Here we go. Well, good evening and welcome to this Louisville City Council special called City Council meeting. We do have a quorum. We have had folks, anybody wishing to submit comments prior to the meeting has done so. We'll be collecting those and I'll be dealing with those in a moment. But first up on the agenda tonight is that we're asking for public input and discussion on King Arthur Boulevard traffic calming improvements. I do want to set a couple of just light ground rules for everybody. First of all, I appreciate everybody who wanted to talk last, talk first, talk after somebody. I c

And I don't know about you all, but some of you may be floating a little bit. So at this time, we're going to take a 10-minute bio break. We will return here at half past. I'm going to ask that everybody return their seats. Listen, that's a good sign when I have to get everybody to return their seats. Everybody's engaged, and I appreciate it. Everybody's having, I think, hopefully a positive time here. And I want to be respectful of everybody's time. So we're going to have a process. To make this simple, the first of, I've got three things to do. So the first is I'm going to recognize the emai

1:29:27•TJ Gilmore

All right. Thank you, Mr. Rodriguez. Marvin Rainey.

1:31:56•TJ Gilmore

Oh, I'm sorry. I missed that, Mr. Wright. Thank you so much. Appreciate it. Rick Vidal.

1:35:25•TJ Gilmore

Thank you, Mr. Minow. We're getting our three minutes, but I appreciate you. Thank you, sir. Jen Wilder.

1:41:35 – 1:41:50•TJ Gilmore

You're good? Thank you, sir. He is in support. I probably should have done that for Mr. Wright as well. He was in opposition, so just so we have those on file, but thank you. Leah Thompson.

1:48:26 – 1:48:40•TJ Gilmore

Thank you. Monica Dawson? I'm going to decline. OK. Monica is in opposition to the current King Arthur configuration. Christy Martin.

1:55:28•TJ Gilmore

Thank you. Thank you, sir. Next up, Eric Stanley.

1:55:35 – 1:55:53•TJ Gilmore

Thank you, sir. And I don't have a for or against on that, so I can't state a for or against on that. You know they joined NATO, right? Martin McKittrick.

2:03:15•TJ Gilmore

And it's an opinion. I appreciate it. And I don't want to get into a back and forth on that. And I would love to see more people come out and vote.

2:05:03•TJ Gilmore

I feel like we're about to find out. I want to guess about 50.

2:05:51•TJ Gilmore

I just am impressed that you were willing to give them to your wife. That is a strong marriage. Christine Hickson.

2:22:33 – 2:23:04•TJ Gilmore

Diane Brannon? Mr. Spangler, I didn't want to put any pressure on you, but you're the last speaker for this evening, so. So first and foremost, thank you all for coming out and giving us your opinions, your feedback and direction from the neighborhood. At this point, I'm going to open the floor to council and questions, comments, concerns, any direction you are requesting from council or from staff, my apologies.

2:25:12•TJ Gilmore

I think at this point everybody's made their comments.

2:25:27 – 2:25:51•TJ Gilmore

So the question that's being asked is would we be willing to involve the public in some of the changes? So let me follow up on that. I'm sure we would be more than happy to bring back recommended changes from council and then have the public make comment to that. Thank you. Thank you. Other comments from council?

2:31:23•TJ Gilmore

Thank you. Councilmember Tipton. Kate. Councilmember Kate.

2:33:11•TJ Gilmore

Calm down. Everybody gets to make their comments.

2:33:46 – 2:34:04•TJ Gilmore

We're going to, let's, just a moment. Council Member Meredith.

2:34:13 – 2:37:01•William J. Meridith

I thought I would start out with just giving you a little context of some of my background, because I have a little bit different background than some of the other council members on this. So I work for a company that for the last 23 years, safety has been a part of my life for 23 years. So some of the things I say here is because I have a company that prioritizes safety Matter of fact, I was at a safety meeting at 7 a.m. this morning. I have a driver training in my queue in my email right now to do. And I work for somebody who basically who deals with children. So I'm in charge of making sure

2:37:03•Brent Kuykendall

Council Member Kuykendall? Yeah, I also support the modifying of the bumping.

2:37:11 – 2:37:24•TJ Gilmore

You want to see what, from staff? Sorry, I'm just, I'm getting a look. I wanna make sure that my attorney is happy with how we're communicating. So what would you like staff to see?

2:37:24 – 2:37:35•Brent Kuykendall

That's what I was just, that's what I was just communicating. Item three, the bump outs, the modifications on them. Was that, was there any confusion on that statement?

2:37:38 – 2:38:14•Brent Kuykendall

Okay, and also the rumble strips I think is a good solution. I also want to say something in support of the thousands of our citizens that would probably love to have a nice bicycle lane in their neighborhood. So I think that I appreciate what the city has done to to try to provide a safe environment there with the given problems that they have. Thank you.

2:39:51 – 2:45:02•TJ Gilmore

So a couple of quick things. Number one, I just want to be very, very clear. Staff did not do this to stonewall or create so much time that nobody could communicate. And I'm seeing that on social media right now. So I need you all maybe to go talk to your neighbors and say, hey, it's not fair to tell my city staff with massive amounts of Freedom of Information Acts, which are also driven by AI, which is fine, use the tool, but to ask for thousands of pages of documentation and then feel like the staff is, for some reason, this 90-minute presentation from our city manager was in some way imping

2:46:00 – 2:46:38•TJ Gilmore

Thank you. Folks, we get to stay because in accordance with Texas Government Code Subchapter D, I do have a request for a closed session from our attorney. This is Section 551.071, Consultation with Attorney Pending Litigation, Jeffrey Leonard Hauer v. Kip Foskey and the City of Louisville, Civil No. 426CV-202-SDJ, United States District Court, Eastern District of Texas, Sherman Division. So y'all may hang out if you want to hear anything after this, but most likely we're just going to adjourn when we're done. So thank you so much for your time. As there is no further action to be taken on ton
