Well, again, there is a resolution in your packets tonight pursuant to the discussion that we had uh with the board at the last meeting. Um, I do want to thank the board for their uh continued support along with all of the staff. Uh, certainly all of the things that we have accomplished over the course of the last a little over three and a half years uh could not have been done without all of their support. Um, I do again truly appreciate all the the support and the team effort that goes into all the projects uh that we've gotten done these past few years and I certainly look forward to uh working with everyone in the coming year on a number of uh new endeavors. good evening again, board. Um, I do have uh Jill Drury, our communications manager here tonight who can also answer any questions you may have on this. But again, this is a resolution uh in recognition of America's 250th celebration. Uh we are seeking authorization to participate in the America 250 program. Uh this will support our own efforts to recognize the 250th anniversary of our nation. Um and we are also tying some of these events and activities into our own uh celebration coming up in 2029. Um, and again, we'll be rolling out some celebrations specific uh to this uh particular program as well as incorporating this into some of our other ongoing events throughout the year. Uh, this does require a formation of a committee. Uh, Miss Drury has been working with the school district on a particular activity uh that we would like to participate in. So,

Good evening, board. Uh resolution 44 is an adjustment to the uh general fund appropriation for 2026. Uh we've been analyzing our cash flow and are able to free up uh additional door uh dollars that were sitting in the commercial bank account and move them into the investment um earning in an earning interest earning situation and it will lower our fees which will bring about bank fees that were not anticipated in the original budget. So

Good evening, board. Uh resolution 45 is an authorization to participate in the national nationwide settlement for what is termed the six remnant defendants. If you recall, there's a series that started with one Ohio and there's been several subsequent uh over the last two or three years subsequent settlements. This I believe is the last one in the whole opioid u settlement process. Um this would seems very similar to the other two or the others that we participated in that too. Several. So this is just an authorization to have uh representative either Mr. Schneider or myself sign the authorization and have believe around $6,000 flowing back in to the township.

I'm verbose, so I made notes. Um, my name is Ana Bammani Trimble, and I live at 9421 South Union Road. Um, again, I live at on Union Road. I moved in the house when I was 6 months old and had the opportunity to move back in when our son was almost 6 months old. Um, it's out in the country. It's nice to hear roosters in the morning, look out in our backyard to see the sunset, watch our son ride his bike um on the driveway where I learned to ride my bike. Generally, the neighbors are great. Um a neighbors two houses to the north have been there since I was a little kid. Um but the neighbors next door um are not. And um I didn't complain when they moved in during COVID and put speakers throughout the yard, had a big party, played music. Um, I even gave them jam a few days later when I was making jam for the neighbors. I didn't complain when they were we were having a small bonfire during Halloween and they came over ripping a chainsaw trying to scare us or be funny. Um, I didn't complain when their trampoline was unsecured and blew across their yard. Who knows where it went. Um, didn't complain when they put in a pool the first time without a fence. Didn't complain when they put in a pool the second time without a fence. didn't complain when um when they ride their dirt bike and things around the yard at all hours making all kinds of noise. Don't complain when their dogs bark and or bark at all hours again. Um don't complain when their kids come over saying they can't reach their parents because one of their dogs is sick. However, I have complained twice now about the incessant gun shooting. I've called the police twice um because it's so loud and I've been concerned for our safety. One time it was happening while we were in the backyard playing um in the picking pairs and a neighbor that was directly behind us came over um also to grumble about the continued noise from the guns. Our son won't play outside when he hears the guns going off

and this is tough for me because he wants to be outside playing. Um, I like to just replay what I hear um for six hours at a at a time. Six hours of that. Um, when I called the police the first time, the gentleman super nice, said, "Call us again when it happens." So, I did. Um when I called a second time when you hear that continual shooting, the police officer told me that I could be arrested because they're not breaking any laws. Um so given their lack of disrespect um and the care of their neighbors, I don't feel comfortable going and talking to them. I also don't expect them to stop um because they have a right to do that according to the Constitution. I have a right to peace and quiet, I would think, too. Um, the second clip I'm going to play is I don't know where it's coming from. Somewhere over on what we call the hill somewhere on Farmington Road between Union and the railroad tracks. Um, this is what prompted me to attend because I called and spoke to a code person at the township. Um, this is what I heard again for six hours. The first time I closed the window, the first video, this was during the winter, so the windows weren't open. Um, just goes on for hours. I'm a full-time graduate student. Um, my son doesn't go outside and play. I'm frustrated. I know that they can keep shooting guns, but I'm wondering if the township has considered a noise ordinance or something of some kind that can give myself and our other neighbors peace and quiet. Hi, I'm Karen Canidel. I live at 3716 Waterbridge U Lane. It's in the Quail Creek uh development and we our group here is here because of a noise issue. uh the the Milispur Sigma building that's actually on Vener Road backs up to several of these ladies properties. Okay. So, their patios are facing this the back of that building. And when I first called in, I I called in last week because we had our HOA meeting. I spoke with the zoning um inspector, which I guess his name is Isaiah. I was hoping he would be here tonight, but anyway, um spoke with Isaiah. He was very good about talking with me about things and uh you know his ideas on what we could possibly do. Um I think we ended up when I offered I told him I'd done some research and that being light commercial or light industrial zoning that they were according to OSHA they could have 50 to 55 dB of noise at their property line. He called back and told me that I guess our guidelines are that they could be at the most 67 dB. Well, when he came out the following been Tuesday or Wednesday, weather permitting, he uh did measurements at our sidewalk uh facing the back of that building. It's 55 dB at the property line. He said it was 65. So granted, we are under the guidelines. However, he agreed that since it was so close to violation that he scheduled a meeting that was supposed to be held today uh with um um Milispor, sorry, I can't remember it. Milispor Sigma and I he told me he would let me know what the results were. I've heard anything from him. So, I'm not sure if you guys were aware that he was going to meet with them or what the situation is. Um from our standpoint,

