Consider Approval of Dunn County’s proposed Certified Survey Map at the intersection of Service Road and Hoffman Street – discussion and possible action

Dunn County has submitted the attached proposed Certified Survey Map. In the map, Dunn County proposes to: 1. Cleave off the southeast corner of the Neighbors property (formerly Lot 1 of CSM 4164) to create proposed Lot 2. 2. Dedicate a wedge of new right-of-way to rectify the County's error of constructing the Service Road outside of its dedicated right-of-way. 3. Dedicate a drainage easement over a stormwater facility that serves the Service Road. 4. Add various "private" (i.e. non-city) drainage/stormwater and ingress/egress easements. Proposed Lots 1 and 2 are zoned Single Family Residential (R-1) and overlaid by an existing Planned Unit Development. As part of that Planned Unit Development, proposed Lot 2 is shown as green space. In order for proposed Lot 2 to be used as something other than green space, the following actions would need to occur: 1. An amendment to the Planned Unit Development is submitted and approved. 2. A Request to Rezone to Local Commercial District (B-2) is submitted and approved (if something other than single-family residential is desired). I have been clear with Dunn County representatives that these would both need to be reviewed by both the Plan Commission and City Council and may not be approved. Dunn County representatives have indicated that they understand. City Staff, with assistance from Cedar Corporation, have reviewed the proposed Certified Survey Map and recommend approval. If the Plan Commission concurs, the appropriate motion would be Approve Dunn County's Proposed Certified Survey Map at the intersection of Service Road and Hoffman Street, as presented (simple majority vote).

Consider Approval of Kwik Trip’s proposed Certified Survey Map on 3M Drive – discussion and possible action

Kwik Trip has submitted the attached proposed Certified Survey Map. In the map, Kwik Trip proposes to merge four existing lots into one single lot. Three of these existing lots have been zoned Local Commercial (B-2) District for many years. The City of Menomonie recently approved Kwik Trip's request to rezone the fourth lot to Local Commercial (B-2) District. Now that all properties are zoning matches, the lots can be merged. City Staff, with assistance from Cedar Corporation, have reviewed the proposed Certified Survey Map and recommend approval. If the Plan Commission concurs, the appropriate motion would be Approve Kwik Trip's Proposed Certified Survey Map on 3M Drive, as presented (simple majority vote).

Consider Recommendation regarding UW-Stout’s proposed Utility Easement adjacent to the Recreation Center Expansion Project – discussion and possible action

UW-Stout will be expanding their Recreation Center (which includes Johnson Fieldhouse) to the west. This expansion will displace sanitary sewer and water mains that are located in the vacated 2nd Street East right-of-way. As such, UW-Stout has proposed to dedicate a new utility easement further west. They have also proposed to formally dedicate a utility easement over the other sanitary sewers, storm sewers and water mains in this vicinity. City Staff, with assistance from Cedar Corporation, have reviewed the proposed utility easement and recommend approval. If the Plan Commission concurs, the appropriate motion would be Recommend acceptance of UW-Stout's proposed Utility Easement adjacent to the Recreation Center Expansion project, as presented (simple majority vote). This recommendation will be forwarded to the City Council, who will make the final decision on acceptance.
