Thank you.

1:37:50 – 1:38:11•John B. Muns

I now declare that the Plano City Council preliminary open meeting is reconvened into open session, that all council members are present. Our first item on the preliminary agenda is consideration and action resulting from the executive session. Our next item is discussion and direction regarding the Willoughby District Citizen Committee Council.

1:38:52 – 1:41:09•John B. Muns

So we've had some submittals, and we're wanting to make sure that we cover all the neighborhoods as much as possible, north, south, east, and west of the shops of Willow Bend. So I'm These are submittals that came to us and I'm making sure that these neighborhoods are included. So I have Jill Little from Villas of Glen Meadows. I have Jeff Paschal from Glen Meadows. I have Rhett Broussard from Willabin Polo. TJ Plichta from Stone Lake slash Steeplechase. Bill Warren from Old Shepherd Place. Carson Underwood from Willabin Lakes. Chris Finetto from Wyndham Hill. Javier Murphy from Windhaven Farm

1:42:36 – 1:42:54•Bob Kehr

Mr. Mayor, I just wanted to mention that as you were reading the names through there, that you actually named several of the ones, the people I would like to have on there. I feel like they represent their neighborhoods quite well and they're in that vicinity. And I'm in favor with these names.

1:43:02 – 1:43:27•John B. Muns

So I, I will second that. Um, so I, I hope everybody heard it. We'll make sure everybody has, uh, and if, and if we do, uh, have someone that said they would like to serve and for some reason can't, we'll, we'll, uh, make sure that we fill that with, with, uh, someone in that same neighborhood.

1:43:28•Steve Lavine

Okay. All in favor? Motion carries eight to nothing.

1:43:36 – 1:44:40•John B. Muns

Okay. Next item is the discussion regarding e-bikes, electric scooters that have been more noticeable, Chief, throughout our entire city. And I think our biggest concern is the ages of some of these people that are riding them. And so I think we're all trying to absorb what's the law and then is there something that's being, is there something more that we could do to protect some of these folks from riding on our sidewalks and streets when we know they're too young for a driver's license. So we'd love to... to get a report from you and find out some solutions. Okay.

1:53:19•Steve Lavine

I'll leave this up here for your... Yeah, leave that up there.

1:53:24•Steve Lavine

Thank you, Mayor. Ron, this where can I ride in Plano graphic, I saw that at Molenbeek this weekend and it caught my attention.

1:53:38 – 1:54:06•Steve Lavine

The simple version? Yeah. And I'm wondering if a version of that could be posted, if not permanently posted, on some kind of temporary basis along the trails at the trailheads. It seems like we need to really let people know what's permissible and what's not, and I promise you that the people who are violating this are not looking at our website.

1:55:23•John B. Muns

How do you recognize a one, two and three?

1:56:33 – 1:56:44•Shun Thomas

Yes. It's noted on the slide there that you have education and outreach. How are you collaborating with Plano ISD to educate our young ones about bike safety?

1:57:01•Shun Thomas

Are there any incentives for following the expectations for them?

1:57:32 – 1:58:05•John B. Muns

Yes, ma'am. So no, I mean, this is good information for all of us. Um, Is there any other enforcement that you guys aren't already doing, which I'm sure there's not, but other than the education aspect of it, are you seeing an increase or is it just hypothetical that we're thinking that we're seeing more of this in the neighborhoods? And Ron, you're right. I'm seeing it in neighborhoods, not on the trails.

1:58:40 – 1:59:14•John B. Muns

Sounds good. Sounds good. Well, thank you guys so much for the information. Appreciate it. Okay. Moving on to item four, consent and regular agendas. Is there an item a council member would like to remove? Council items for future agendas. Okay. We'll take a recess and start the meeting in one minute.

2:02:35 – 2:02:54•John B. Muns

Would you please rise?

2:05:22 – 2:08:18•John B. Muns

Appreciate it. So September is Hunger Action Month. And we'll join with many of our community partners to eradicate hunger in our city by hosting the annual Peanut Butter Drive during the month of September. Please join us in this effort. Details can be found in the North Texas Food Bank website. So I'd like to read the proclamation. It's Hunger Action Month, September 2026, whereas Hunger Action Month was established in 2008 by Feeding America and works to promote ways for individuals, organizations, and communities everywhere to get involved and help fight the hunger crisis. Whereas in an ef

2:23:19•John B. Muns

I'll close the public hearing, confine the comments to the council. Sorry, Bob.

2:23:28 – 2:23:57•Bob Kehr

Go ahead. Mr. Mayor, I think this just makes a lot of sense. I think the development that's happening there will require some upgrades. We need to be able to take care of that, and at the same time, we have opportunities to actually do more development in this area. This could be a very high impact on our community in terms of redevelopment, in terms of infrastructure, and as well as economic development. So I'm very much in favor of this, and I move to approve.

2:24:02 – 2:24:15•John B. Muns

2:42:05 – 2:42:22•Chris Krupa Downs

Mayor, I'd like to move to approve this agenda item. I know the history of this house, and it is just really cool to kind of see this come through, and I had the opportunity to watch both P&Z and the Heritage Commission about it because I'm a bit of a history buff myself, so I'm happy to move to approve this.

And please consider the efforts in continuing to upkeep that side of Plano, because there is a lot of history and it's important to preserve it. Thank you.
