Good evening board and welcome to all our family and students who are so kind to come and meet with us tonight. We are here to honor their creativity and their artistic talents as part of the America 250 art and essay contest that the township participated in along with the Miamisburg City Schools. So we thank the Miamisburg City Schools. The Miamisburg Historical Society also helped us out in this project. We're thankful to them, as did the Community Foundation of Miami Township, who helped support it. And we appreciate their coming out and helping us with the whole program. I also want to give a real brief shout out to the Director of Secondary Education of the Miamisburg City Schools, Stacy Moore, who was unable to be here tonight. She did a fabulous job working closely, she and I. It was a real pleasure to meet her and hopefully we'll be able to do some projects together in the future. So I want to thank her and of course I think Superintendent Manny for agreeing to allow us to put this together and be a part of this lovely evening. So, this contest, the students had the opportunity, and they could choose if they wanted to write an essay of what America means to me, is the theme, or they could do an artwork. Same theme, showing the patriotism of our country on this 250th birthday. We were so excited. We had a total, with both essay and art entrants, 102 entries total, so we were just really excited that the kids got involved. We can't thank you enough. I know it's their last week of school before summer break, so we're excited that they're here before they go out and enjoy their summer and relax. So the first, who you're going to meet tonight are the first and second place. winners they were chosen by volunteer judges made up of miamisburg school students myself trustee barry also took part and was one of our judges i was happy to judge first place winners will receive a 100 gift card second place will win a 25 gift card Those will be handed out at this Thursday's school board meeting in Miamisburg. So your incentive, because we were invited to be at that meeting as well this week. So we also, of course, thank the board and all of the administration for just being part of it and supporting it. Now if Administrator Chris Snyder could come down, he is going to help hand out the certificates for each of you. If each of you, once you get your certificate, I'll say your name. If you could stay and stand, we will gather and take a quick picture of you as a group so that I can share it and show everybody, show you off to everyone. Thank you, Mr. Snyder. So I am going to announce in each category, there were three age groups in each category, essay and art. So we're gonna start off with the essay in grade three to five. And I have a couple little examples of sentences of a couple of that came from the essays and our winners are up on the tally there. So you can take a look at that. So our winners, essay grades three to five, first place, Tanner Aubrey. And then our second place in the essay three to five is Jad Kossum. In grades six to eight for the essays, first place went to William Marshall.

That was grades, what, three to five? Yes, three to five. In art, grades six to eight, Sabella Marcionek, first place. And second place was not in attendance. Okay. And then our final age group in art, grades nine through 12, Priyashka Gomez. And our second place was unable to attend tonight in the high school category. So we want to thank you again for taking part in it. Have a great summer kids. So on our website, we have a fishing derby. It is Saturday, May 30th. It's at Miami View Park. We have many prizes. We have popcorn out there. We have Kona ice coming. So it's a really good time. All you have to do is bring your rod. We provide the bait. It's a few hours. I think it starts around 9 o'clock, and we end a little bit before noon. So it's a really good time. If you want to come out and catch some fish, you'll have fun.

We also have the library out there, a few of our other community partners, so it's a good time. It's at Miami View Park off Munger Road.

Good evening, Board. Yes, Resolution 66-2026 is regarding a cybersecurity program adoption. As part of House Bill 96 that was passed during the 136th General Assembly, communities in Ohio are now required to have a cybersecurity program on file and adopted in order to better secure our IT infrastructure in our local communities. There are a number of requirements of that program that are outlined in the memo that I provided in your packet. We did have our IT cybersecurity officer draft a program, which has been provided to the board as well, which meets all of these requirements that are outlined. There will be ongoing training with the staff that we'll be implementing as part of that program, along with other security measures that we've already undertaken over the last couple of years to better secure our IT infrastructure. If there are any questions, I'd be happy to go over those. But otherwise, this is to provide that formal adoption and begin implementation of our official cybersecurity program. Again, much of that we've already been implementing over the last couple of years. You're right.

Yes board, I do thank you we've been we've been making a lot of strides in in terms of hiring and staffing what I have for you tonight is is a resolution to authorize us to start a lateral officer hiring bonus program and basically what we've seen and I'm sure the board knows that we've got a lot of police departments around here we've got a very big get big sheriff's office and we're trying to find the best talent within the area and the county we're all kind of scrambling to to try to hire the same folks and so what What we would like to do is start a bonus program. We think that bringing on some of the lateral officers, it takes a burden off of the supervisors, it takes a burden off of the training officers. They can kind of hit the ground running. So we'd like to put this in effect right away and we would be paying officers $2,500 after one year of service. $2,500 after a second year of service we feel that that's a fair rate and we feel that it can help us get our get our staffing numbers sort of over the top and get us fully staffed which we're very close to now so happy to answer any questions you may have about that thank you yes sir mr. Carlson you have resolution 68 2026 and 69 2026

