This slide here is for the probable cost of what the total phase zero is going to co um cost. As you can see, the total amount for to do all the traffic common throughout the city is a little bit over 13 million, but phase zero is about 1.2. Uh we do have money in our current budget to get phase zero going. So that's what we're doing. We're also looking at some other funding opportunities uh via grants uh to do some of the other uh traffic calming. Thank you. Do you have any questions?
Um, no. Thank Mayor, if I may, do you have locations of where? Um, I know it's on the map, but do you guys have a detailed list of the locations of where the speed tables are going? And are these I will provide them to you. They're going to be the main ones that are from phase zero. Okay. And on the map, even though it's small here, which you will all get, we've colorcoded and moved on the map that you'll get with where they are in each of the districts. And are we looking to implement this this fiscal year or next fiscal year? This fiscal year. Okay. Because I know we had some year there's about 800,000 for traffic coming. We have about 800 Well, we're combining two fiscal years, but so we're expecting to do it in a year's time. Okay.
So, we can get started by June. We can get through a phase by June um by the next June. And these are the speed tables. The one that is pictured in the
Yeah. For the most part, the entire the entire project is really pushing for speed tables. In some cases, it's some of the radar signs, but that's actually what came back, which was um speed tables. For phase zero, it's about somewhere around 35 speed tables and maybe like two radar signs. So, we're trying to put them all in. What I will say is at phase zero that we separated out, we currently do have a $400,000 gap, but we're going to work on that $400,000 gap. We have 800,000 when we combine the $400,000 from the rest of this fiscal year and next fiscal year to take you through that one year. and that and hopefully we can get through all of them and we expect to have some savings because we're getting our own crew for just materials and not for the work to do some of the tables.
Okay, quick question with the recommendation for phase one because I seen none in district 4. How was it um is it based on priority or how did that map come? It was based on the worst. So there was a priority about which one. So when um we talked about the almost seven 70 that were in the worst um condition. Okay. Those were the ones that started out with the first phase. Okay. Right. No. Uh anything else? Just just a follow up from um well let me just clarify that for phase one because we didn't have that we split up phase zero. So it came to us as a phase one through five
based on our allocations went to phase zero. And that includes some of the the ones that are the least safe currently. Okay. Okay. Yeah. My question would be u on phase zero. I said that we only have u six uh speed tables in district 4. And I'll tell you that district 4 is the speedway of North Miami. How did you guys make that that determination?
Through the manager councilman. So as part of the traffic common study, they they did look at a lot of the different areas by district. Um so they of course as the mana man manager mentioned they prioritized uh we did the outreach study but from that we prioritized they came up the consultant um from the feedback from the outreach and came up with the different locations and that outreach did you guys go to um district 4 because I don't remember having um like a meeting for us because every time I go to uh to the homeowners association this is one of the things that we get up for and uh Miss Gilmore is here she testified exactly This is something that is not just what people say.
That's the biggest complaint that we have in the in district 4 about speeding. Yes. And it is it is serious. Yes.
Let me let me interject. So while we do outreach, it is an engineering study. So they do engineer. Although it may seem like from you know our human eyes this is where there's always this happening and that's happening. There is also engineering studies that's done. There's there are more in your district. They're on like the second half which is more of phase one. Phase zero were the top of each ones. So phase I'm sorry, phase zero was a top of each one. Phase one has a continued more in district 4. Um assuming there's additional dollars for that, we would get to those speed tables also.
So what is what is the projection between phase zero and phase one? Well, as as of as of right now, the projected cost of phase 0 is 1.2 million. Mhm. We have a total of 800,000 currently. Uh and phase one needs an additional almost two or three million if I'm not mistaken. Can you correct that for me? Yeah. Phase phase one is actually 4 point four point. Yeah. Four point. So these phases were expected to do something over five years. In fact, I split out phase zero so we could actually get them done quicker, but it's actually a fiveyear five-year plan.
And what is the some of the revenue source? I mean, does gas tax pay for any of it or does uh half penny what?
