I feel like I, so this is gonna be my third time saying it as someone who is also someone who grew up here in Miami Springs. There's nothing more beautiful than being the product of a community. You are of this community, you are part of it. That's part of why even Matt did a great job. Jimmy Deal did a great job. But really, it's the people in here and the fact that you guys take it personal because this is your home. You are of this community. And now this community will be of your leadership as you lead this police department in serving our community. And so God bless you. We couldn't be more proud of you. So thank you. And J.C.? SO, MAYOR, THANK YOU. FOR ALL THE RESIDENTS HERE AND GUESTS, I'VE BEEN THE CITY MANAGER HERE FOR THREE YEARS. THIS IS MY FOURTH CHIEF APPOINTMENT. SO I'M TAKING IT PERSONAL. BUT WHEN CHIEF CASTILLO TOLD ME THAT HE WAS LEAVING, I KNEW EXACTLY WHAT I WAS GOING TO DO. Albert is, Chief Sandoval, excuse me, is exactly what Miami Springs. He is a family man. He cares about this community greatly. Not only does he have all the accomplishments, the education, the experience to be the chief, but here in Miami Springs you need somebody that cares about Miami Springs, somebody that is Miami Springs. And I was just very fortunate that Chief Castillo had promoted him and had a succession plan even though The secession wasn't planned. I mean, it wasn't. But he left the cupboards full, and I do appreciate that. And Chief Sandoval, you earned this. You absolutely earned this. So congratulations, and I look forward to working with you.

Albert Sandoval has shown extraordinary dedication and leadership throughout his career. A lifelong resident of the city of Miami Springs, Albert graduated from Miami Springs Senior High in 1999 and began his law enforcement career in 2001 as a public service aide. He later graduated from the police academy in 2002 marking the beginning of his distinguished career in our department. Albert has held a variety of important roles, including officer in charge and canine handler, working with two dogs under his tenure in that unit. He also served in the honor guard and as a firearms and taser instructor. Albert's leadership abilities were further proven throughout his role as a sergeant on the midnight shift, as an administrative sergeant, as a lieutenant, and a deputy chief. He also holds a four-year degree in criminal justice from FIU, which has enhanced his leadership and expertise in law enforcement. Albert's promotion to chief of police reflects his vast experience, passion for service, and unwavering commitment to this department and community. So without further ado, I would like to welcome our former chief of police, current Doral police chief, Matthew Castillo, to swear him in.

