We do have a quorum. Next item is the opportunity for anyone in the audience to address the city council on agenda items. Seeing no one has signed up, we will move on. First item will be 26-0804. Consider... 26, 27 board and commission appointments, including fulfilling vac

Sure. I was going to keep Deborah Bradford on there.

2:21•Bill Cox

Okay. All right, we have a motion for our nomination of Ms. Bradford.

2:29•Patrick Cloutier

If you're looking for a second, I'll do that. I'm not sure if that's appropriate.

2:32 – 2:51•Bill Cox

We have a second. We will do a voice vote, correct, to keep the process moving. So we have a nomination of Deborah Bradford and a second. All those in favor, say aye. Aye. Those opposed, same sign. That's unanimous. Dr. Feltus, would you like to go next?

2:51•Geré Feltus

Sure. I am going to nominate George Fuller.

2:55•Bill Cox

Okay. We have a nomination of George Fuller. Anyone?

3:06 – 3:18•Bill Cox

OK. We have a second by Mayor Pro Tem Franklin. Any discussion? All those in favor, say aye. Aye. Those opposed? Motion carries. Councilman Cloutier?

3:18•Patrick Cloutier

I'd like to nominate Marcus Lloyd to move up to be a full-time member. I'll second.

3:23 – 3:57•Bill Cox

We have a motion by nomination of Marcus Lloyd by Councilman Cloutier, second by Councilman Jones. Any discussion? All those in favor say aye. Aye. Those opposed? That motion carries. Who else? Ernest, you want to go? Yeah, I will nominate Barbara Thomas. We have a motion by Councilman Lynch to nominate Barbara Thomas. I'll second. I have a second by Councilman Cloutier. Any discussion? All those in favor, say aye.

3:58 – 4:22•Bill Cox

Those opposed? I'll let that motion carries. Councilman Jones. I'm going to nominate Chris Wilkes. We have a nomination of Mr. Chris Wilkes. Second by Councilwoman Feltus. Any discussion? All those in favor, say aye. Aye. Those opposed, same sign. Motion carries. Mayor Pro Tem.

4:23•Rick Franklin

I'd like to nominate David Ruscha. I'll second.

4:28 – 5:25•Bill Cox

I have a nomination of David Ruscha by Mayor Pro Tem Franklin, a second by Councilman Lynch. Any discussion? All those in favor say aye. Aye. Aye. Those opposed? That motion carries. Me, I would nominate A.J. Micheletto. Second. We have a second by Councilman Cloutier. Is there any discussion? All those in favor say aye. Aye. All those opposed, same sign. That motion carries. All right. Now let's move to, I'm sorry, I'm sorry. I'm gonna hold that till we get through with CDC. Next we will go, I'm sorry, EDC. We'll go to EDC. Councilman Lynch, you want to start at the other end?

5:27 – 5:41•Bill Cox

I second. We have a nomination of Thad Helsley by Councilman Lynch, seconded by Mayor Pro Tem Franklin. Any discussion? All those in favor say aye. Aye. Those opposed? That motion carries.

5:42•Michael Jones

Councilman Jones? I nominate Scott Woodruff. I'll second.

5:47 – 6:01•Bill Cox

We have a nomination of Scott Woodruff by Councilman Jones and a second by Councilman Lynch. Is there any discussion? All those in favor say aye. Aye. Those opposed? That motion carries. Mayor Pro Tem.

6:04 – 6:48•Bill Cox

We have a nomination of Julie Williams by Mayor Pro Tem Franklin. Second. Second by Councilman Cloutier. Is there any discussion? All those in favor say aye. Aye. Aye. Those opposed? That motion carries. Councilman Beller. I'm going to nominate Katie Scott. The nomination of Katie Scott by Councilman Beller. I'll second. I'll second by Councilman Cloutier. Is there any discussion? All those in favor say aye. Aye. Aye. Those opposed? Any opposed? That's unanimous. Dr. Feltus?

6:49•Geré Feltus

I'm going to nominate Chantelle Cadalla to come up out of the alternate position to the full voting position.

6:58•Bill Cox

Chantelle, okay. All right, we have a motion by Councilwoman Feltus, second by?

7:07 – 7:19•Bill Cox

Councilman Beller, is there any discussion? All those in favor say aye. Aye. All those opposed? That motion carries. Councilman Cloutier.

7:19•Patrick Cloutier

I'd like to nominate Mark Dennison. I'll second.

7:23 – 7:51•Bill Cox

I have a nomination of Mark Dennison by Councilman Cloutier and a second by Mayor Pro Tem Franklin. Is there any discussion? All those in favor say aye. Aye. All those opposed? All right, then motion carries. I will nominate Brian Lockmiller. I'll second. I have a second by Councilman Beller. Any discussion? All those in favor, say aye. Aye. Those opposed? That motion carries.

