I'd like to call to order the Mayweather County Board of Commissioners, July 28, 2026, 6 p.m. meeting. Please silence your cell phones and other electronic devices. Please stand with the invocation given by Deputy Chief Jeff Fisher. Followed by the pledge.

1:16•Emmett Collins

Like to adopt the agenda. Are there any changes to the agenda?

1:40•Emmett Collins

Any other challenges? No, sir. Do I have a motion to adopt the agenda?

2:16•Adam Worsley

Pardon me? It says first quarter to the fees, first quarter to the host fees. Is it second quarter or first quarter?

2:54 – 3:12•Adam Worsley

Yeah, I got a couple. So on the T sports balance. It changed by 300 dollars. Is there something that came to the last meeting? Minutes say it was a negative 279. 068. Now it's negative 278, 715. Like, 353 dollar change that that seemed like a small.

3:59•Adam Worsley

And then on the SPLOST, went further negative, about 163,000.

4:09•Adam Worsley

Okay, I see you. Some of that was, I was not at the last meeting, so that's why I'm asking, and it didn't clearly call it out.

4:27•Adam Worsley

Okay, no, that item there makes a difference. Thank you. Any other questions?

4:47 – 6:18•Emmett Collins

9:37 – 9:49•Emmett Collins

Thank you. Minutes, July 13th, 2026, regular meeting, 6 p.m.

9:51•Adam Worsley

I'd like to make the motion to table this to the August 10th, 6 p.m. meeting so the rest of the board that was in attendance can be here for the approval.

10:02 – 10:24•Emmett Collins

All in favor? Public hearing? There is none. Appointments. Appointment to the Region 6 Department of Behavioral Health and Developmental Disabilities Board. This is a three-year term. It was filed June 30, 2029.

10:47•Adam Worsley

Make a motion to reappoint Commissioner Threadgill.

10:50 – 11:01•Emmett Collins

All in favor? Appointment to the Region 4 EMS Council Position 2. This is to fill an unexpired term that will end on June the 30th, 2027.

11:40 – 11:55•Emmett Collins

Second. All in favor? Unfinished business. Request from the Tax Assessor's Office reclassify position in-house commercial re-evaluation.

12:49 – 13:10•Adam Worsley

So this is to add two positions to what you currently have. One is to reclassify the board aid position and add an additional one to that. So two total people increase. Correct. Do we have an estimate or maybe you know, Ralph, what is our expected return on the commercial re-evaluation?

13:30•Adam Worsley

And they could do it over a three-year period.

14:13 – 14:29•Adam Worsley

So I guess I'll rephrase what I was asking. We anticipate a significant return in tax revenue by reevaluating commercial property in this county. Is that correct? Or we wouldn't be looking to spend close to a million dollars on having an agency do it for us?

14:44 – 15:03•Adam Worsley

Well, I understand that it's significantly better now at one hundred twenty thousand versus close to a million. Right. So it's but I want to make sure for people that are listening to hear that we're expecting this additional cost to the county. will come back more so through additional revenue from getting accurate valuations of commercial property.

15:16 – 15:30•Adam Worsley

So John, if we improve these positions and that's not in his budget structure, as far as the hierarchy and org chart of his budget, Dollars-wise, is he okay to add two positions for the remainder of this fiscal year?

15:58•Adam Worsley

So basically what we're asking for is a modification for next year's budget.

16:18 – 16:35•Adam Worsley

It was prior to this board, yes. Yeah, 2016. okay so do we need to approve this tonight or do it at the time of budget presentation to see the full impact of what this does to his budget we were going to run the budget analysis at the next meeting after the work session

17:06 – 17:38•Adam Worsley

Yeah, I mean, it's my personal opinion from what I know. The citizens have been paying the tax burden of the employee position that David Knowles filled. So I have no problem with reclassifying that to his department where he could have that resource field. And we move the budget line item to reflect under his department. The county has been supporting that kind of salary payment anyway. I'd like to see the data that justifies being able to add the position. That's the only difference. And I think it's there. I just want to make sure we're transparent with everybody.

17:52•Adam Worsley

So do we need to make any decision tonight then to allow him to begin recruiting right away so we don't have to wait until budget approval is another 30, 60 days from now?

18:06 – 18:24•Adam Worsley

Well, what I'm saying, I can make a motion to approve reclassifying the Board of Commissioners appointment to the Board of Tax Assessors. For that one position and let him start recruiting for that so he can get that going because that's already. And then we can, the data review for the second one.

18:29•Adam Worsley

Yeah, it's budgeted under the board. We're just moving it to budget it under him. There's no more burden to the taxpayers.

18:39 – 18:51•Adam Worsley

So I'll make a motion to approve reclassification of the board of commissioners appointment property appraiser position to the board of tax assessors budget and allow them to recruit for filling it.

