11:33 – 11:59•Alicia Miller Blakely

Thank you. I want to personally thank the Board of Education for what they did. Also, one of the board members, Dr. Tanya Howard-Hall, is the one that made me aware that the pools had already been inspected and what have you. And I want to thank you, Mr. City Manager, for doing your due diligence as well. When will the pools actually be open so that those children can go and enjoy it?

12:20 – 12:35•Bernetta B. Lanier

To the city manager, I also agree with the mayor about agendatizing this because I don't want to take five, so that's two. Get on the agenda. So that's two. Can we get three more so we can make sure it's all done?

12:35 – 12:46•Van R. Johnson, II

I'm the mayor, so I'm going to agendize it. Again, it's within your purview, so we're just going to do that just as a matter of public record. I think hopefully y'all don't mind that.

12:46 – 18:21•Van R. Johnson, II

Okay, thank you. And then the city manager is still working with the Board of Education, and I guess in the fall we'll come up with an expanded MOA with the Board of Education for other facilities that are public facilities. and that if they own them, we can program them where we can. So thank you, Mr. Manager. Thank you, Team Savannah, for that, and thank you for your support in that area. So I have the pleasure of asking all of our folks from anybody who cares about smoke-free, come on up, smoke-free folks. Yes. Yes. This appears to be kind of a... This seems to be kind of a reunion tour. I

Do we have any champions in the house? Come on up, champions. Let's take a look at you. Come on. Come on, ladies.

28:15•Van R. Johnson, II

You're not going to give me no tap? You're not going to give me no tap? You're not going to give me no tap?

28:33 – 29:51•Van R. Johnson, II

So I have you on this side. Ladies and gentlemen, let me introduce these amazing young ladies. The mayor and alderman of the city of Savannah proudly recognize the outstanding accomplishments of the Savannah Police Athletic League. girls flag football program whose athletes, coaches, volunteers, and members of the Savannah Police Department demonstrated exceptional commitment to youth development, teamwork, sportsmanship, and community engagement. And whereas the Savannah Police Athletic League continues to strengthen relationships between law enforcement and youth of our community by providin

29:52•Van R. Johnson, II

Season, which is three teams combining for an outstanding 21 wins and nine losses.

30:06•Van R. Johnson, II

But get this, finishing first, second, and third.

30:18 – 32:42•Van R. Johnson, II

In The Savannah, City of Savannah's Girls Flag Football League Tournament, an extraordinary accomplishment that reflects the dedication of athletes, coaches, volunteers, and supporters of this program. Whereas PAL Team Purple Rain, where's Purple Rain? I mean, don't get here and get cute now. Make some noise for them. Where's Purple Rain? All right. Coached by Udon Carter. captured both the 2026 regular season championship and the 2026 tournament championship, finishing with an outstanding 9-1. Yeah. Overall record. And they, Al Escobar, secured the championship by defeating Pal Team Maroon Co

32:55•Van R. Johnson, II

I mean, let me in on the joke. I mean, I don't know. Y'all laughing.

32:59 – 34:49•Van R. Johnson, II

All right. Obviously. Whereas these accomplishments are a testament not only to the dedication of the athletes, but also the unwavering commitment of their coaches, families, volunteers, and the members of the Savannah Police Department, whose mentorship and service continues to inspire the next generation of leaders. Now, therefore, I, Van R. Johnson, the second mayor of the city of Savannah, on behalf of the Savannah City Council and the citizens of this great city, do hereby congratulate the 2026 Savannah Powell Athletic League Girls Flag Football Championship Team, Purple Reign, But we als

34:53 – 35:40•Van R. Johnson, II

That's right. And so we said we would. We said we would, let's try flag football. And it's been an absolute success here. More importantly, the mothers of tomorrow are right here. The princesses of today, right here. And if they can succeed here in flag football, they can succeed in school. They can succeed in their communities. They can succeed in life, they can succeed at home, and they don't need no crazy head boy telling them what to do, right? That's right.