That's in our transportation fund. And so, normally we have allocated the 400,000, which is why within a one-year span with those two, we can get, you know, $800,000 done. We still think that we might be able to get the entire phase zero done and what's left in terms of different um you know from phase one. We'll have discussions about where they are. One of the things we did discuss at length was trying to have some of these in a good area where you could actually see the difference where there's an area of you know slowing down but we will not get to all the areas. We won't get them as much as we would like. In the same line of um questioning, there's something that I witnessed in the county wood. Now, whenever they resurfacing some of those um street in the residential area, they just included um a speed table into it. Is that something that we can consider in the city of Novi? Because I've seen it done in the county like some of them very close to us like 146th Street uh between northwest uh Fifth Avenue and up to the traffic circle on uh North Miami. They have like they drop like two while resurfacing the street. It is something that we can consider in the city of North Miami because that would help out. Even if we're resurfacing, we would still be it's still the separate cost of us putting in the table and that going through the transportation funds. But they actually have their plan for several areas that are right outside where we are. That should actually help us in some of the slowdowns. But they do that. We could do that also. But right now, the plan is to put in the speed tables in most of those places right now don't necessarily need the reservicing. But we can look at some of the areas of reservicing and see if they also align with the speed table um in line with this traffic study.
Yeah, because I've been waiting for three years since I came in got presentation after presentation from uh what is his name?
Well, what what I can say is the majority of what's in phase zero will get done within a year. Yeah, but that's yeah, the only my only concern is that uh the number is very low for district 4. And then I I'm going to have to answer those questions when I go back to uh our home owners association meeting because that was part of the questions um when the um in our last meeting because uh it is it is a is a big concern in in district 4. Just want to put it there. Councilman, if you look at your district two, right, I count 10 traffic circles and there's only 10 between three and two together combined. So, you do have the most traffic circles which are more expensive and then of course you have the street closures.
That's those are 500,000 plus traffic circles 10. I'm talking about the speed table now. No, but I'm just saying you have you have nice traffic [laughter] circles and we're over here trying to get But you just jump in the gun. We're talking about speed table and then you jump into traffic. There's a traffic coming. You have the
madam madam manager. Um you mentioned that or the the director may have mentioned it that you're going to try and do some of it in house. I know that on I might be off a street 141st, 142nd Street, um you guys bought the material or previous people bought the material, city staff installed it and I have to say it has really kept up. It it does the job and at the time again it several years ago was about $15,000 worth of
between labor and and the material. Um that's a great table. Um, are you hoping that these would be similar to those and that city staff will be able to uh uh install those and maybe you can get the down the the price down from the 35,000 that's projected per installation. I I can't speak directly to that table um unless um the director knows exactly which table. Is it a same speed table? It it is the same. So then we will put those in. Yes. In some cases it might be, but we don't have the full capacity. If we were going to get speed tables in within a year, we could not do it with our staff. Okay.
So, but but what that will help us in some areas like where we're in the gap of that that 400,000. Right now, the speed tables are estimated about 35,000. From that time, they have gone up, but if we get just materials and the installation, it might come down. So, we may get a little bit more inside of it. But I can't say that we can actually this is not a job that we can do in-house fully. So there'll be some savings but it will not be a total savings based on that. Okay. Mayor if I may. Yes please. Um just for the record it's like um I have a question but just want to say it's like some document attached to this thing that we can even even with my glasses I cannot read them.
Yes. And those are those are justification in terms of what you are talking about Mr. Kenneth. Um but there's um there's no way you somebody could read these. These are just the Yeah, we couldn't print for the for this page for that. But you would get the list of addresses separately. Please that would help. Uh my my last questions into that uh uh are we going to um decrease the speed limit the city? Yes sir. because I think that that that is one way for us to uh you know stop the flow speeding
and and I see it on the um in the document that was in the front page I see speed limit 20 um 25 yes that's something that we are going to um do as um as a city through the manager u councilman typically when you reduce the speed of course um we have to do we have to study that particular street and it has to it has to be engineered. So, we can't just go in and lower our speed limit. Um, we can we can we can ask for it, but then it'll have to be looked at. It's just like putting in a stop sign. We wouldn't be able to just go out. But my question is that why do we have this? Yes. Yeah. That's why do you have this in correct? Yes, sir. That is kind of misleading
because that's a page limit 25. Yeah. I'm talking about the 20. Oh. Oh, that was a No, no, that was that's so that was the decorative [laughter] picture. There there are a couple location to do. They Yeah, there are a couple locations that do that do make make a recommendation to reduce the speed limit to 25 miles an hour. We need that um truly needed. As an original member and a past chairman of DPAC and a former chair of the business development board, I've had the pleasure of working alongside professional, ethical, and most importantly, caring and supportive business owners and citizens whose sole objectives have been the improvement and growth of the downtown business environment. for you, our North Miami Council, to abolish this important committee without an explanation or prior notification is unjust and unfair to the citizens of North Miami, not just the committee members. The only brief explanation that we've heard was a lack of quorum at all of our meetings.
