Okay, the time is now seven o'clock. I'd like to go ahead and call to order the August 25th Planning Commission meeting. If you can please start with the roll call of attendance.
Here. And if we can please move on to declaration of posting.
And so we'll go ahead and move on to the Pledge of Allegiance. Commissioner Levada, would you like to please lead us?
Thank you, Commissioner Lovato. We'll go ahead and start off with the general public comment. So this is where members of the public are entitled to address the Planning Commission concerning any item within the Morgan Hill Planning Commission's subject matter jurisdiction. Public comments are limited to no more than three minutes. And except for certain specific exceptions, the commission is prohibited from discussing or taking action on any items not appearing on the posted agenda. So just as a point of clarification, these are for any comments from the public that are not related to today's
Okay, great. Thank you. And so we will go ahead and move on to the orders of the day. Commissioners, any requests to make any changes? I mean, we only do have one item. No. Okay, great. So we'll go ahead and move on to the main item for today's hearing, which is the public hearings in regards to a request for a master sign program. This is with freeway sign for the Poppy Ranch Commercial Shopping Center located southwest corner of Cochrane Road and DePaul Drive. And I will go ahead and hand it off over to staff for presentation.
Thank you so much, Tiffany. So before we move into clarifying questions amongst the Planning Commission, I just wanted to ask if you can maybe take a brief moment to help clarify the role and the ask of the Planning Commission, so really what's in scope, maybe what's not in scope. before we go into some of those clarifying questions. So that might help guide us maybe with some of the questions, where they might lead, as well as some clarifications. Go ahead.
Okay, great. Thank you, Adam. With that said, commissioners, is there any one of you that would like to have any clarifying questions on the presentation itself? Again, we will come back for discussion and further comments. But right now, just any clarifying items for Tiffany or city staff?
Any other commissioners clarifying questions? No. Okay, I had one. This was specifically, I believe this was mentioned both in the staff presentation, but also in the staff report where it talks about how the master sign program allows you to deviate from standards contained within the chapter relating to permitted sign height. number of signs sign area and type of sign and so i did see like i think that table was really helpful as well but when it comes to the the freeway sign eligibility when it when it's the i think it was a 7.82 acre versus having the minimum of 10 or the freeway sign sepa
Okay. So those fall within the jurisdiction of possible deviation. Right.
Okay. And are there any restrictions when it comes to the deviations? Meaning, in this example, I think it was pretty close when it comes to the acreage or the distances and so on. But is there really any maybe objective deviation that can or cannot be considered? Or is it really subjective when it comes to how much of those deviations can occur percentage-wise, number-wise, and so on?
Okay. And then just one final clarification. So this is on the very last page of the staff report under the conclusion area. It talks about, in addition, pursuant to subsection 1888-100, the city council finds that the large retail development adjacent to Highway 101 have unique needs in communicating their message to et cetera, et cetera. I was a little bit confused about the findings or the area where it talks about the city council. Was this something that was previously established, hence why it's being referred to, or did city council already have some degree of involvement with this prog
And it may be a general guidance, possibly as I'm reading it. I was just a little bit confused as it was bringing in that specific code section.
Okay. Great. That's all I had. Once again, any other commissioners with clarifying questions before we open public hearing?
Okay, great. Thank you so much. So I will go ahead and open the public hearing and I'll hand it off to Tiffany for for guidance in regards to how the public can join. And if there are any public comments, I would hand it off to Commissioner Wilson for assistance with facilitating that process.
Yeah, I have one question. So it looks like, depending on the building size, you've got, I think, three or four tenants proposed.
Right. So what happens if one tenant takes a really large portion of one building?
Is that clarified anywhere in there? Because I missed it if it was. Okay. And could you help us maybe understand why one building is not being built yet?
That sort of suggests you know who might be coming besides Sprout?
Okay, with that, we will go ahead and close the public hearing and bring it back to the commission for discussion as well as any motions that the commissioners would like to make.
I'll make a motion to approve the sign program for the Poppy Ranch. Second.
Okay, so we have a motion by Commissioner Mueller. I'm sorry, who was the second? Jim.
Okay, great. So we have a second by Commissioner Wilson. If we can please do a roll call. I mean, before we do that, any discussion? No. Seeing none, if we can please do a roll call.
Thank you so much, Jenna. With that said, we'll now go ahead and move on to the director's report slash announcements. Adam, is that to yourself?
Adam, were you looking for commissioners right now, or is that something they can reach out to you?
Nope. Signe, thank you so much. We will go ahead and adjourn today's meeting. Thank you. Well done, Chair. Thank you. Bye.