35:40•Linda Wilder-Bryan

That's right. Right? Right. Clock that, right? Clock that, right?

35:45 – 36:18•Van R. Johnson, II

Clock that. Yeah. Yeah. So I want to thank council for the continued support, certainly city manager to chief, there he is, all right, to... To Chief Gunther, Chief Gavin, to Coach Carter, to all of them, Devon Adams, when he was here, he was my lead on this. Again, wonderful way for us to engage with police in a constructive way and another way for us to get them off the street.

36:20•Linda Wilder-Bryan

You ain't got that yet? Okay. I'm getting there. Jokes on me now.

36:23 – 36:52•Van R. Johnson, II

But we also recognize that it takes an entire village to raise young people. So to our parents and moms, grandmoms, dads, thank you. Thank you for allowing us to love on your young people, sometimes in a little harsh way, a little stern way, but it builds character. And to all of our coaches, thank you, thank you, thank you.

39:22 – 39:43•Van R. Johnson, II

We'll start here, your name and your grade in school, okay? Yes. Yes. I run this, yes. Yes. So, but you have to do it loud so everybody can hear you. So we're gonna start here. Come on, come on sweetie, come on. Don't make me get coach on you. Name and school, come on.

40:27•Linda Wilder-Bryan

Yeah, third district. My name is Gabrielle Austin. I go to Leeward-Miles Middle School and I'm going to eighth grade. Come on now.

40:40•Linda Wilder-Bryan

I'm going to eighth grade. I go to Leeward-Miles Middle School.

43:37•Van R. Johnson, II

And to all of our coaches, y'all come up, but don't tell us what school you go to, OK?

43:48•Linda Wilder-Bryan

I'm Coach Melton. Coach Milton. Thank you.

44:23 – 45:09•Van R. Johnson, II

Y'all must have really practiced that, so. Thank you all again, ladies, again. If you look, one second, y'all, one second. I want all of you to turn around. Because if you look back at these jerseys, you see what they say? It says Savannah, right? So you're representing us. You're representing your families. You're representing yourselves, all right? Keep making us proud. Be champions everywhere you go. God bless you all, and congratulations. Thank you all so much. Thank you. Thank you. Thank you, Major Young, Coach Carter.

45:30•Linda Wilder-Bryan

Appreciate you, y'all. Good job. All right.

45:36 – 46:37•Van R. Johnson, II

I want to take a quick minute before we move on. Chef Joe Jackson is here. And we have our interns from a seat at the table. Would y'all stand up and come through for a minute? Nobody ate it. Yeah. Y'all come on up. So Chef Jack Jackson and these amazing young people from a seat at the table, Chef Jackson has an amazing business in which he mentors through a youth culinary and military program. And so just so that you know, these individuals provided your lunch today. So, Chef, thank you so much, and you're part of our Launch Savannah initiative, so I was excited to spend time with you this we

47:11•Alicia Miller Blakely

Thank you. Mayor Johnson. Mayor Johnson.

47:17•Van R. Johnson, II

Mayor Johnson. Y'all big old fellas, so I want to hear some bass in your voice. Come on. Name and...

47:41•Linda Wilder-Bryan

Yeah, good for you. All right. Thank you.

48:07•Linda Wilder-Bryan

No, it's all right. It's all right. It's all right.

48:14•Van R. Johnson, II

It's better to be all right than not all right. So we'll take it. Come on.

49:03•Alicia Miller Blakely

Thank you. Good job. Excellent, excellent. Keep it up.

49:09 – 49:26•Van R. Johnson, II

Let me also mention that for the ONES grants that we offer every year, that we fund, they're one of the grantees. So you see where... You see where your funds, your benevolence helps and goes directly to young people. Yes, ma'am.

49:31•Van R. Johnson, II

Okay, thank you. Mayor Johnson. Thank you all so much.

49:34 – 49:46•Alicia Miller Blakely

Yes. That program is a phenomenal program. And Coach, I mean, Chef Jackson, if anybody wanted to be a part of it, how can they become a part of that program?