7:52 – 8:12•Patrick Cloutier

Alternate, Alex Bannister. Is that a nomination, Mr. Mayor? That's his pick. Right. I don't know if it was appropriate to second at this point. we're discussing or you're listing people?

8:16•Patrick Cloutier

Was that a motion, I guess, is what I'm asking. Well, so, go ahead.

8:46 – 9:48•Bill Cox

Okay, not a problem. So I would nominate as an alternate on MEDC Alex Bannister. I'll second. We have a motion by Mayor Cox and a second by Councilman Jones. Is there any discussion? No discussion. All right, all those in favor say aye. Aye. Aye. Those opposed? All right, that motion carries. Back up to CDC, I have a nomination for alternate, and that would be Bill Bilyeu. I'll second that. We have a nomination of Bill Bilyeu as an alternate on CDC. Motion by Mayor Cox, second by Councilman Cloutier. Is there any discussion? All those in favor say aye. Aye. Opposed? That motion carries. Okay,

13:21 – 13:41•Bill Cox

Okay, so you've got the preferencing here. We've got a couple of options. We could follow the guidance of the preferencing, or we could come in and nominate someone else. Correct. That'd be correct? Okay. Yes, ma'am. So regarding Board of Adjustment, anyone have comment, motion?

13:44 – 14:05•Justin Beller

Mr. Mayor, I'll make a motion for the four that are referenced there, and then we can talk about an alternate for the other spot. That would be Sam Franklin moving from alternate to full-time, Elmer Corbin moving from alternate to full-time, and Tanya Dangerfield and Deanna Kirkendall being reappointed.

14:08•Bill Cox

We have a motion by Councilman Beller and a second by Councilwoman Feltus. Is there any discussion? Mr. Jones?

14:17•Michael Jones

I was just going to say, I don't have any opposition. It's just a couple of them have attendance problems. Have we talked to them?

14:30 – 15:01•Geré Feltus

Yeah, I talked to Tonya Dangerfield. She is interested in continuing. I will tell you, I'm probably been one of the most outspoken when it comes to attendance. I think we have a problem across all of the boards with this. It's hard to really kind of pick out certain ones this year. What I would ask is that anyone that is leading these boards, let's reiterate the requirements on attendance because You know, we haven't been as lenient in the past, but as we go through the packet, you will see several boards with a lot of huge attendance issues.

15:03 – 15:30•Patrick Cloutier

And this is one that, you know, it doesn't meet every month. It meets on months as needed. And that gets a little tough for people. And I'm not making excuses, but I'm just making an observation. And so that both Tanya and Dina, in my estimation, are committed to the city and I would hope and candidly expect better. But I'm fine with the nomination.

15:32 – 15:50•Bill Cox

Any other comments? Okay, we have a motion by Councilman Beller, second by Councilwoman Feltus. Is there any more discussion? All those in favor say aye. Aye. All those opposed, same sign. Okay. Board of Adjustment is set. Mr. Mayor. Alternate. I'm sorry.

16:06 – 16:21•Bill Cox

Mr. Howes, let me ask you regarding the timing on the appointments of alternates. Do we need to do that at this moment, or is that something we can do during the course of a year? If we're not prepared, we may be prepared to do that.

16:22•Geré Feltus

I wanted to nominate Dominique Jones. I think she had a really impressive interview. I thought she might be a good fit for this board.

16:29•Justin Beller

Okay. I'll second that. And I didn't have her on my preferences, so that gives her three, according to our sheet.

16:49•Justin Beller

Yes. I said regular, but it's just the extended alternate. In this new term, yeah, the extended alternate.

16:58•Bill Cox

So we have one to appoint. Right. And we have a motion by Councilman Beller, seconded by... Councilwoman Feltus.

17:07•Patrick Cloutier

First by Jones and then second by Beller.

17:14 – 17:32•Bill Cox

Feltus, Beller. Okay. For Dominique Jones. For Dominique Jones as to serve as an alternate. Thank you. Any discussion on Dominique Jones? All those in favor say aye. Aye. Aye. Opposed, same sign. Okay. Now we're through with report of adjustment.

17:59•Bill Cox

All right, this building and standards, do we have any comments, motions?

18:05•Rick Franklin

Yeah, I'd like to pull Logan Call off. He wants to be on planning and zoning.

18:10 – 18:50•Patrick Cloutier

And I would make an observation that Brett Amundson does not appear to be expired. He's listed as an additional preference, so I don't think we need to take any action to let him continue, but he would not be a person as an alternate. So it appears as though we've got Fangio who's eligible. And I'll make a nomination if it's okay, Mr. Mayor. If not, I'll wait. But for Joe Massey to be the alternate instead of Logan Call on this. Joe's a smart guy. He did interview. He is a banker, a little bit of a renaissance man, but he's a smart guy. I'd like to get him involved.

