Good afternoon. Welcome to the Southeast Overtown Park West CRA meeting for September 10th, 2026. I'm joined by my colleagues, Commissioner Pardo, Commissioner Gabela, Commissioner Escalona, and Commissioner Rosado. I am Christine King, chair of the Southeast Overtown Park West CRA. We are also joined by our esteemed executive director, James D. McQueen. Welcome, Mr. McQueen.

Thank you, Commissioner. Madam Chair, I think I'm pronouncing this word correctly, but I may mess up because I don't know French. But what do they say, faux pas? That's how you say it? Faux pas. I committed a faux pas this morning when we were talking about when you were highlighting both CRAs, and I thank the esteemed chair of our CRA board, who without her, we wouldn't be able to accomplish any of this, but I did not, and I felt terrible afterwards, I did not thank my staff, and I'd ask them to stand. Come on, y'all, y'all, stand up, stand up, just so people will know. Because between the commissioner's direction and the staff carrying out her direction, we wouldn't be able to accomplish anything. So I really wanted to apologize to them for not recognizing them this morning. And now I will turn it over to the esteemed attorney. Sorry.

Good afternoon, Board. I'm going to start reading the items into the agenda. I'm Dominique Gibbs-Sorey, Assistant City Attorney, serving as counsel to the Southeast Overtown Park West CRA. Item 1 is a resolution approving and adopting the Southeast Overtown Park West CRA's proposed General Operating and Tax Increment Fund budget in the amount of $272,763,521 for fiscal year 26-27, further approving the executive director's fiscal year 26-27 compensation, accepting the CRA's performance analyst report, and deallocating $1 million $60,884 associated with certain projects and activities. Item two is a resolution by four fifths authorizing the executive director to execute a grant agreement in the amount of $38,350 to A.M. Cohen Temple Church to address critical infrastructure repairs to the A.M. Cohen Temple Church of God and Christ located at 1747 Northwest 3rd Avenue, Miami, Florida. Item three is a resolution by four-fifths authorizing the executive director to execute a grant agreement in a form acceptable to general counsel in an amount not to exceed $235,000 to Temple Missionary Baptist Church to address critical infrastructure repairs of the Temple Missionary Baptist Church located at 1723 Northwest 3rd Avenue, Miami, Florida. Item number four is a resolution rescinding resolution number CRA R-250072, adopted on November 20th, 2025. And item five is a resolution retroactively authorizing the executive director to execute a settlement agreement and release between the Southeast Overtown Park West CRA and Miami Creative Lab Inc. a state national insurance for the total sum of $1,560 in connection with property damage dispute on the Southeast Overtown Park West CRA-owned property at 1074 Northwest 3rd Avenue. Those are the items.

I am a 46-year member of Temple Missionary Baptist Church. First and foremost, on behalf of our pastor, Reverend Dr. Glenroy DeVoe, and the Temple Missionary Baptist Church, we extend a sincere gratitude to you, Commissioner King, as well as the other commissioners and... Mr. McQueen, we thank you all for your considering our grant. We are grateful that you saw fit to grant us this petition, considering that we are a church that is 96 years in existence in historic Overtown. We are the church that we say we come to fellowship and serve. And we are that little church on the corner of 17th Street and 3rd Avenue, always leaving to tell the good news about Jesus and to make sure that we are reaching and teaching everyone in our community.
