All right. Thank you, Sylvia. Do I have a motion for approval of the agenda?
Got a motion and a second. All those in favor of approving the agenda say aye. Aye. All those opposed, same. Motion passes. Thank you, Council. On the consent agenda tonight, we have four items. Item A, approval of the July 21st, 2026 City Council Meeting Minutes. Item B, Resolution 2026052, reappointing Jane Paris Mosher to the Sherwood Cultural Arts Commission. Resolution 2026-053, reappointing Lester Nishimura, I guess hopefully I got that right, to the Sherwood Cultural Arts Commission and Resolution 2026-054, reapporting Elizabeth Flores to the Sherwood Cultural Arts Commission. Do I have
All right. Thank you, Sylvia. So I'm going to go ahead and turn it over to Ryan for a staff report.
Great. Thank you, Ryan. Any questions for Ryan? Do we have any written testimony? I do not, Mayor. Okay, great.
No, it's a great question. Just letting the public know that there's a process, because without a budget line item, you can't approve it anyways, and there'll be a separate supplemental budget process on this. Good question. So I guess if there's no more questions, go ahead and open the public hearing. Sylvia, do we have anybody? I am in there. And I see nobody online. Anyone from the audience? No? No? We'll go ahead and close the public hearing at this point. Any additional discussion? It's our second reading, so I'll take a motion.
All right, we have a motion and a second. Sylvia, roll call.
Awesome. Thank you, Sylvia. We have a new ordinance. Actually, it'll go into effect in... 30 days. All right. Sylvia, I'm going to go ahead and have you read us into the next ones. I understand they'll be a slightly different process.
All right. Thank you, Sylvia. And for the first ordinance, 2026-005, we have our finance director, David Bodway.
All right. Thank you, David. Any questions?
There was consensus that that was the direction we would go, but we're deciding tonight.
Thank you, Keith. Well, if there's any other questions. All right. Do we have any written testimony? Okay, great. So at this point, I'll open the public hearing. Sylvia, do we have anybody sign up? Anybody from the audience? No one? No one? And we don't have anyone online, so I'll go ahead and close the public hearing. This is the first reading. We don't have a whole council tonight, but is there any additional discussion before we close out and move to the next one?
Thank you. Any other? I would just add, too, I'm supportive. And it's one of the ways cities can raise taxes on tourism, basically, because we're not like other states like Washington that doesn't have income tax, but they have sales tax. So it's helpful in that regard. All right. Good. So we'll go ahead and move on to ordinance 2026-006, submitting the chapter 2.08095 of the Sherwood Municipal Code Youth Advisory Board. Kristen, where's Kristen? I am Kristen. She's on sabbatical. Your name is on the agenda. Ryan, are you going to be speaking on this one?
Yeah, I agree with everything you said, and I say this in a joking way, but I disagree with one thing. I already think we're on a great path, and I don't think we need to get on a better path, but I'm not saying it well. I'm making a joke. It's an amazing joke. It's an amazing joke. Thank you. Yes, Dan.
Awesome. Any other questions? All right. So we're going to, um, not completely lost Patrick or where we were. I'm sorry. I couldn't remember if you were past that or not. I'll go ahead and open the public hearing. Um, Sylvia, do we have anybody? You want to come up? Awesome. I was hoping we'd get you at least one time. Yeah. Go ahead and, uh, um, just, uh, uh, state your name. You don't have to state your address. And, uh,
Awesome. Thank you. And thank you for serving on our board. All right. So I'll go ahead and anybody, let me check online. You know what, so we'll go ahead and close the public hearing. Do we have any additional discussion before we move on?
I think the intent was it was open. I think at the time we talked about, I think the Sherwood School District, but the physical district, anyone in that district.
And just to put a fine point on it, we're not saying we're requiring it. We're just saying one spot is held out. So if no one applies, obviously we can't fill it.
I think I can get behind that idea, too. I think it also reminds us that we've got to expand our recruitment beyond just within the public school system.
So yeah, Councilor Young's not here. So I won't pretend to answer that for her.
Kim really wanted to be here. I know. I get it. She initially said she would call in and then she called me and said no. You're sick, you're sick. All right, so we will go ahead and table that. So that'll be in our next, when's our next meeting? September, that's right. We're skipping one. That's one double check. So first meeting in September. So we'll go ahead and move on then to Ordinance 2026-007, establishing a commercial public safety fee and adding Section 3.5 to the Sherwood Municipal Code. And David, looks like you're up again.
I see where you're going there, because I think what the businesses are going to be interested in is in the rates. And this does not set rates. It's just, to your point, it just creates a structure that the council could set through resolution, pass a rate structure. And I agree, I think, with where you're going on this. It will definitely want to talk to our businesses so they understand what we're thinking about.
