1:43•Jack Allen

Chairman, I'd like to make a motion that we accept the July 13th minutes as submitted.

9:53 – 10:04•Jack Allen

I have one question of staff. On the residential piece, do you have any knowledge as to the thought process behind them not allowing it in residential? What was their thought behind that?

10:19 – 10:41•Hans Gant

This goes along with what Jack was just asking. I know that last time when we talked, we talked about what about when you have a situation like when you have a homeowners association, where the homeowners association would want to have that. So this would not allow them to do that at all? No, sir.

10:53 – 11:17•Andrew Kriz

Yeah, just a couple of questions. I read the minutes from last time. I'm curious, because right now it looks like we're allowing this use in GC, General Commercial, OI Office Industrial, Light Industrial, and General Industrial. What about Drake Field, which is, I think, open space public?

11:29 – 11:59•Andrew Kriz

So we don't need to specify that it's allowable there? Okay, that's great. Because I know there's lots of events at Drake Field, and this would be welcome there. That's good. And then what about long-term storage when this is not in use? Is the intention that the owner of that tract of land will provide that long-term storage during the length of the permit? Because I don't know if there's a, is there a section in here that talks about long-term storage or storage when not in use?

12:08 – 12:51•Andrew Kriz

and go back to where every storage location is garage yeah and and so i would love to see that specified um because you know i think we need to either say that you know maybe maybe the the owner of that tract could provide permission for a storage when it's not in use um because maybe these things aren't as easy to move around as a food truck with a engine in it That would be number one. And then number two, I think we should very clearly state where these could be stored if it's a residential neighborhood that where someone wants to store this. I don't think these should be stored outside on

12:53 – 13:13•Andrew Kriz

So like, you know, any of our LUR, you know, any of the districts where single-family homes, for instance, Just because you have a permit and during the day you can go over to one of the office buildings down south and then at night you store it on your street in front of your house.

13:35 – 14:18•Andrew Kriz

You know my preference it would be that we specifically state here that it shouldn't be visible if it's going to be stored within the city limits and and not within the vendor property that has provided approval, that would be my preference. But I am interested to hear how code enforcement currently enforces that because I know a lot of people park their work trucks in their garage or in their driveway and usually there's no problem with that right but like a big food truck or trailer might be unsightly right so I will tell you that I am witnessing a lot of sites hate well notice of violations

14:35 – 14:54•Andrew Kriz

Yeah, and I'd like to know specifically that these kinds of vehicles would be covered under the definition of work vehicle. Okay. that currently is covered in such of an enforcement action that we would have available to us already. Because if it's not, then once again, I would like to see this specifically specified.

14:57 – 15:25•Andrew Kriz

Yeah, if that hasn't been covered sufficiently. I think it probably is a lot easier for food trucks because it's very clearly a work truck. This is like a trailer or a little bike thing or something. It might be different. in the definition, you know, I don't want us to get caught up in the specifics of the legalese. But yeah, that's all the questions I had. But I support this generally.

20:45 – 21:08•Jack Allen

If you're going to add E1, why wouldn't you add the latter half of E2? If you're concerned that a push cart can use a battery to have flashing or strobe lights, it could also, in theory, have motion pictures, emit visible smoke. Yeah, I agree with that. Good point. Yeah.

21:22 – 21:38•Jack Allen

No, it makes sense. If we're going to do one, we should do both. I agree. Do we have to make a motion to suggest that?

24:04 – 24:39•Jack Allen

Can I add a point to it, though? Because I am pretty firm about wanting it. In Planned Terror Ridge, if they wanted to have a back-to-school or a summer's-out thing, I can see not allowing a truck or a cart to just roll into a neighborhood. But if it was requested by the neighborhood in order to have a neighborhood gathering, I think it's punitive for us to not allow it. Like a block party? Yeah. Sure. If it's unsolicited, not allowed. But if it's solicited...

37:25 – 37:38•Hans Gant

So I guess for the staff or the applicant, are we approving just the reviewing just the facade of the building itself or the pergola as well?

37:55•Hans Gant

Is the pergola part of the tenant's space?

38:03•Hans Gant

All right. I just want to get clarification on that.

38:36•Andrew Kriz

Commissioner Chris? Yeah, I agree strongly. I think it looks really nice. I think it's going to be a nice addition to the space.

38:43 – 38:56•Jack Allen

I'm thrilled that they're going to be there. I love the idea. I don't like the awnings at all. I mean, the minute I saw it, I thought it detracted from the beauty of the rest of the building.

39:00 – 39:15•Jack Allen

I was hoping you could just use the, I love the name of it, the obstinate orange in the awnings as well. I think, and I'm not that, my wife's the artist. So, yeah, I found those off-putting, but I'm thrilled that you're going to be there.

39:18•Hans Gant

Looks good to me. Makes me want to have some ice cream.

41:14•Andrew Kriz

I will move to approve the building elevations for Jenny's Splendid Ice Cream at 232 City Circle as presented.

45:46 – 45:58•Andrew Kriz

Perfect. Sounds great. Quick question, are those text amendments, are those public hearings? for that meeting, or because the initial public hearing has already happened, do we not need to have another one?

52:58•Hans Gant

Can I have a chance to watch it online? Sure. And it was a really good presentation. It really was.