18:51 – 19:14•Geré Feltus

And I'd like to make a motion for Embrenida Dozart just to break up the testosterone just a little bit on this board. We need some representation. So she's the only female applicant here. I think it would be nice to, but she's also served the city in other capacities and has done very well. Obviously continues to come back because she has a desire to serve.

19:16 – 19:35•Patrick Cloutier

I'm sorry about this. We're calling audibles here, but Logan is an alternate. We're pulling him, but then we have Chantel as a vacancy for a full-time member. I think Ryan Fenton, who's the current alternate, should move up to Chantel's, and that leaves us with two alternates if we do that. That's just a discussion point.

19:38•Bill Cox

So is there a motion for Ryan Fenton to move up as a permanent member?

19:42 – 19:53•Patrick Cloutier

I'll make that motion as well as keeping Mark Fangio for another term, and then that leaves us only with the two alternate positions, Mr. Mayor. I'll second that.

19:54 – 20:05•Bill Cox

Okay, I have a motion by Councilman Cloutier to move Ryan Fenton up as a permanent member and Mark Fangio staying on.

20:11•Patrick Cloutier

But then we're doing these, then we're going to do the two alternates. Come back and do that.

20:15•Bill Cox

So I have a motion and a second. Any discussion? All those in favor, say aye. Aye. All those opposed, same sign. Okay. Now, alternates for building and standards.

20:24•Patrick Cloutier

I think we had said Joe Massey and Dr. Dozart. Correct. I'm happy to make that motion. Dr. Feltz, if you want to second it.

20:32 – 20:55•Bill Cox

I have a motion. I have a motion. Which one have you wanted? Councilman Cloutier, motion. Second by Councilwoman Feltus for Dr. Dosart and Joe Massey to serve as alternates on building and standards. Any discussion? All those in favor, say aye. Aye. All those opposed, same sign. That is approved.

21:02•Justin Beller

Mayor, this next one is the one that we appointed earlier this year. I'll make a motion to just reappoint the same slate. I'll second. Second.

21:08 – 21:35•Bill Cox

I have a motion by Councilman Beller to approve the capital C-I-A-C committee as recommended. John Reedy, Brian Hazelwood, Ben Montgomery, second by Councilman Jones. Yes. Councilman Jones, is there any discussion? All those in favor say aye. Aye. Opposed, same sign. All right. Moving right along.

21:39•Justin Beller

On this one, all four are eligible for reappointment. I'll make a motion that we reappoint those four. I'll second.

21:46 – 22:10•Bill Cox

Motion by Councilman Beller to reappoint four members to the Community Grants Advisory Commission. Second by Mayor Pro Tem Franklin. Is there any discussion? All those in favor say aye. All those opposed, same sign. That motion is approved. Community Grants Advisory Commission is... Mr. Tarver would stay as the alternate.

22:24•Bill Cox

Okay, Historic Preservation Advisory Board.

22:36 – 23:13•Patrick Cloutier

well that dimmed the lights you know we've got and I haven't talked to anybody on here but Mr. West has termed out but I see him as a nomination Betty's been termed out I see her as a nomination for continuing alternate um I Brian Wyatt seemed to be I think he's ready to move up um I don't have any objection to that. I think that's great. I'd like for there to be some consideration of the people on the right to Valerie Kirby and Kim Black for this board. That's just a comment, not a motion.

23:15•Geré Feltus

Tom Pence is also termed out but listed three times as a nomination, so we've got a lot of that.

23:20•Patrick Cloutier

Well, Tom Pence is not nominated because you have Brian Wyatt in his place there, right? He's listed over there, yeah. Yeah, so...

23:42•Patrick Cloutier

I'll nominate Betty Pitt-Kyzik to move onto the board.

23:52 – 24:03•Justin Beller

I think maybe, did she want to stay an alternate last time? I think there was a reason. She was termed out, but there was a reason she was an alternate.

24:03 – 24:19•Geré Feltus

We were transitioning to the CLG, the Certified Local Government status, and needed some longevity in terms of the representation on that board, and she's served very, very well. You're the liaison, correct? Are you a liaison?

24:19 – 25:02•Patrick Cloutier

I am a liaison. I think... It's me and Rick. She's ready to move off is my perception. I love her like everybody does. But, you know, I know she's talked to the people who are looking to come on and has said she's willing to coach them up. So my preference would be that You know, we've got two alternates that we, you know, we moved Brian up into Tom's place. Tom did not reapply. And that leaves us with, I don't think Mr. West reapplied either.

25:09 – 25:21•Geré Feltus

I do have a question because there are certain components we have to have in terms of representation on that board, correct? When it comes to real estate or architecture. Yes. Can you speak to that a little bit?