19:08 – 19:21•Adam Worsley

Was this board approved there or was the Board of Taxes approved there? Board of Tax Assessors. They can appraise any property they want to as a Board of Assessors in your office, right?

19:26•Adam Worsley

So we don't need to do anything with that. I mean, we don't... We appointed Tax Assessor Board members to make that decision, not us. I don't want to take that.

19:38•Adam Worsley

Yeah. And they can get you started and we'll get the data that everybody can be transparent with and That board still controls this board is not controlling that board.

19:47 – 20:03•Emmett Collins

Adam made a motion and I second. All in favor? Consent approval of a resolution extending the data center moratorium for an additional 90 days.

20:32•Adam Worsley

Are we currently working on modifications to our...

20:54 – 21:06•Emmett Collins

All in favor? Consider approval of the ordinance amendment. 2026-01 regarding board meeting schedule.

21:42•Adam Worsley

I'll make a motion to approve and authorize the chairman to sign.

21:49•Emmett Collins

Consider approval to purchase two AEDs for the Recreation Department using available recreation funds.

23:20 – 23:44•Adam Worsley

I do have a question. Yes, sir. If we have a Recreation, and this is for any department, but a Recreation Director, we've got a County Administrator, an Assistant County Administrator, they have an approved budget by this board. Why are we approving and delaying getting life-saving measures to them for $4,472?

24:01•Adam Worsley

Is there something maybe we can investigate to where in safety type items where we find ourselves lacking in areas where children or a lot of communities are going to be?

24:20•Adam Worsley

I just hate to be deficient in something like this. And in the two weeks it waits for this meeting, we have an event that we were trying to get ahead of and we're Yeah.

24:50•Emmett Collins

Instead of approval, of change order number 15, historic annex, additional tuck-pointing.

26:01•Adam Worsley

I don't know if you've been up to the third floor too, but it's got it.

26:19•Adam Worsley

Well, I'm going to motion for approval courthouse change order number 15 to be approved in a lot of children. So, yes, I would fight.

26:33 – 26:46•Emmett Collins

Mr. Request from Manchester. Letter of support for city of Manchester, Georgia. News to folks immunity housing application.

28:33•Adam Worsley

Yes, I just. I know it's just a support letter, but I'd like to make sure that the wording is.

28:53•Adam Worsley

I mean, in my opinion, did I make a motion to approve upon the legal review?

29:03•Emmett Collins

Consider approval of replacing six shower traps, Bearwood County jail.

30:28 – 30:45•Adam Worsley

I know we have continued SPAS, T-SPAS funds coming in. How far in the negative is this board allowed to go with a proven on future fund generation before we are in trouble or should not do it?

31:14 – 31:32•Adam Worsley

So the transparency is what I'm doing this for, is it? Our negative balance is a reflection of the commitments we have made with the existing fund balance. We have the commitments coming through based on the timeline of project completion. We should not be actually negative in the account.

31:37•Adam Worsley

So we are not actually negative in the account physically. That's right. We're committed negatively if they called all of those and were completed today.

31:47•Adam Worsley

And make sure as we continue to do that, everybody understands that.

32:05•Adam Worsley

We're negative with the commitments. If all the work was completed tomorrow, then we would be negative. I'm going to make sure that's on record. They need to get a margin card.

32:22•Adam Worsley

So I recommend approval. And I'll tell them to sign with funds from sports. I'm on second there.

34:44•Emmett Collins

But last year when we found a problem with a lock, they were supposed to be fixed and corrected by June of this year.

35:14•Emmett Collins

Just stay on top of it when we get that. I will.

35:48•Adam Worsley

Is that going to work for you? It will. I'm putting a reminder in to make sure I'm on time.

35:59•Emmett Collins

I'll second. All in favor? The Portman County Administrator.

37:48•Emmett Collins

That's all I have. Report from County Commissioners by Chairman Smith.

38:42 – 39:20•Adam Worsley

I just don't have much to add to that other than just thank everyone for what they do and the hard work we're putting in. And to her comment is I'm getting more positive feedback than negative. And it's tough when it's raining like that. The weeds on the side of the road are growing faster than they can get to and fix sometimes. Some of them look pretty bad, but they're working on them and they're working on potholes. And then everyone else across the county seems to be recognizing some of the hard work that's going on. So I appreciate what everybody's doing and continue to do it. I do have a

39:26 – 39:48•Emmett Collins

That was all I had. I'd just like to say thanks to all the staff and employees for what they're doing and thankful for the citizens of bringing a lot of the problems to life and Believe me, we're working on it. And that's all I have. Report from the county attorney.

39:55 – 40:34•Emmett Collins