Mr. Laurels and Miss Luis Pierre can testify that we discussed attendance at almost every meeting
and even at the meetings where there was no quorum, we stayed and we continued with our discussions and ideas for developing downtown area. They will also attest that the rules of incorporation of the city prevent prevented us from removing non-attending members who were appointed by you council members. Mr. Laurels, Miss Luis Pere, Lorna brought their attendance issues to the attention of the appropriate departments after our meetings and it's in the minutes of every one of our meetings and nothing changed until last year we the committee members changed the rules of dismissal ourselves. Since that time we have reached quorum 90% of the time. I also might add that Lorna was instrumental in guiding and assisting our committee throughout our time together. She was an incredible staff member. She represents the city the way we would expect all staff members to do. We've donated our time and efforts and expertise in developing and evaluating creative concepts to help the downtown area success. We would appreciate further explanation and discussion on how the decision was reached to abolish this important committee. And we're concerned about the impact on the current and future business owners of our downtown. How will their interest be furthered by this decision? Is there some alternative issue that we're unaware of? Mr. Mayor, I commend you. We spoke about all these beautiful women, professionals, and volunteers who won those awards and were rewarded for working as hard as they did. We're doing the same kind of work except that we're part of committee appointed by the five people sitting up there. We're not asking for recognition. We're asking to be able to continue our volunteer work. Thank you.

Uh, for the sake of transparency, we'd like to understand um where this initiative came from, who asked to abolish this committee, and why, and why would we not ever given any forewarning or any chance to fix something. Now, uh, as a chairman of the committee, I or no one else, I'm sorry. Uh, I reviewed the videos from last time and Miss, uh, Miss Estimate Irvin, you said that you are being painted as evil. For the record, I do not think that you are evil. I think that we disagree on many things, but I do not think anyone is evil. Um, you mentioned that the committee uh can be abolished and can be a reimagined. The committee does not need to be reimagined. It needs active appointments and people to show up. Now, if you think the fact that we are fighting to volunteer our time is evil, then unfortunately there's not much that we can do about that. Our North Miami code already anticipated attendance challenges challenges and it provides a mechanism to address them. If people do not show up, they need to be removed and new people need to be appointed. It's in section 241. There's nothing in the ordinance that authorizes abolishing the committee simply because of attendance or quorum issues. So, Mr. Jeff, I question the legality of this because the code actually lays out very specific mechanisms for dealing with attendance problems and they do not include dissolving the committee. So, I am asking why this mechanism is not considered before abolishing the committee in its entirety. I also want to state for the record that your own planning commission voted 80 in favor of keeping the committee. Could the three council members explain why you unanimous why you went against the unanimous recommendation of your

Debbie Love Community Planning and Development. The item before you is um a partial alleyway abandonment. It is a segment of uh a an alley that is between Northeast 17th Avenue um located west of 17th Avenue between 126 and 127th Street. It is a 100 lineal feet um of a platted 15 foot wide alley. The adjacent properties to the south, the north um of on either side are owned by the applicant. It is the remaining portion that had previously been um uh abandoned to when Johnson and Wells was here. They want to use that alleyway uh that's adjacent to their properties to enhance the design of the site plan for future development and update the roadway configuration for the area in light of what exists today. Um in May of 23, the planning commission recommended approval 50 and there were no public objections received at that time. The city charter uh and our code requires two appraisals. Um, they came in and our charter says we can't sell property with less than 90% of the appraised value. They came in at 180 and $160,000. The abandonment conditions are that they have to provide easements to the utility companies if necessary. Uh, they will need to unify the properties within 45 days. Uh and after payment in full by the applicant, assuming you all approve
this sale, they we will then confer the convey the land um through a deed. So once they pay, we'll work with the city attorney to issue a city deed. Uh the ne the last step would be unification and recordordation um of this property into one unified project. So all of the parcels will be unified along with that uh alleyway segment. So per request of the council from last meeting bring back this discussion item regarding Redwood. Um, I was directed to have some conversations with um the representatives of Redwood who I believe are here this evening. Uh, we we had some discussions. I think where where we're at is obviously depending on what the council would like to do. Um, then there are certain things that they can assist with. they are ready to build the project um as is as it was contemplated or they are also prepared to build the project remove the pool and they and and give a $3 million credit towards that which could go to another development project. Uh I we did discuss a possible increase in that and that was not very certain due to the fact that it would need it to be a development. They [clears throat] would have to look at other financial opportunities at that time. So though that's what's on the option on the table and the conversation with them. [snorts]
