0:04 – 0:56•Bill Cox

Good afternoon. It's 3.05 p.m. This is Tuesday, August the 18th, 2026. This is the City Council special meeting. Thank you for being here. If you are going to participate in our meeting, we do appreciate you taking time out of your day to be with us. The first order of business will be to have public comments on any agenda item. Mr. Drain, do we have anyone signed up? No one signed up. Very good. We'll move on. Next item will be discussion of agenda items. Anyone have any item for discussion that's on our regular agenda at our 6 p.m. meeting? None? All right. Our next item is 26-0767, resoluti

1:44 – 2:03•Michael Jones

No, I just want, Empress, clarification just before we look at this. Isn't it, is it or is it not state law that each board member is required or has the ability to serve two years, or is that just Is that false? I just want to know.

2:07•Michael Jones

I just want to make sure I understand the law correctly before I.

4:02 – 4:20•Bill Cox

I'll second. I have a motion by Councilwoman Feltus and a second by Councilman Beller to approve the item. Any discussion? Please cast your vote. Oh, verbal. All those in favor, aye. Aye. Those opposed, same sign. Mr. Rainey, are you good?

5:00 – 5:12•Bill Cox

First, thank you very much. Our next item is 26-0768, presentation about Atmos Energy regarding pipeline replacement on city parkland. Mr. Minyard.

14:37 – 14:51•Justin Beller

I think we do. Okay. Yeah, I was just going to point out, I mean, you're talking about the lake, you're talking about some open space. You're also going through the woods there too, which would require that much of a clearing of the woods through there, right?

15:43 – 15:54•Michael Jones

Yeah, I get that. It's just. Are we saying that right now it's because you say you need visibility of the line. So right now it's not in compliance because you don't have visibility of the line right now.

16:19•Justin Beller

How close is this to the new light walk area?

17:01 – 17:14•Bill Cox

Anyone else? I did have a question. If you'll go to slide seven right here. It's a timing question. Two things. One, do you know the timeline start to finish of this project?

17:42 – 18:15•Bill Cox

That was my question. There's a difference in being here in December and January and being here April and May. Would your preference be December and January? Activity at in this area is much less when it's cold versus when the flowers are blooming and the weather's nice. Now, I'm not saying to let that determine your schedule, but just an observation. No, I think that will limit the number of calls that we get asking when you will be finished.

18:39 – 18:55•Bill Cox

That was not a request to on the fly set your schedule, but just an observation that if there was some flexibility, maybe that would be an area you could be flexible. Mr. Minyard, do you agree with that? Okay. Thumbs up for Mr. Minyard.

19:24 – 19:38•Bill Cox

Any other questions or comments? None? Thank you. We appreciate it. Thank you. Okay. Next item, 26-0769, Parks Projects, Capital Projects Update. Ms. Baker.

29:03•Justin Beller

Jenny, can you, on that one, is there, we've always talked about continuing going south there, I think, or I guess southeast there.

29:16•Justin Beller

Where would that connect? Is that extended from kind of where the red line turns?

33:31 – 33:59•Bill Cox

Jenny, there's a lot going on, and thank you for the report. Councilman Cloutier, it looks like there's some new park equipment for your grandkids. We're going to have to test it out, Mr. Mayor. To go, yeah. Thank you. Jenny, thank you very much. You're welcome. Next item, 26-0770, discuss the results on the feasibility study for Apex North. Mr. Menard.

44:35 – 44:47•Patrick Cloutier

I like option B. I've always preferred north-south orientation. I don't like the western and eastern sun coming in and blinding everybody on the treadmill. It's just a personal preference of mine, but not a hill that I'll die on, Mr. Mayor.

44:56•Bill Cox

So option B, the building faces... Well, we're looking at a northern view. Is north up or not?

45:12 – 45:26•Bill Cox

Mm-hmm, mm-hmm. Yep. I agree with that. Anyone else? Other feedback? North is down. I agree with that. Do you have what you need, Amy?

45:27•Justin Beller

I don't get to make aesthetic decisions. Don't look at me. They're fine with it. I'm fine with it.

45:45•Bill Cox

Okay. Next item, 26-0772, discuss council preferencing for 2026 boards and commissions.

48:39 – 49:00•Bill Cox

Edith. So when looking at your information, you've got CDC on the left and EDC on the right. It looks like you've got EDC board members on both sides. Duplicated. That's the surprise, Mr. Mayor. It may not affect the presentation totally. Yeah.

54:47 – 54:59•Patrick Cloutier

Now, Edith, and this may be a Ben or Mark question, but my recollection was that needed to be someone on P&Z, as we have there, that we have to appoint. Is that a fair statement?

55:04•Patrick Cloutier

It says here, Steve Lebo, category PNC member, and he's not seeking reappointment, which is true, but don't we have to replace him with a current PNC member?

55:17•Patrick Cloutier

Okay. Thank you. So the answer is yes on that.

55:21•Justin Beller

I completely missed that one on our preferences, so I didn't even nominate somebody.

55:57•Patrick Cloutier

Edith, thank you. Thank you very much for your report. Thank you, Edith. We appreciate it.

56:08 – 56:50•Bill Cox

All right, that being the case, we do have an executive session today. And in accordance with Texas Government Code, Section 551.0712, consultation with attorney on any work session, special session agenda item 551.071A, pending or contemplated litigation, 551.072, deliberations about real property, and 551.087, economic development matters, we will Recess into executive session. It is 4.02. Patrick, you good?

56:51•Patrick Cloutier

Mr. Mayor, I move we adjourn the work session.

56:53•Bill Cox

We have a motion by Councilman Cloutier to adjourn the work session, second by Councilman Lynch. All those in favor say aye. Aye. Opposed, same sign. We are adjourned. It is 4.31.