Mike E. All right, good evening, everyone. So before I begin, I want to take a moment, because I see Daryl Cates in the crowd here somewhere, and he moved around on me. There he is. I want to acknowledge Daryl Cates, because he took the long haul from retirement to make it out here today, and I really appreciate it. I wouldn't be standing here without the foundation. You and the rest of the administration who's since gone set for us. So I appreciate you taking the ride and being out here today. I don't know if I missed any other retirees. I think I might be the only one here today. I also want to... I recognize some of the distinguished guests, and again, I'm looking around the room, and I apologize in advance if I miss anyone. But we have reps from the Office of Commissioner Natalie Orbis. I know Senator Brian Avila is around here somewhere. There he is. School board member Daniel Espino. We have Mayor Dino in the house, Tax Collector Dario Fernandez, Chief Sergio Diaz, I saw him around here, thank you, Chief Noriega, Chief Ponce, of course Chief Castillo, Deputy Chief Dweck, Chief Fernandez, and Lieutenant Soka. If I miss anyone, again, I apologize. There's a lot of people here today. I also want to take a moment to thank the mayor, the city council, city manager, and assistant city manager for the trust and confidence you've placed in me. I truly appreciate this opportunity. I'm sorry I have my back to you right now, but I'm very grateful. Thank you, guys. So it's hard to believe much has changed in such a short period of time, right? So a little over a year and a half ago, I was in this same room getting promoted to deputy chief. Actually, this is a much nicer version of that room. But nonetheless, it was the same room. So like many of us, I was surprised when Chief Castillo announced that he would be leaving, but I'm grateful for the opportunity I've been given to step in and continue the work that we had that was in progress and that we did together. So I really appreciate that. I want to thank Chief Castillo for his leadership and for helping move this department in a positive direction at a very critical time. He's done a lot of good work for this city, and I hope that I continue that work. So God has a way of putting us where we need to be. And I took that from you. And that's exactly where we need to be. I believe that we're in the right place at the right time. Last year and a half wasn't easy. As a department, we've gone through changes and challenges. But through it all, we kept moving forward. And I'm proud of what we accomplished. I want to recognize the officers, supervisors, dispatchers, administrative staff, and civilian employees. I know we asked a lot of you. I know there were adjustments, and there was definitely frustrations. But through it all, you guys stayed committed. And that means a lot. Every accomplishment we've had over the last year and a half was because of the hard work that you guys did for us. So I really appreciate it. I think that deserves a round of applause. So although I may be the one standing here today, this moment belongs to all of you. So thank you again. Miami Springs is a special place. It's the kind of city where people still know your name, your neighbors know who you are, and it's the type of city that they really care about their police department. And I've spent most of my life serving the city, and it's an honor to have this opportunity to lead the department. To our residents, you have my commitment that this department will continue moving forward with accountability, visibility, and pride. And if you like the direction so far that we've taken this department, we're only getting started. We're going to keep improving. We're going to keep finding ways to better serve you. And we're going to keep building. At the end of the day, I will not forget who we work for and why we wear this badge. To my family here today, which it's hard to get everybody together at one point, so this is an act of God right now. Thank you for being here. The values each and every one of you instilled in me has made me who the person that I am today. So I really appreciate that. Without you, I wouldn't be standing here. To my wife, Michelle, which some of you are familiar with her. She works for the city now. My daughter Nicole and my son Nicholas, thank you for your love, patience, and unwavering support. You've stood by my side this entire time, throughout this entire journey, and I really appreciate it for all the sacrifices you've done for us. Nicole and Nicholas are my greatest motivation in doing what I do. I love you all more than words can express. Good evening, Mayor, Vice Mayor, Councilman. David has been with the city now for 25 years. He's with the Maintenance and Streets Department right now in this time. I've known him for now two years. And David is one of the persons that you can rely on to be able to operate any piece of equipment you give them, take care of any problem that we have unsupervised, take direction very well, and get the job done. David is a stand-up guy, and he's always ready to do the work.

THANK YOU FOR GIVING ME THE OPPORTUNITY TO SPEAK AGAIN TONIGHT ON THE SUBJECT OF THE NORTHWEST 36th STREET, THE EAST SIDE PROJECT. AND DISCUSS THIS WITH YOU GUYS AGAIN. I RECENTLY SPOKE WITH JOSEPH DEON, COUNCILMAN. THANK YOU VERY MUCH FOR DISCUSSING THE SUBJECT IN DEPTH WITH ME. After our last meeting, I went home and I thought a lot about what you guys said. I spent a lot of time researching WHAT YOU GUYS TOLD ME AND EXPLAINING THE REASONS FOR WANTING A RESIDENTIAL DENSITY ON NORTHWEST 36th STREET. AND YOU LEANED HEAVILY ON ONE SPECIFIC REASON THAT IF WE BUILD A LUXURY HOTEL INSTEAD WE LOSE A 6% BED TAX TO THE COUNTY. I REMEMBER YOU GUYS TOLD ME THAT TO MY FACE. BUT IT'S INCREDIBLY CONVENIENT THAT YOU LEFT OUT all the massive revenue streams the city could get and gain from a luxury hotel you're right we don't get the bed tax but we do get the commercial property tax which completely immune to the state's homestead cuts we also get tangible personal property taxes on every single piece of high-end equipment inside utility taxes and franchise utilities FEES FROM COMMERCIAL OPERATIONS RUNNING 24-7, YOU GET THE BUSINESS TAX RECEIPTS PLUS THE MILLIONS OF DOLLARS IN UPFRONT ZONING PERMITS AND IMPACT FEES. FURTHERMORE, YOU'RE MISSING A MASSIVE OPPORTUNITY HAPPENING RIGHT ACROSS THE STREET, JUST ACROSS FROM US ON 36th STREET, THAT THEY'RE OPENING THE P.S. MIAMI PRIVATE LUXURY TERMINAL, CHARGING TRAVELERS $1,300 PER VISIT opened at the Pan Am headquarters directly on Northwest 36th Street. The high net worth clientele using that terminal will need premium transient accommodations. We can absolutely capitalize on this with the FAA limits. We are capped at 12 stories or 120 feet is more than enough. for mid to high tier boutique hotel premium restaurants, convention space. And of course, you know, I have a free app that was giving me my speech, but I hope you guys understand that I'm not a politician. I just care about my city. And I had all of this planned. And unfortunately, I can't get to it. But I just want you guys to understand that we have an opportunity to gain from what's happening in our city across the street. We have a luxury terminal coming in. We don't need to add density. We can find other ways. I hope you guys can find other ways to help our city other than adding more residents.