And so this would require us the applicant bringing forth a site plan. What happens then? Or is it a CUP that has to change? Yeah, they would if if they change I think they have to change the COP. I could ask Debbie to to confirm that went to the bathroom. Thank you. Um, madame manager, while we're waiting for her, can I ask a question of the city attorney? U, Mr. City attorney, you just granted them a 180day extension. I didn't grant it. Okay. They by by their contract, by the agreement.
By their agreement, they were granted a six months extension um on their project before they have to do some things that they request
the park improvements. The park. So, um I think that this will give the city staff and some people reasonable times to have this type of conversation since absolutely nothing's going to be done and I think you can should all work through that u because they're asking for their first of a couple extensions and so um uh because of whatever the situations are. So we have plenty of times and not like they're going to start construction tomorrow or the next six months or or what. So I think spinning our wheels tonight to have a conversation about what could may not happen will happen um is premature at this time.
The question madam manager um no for the the one that I had you asked. Yes. uh whether or not we would need to amend our CUP for them to make the changes or the site plan. What are the changes that need to be made? Um if they were to change and remove the pool and make a different design, they will have to go and they will have to come back to modify their CUP. Anytime you change any uses or even relocate a road more than 10 ft, you need a modification will have to go back to planning commission. It will go to DRC first, of course, then to planning commission, then back to you all for the amendment to the CUP.

So, as I mentioned, I'm on two boards and we haven't met in a while. And I just think that if the council can just get together with the city manager and discuss the boards, how they're going to be because I know that my council person had to reappoint me and for some we I missed few meetings because I was not appointed. But then again, there was boards that they were able to continue meeting uninterrupted. So, the boards I was in, we did not understand why we couldn't meet up, but there was other ones. So if there could be like a concise or I guess um broad broad rules or something because some boards get to meet even though they haven't um been appointed people like they they go uninterrupted other ones were interrupted and again this one got this member or whatever. So, if it could just be one concise thing and if you guys can go over the boards and see those who are on multiple boards who do not show up because that is not right because again like I said some of us we put in our agenda certain dates and time we cannot commit to other stuff because we committed to be part of a board and then when we find out the day of sometimes 20 minutes or half an hour before that there's no quorum then that messes up the rest of our schedule. So again, if you guys can go back, look at all the boards, see which ones you guys want to keep, don't want to keep revamp, that'll be great.

Um, I just wanted to address the um issue at your event which was called the carnival um with the centennial and there were just a couple of problems with it that I was hoping you could address that might um not happen at other ones. So, I have hurt my foot and at the time, um, so I'm walking in a boot right now. Um, but I was using a wheelchair then and my sister-in-law was here visiting. She re from Australia. She really wanted to go there and I just didn't feel like it was handicapped accessible. I couldn't drive there and then get the wheelchair out. I also heard some of the um wheelchair cutouts on the sidewalks um were actually closed on that Mocha Plaza at the same time. and I just didn't feel like I was going to be able to drive over there and then use my wheelchair. So, um, just to be aware that we're all vulnerable. We all are handicapped in different ways that people can see and not see and and just to be aware of that if any other events that you do like this. Um, and the other issue there was that nobody on 123rd Street was told that um, they were going to have all the traffic for the whole day coming down their street. Truck, everybody was calling me up was like, "What's going on? I've got every truck in the universe coming down my street." So I I think if you're going to be directing all that traffic down that street or any other street, I think you really make need to make a concerted e effort to those particular people on that street that that's what you're going to be doing in future if if you are doing another event like this. public works is doing an excellent job. the communication and the time that they get back when you reach out to them they respond. Second thing is I would like the city manager look into calling the billing water department 20 25 minutes a hold. Oh yeah. No one pick up the telephone. That is unacceptable. They need someone to pick up the phone if it's even after the third ring and say I'll get back in touch with your order.