Yes, good evening, Board. First Resolution 68-2026. This resolution would amend and really update some of the permitted uses for the funds within the Austin East TIF Fund. In the original passing resolution, there was an exhibit, Exhibit C. It included a number of uses that were eligible for expense through the TIF account. it was a very generic scope it was it was broad it allowed things like just general public improvement but really that kind of required a lot of argument sometimes and trying to feel like we needed to make a case when it was a valid use but it was it was just too broad so Exhibit C, we have provided a draft update to include some clarification on things like roadway safety projects, certain aviation uses, like many uses potentially at the Dayton Wright Brothers Airport, if we want to use TIF for that public fund, expenses at Waldron Park, any improvements we may make there. and really broadening it to other sort of secondary uses that may serve Austin East TIF parcels like fiber optic projects or energy projects, solar projects, things like that. So really just, again, being a little bit more specific and intentional in what we are saying we could use these Austin East TIF funds for. all right any questions on this one great uh resolution 69 2026 this resolution would authorize the township administrators to submit an application for safe streets for all funding this is a united states department of transportation project or grant fund taking a look at Washington Church Road as the subject road for this application. So I'll take a look here in a minute. We'll take a look at some of the safety improvements. The study area was originally sort of capped between Austin Pike and Spring Valley, so down a little bit further south. But eventually we sort of broadened the study area all the way up to Lyons Road. I think there were a couple other problems sort of between Spring Valley Pike lions road we wanted to study as well but the project really came about in discussion with washington township as you know board the road is split between miami township and washington township west half is ours east half is theirs several years ago john schweikert and i met with some of the staff of washington township we had the conversation at the time the road is starting to crumble the shoulders are starting to fall apart definitely needs repair work it needs repaving work but we thought it pertinent at the time to take a step back and see if there were other safety improvements that needed to be made so we didn't go pave the road and then immediately have to come back and install other treatments so safe streets for all we determined to be a good program for project of this scale that is a pretty long roadway potentially a pretty costly project so we met with Washington Township we met with Miami Valley Regional Planning Commission who just finished their regional safety plan meeting with them they felt that this was a great project certainly a qualifying project it is a federally classified roadway actually one of the very few federally classified roadways that are a township owned road most are federally classified roads or state roads or county roads So this was a great project, and VRPC certainly is supportive of it, and it qualifies us through their regional plan to submit for this grant fund. So it's a great opportunity to go for this federal grant application. We are on a bit of a tight timeline here. Reason being, safety plan by NBRPC got adopted earlier this year due to some of the changes at the federal level. This potentially is the last cycle, at least that's guaranteed for this funding pot. So we wanted to be sure to get it in. The application's due at the end of this month. we wish we had another month or two with our consultant they are working very quickly in the background on sort of finalizing some numbers and a couple of other plan items but and we'll work toward getting that but you know very initially they put together a couple of recommendations i'll flip through the slides with you in a minute but want to be clear that this study was a safety study it was purely looking at ways to improve just sort of across the board the safety on this corridor so these are not things that we're saying are guaranteed to happen this is not by any means a final plan we have a lot of work ahead of us this grant fortunately actually can help fund final engineering so we certainly anticipate public engagement and the normal process we would go through for this but on such a tight timeline we at least wanted to sort of put the feelers out on this to see is this even a project that the feds would potentially support so again that's the reason for the tight timeline it's not a final plan i just want to be clear on that but still wanted to highlight some of the key safety improvements that our consultant ceso is recommending from the corridor so lions road washington church road this was a higher crash incident intersection on the corridor than the others but You know, some of the improvements really were broadening, creating a dedicated right turn lane onto Washington Church. Today, if you're going down, there's only the two lanes and people are sort of stacking in that right lane to turn right. So one of the key items they recommended was that dedicated right turn lane to prevent people having to, you know, try to skip the people sitting and waiting. So they jump over into the left lane, and that's caused quite a few accidents out there that are actually high injury accidents. So on top of that, they're recommending signal warnings ahead of time, dilemma detection, sort of the new modern recommended technology to help signals time based on the amount of incoming traffic. So you'll see this at all of the intersections recommended. It's just sort of best practice at this point. The other major intersection, Washington Church and Spring Valley. This one, I think some of the key features that were studied were really recommended because of school traffic. I think we all have experienced Dayton Christian drop off and pick up can get a little bit congested here. A couple safety recommendations they looked at. Because the way the road sits today, the intersection is very squared off, even though the roads are not approaching each other at a square angle. So they're recommending to true up some of the crosswalks, push the safety bars back a little bit further. They get pretty close into the intersection, ensuring that all of the left turn lanes are actually sitting across from each other. That is certainly best practice. They're sort of offset today. So that is a big feature to help improve safety out there. And again, dilemma zone detection. Austin Pike and Washington Church Road. This is one of the newer intersections, so there were a little bit less treatments recommended. There is a recommended lengthening of the eastbound left turn lane onto Washington Church, provide a little bit more storage, help through traffic go. We've also had initial conversations with CESO to take a look at dedicated right turn lane for southbound Washington Church on to Austin partially because we are anticipating there will be some new traffic just from workers heading into the first flight Commerce Center so the through straight lane may get backed up when you could allow somebody to make a dedicated right turn so they're doing an analysis on that to see if that if there's a warrant for that or not And then finally, I think one of the most interesting pieces that will certainly require a little bit more work with our consultant, and again, finalization of design and costs, but the section of Washington Church from Austin to Spring Valley is very, very narrow today. I think even if we anticipated no additional traffic from employees or trucks or anything, it's just very tight and narrow. along with sort of linear hills up and down that we have noted have caused quite a few rear-end accidents really just people who are sitting and waiting to queue and turn into their driveway somebody comes down the hill they don't see them and there's a lot of rear-end collisions out there So, again, providing a little bit of extra width, but then also taking a look at potential sidewalk, multimodal path on one side, one or the other, or both. Also helps score points out there for safety improvements, helping ensure that nobody is biking out there on the road that is, again, sort of tight, tumultuous. You've got ups and downs and hills. It's certainly not safe for cyclists today or walkers. um so determining what a new section for this road would look like is critical part of this application and again would be finalized in final design but is a key part of the application so again at this point our objective would be to finalize some of our numbers and submit this application to safe streets for all the grant is an 80 20 match 20 could be covered by anything that's not federal funds so we could go for other state level grants to help cover that 20 as well opwc some other ODOT systemic safety funds. We just talked about a minute ago, Austin East TIF funds would certainly be an eligible fund to help support anything out here. So we could determine our full capital stack at a later date, but this really is the first step to just determine if it's a good federal project to help improve safety on this corridor. Do you have any questions at the moment? So cover all every one of those or can they say like we're doing this one not that one this the current application would be to cover all three of these intersections and the roadways in between so it's a pretty pretty big project area via a large project but doing it all at once again safe streets for all is really designed for projects of this scale really very transformative safety projects. sufficient right away or so right of way on that south piece we would have to do a little bit of work sort of the middle third so it broadens out as you approach Spring Valley and Austin but in that middle stretch it is closer to like a 30-foot right-of-way we probably need to get to about 50 as you go up to