it is very loud. I mean, I can't imagine sitting on my patio trying to enjoy the nice weather or anything and hearing this constant noise and it's it's seven days a week. I don't luckily I don't back up to them, but I walk the area with my dog and it's very loud. It's very noticeable and I it's, you know, I would challenge each of you to go there during the day and listen to the noise that that these residents have to put up with. Um when I spoke with Isaiah, you know, we talked about the building was there first and we were built and our uh development was built in uh the 2000s, you know, and I I understand that. However, possibly the noise has changed over 20ome years. I mean, it's probably 40 years now since it's been built. You know, the company's changed hands. Maybe they're manufacturing things that are different now that are, you know, causes more noise. Uh Isaiah also commented that they had clearcut some trees out And that could be why we were getting more noise also. But it really is very hard to um to live your life. You know, I I was thinking about this because I just moved in. I moved in last July and I'm thinking if I looked at a house over there, I wouldn't buy that house. You know, some of our folks try to decide to move out, they're going to have a hard time selling those houses because of this business. So, we're asking that you address this and and possibly give us some options as to what will make this situation better. I don't know. Does anybody else have anything to add?

Very good. We're good ladies. Okay. I want to also tell you that we brought a small representation. We had quite a larger one that was willing to come. So, with the response and actually, you know, I was really pleased with the um the um information that we got from IC. I felt he he really worked with us and understood what we were talking about. So, we appreciate that.

Yeah. We didn't bring as many as we had planned because of that. So, okay. Hello there. My name is Linda Levens. I'm at 3900 Wedgefield Court um in Miamiburg, Ohio. Um, one of the major concerns that I have as being a homeowner in the area is I do believe that the plant itself has expanded so that there is more activity that is occurring over there and it does produce quite a bit of noise that impacts the livability of our residents here by sitting outside and enjoying the nice weather. But the other fear that I have is the negative impact that it's going to have on our home values as that our homes will not when it comes time for us to sell or relocate that um our values will have dropped because of the constant noise coming out of the facility there. So I really appreciate you as the um as our um governmental structure taking a look at this issue for us. So, not only can we keep our property values higher, so we can pay you more of our tax dollars. So, thank you very much.

Yeah, I do. Thank you. Uh, thank you everybody for coming in and thank you for your comments. Uh, you know, letting us know about this noise issue. Uh, especially knowing how long it's been going on. Uh, definitely happy to hear. um you know from our residents, especially when differing land use types are creating these kinds of conflicts. That's exactly why we're here. So um glad you've had a good experience with Isaiah so far. Isaiah caught me up. They did have a meeting late this afternoon. I believe the goal is to get a full email summary out to all of you tomorrow is my understanding from Isaiah, but um what I understand is it was a very productive meeting uh working with Milor Sigma. Uh they've been a good uh good partner to the township. you know, we've worked with them through their expansions and we've really been clear to them. One of the largest goals is to make sure uh that there's no undue burden or impact on our neighborhood. That's been very important to to to be clear. That's something we've stressed with them from the start. So, um, as you alluded, you know, the the technology that we have is maybe not the most sophisticated uh noise reading equipment in the world, but based on what we currently have, it isn't quite a violation, but it's really close and it is loud. I I will fully agree with you. It is audible. Once we went out, we were like, "Okay, we need to meet with them soon." So, uh, without too much commitment today on exactly what's going to happen, Miliport Sigma agrees they need to to take some measures to mitigate this noise, whether that's muffling or some kind of fencing or something. How do we work to find some solution to quiet this down? I wish I had a better more specific answer today, but uh there was a a shared understanding with some of my staff today in Millipor Sigma. We need to work towards something. Uh so I hope that's a positive for today. Again, I don't have the exact answer, but uh we will continue to communicate with all of you. Uh again, it's not so close to being a violation. Uh again, we could probably commission a sound study, but I think we have a good uh direction with them right now and a good understanding. So, we'd

like to see uh how we can all work together collectively, us and all of you to to hopefully mitigate this this issue. Thank you very much.

Yeah, I want to thank everybody that came in and spoke today. Um first of all, I I appreciate when I hear that you've been working with the township or calling in and and those are the first steps. Um, I I hate hearing things for the first time here because we have to refer it out and then learn what's happening and everything else, but um, always pursue your activities with the with the township staff and if you're not getting the response you want or the answer, come talk to us and we may or may not be able to do anything. Some of these things, as we've mentioned, if they're regulated, we might not be able to do something. But if they're asking for something else or there's other things coming down the pipeline, we might be able to hook some of these things together. And that is the goal with this conversation is to get them to become a better corporate citizen. And we hope that that will um if not eliminate the problem, greatly reduce it. But please continue your efforts engaging with township staff and then with us as well, just so that we always know what's going on. Sometimes staff handles it so well it never reaches to us and uh we never knew how good work they do because we don't always get a report of it. But uh we do like when people come in even if it is to say something bad is happening. And I I don't say that because I want bad things to happen. I want the township to have the opportunity to respond to the extent it is capable of doing so and appreciate all your efforts to work on this before you came to this meeting. Um, but for my one other comment, we we uh like to recognize our staff and it's usually, you know, the month or the week, but actually 21 years ago today, we hired Susie Mosley at the PD. Started in records, and she's been there 21 years, like I said, doing a fantastic job. Recently, she's involved in in uh payroll and budgets. Um, she is front and center when we do National Night Out and Safety Town. So, um, I just wanted to publicly recognize her because 21 years is quite a feat. So, thanks to Susie and we are thrilled to have her.