26:22•Bill Cox

Let me do this. Let me withdraw the motion that I made for Betty, but just to kind of start a reset here.

26:29 – 26:59•Geré Feltus

There is one consideration as well. We've got one person who's at a 37% attendance rate, and on a board that's sought after where we have a lot of moving pieces, I am actually going to make a motion that we consider replacing that member, and that allows someone else to step up because we've got a lot of folks who I know would put the time in. That's significantly lower. I mean, that's at the lowest end of what we see in terms of attendance rates. It is.

26:59•Patrick Cloutier

And it's a shame because she's so qualified.

27:01•Geré Feltus

She's very, very good. But if there's not a time commitment there, I think it's only fair that we've got a lot of great talent listed right there on that right side. I think we need to replace that person.

27:11•Bill Cox

Is this board meet as needed or is it a regular? Regular.

27:14•Geré Feltus

And this is the second year that we've had similar.

27:19 – 27:44•Bill Cox

Okay. So is that a motion? Yes. To remove Kimberly Wolf? I have a motion by Councilwoman Feltus and a second by Mayor Pro Tem Franklin. Is there any discussion? All those in favor say aye. Aye. All those opposed, same sign. That motion carries. Okay, we've got a number of...

27:46 – 28:11•Patrick Cloutier

I'm going to take a small bite at the apple, Mr. Mayor, and say... I'd like to nominate Brian Wyatt to move up. I'd like to re-nominate James West because he is an architect and I know he'll serve even though he didn't apply, but we need that position on here. And then nominate Lisa Hammett to continue. So respectfully, I'll make the nomination that we do those three.

28:12 – 28:36•Bill Cox

We have a motion by Councilman Cloutier to move Brian Wyatt up to permanent position, reappoint James West, and reappoint Lisa Hammett. I'll second that. Second by Councilman Beller. Any discussion? All those in favor, say aye. Aye. All those opposed, same sign. That motion carries. Okay, we are down to an alternate.

28:37•Patrick Cloutier

And one full-time. Two alternates the way I see it if we replace Betty's. And one full-time. And one full-time, which is Kimberly.

28:46 – 29:11•Geré Feltus

Just provide a few thoughts. One, I know Tom Pence is technically termed out. I think he's done a phenomenal job on this board. He is a really, he gets down to the granular level on every one of these cases. That kind of person who grinds on a board like this, I think is necessary. So I would still like for us to consider placing him along with Kim Black and Barbara Kelly, who's also just a sharp, sharp person.

29:12 – 29:33•Patrick Cloutier

Is that a motion? That's a motion. We've got Barbara. Barbara's on a different board. Community Grants. Community Grants. We've already done that one. She asked to stay on that, I remember. I would edit that and say Valerie Kirby seemed to me to be the person who really wanted it. She lives there, runs that crowd. I think she'd be a good alternate on this board.

29:36•Bill Cox

Runs with that crown. Is that like a criteria you have? It's a qualification.

29:42 – 29:55•Michael Jones

It's a benefit, yeah. So we're going to have to apply for a waiver then? Because we don't have enough professionals then on this board. Can't we just call them historians?

30:23•Bill Cox

We need one permanent and one alternate. Right. Permanent and two alternates.

30:28 – 30:44•Patrick Cloutier

Two alternates. Two alternate. I'll nominate Kim Black to be the... Permanent member and Valerie Kirby is one alternate.

30:51•Rick Franklin

Do we put Tom back on? Yeah. Okay. We did put Tom back on as an alternate.

30:58•Geré Feltus

I'd like them to be full. Where are we at?

31:05•Patrick Cloutier

Empress, can you read those that we've put on there? Maybe we can come back and do another alternate later, Mr. Mayor, if that's the case.

31:12 – 31:46•Justin Beller

If you do Tom with one more year in Kimberly's spot and then do Kirby and Black as the two alternates, then that would fill them all. I'll make the motion for Tom Pence to be put into Kimberly-Wolf's spot. for Kim Black to be put in Brian Wyatt's spot and Valerie Kirby to be put in Betty Pick Isaac's spot. I'll second that if that's a motion.

31:47 – 32:12•Bill Cox

Okay, we have a motion by Councilman Beller to appoint Tom Pence as a permanent member, Kim Black as an alternate, and Valerie Kirby as an alternate. Second by Councilman Cloutier. Is there any discussion? All those in favor say aye. Aye. Opposed, same sign. Thank you.

32:12 – 32:28•Justin Beller

Mr. Mayor, our next one is the Library Board. I'm going to make a motion for Beth Beck and Michelle Buggs to be reappointed, and I'm going to let somebody else tell me on the other one after that.

32:28•Bill Cox

I'd like to have a motion by Councilman Beller to reappoint Beth Beck And Michelle Buggs to the Library Advisory Board in a second.