Well, I don't want to sit over here and be quiet all night, Board, so I've got a couple of comments. First, it wasn't on my notes for tonight, but I kind of had a full circle moment. When I was a kid at the age of these students, I had a chance to participate in a Miami Township fire poster, and I won it. And I always thought, wow, it's going to be cool, you know, and always was infatuated with local government. Never would I have thought I'd be in this position. Kind of had that moment thinking, you never know what future leader we have out in the audience. But congrats to all the kids at Miamisburg on the 250. That was really neat. Some very talented artists. But I already kind of briefly mentioned it, but I did want to recap the fishing derby. It's in about a week and a half. It's at Miami View. Kids can bring their fishing gear. We'll provide the bait. We have prizes, Kona ice. But uh most importantly we have some of our partners and i want to make sure that i mentioned all of them kona ice will be there the dayton metro library our community foundation for miami township montgomery county environmental services along with some of our administrative staff public works and police and hopefully the fire district out there too so it's just a good community event Lastly, and they can go on our website and get the information to submit registration if you're watching online. So look forward to seeing residents out there. Last board, I just wanted to briefly touch on the street supervisor and I went to a round table for Southwest Ohio's American Public Works Association today. And the big hot topic was utility and right-of-way permits round table with all the fiber installation. At this roundtable was over 25 agencies that did include representatives from three county engineers. We're not the only community that deals with some of the fiber work that goes in, but certainly we have good ideas to bring to our right-of-way permits to try and help mitigate some of those issues for our community. While it's fresh, Junior and I are gonna take a look at what we can do to revamp our permit process, hopefully get that enacted within the next few weeks and bring it to the board to at least have another step to help protect our residents moving forward with all the different fiber issues that we've had.

There's additional information on our website about that. do want to again encourage everyone to come out for the fishing derby it's always a great time hopefully we have great weather again this year also want to thank again directors carlson schweikert for the cdbg grant work that you had done over the course of the last month residents in the huber south neighborhood in particular may notice some of the ada curb ramps are being replaced again all of that work is being done a hundred percent utilizing those cdbg dollars so we also have additional work that's going to be going in shortly i understand in lair park as well to provide additional ada pathways and some other infrastructure work out there so