Yeah, I agree. Is that... It's not scheduled. I think... If I make a suggestion, if staff could reach out to the chamber, and I'll talk to Council President Young, because she's our liaison to the chamber, to give them a heads up and get them the data and what we're thinking. So that's probably the best route to get the word out to the businesses. I think it is. Yeah.
Okay. And even the resolution process for the fees would still require a public hearing. It could. We have different types of resolutions, but certainly that one could, yeah. Thank you. Awesome. Any other questions? Go ahead. All right. All right. I would just add too that, and David, you talked to this a little bit, and I would encourage everyone to go watch our work sessions on this, It is a public safety fee, and the reason we structure it around commercials, we do see a lot of police activity in our commercial districts dealing with shoplifting, car break-ins, all the kind of different cri
All right, any other questions? Awesome. Okay. We'll go ahead and do we have any written testimony? Okay. And I'll go ahead and open the public hearing. I'm not seeing anyone online. Sylvia, did you get any? Ben, want to go again? Pull them back up. All right. I'll go ahead and close the public hearing. And this is the first. Do you have something for discussion?
Could you repeat? I think you mentioned the dates we had work sessions on this.
Thank you. And I would just, anyone listening or anyone who listens to this later on YouTube, I encourage you to go watch those work sessions because if you're a business owner, you're probably thinking, how much is this rate going to be? So we had a lot of conversations in those meetings about what this could look like and make sure that it's fair and not a burden for, say, a very small mercantile shop versus a a large footprint box retailer, I won't name who they are, that drives a lot of activity for a police department. So a lot of the structures that we talked about, I thought were pretty
They did a great job. Awesome. Could you just do a quick update on the water leak we had on Ice Age Drive?
And I assume that, and just for people listening, this is a 12 Valley Water District project. What's that? The contractors and vendors that put that in, that was not the city. It's part of the 12 Valley Water project. Supply project, yeah. It's the interconnect. It's the emergency interconnect between us and the plant. And we're going to be, I'm assuming, going after them for... compensation on that.
And for those listening, why we're concerned about that, that water is not free for us. It goes through our treatment plant. We pay for that water. So we want to make sure that we're whole.
All right. All right, we'll go ahead. Anything else, Chief? Anything?
And I'm assuming a lot of the cities around us were canceling too.
Thanks, Chief. All right. Council announcements. Do you want to go first? Me? Yeah. Mixing it up.
I was just going to say on that, and I was going to talk to you about it after the meeting. You're right, it's being moved, but I'm actually thinking about moving it back to a work session again for more conversations. So I didn't want you to announce a date and have it be different.
Awesome. I'm going to keep it very quick and just say another plug for the music on the greens, which might be in the art center. But yes, I wanted to mention that we have an ABBA cover band, which would be a lot of fun. So I encourage people to show up. If it's in the art center, I would get there early. Even down on the green, you want to get there early because it's usually pretty packed. And with that, I'm good unless there's anything else for the good of the order?
We are adjourned, and we will go right into our URA Board of Directors meeting. No, we're not. It says we are.
Thank you. Usually it's on the back. Just asked if you moved on. What do you want to move on? All right. OK, I'm going to go ahead and call our URA board meeting to order Tuesday, August 4, 2026 at 8, or no, 7.55. Roll call. Chair Rosner? Here.
All right. Before the consent agenda, I understand you might want to pull something.
Well, we need to have to. Oh yeah, second. So all those in favor of amending the agenda, say aye. Opposed? Motion passes now. Do I have a motion to approve the amended agenda, item A, approval of the February 3, 2026 through URA board meeting minutes? So moved. OK, motion to second. All those in favor of approving those minutes, say aye. Aye. Opposed? Motion passes. Thank you, council. And we will go move on to a discussion about the URA Resolution 2026-002. Doug, you wanted to pull it, so I'll let you take off and start.
All right, well, to vote no, you've got to pull it off, so absolutely. All right, anyone else want to comment on that? Otherwise, I'll entertain a motion.
This goes back to, there was several people that didn't like the S with the hat on it. Oh, we're talking about the medallions. Doug thinks, Doug, it looks like a logo.
I was just going to ask if you could let us know what the Cultural Arts Commission said.
Anyone else? Someone looks like he wants to say something.
That's kind of where I'm at. When I looked at it, it never even occurred to me that it was a logo. It was just part of the art on the medallion. I move to approve URA Resolution 2026-002, accepting the Cultural Arts Commission's recommendation for Western Bridge medallion artwork. Second. Motion to second. All those in favor of approving the resolution, say aye. Aye. All those opposed? All right. Motion passes. Thank you, council. Do we have any citizen comments?
And I don't see any online. So we are adjourned. Thank you, everybody.