32:40 – 32:53•Geré Feltus

And then also move Larry up to... We have a member who's got 28.6% attendance, so I'd like to move Larry up to that position.

32:56•Justin Beller

You want to add that to your motion? Beth Beck reappointed, Michelle Buggs reappointed, and Larry replacing Catherine Kelly. I'll second that.

33:06 – 33:18•Bill Cox

I have a motion by Councilman Beller to approve Beth Beck, Michelle Buggs, Larry Pereira as permanent members of the Library Advisory Board.

33:18•Justin Beller

And that leaves an alternate spot open now.

33:21•Bill Cox

And I second it. Seconded by Councilman Cloutier. May have some discussion. Hold on one second.

33:27•Justin Beller

I'm just saying, we still have an alternate to do.

33:36•Geré Feltus

Well, are we discussing? Betsy Chan would be my pick for alternate.

33:40•Justin Beller

Oh, so let's, I thought. Hold on. Hold on. I can include it in my motion. We have a motion and a second on the.

33:49•Bill Cox

Oh, sorry. We have a motion that's second on everything but the alternate. So the motion is.

33:55 – 34:07•Michael Jones

Okay. Yeah, just with the, there is a situation where one of the board members, the mayor is aware of. I mean, I don't know. At this time, should we be promoting them to a full spot?

34:18•Bill Cox

Okay, we're going to skip over this board.

34:22 – 34:38•Bill Cox

Very good. We're going to hold our advisory board in TBD. Next up is McKinney Armed Services Memorial Board.

34:41 – 34:56•Patrick Cloutier

Mr. Mayor, Guy Green is termed out, so we have Melissa Simmons moving up, Paul Hoke and Jerry Blow both renewing, and then I would include in my nomination moving Shalise Tillman into the alternate position.

35:00 – 35:31•Bill Cox

Okay, I have a motion by Councilman Cloutier to reappoint Melissa Simmons, Paul Hoke, and Jerry Blow as permanent members of the McKinney Armed Services Memorial Board and Chalice Tillman as the alternate to that board. Any discussion? Please catch up. All those in favor say aye. Aye. Aye. Those opposed, same sign. That motion is approved. Next board. McKinney Arts Commission.

35:33 – 35:45•Justin Beller

Mr. Mayor, I'll make a motion for the three that we all agreed on, Nicole Harris, Angela Richardson-Woods, and Nick Cagle. That's moving Nicole from an alternate up to the full term.

35:45 – 36:13•Bill Cox

Okay. I'll second that. I have a motion by Councilman Beller to appoint Nicola Harris, Angie Richardson-Woods, and Nick Cagle as permanent members of the McKinney Arts Commission. Second by Councilman Cloutier. Is there any discussion? All those in favor say aye. Aye. Those opposed, same sign. Okay. Those members are approved. Do we have a nomination for alternate?

36:18•Patrick Cloutier

You know, Ashley Babcock has two votes, like to see her get on a board, so I'm happy to make that nomination.

36:23 – 36:41•Bill Cox

I have a motion by Councilman Flutie to appoint Ashley Babcock as alternate to McKinney Arts Commission and a second by Councilwoman Feltus. Any discussion? All those in favor say aye. Aye. Aye. Those opposed, same sign. McKinney Arts Commission is set.

36:49 – 37:06•Patrick Cloutier

authority. I'll make the nomination to renominate all three. I know Allison had, you know, poor attendance, but I'd like to give her another shot at it. She's awfully passionate about this, and so my nomination would be to renew these three, Allison Taha and Andrea Knaff.

37:06 – 37:17•Bill Cox

I have a motion by Councilman Cloutier to reappoint Allison Monroe, Taha Ansari, and Andrea Knaff. I'll second. Second by Mayor Pro Tem Franklin. Is there any discussion?

37:20•Geré Feltus

Can I make another observation? We've got another one that has a 37.5% attendance rate.

37:27•Patrick Cloutier

That's a tough one because you have to have a resident representative. Oh, sorry.

37:36 – 37:53•Bill Cox

You're good? Okay. We have a motion and a second to reappoint Allison Monroe, Taha Ansari, Andrea Knaff to McKinney Housing Authority. Any discussion? All those in favor say aye. Aye. All those opposed, same sign. Housing Authority is set.

38:03 – 38:22•Justin Beller

Mr. Mayor, I'll make a motion to move Eric Fleming to a full position, to reappoint Tyler Underwood, and to reappoint Lisa Emery. And I'll leave that open if someone wants to suggest an alternate to fill, or we can just vote on that.

38:25•Geré Feltus

We have our top nomination for an additional member, Ranjith.

38:30•Justin Beller

Ranjith is on there, and I don't think he reapplied. Term limited. Oh, gotcha. Tyler reapplied and has to stay on.