Good evening, Mayor and Council. My name is Alex Aguiar. I reside at 810 Swan Avenue. First, regarding the proposal building permits on the agenda that's stated for tonight, I respectfully ask for the residents to be provided with a clear explanation of the increase for the building permit fees, as this is going to impact a lot of homeowners. BEFORE CONSIDERING ANY ADDITIONAL FEE, I BELIEVE THAT THE CITY SHOULD FOCUS MORE ON THE OVERALL ON THE DEPARTMENT ITSELF AND PERMITTING PROCESSES, CUSTOMER SERVICE AND COMMUNICATION THAT NEEDS TO BE MORE IMPROVED BEFORE WE START DOING ANY INCREASE. Second of all, regarding the additional 100,000 requests for the fuel purchase, I encourage the city to continue to explore all available purchasing options and vendors to ensure taxpayers are receiving the best value, especially as fuel prices have generally declined from the previous heights. Finally, I'm looking forward to continuing the updates on the Fair Haven project, including construction, timeline, and project milestones, as it remains an important issue for many residents in our community. Go ahead, Councilman. This was brought to my attention by the Rotary Club and Tom Webb's family. He was heavily involved with the Little League program in his time. As a coach, I believe in Miami Springs, and we'd like to rename PV Dove to Tom Webb Field at PV Dove Park.

THROUGH THE CHAIR. GO AHEAD. TOM IS A FRIEND, AND I TRULY MISS HIM. BEEN A MENTOR TO ME. SO HE PROBABLY, HIS NAME COULD PROBABLY GO IN A LOT OF PLACES. If the field is one way to dedicate to Tom Webb's name and commitment to his community, of course, I would be in favor. But as I said, his name probably can go in a lot of things, including the country club. He was a big part in getting that from the city of Miami. So there's just so many things to say about him, but he's a great man, and obviously the Rotary Club and everybody else in this community truly misses him.

Absolutely. Tom and Judy, we love them, and we miss Tom, and I think that this is a fine way to honor him. For sure. OK. All right. We move on to 13B, request by Councilman Perez-Crespo to discuss the creation and publishing of a welcome guide for new residents. Take it away, Councilman.

Thank you, Mayor, Councilman, Vice Mayor, and city staff. This is an idea that's been, I think it's been coming for a while. I spoke to administration about this a couple months back. Funny thing is that since I was elected, it's been coming up in many ways from residents who have come up to me. the genesis of this idea it's because there have been observations of new residents in the city chopping down the tree canopy whether ignorance of the local ordinance or just because they think they can and part of my thought process was well how do we educate our residents we'd love to your residents come to your resident we love you come into the city great place to live but you have to abide by our city code and our city regulations I think the clerk's office does a fantastic job doing something online, but nothing speaks true like the printed material. I'm an old school guy. I read a newspaper. I like to see a printed material in my hand. And before you here is a proposal that I have. I want you guys to read it. I'd like to know your feedback, your opinion. on what we could do. This would serve multiple purposes. Not just the tree canopy, it would just explain general permitting questions. It would have our contact information. It would have something to do with the community policing department, the block watch program, which I'd love to know from Chief Sandoval how that block watch program is going. How to contact us, how to contact the city manager, the clerk's office, what's going on at the community center. And I would put this in the hands of our realtors and anyone who comes into the city who gets a permit to to reoccupy. Right. Is that what it's called? Right. We would give them this. It could have it's a welcome pack. It could have coupons for, I don't know, Milam's. Hey, welcome to the city. 10% 10% off your purchase. It could have free smoothies or something. We could we can work it in a way that it's not so, you know, direct. You've got to follow these rules, but we welcome you. This is how we do things in Miami Springs. I looked at the statistics of new home purchases month by month. This wouldn't be thousands of printed copies every month. I would estimate about an annual volume of 300 to 360 copies per year. And as the years go on and regulations are changed or council members are changed, we would update this handbook. I think the Assistant City Manager was already working on that. Omar, would you want to go ahead and chime in?