Number three 154 157 RV in our neighborhood. There was a mortorium. When are we going to get an answer? Like I mentioned to Mr. Councilman these RV that these people have on their property, they're going to lose their homes at exemption. So the city has to find a way to educate these people that when they come in these resident that they want an RV. They're not putting an RV for beautifification. They're putting in for rental and they're going to lose their homes at exemption. So the next step is we're allowing the city of North Miami to do whatever they have to do. If not, the next step is the property appraisers office for them to do what they have to do.
That's a good question. So I we would like to have an answer our next meeting. What's it's been a three months. So we need an answer on that. I thought it was resolved, Miss Gilmore. You know, Mr. Mayor, when an elected official takes office, they raised their hand and their job is to do the best they can for the citizens of North Miami, create a better quality of life, etc., etc. I'm just curious, how does abolishing the committee better the citizens of North Miami? What what I I I'm really lost in that. I know you were very perplexed last week and questioned about what was happening there. I'm sure you have your answers by this meeting as many I'll be happy to share them with you afterwards if you want to talk. Yes.
And uh not a good behavior by elected officials what transpired here. [clears throat] I just think that uh we need to do better. We need to expect more from our elected officials and I think you should maybe reboot that committee or come back with diff other committees that have been disbanded and come back and different rules or regulations requires whatever but these are citizens just give her their free time. Yes. So, just a reminder that we are having our mobile driver's license event. So, for anyone who's in need of a driver's license to have it renewed or you need your ID renewed, replaced, uh you need to do a new one, you can do that there. You could also get your permits there as well. and that is taking place March 26th from 10:00 a.m. to 2:00 p.m. And also we are having our clean campaign class on March 31st from 6:30 to 8:30. And for folks who are wanting a refresher on the laws, for folks who are interested in knowing how to open your bank account, what the rules are for your petitions or for any uh any part of the process, including the part of the process that says the clerk has nothing to do with what you put on your paper. It's a ministerial role. You'll learn all of that there on March 31st, 2026 right here in city council chambers. So, you can call the office of the city clerk for any of those uh to make a uh to register yourself for any of those. And if you are if you happen to be an attorney, there will be CL credits offered.

I did yoga. I I have a couple announcements and a couple questions for staff. Um want to remind the residents that as in conjunction with the St. Patrick's Day um pre- St. Patrick's Day event, we're naming Northeast 18th Avenue uh in honor of Joe Big Daddy Flanigans um um at 3:00 on March 15th. So, please come out and participate in that and then pop into the park and get some food and hear some great music and have a great time. On that, I have a couple uh I want to thank the I believe it's the police department and code enforcement department. They were doing a sweep in the warehouse area and um it's very effective. Notice the change quite quickly and when they get phone calls from people complaining that means that that's great. And I said, 'Well, good. Did you correct your your mistakes? And they said, 'Well, yeah, we did.' I said, 'Well, good. Uh, I said, 'If you had no problems, they wouldn't be having to go through there, so I support it. Continue the good work. Um, the police department code enforcement has been very responsive u um in the for those troubled areas. Um for the city manager and maybe the city attorney, what is the status of the dieser overnight truck stop? Where where is that at? in the the is it a legal entity yet or is it still operating um in violation of the code?