38:44 – 39:00•Bill Cox

Why don't we do the motion for those three and then narrow down the scope of what we're doing. We have a motion by Councilman Beller to reappoint Eric Fleming, Tyler Underwood, and Lisa Emery to the Housing Finance Corporation Board. Second by...

39:02•Patrick Cloutier

I think Councilman Feltus, but I'm not sure.

39:05 – 39:17•Bill Cox

Councilwoman Feltus, thank you. Any discussion? All those in favor say aye. Aye. All those opposed, same sign. Okay, we are down to an alternate for McKinney Housing Finance Corporation.

39:21 – 39:40•Justin Beller

There's not strong feelings. I remember Molnar. I remember... Shannon Dyer, that's who I... Shannon Dyer, and I remember Shazan. I think all three of them would be... excellent to find a spot for. So I'm fine with any of those.

39:40•Bill Cox

So Lynn Mollner had a, has a background with the federal government, so she might be a good fit.

39:47•Justin Beller

Well, Sewer's already on there, so I don't know how she got on there. She may have been a mid, yeah.

39:57•Patrick Cloutier

Oh, Chindana's already on there. I'll make the nomination on Lynn Molnar.

40:04 – 40:23•Bill Cox

We have a motion by Councilman Cloutier to appoint Lynn Molnar as the alternate to McKinney Housing Finance Corporation. Second by Councilman Beller. Any discussion? All those in favor say aye. Aye. Those opposed, same sign. Okay. Housing Finance Corporation is second.

40:25 – 40:44•Justin Beller

Mr. Mayor, I'll make a motion to move Carina Velez up to the full position, the vacant full position, and reappoint Michael Buchanan, Lauren Smith, and Jim Schwalz, and then we can talk about the other one. But I'll make my motion.

40:45•Bill Cox

I'll second that. Councilman Beller, the first name you mentioned was who?

40:58 – 41:19•Bill Cox

Motion by Councilman Beller to appoint Karina Velas, Michael Buchanan, Lauren Smith, and Jim Swalls to the McKinney Main Street Board. Second by Councilman Cloutier. Is there any discussion? All those in favor say aye. Aye. Aye. Those opposed? All right. That motion carries. We are down to an alternate.

41:19 – 41:37•Patrick Cloutier

I would say I'd like to... nominate John Tedesco. He's been very involved. He's part of the team there at Kimley Horn that's building the big new building down there. I think he'd make a great addition as someone who's a tenant downtown. I'll second that.

41:41 – 42:03•Bill Cox

Councilman Cloutier, was that a motion or a comment? Yes, sir, it was. We have a motion to appoint John Tedesco as the alternate to McKinney Main Street Board. Do we have a second? Second by Councilman Beller. Is there any discussion? All those in favor say aye. Aye. All those opposed, same sign. Okay. Main Street Board is set.

42:09 – 42:26•Justin Beller

Mr. Mayor, I'll make a motion that we move up Lauren Halsey and Brian Wellnack from alternate positions to full positions and reappoint Todd Burton and Muhammad Elhendi into their same positions as was referenced. Then we can talk about the others.

42:28 – 42:56•Bill Cox

Your motion is to appoint Lauren Halsey, Brian Wellnack, Todd Burton, and Muhammad as full members to that board? Yes. And then second by Councilman Cloutier. Yes. Any discussion? Anybody? Dr. Feltus, you good? All those in favor, say aye. Aye. Those opposed, same sign. Okay, we're down to an alternate for...

42:56•Patrick Cloutier

I'd love to see Aubrey Coleman become one of the two alternates.

43:04•Bill Cox

I'd like to throw another name out there, Taryn Bolton, as an alternate.

43:09 – 43:23•Patrick Cloutier

She is an alternate on visit. Is she not happy there? Because she does a great job there on visit. It would be a swap. Okay, but that's what you want to do? Because we'd have to go, we'd have to, okay. Okay.

43:30•Bill Cox

So that would be a motion for one of the alternates.

43:41 – 43:58•Patrick Cloutier

Oh, okay. Kathy wanted on visit. Oh, she did? Yeah. I would say, since Taryn has some seniority, put her the one with the two-year term and put Aubrey's the one with the one-year term. Are you okay with that, Mr. Mayor? Yes. Okay.

44:02 – 44:15•Bill Cox

So the motion is to appoint Taryn Bolton to the two-year alternate term. And the one your alternate was? Aubrey Coleman. Aubrey Coleman. The motion is by Councilman Ploutier.

44:22 – 44:55•Bill Cox

I'll second. Councilman Lynch, we have a second. He did second, I'll second. Yeah, Councilman Lynch did. I think we've all seconded. This is comedy hour down on this end of the table. So we have a motion by Councilman Cloutier, second by Councilman Lynch on the two alternate spots, one for Taryn Bolton and one for Aubrey Coleman on Parks and Rec. Is there any discussion? All those in favor say aye. Aye. All those opposed, same sign. Parks and Rec is finished.

