2:29 – 2:47•Megan Perkins

All right, I will call this council work session to order. It's 4.02. The mayor is currently at a conference and will not be here this evening. We can start with roll calls. Start with you, Council Platt. Megan Norris, she, her. Megan Perkins, she, her.

2:50•Megan Perkins

Gina Franzosa, she, her. And the first item tonight is our quarterly council goal update.

35:11 – 35:37•Megan Perkins

Melissa, can you talk about how has the communication been with the state? We should be technically halfway there, right? We have another year in the biennium. We are even close. Is the communication going from the City of Bend to the state that, look, these are units that have been permitted years ago? Basically everything you're saying, how do we, oh, and here comes Rachel. To answer all these questions.

43:31•Megan Perkins

Not on this slide, at least. Just a comment. If we're struggling with this, I'm just worried that our community is also going to be struggling with understanding this.

57:23 – 57:43•Megan Perkins

Yeah, Russ, one of the things that I hear about is a revision goes back to the applicant. They fix it. Then there's another revision, right? Yeah. Whereas wouldn't it be easier if all of the revisions would come at once so that they could move the process along more quickly?

1:00:59•Megan Perkins

I just want to do a time check. Yeah. So it is 5 o'clock right now.

1:11:10 – 1:11:28•Megan Perkins

Thank you. Thank you. Before I move on, I just want to apologize if you see me looking at my phone. My mom's evacuating, so I'm just kind of in text message mode. And so next we have shelter planning and June 4th discussion with Matt and Amy and Brooke.

1:18:11•Megan Perkins

But that could impact other shelters like J4J. Of course, yes.

1:18:51•Megan Perkins

Not to ask you to say why, but do you have any

1:20:53•Megan Perkins

So just to summarize for everybody who may not be following along, the cliff is a year from now. Yes.

1:33:54 – 1:34:15•Megan Perkins

I would just be curious to know. Where CJ's back here. There's so many people in this room that are so knowledgeable. But I am curious, as we talk about this, because Cleveland Commons was our first PSH, if we could see what we could be doing better and... if we decide to go in this direction.

1:36:12 – 1:36:23•Megan Perkins

I remember the Emergency Homelessness Task Force, I think they predicted that we would need, I'm trying to remember, I think it's like 300. Yeah. This is a few years ago, but...

1:42:59 – 1:43:10•Megan Perkins

But we don't need to be, I mean, it's Housing Works. Housing Works is the only one that can own it. Yeah. So it's not a concern. It's not like a private developer that could say, well, forget it. Now I want to sell these for $5,000.

1:46:25 – 1:47:04•Megan Perkins

how people stepped in and made it happen. I love driving by and seeing the kids' bicycles outside of the rooms. I mean, it doesn't look like the stereotypical idea of a shelter. And so I think, like Mike said, to be able to, and like you said, to be able to divide and conquer and say, okay, the families go here and people that are in need of permanent supportive housing could maybe go here. And I think, in my mind, that's the only way that I'm comfortable with this, and I think that most of us are comfortable with this. And it is a commitment that we made to the people in the core area that th

1:48:50 – 1:49:04•Megan Perkins

Yeah, and I think we see that in the strategic plan that's just being completed with the Homeless Leadership Coalition. And we obviously see that with the Coordinated Houseless Response Office. It's absolutely critical that we band together. To get what we need for our community.

1:50:37 – 1:51:02•Megan Perkins

There are terrified people right now in the shelter and sisters that have come, many of whom have come out of living in the forest and are really unsure of what to do. From the fires. From the fires, yes. Any other comments from these suggestions or we, I mean, just thank you for continually trying to figure out how to piece this all together in a really tough situation.