Yes, mayor and city council. So basically, actually Chief Sandoval, we got with him and CPO, and we decided to come up with a draft of this. And we have something in place already that we're working on, and it's a lot of the information that councilman just said. The idea is to have it in our, you know, like building and zoning, parks and recreation, senior center, places like that, potentially even have like the women's club would have it there, things like that, so that our residents are informed of basic things like have the non-emergency line for police department. where to contact you on swim lessons, things like that, which most of our stuff is on our website, but it's true. I do believe that having something in your hands, some people always come here to City Hall and they ask, do you have any information on these things? And our response to them usually is, well, it's on our website. but if you give them something in their hand that they could read and see or something like that well it's something we we want to move forward with so we think it's a good idea we think it's a great idea we're kind of already working on actually uh uh well lieutenant ronnie gonzalez is the one that kind of spearheaded it for us um but we're looking to you know build that out and when we have that ready we'll present it to you guys

So Mayor, I've been going to, when I visit municipalities or small cities, I go to their city hall and I steal their ideas. And I tell them, I'm here to steal ideas, because if I think that something could work in Miami Springs, I will take it. So this is like, this is one of a couple publications that the Village of Key Biscayne, has inside their city hall or around their city hall. This is from the city of North Miami that celebrates also their centennial this year. This is their local celebrity, their clerk, which is an elected position, and she is the youngest and first female black city clerk in history. She has her own coloring book. Do you have your own coloring book? I do not. okay well we need to work on that but this is uh this was a great visit that we did last week um so erica that's for you to look and she also has gift bags look at that with her face on it so um again if as i go around the small cities i look to see what works for them what can work for us and something like that that i think i truly believe it could work for us and it's timely and important that we put out something like that so i'd love to know your feedback your opinion and your thoughts on this any thoughts from our colleagues on the council i i think it's a great idea um you know too often we get upset because people

are doing what we typically do, but they don't really know. And I think it's a great idea to come in. And as I mentioned, we could somehow attach it to the 40-year, I mean, not the 40-year, to the reoccupancy inspection that we mandatory have to do. So that way, everybody has to get it. Because I feel even if we just leave it in the library, People aren't going to know what a library is for the first year, et cetera. So I think in a not mandatory form, but an easier vehicle would be something like the reoccupancy.

Mr. Chair? Go ahead. So I just have a couple questions because I got a little bit confused. So this is for new residents, but then how does this play into it?

Well, the Key Biscayne one is just an example of what Key Biscayne does print-wise, communications-wise. This primarily would be the new residents to get them to understand how we do things in the city. But I could see, you know, I could see other residents picking it up and saying, oh, I forgot trash pickup is on Thursday. I think someone asked me what time is trash pickup. Recycling is on for my neighborhood these days. It could be something like that since we don't have really a print medium anymore for that. It could serve also for maybe for public notices. I don't know, city manager, could it also serve the purpose of public notices or

I don't think so, because a public notice usually has to go in a publication of general circulation. This isn't. But going back to the whole new resident, resident guide, it's just going to be called the Miami Springs Resident Guide. So old and new residents can take it, because if somebody sees new resident guide, I've been here for 40 years, I don't need that. You know, there's things in there that could be helpful to them. So, yeah, we're also going to put it online digitally, electronically, so people can print it up and then promote it on social media as well.

I'm big about information, and I think the more information that we could get, especially the new residents in here that move into Miami Springs on, you know, how involved we are as a community. You know, from the service clubs to especially like how the permitting process works and whatnot. So that way we could fast track it. It just gets kind of lost when you put this out with this, which I could see an evolution. into something a little more detail like something like this. Can this be emailed as well?

It could be sent out as a PDF. But email can get lost. It's almost like print has come back because email is so abundant and people are suspicious about emails. You have to sign up. I think you have to register with the city to receive notices. AGAIN, I'M AN OLD SCHOOL GUY. I LIKE PRINT. I LIKE PHYSICAL SOMETHING IN MY HAND. AND IT WOULDN'T BE MANY COPIES. IT WOULD JUST BE ENOUGH MONTH TO MONTH TO COVER THE NEW PURCHASES OF THE CITY.

IT'S A GOOD START.

One question. So you said what was the amount of people that move into the city monthly is about?