45:10 – 45:28•Rick Franklin

I'd like to throw a name out there, Logan Call, to be on the Planning and Zoning Commission. What was that? Logan? Yeah, that's fine.

45:30 – 45:45•Patrick Cloutier

I'd like to see the two alternates move up. They've both done a great job. But, you know, for me, if Logan became one of the alternates, that'd be great. But I'm certainly happy to be talked down from that tree if that's what we want to do.

45:47•Geré Feltus

I'm fully in support of Logan moving on this board as well. Great job.

45:51•Bill Cox

All right. So we have a motion by Councilman Cloutier.

45:58 – 46:11•Patrick Cloutier

My motion would be to move the two alternates up and put Logan on as one of the alternates and then further discuss a second alternate. What about Gina? Would you want to reappoint Gina? Oh, we'd reappoint Gina. I'm sorry. Okay.

46:12•Justin Beller

We had Shane Ozzie coming off the veterans. Did he come off? Yeah, he was... I think he did.

46:21•Patrick Cloutier

Maybe he didn't. See, I remember him not being up yet, and so... Maybe that's right.

46:31•Justin Beller

But he got three nods on this one, so...

46:37 – 47:03•Patrick Cloutier

Yeah, if you look at it, he was not up yet, even though I know he reapplied, but we didn't fill that position, so he's still on there. I'm just going to be quiet down here. So my nomination would stand, though, with Gina, Muhammad, and Tim all as full-time members, making Logan one of the two alternates.

47:10 – 47:29•Bill Cox

I have a motion by Councilman Cloutier to appoint Gina Hammack, Muhammad Qasim, Tim McWilliams as full-time members of P&G and Logan Call as the two-year alternate? Yes, sir. Do you have a one-year alternate?

47:30•Patrick Cloutier

I don't. I thought we could come back on that one if that's okay.

47:32 – 47:58•Bill Cox

All right. So I have a motion and a second by Mayor Pro Tem Franklin. Is there any discussion? All those in favor say aye. Aye. Those opposed, same sign. We're down to one alternate on B and Z. I mean, I really like Shane.

48:01•Patrick Cloutier

We'd have to come back on armed services if we did that. He can serve on- Okay. He can? I think so. What about Ben Montgomery? Can he, Mr. Houser? Okay, if he can serve on both, I'm cool with that.

48:14•Bill Cox

All right. Emperor said we've done put Ben Montgomery anywhere. He's on the capital improvements. Okay.

48:29•Bill Cox

Okay, so we've determined that Shane Osi can serve on armed forces services. and then as an alternate of P&Z.

48:39•Justin Beller

Okay. And this will put him up for both at the end of this year.

48:46 – 49:09•Bill Cox

So do we have a motion to appoint Shane Ose as the one-year alternate member of P&Z? I'll make that motion. Motion by Mayor Pro Tem Franklin. I'll second. Second by Councilman Beller. Any discussion? All those in favor, say aye. Aye. Those opposed, same sign. Okay, P&Z is set.

49:12 – 49:35•Justin Beller

Mr. Mayor, on visit with... Taren Bolton being moved to Parks, I would make a motion for Kathy Blank to fill the full term up there, Keith Gall and Brian Medina to be reappointed. I'll second.

49:37•Bill Cox

A motion by Councilman Beller to appoint Kathy Blank, Keith Gall, and Brian Medina as regular members of Visit McKinney Board.

49:51•Bill Cox

Councilman Ploutier, second. Any discussion? All those in favor, say aye. Aye. Those opposed, same sign. Motion carries. We are down to an alternate.

50:01•Justin Beller

We need to fill Katie Scott's position on here since she was moved to C. We do need to fill Katie Scott's. Oh, my goodness.

50:08 – 50:34•Michael Jones

Get out your books. And we shared, will be a full member on this board versus being an alternate on parks and rec.

50:44•Justin Beller

I'm going back through all my stuff, so.

50:46 – 51:20•Geré Feltus

I don't know. There is one person that I really wanted to see placed on a board. I would love to get thoughts on placement for this particular board. But it was Angelia Farnell, who was a retired military lady from DC. Oh, yeah. She was an extremely impressive. Yeah, I agree. Extremely impressive. So I think she might be a good fit just about anywhere, is willing to serve anywhere. So I'd like to put her name up. Which one is she?

51:37•Bill Cox

Or actually we need a member. Dr. Feltz, the name you just mentioned, is that?

51:43•Patrick Cloutier

Would that be in motion? You're moving on that? Yes. I'll second that, and that's for the Katie Scott full-time position.

51:52 – 52:10•Bill Cox

I have a motion by Councilwoman Feltus to appoint... Angelia. Angelia Farnell to, as a full-time member of Visit McKinney Board, I have a second by Councilman Cloutier. Is there any discussion? Alternate, right?

