Consider a resolution amending Resolution 2026-10 and authorizing the execution of a contract for the acquisition of personal property under Section 271.005 of the Texas Local Government Code and the Public Property Finance Act; pledging certain lawfully available revenue funds; authorizing the City Manager or his designee to execute all documents necessary for the purchase of a CCTV Camera System Van, an F750 Dump Truck, an F350 Dump Truck and a Caterpillar 420 Backhoe, associated equipment, and service fees.

Conduct a public hearing and consider an ordinance amending Melissa's Zoning Ordinance, Ordinance No. 92-08, as amended, to rezone a tract of land consisting of 13.01± acres of land in the aggregate, heretofore zoned Agricultural District ("A") and General Commercial ("C-2") zoning classification within the Commercial Corridor Overlay District ("CC/O"); providing that the property, generally located at the southeast corner of US 75 and Melissa Road, City of Melissa, Collin County, Texas, is rezoned and placed in the Planned Development/General Commercial District within the Commercial Corridor Overlay District ("PD/C-2/CC/O").

Conduct a public hearing and consider an ordinance amending Melissa's Zoning Ordinance, Ordinance No. 92-08, as amended, to rezone a tract of land consisting of 6.235± acres of land in the aggregate, heretofore zoned Single Family Residential District 3/General Commercial District/Heavy Industrial District ("SF-3/C-2/I-2") within the Downtown Overlay District within the Transition Mixed Use District ("DOD/TMU"), provided that the property, generally located at the southeast corner of McKinney Street and Melissa Road, City of Melissa, Collin County, Texas, is rezoned and placed in the Planned Development/General Commercial District within the Downtown Overlay District within the Transition Mixed Use District ("PD/C-2/DOD/TMU").