I'm I'm absolutely not aware of that issue. So, it's never been brought to me. Okay. Um, northeast 18th Avenue. There's an 146th Street. There is a truck stop that has at least 56C trucks on it. I thought that they were cited by the code enforcement and may have gone to the special master or not. Um they charge $75 a night for semi trucks to park overnight in a uh really
un um unpermitted the last I I searched it unpermitted uh truck stop. Um so if somebody at the next meeting or people in the powers to be can get back to me on that. Uh because we sight trucks for parking in the swelles and across that area because they don't want to go into that parking lot which is charging $75 $100 a night but does not have the first permit from my understanding a few months ago to operate that type of uh stuff business. So if you can I that that location you're talking about. Can you share with the manager? Um corner of
I know we two weeks ago the manager and I and the attorney we went by and did the little sweep in the air. We didn't even know about that. So I'm curious. Northeast 19th Avenue and 40th. Oh, okay. Um, I can see the difference already why it's uh, they have that new toy to to do what the to do what they need to do. And the last thing is um when a building is going to be shut down um if you could give us we I got notified about it even though it wasn't my district but I still got notified about it after the fact um but it already started receiving calls about it um ahead of time. No. Yeah. the building is there and we did notify the um the council the council member of record and we put it up. Um as you know those happened pretty quickly. Um and so when she went in there wasn't actually very much time once you got the notice was the time I got the notice to approve putting on a red tag, right?
Um so it's not as if there's so much time in between. um particularly once they see it and it's not when there is a lot more time that's when there's that ability to do that and particularly with this specific one that we just talked about. Um they were working with an engineer trying to see if all of the units would have an issue and it turned out that the engineer came in and said they could hold off on some and not on the others. So could not come forward with incomplete information. So the time that you got the information is what the complete information was in terms of what were going to be the units that were considered unsafe. Okay. This way it it just allows us because the minute
it happens it it's people start panicking and they start calling anybody and everybody and uh we did get noticed but it's I had already been receiving phone calls from um people from that building. Um uh is that the building we just Yeah, we just talked about learn. So it it had there was a lot of different things happening with it at first that we were going to be able to hold on to it. They were getting an engineer. They weren't. So when it got a really officially red tagged which ones got um officially red tagged. I I think you all did did the right thing. I'm not questioning that. It's just when that type of thing and it's displacing so many people they they they panic and um that was it. But um
and before the displacement we've been working with them with the option of the possibility of them being displaced. Then I just want to respond to your asphalting. We do have like a review happening. The first part should be done in April. The second part will be done in June. The complete of all the streets. Okay. All right. And that was an outside contractor that you guys hired to do the survey. Yes. Okay. Great. Cuz I had a Go ahead, Mr. Attorney. I forgot to mention uh we the Bell House closing did take place. What? Really? Yes. It took place last week. We're getting our money. Did you get the check? Did you get the wire? I forgot about that. Payoff letter. And they did do the closing last. They did the closing and the wire's coming. So that money goes back to the housing department. Correct. Very good.
Okay. So last question because you mentioned that I know we're it just happened when the media is questioning that. So it is something that we worked with the with the building owner or with the tenants at least in advance just because we we may not know about it. Obviously they doing their work but the business the bu the building folks
we did we they they did speak in advance. Um and but the issue was what units and which and how many and that that was not clarified actually until uh if today's Tuesday that it wasn't fully clarified until late yesterday as to which ones because they needed to get an engineer. The request that did come in we did work with vice mayor in her district so that she could give the request for the story at that moment. Then we notified you as to when we needed the when the six when we knew exactly how many units are. So depending on which thing that happens, it usually goes order of mayor, the actual district council person, and then we send that through as we're working through everything. Well, you all been working on that building for a few weeks.
Yeah. And it wasn't that we knew it was going through. So what we did was more of trying to find services for them if it was going to happen. And then they went back and forth saying they were going to have an engineer, but he never provided the letter. In fact, we actually intervened, helped them find a contractor who helped them get their own separate engineer and that's how we got to where we were at this point. So, we are very active in that trying to avoid it and once we knew it was unavoidable, then we put that information out.
Yeah. Because what unfortunately what happened is some of the residents thought that because the city and because the powers were were working on it that it wasn't going to happen because there was ramblings about this a couple weeks ago. And uh but uh I'm glad you guys were working with them. And again, still reflection on that just um these kind of things if we can get a heads up because we get the calls just as fast as you guys do.