52:10•Justin Beller

No, she's doing Katie Scott's position. Okay.

52:16•Geré Feltus

Do we have currently Kathy as the alternate?

52:18•Patrick Cloutier

No, she moved into permanent. Gotcha. I think we're ready to vote, Mr. Mayor.

52:29 – 52:41•Bill Cox

On that, we have a motion by Councilwoman Feltus and a second by Councilman Cloutier. Is there any discussion? All those in favor say aye. Aye. Those opposed, same sign. That motion carries. Then we need an alternate.

52:45 – 53:06•Patrick Cloutier

You know, I'm going to call an audible here. I wouldn't mind deferring this. It's important because Katie's been on that board for a long time. She's the chair. Their executive director just took another position in the city. I'd like to maybe see if we can take a week or two or three to come up with a second alternate to make sure we get the right person. Is that okay with you, Mr. Mayor?

53:06 – 53:29•Bill Cox

That's fine. Ms. Drain, does that work for you? Thank you. Okay. Okay, TERS 1 and TERS 2, both of these need to be planning and zoning members.

53:32•Rick Franklin

I'd like to nominate James Craig. Are we nominating? James Craig.

53:40 – 54:03•Patrick Cloutier

This would be TERS 1. Mm-hmm. I will mention this. I was approached by both Jesse Conrad and Gina that they wanted it. I know James has spread very thin. Are you okay? Does James want it too? No, I was just... Jesse wants it. I'd say Jesse because I think he has some seniority and he'd be fully capable of doing this.

54:07 – 54:28•Bill Cox

I'll second. I have a motion by Mayor Pro Tem Franklin to appoint Jesse Conrad to... The TERS 1 board and a second by Councilman Cloutier. Any discussion? All those in favor say aye. Aye. Aye. Those opposed, same sign. Okay. We'll now move to TERS 2.

54:35•Patrick Cloutier

Okay. Do we want to circle back to library?

54:40•Geré Feltus

I've approved an executive session. I need more information. That's okay.

54:47•Bill Cox

So we're down to library and alternate for visit.

54:51•Patrick Cloutier

We're going to hold visit off for a few weeks, but library we may do today. Okay.

54:59 – 55:10•Bill Cox

Mr. Hauser, do we want to go into executive now, or do... Take that back. We just did it. We did the second agenda item.

55:17•Bill Cox

You already did the second one. We just did it.

55:31•Bill Cox

We may come back and do library again. We're going to go into executive session.

55:37•Patrick Cloutier

It is 3.55. We're going to recess into executive session.

55:42 – 56:10•Bill Cox

If you could go to library board, library advisory board, please. Perfect. Do we have... We have a motion on library advisory.

56:14 – 56:28•Michael Jones

Mr. Mayor, I'd like to nominate Beth Beck and Michelle Buggs to stay on the board and also nominate Betty Pekasik as a new member of the library board.

56:28 – 56:43•Bill Cox

Okay. We have a motion by Councilman Jones to appoint Beth Beck, Michelle Buggs, and Betty Pitkaisek as permanent members of the library board. I'll second.

56:43 – 57:03•Geré Feltus

Mr. Mayor, I believe that Betty is actually needing kind of a little bit of a break from what I understand. I could be wrong. I think Patrick Cloutier might have had some conversations with her as well. Betsy Chan was one that we interviewed who was really a dynamic woman who seemed really excited about the Library Board, so I'd like to consider her.

57:04•Patrick Cloutier

If you make that motion, I'll second that. I will. Do you want to pull your motion, Mr. Jones? Yes. I'll pull my motion back.

57:13 – 57:28•Bill Cox

Okay, so we have a motion by Mayor, by who? Councilman Feltus. Councilman. Second here. Feltus to appoint Beth Beck, Betsy Chan, and Michelle Boggs to the Library Advisory Board, second by Councilman Cloutier.

57:32 – 57:47•Bill Cox

All those in favor, say aye. Aye. Opposed, same sign. Okay. That concludes our business today. We have one left that we're leaving open. For next week. Yeah. For some time. We're not sure.

58:03•Justin Beller

Mr. Mayor, I have a motion that we adjourn the meeting.

58:07 – 58:33•Bill Cox

No, we've got to go. We've got to go to executive session. We do have executive session, Section 551.0712, consultation with our attorney on any work session item, McKinney Charter Chapter, what is that, Mr. Grimes, 18? Right. With that, it is 418. We will recess into executive session.

58:34•Geré Feltus

I'd like to make a motion that we adjourn the meeting.

58:37•Bill Cox

Second. Motion by Councilwoman Feltus. We adjourn the meeting. Second by Councilman Lynch. It is 451, and we're adjourned.