So month to month, I have it from Redfin, and I sourced it from Miami Springs. Oh, we have it on our first one? Yeah, it's on the, yeah, June 2026. So we're looking at about eight, an estimate of 11 buyers at closing, single family, condo, multifamily, a month. And so then I, and then I just kind of added in their walk-ins and giving stuff to the local realtors, Charlie and Leonard's, they have it in their office. So I'm looking at maybe 25 to 30 copies, a print run a month. So a year to 300, 360, it's not 10,000 print run.

You can print this in-house.

I don't know, we don't have the capacity for that.

We'd have to go. We'd have to get prices from printers. Yeah, yeah. And try to condense it as much as possible.

Get into the printing business now.

We're going to print it ourselves also. I'm looking at this, and then it sounds like a bulk thing. No, it's not. This is not. This I could imagine being printed.

I don't think that at a public forum we should be like so I'm just saying everybody got to talk staff said that they're working on something and then we got back into it and now we're talking about details and printing I really don't think that's the best use of the council's time if you guys don't mind can we take the rest of this conversation offline with staff and and move on with the agenda Sorry, I don't mean to interrupt. You can finish your thought, but I feel like we should put a bow on this.

I just want to say, this isn't anything new. The city had one years ago. I think the one that we found is maybe like 15 years old or so.

We're just updating it and refreshing it up and do what we used to do. And then now we'll have some in print. We'll have it electronically. So if somebody wants to get it via email, we'll have all the options open. ANYTHING DIFFICULT, WE CAN ACCOMPLISH THIS.

So, yeah.

So as you work, this is the budget season.

Right. You guys are working on your budget and you're looking ahead. We know what's on the ballot coming in November. So now is the time to now is when you have all the information you need to be able to make projections. Yes. For the elections, just an elections update, the ballot language was resubmitted for the 11th, I'm sorry, for the November 3rd election, which is the general election. So that's going through its process for finalization on wording, meaning making sure every word is spelled right and just lots of eyes going, seeing it. I'm not sure the July 4th parade starts at 930 this year and Caitlin asked that I announced that previous years it was it was at 10 a.m. Now it's at 930 Passport Saturday hours have officially begun So this Saturday the 25th will be open from 8 to 12 for passport services and it'll be open the second and fourth Saturday of every month and And just a reminder that the next council meeting, special meeting, will be July 23rd, which is a Thursday at 5 p.m. And that's to set the cap.

The millage rate cap. Okay.

Thank you, Mayor. I just want to officially congratulate Commissioner Natalie Melian-Orbis for District 6, who was reelected unopposed following the county's qualifying deadline on June 9th. I'm happy to welcome a new business to Westward Drive, Verdict Sports Cards. It's a cool little shop with sports trading cards, Pokemon, and one-piece cards, sports memorabilia, and they have a multiple game arcade that you don't need quarters to play. So if you like those old-school Pac-Man and Galaga, check it out. We hope to have a ribbon cutting on July 3rd. That's why I was hoping if you guys are in town July 3rd, we can coordinate with the city to do a ribbon cutting over there at the Verdict Sports Cards place. I want to introduce all of you to Mariana Jacomino Rodriguez. She's a Miami Springs resident who attends Jose Martin Mast Academy, class of 2028. She's interested in political science, international relations, and law. And I've invited her tonight as my guest so she can see a council meeting and meet all of you. And I think you attended a really good council meeting tonight. And then finally, yesterday, I took my dad to the Museum of Miami, which is formerly History Miami Museum, to see a traveling exhibit of original founding era documents from the National Archives. They have an engraving of the Declaration of Independence that was made in 1823 because the original started to fade, and the president at the time said, we need a copy of this. So this is called the William Stone engraving. They have the Articles of Association from 1774 urging the boycott of British goods. They have the Oath of Allegiance to the United States of America, signed by George Washington, Alexander Hamilton, and Aaron Burr from 1778. They have the Treaty of Paris, which is a 1783 agreement that officially ended the American Revolutionary War and recognized the United States as a sovereign and independent nation. They have a rare copy of the Constitution. They have the ledger with the record of the Senate delegation voting to approve the Constitution. What's really cool is they have a Bill of Rights copy. It's a markup that has the comments and notes written on it from 1789, where you can see the delegates back then just scratching things, put this here, put this there. It's a great insight into the founding documents of this great nation. You can see it there until July 5th. It's a traveling show. It goes to two more cities after Miami. Then it gets put in the dark for 10 years. So if you guys can make it out to the Museum of Miami in downtown Miami, I really recommend it. Thank you.