49:59•Alicia Miller Blakely

Sounds good. I didn't get a plate, so I would like.

50:34•Detric Leggett

We also have another grant recipient over here that came from the ONES program. I was very good today. Okay, I'm sorry, sir.

50:42 – 51:08•Van R. Johnson, II

I got you. I'm sorry. So y'all come on up too now. Y'all want to come and say hello? Y'all don't want to come say hello? Thank you. Come on. Again, ladies and gentlemen, when we are putting money into... into communities, the money we put into communities reaches real lives. So we invest in organizations that are doing it.

57:35 – 59:09•Van R. Johnson, II

Again, ladies and gentlemen, if you look at the theme this morning, this afternoon, we are building bridges. Our success is tied to our succession. And so if they're very, very little or if they're in college, we are creating opportunities for them to be great right here where they are. So thank you for your investment, Mr. Manager. Thank you for the work that goes and gets involved with doing that. So we appreciate it. A couple of quick housekeeping notes that I have to do. I'm going to take a quick moment of personal privilege. Would our city attorney, Bates Lovett, please come forward. Ladi

59:11•Van R. Johnson, II

And Mark Massey, would you please join us? Mr. Massey, would you please join us?

59:17•Linda Wilder-Bryan

Come on, Mark. You're having a good year, Massey.

59:20 – 59:44•Van R. Johnson, II

Ladies and gentlemen, the 2026 Georgia Municipal Association Clerk of the Year. Yay, Mr. Massey! So, when... When I go around the state and say, my clerk is better than yours.

59:46 – 1:00:18•Van R. Johnson, II

Mr. Massey, Mr. Massey, Mr. Massey, come back over here, sir. We were so excited. Mark has been an absolute blessing to us. Yes. As I've said before, he is a consummate professional. So much so that he is a district representative on the International Institute of Municipal Clerks. So he continues to make us proud. He continues to be a resource for clerks everywhere. Everyone says they call on Mark for advice and for the answer because Mark has the answer.

1:01:07•Linda Wilder-Bryan

Mr. Massey, Mr. Bates, thank you all for keeping us out of jail. Appreciate you.

1:01:14 – 1:03:41•Van R. Johnson, II

We continue to look, and Mr. Massey is actually doing the research. We believe he might be one of the only. individuals that has been named not only georgia county clerk of the year but now also georgia city clerk So you got the EGOT, so you're in there. So thank you and congratulations to you. All right, ladies and gentlemen, let's get into it. We have alcohol license hearings. We have items number seven, eight, nine, 10, 11, and 12. I understand there might be some comments on one of them, so we will pull those. So let's move to eight, nine, 10, 11, and 12. Item number eight is approval of a

1:11:25 – 1:17:22•Bernetta B. Lanier

Okay. So there's a cliche that says if it's not broke, don't fix it. And in this instance right now, we got something that's broken really bad. And I've been working on this since I've been on council. And we're talking seven years, six and a half. And we're getting close to making some adjustment. I've been working with the city attorney. We got a really healthy draft that will solve the immediate issue. because the issue is much bigger than the alcohol overlay. Now, the community that I represent in the greater west side, all of those old slave plantations, turn, neighborhood, have always be

1:17:23 – 1:17:51•Van R. Johnson, II

apply i saw that but i wanted nothing to do with none of that because i'm focusing focusing on the first district because i know what we need over there all the women no okay okay this is important mr mayor all right i understand but the the issue here that we're talking about is whether thomas edenoff a savannah b company a specialty real retail shop at 313 should be granted a license so we have a very good draft

1:17:52 – 1:19:37•Bernetta B. Lanier

Because we haven't met with the neighborhood on this. And there hasn't been liquor or alcohol or wine on that side of Stiles Avenue near Carver Village and those areas since Mexico was down there and the little club was in Mexico. However, now we are doing this and we are deciding in this new area that people are still looking at this downtown expansion. They don't know what to think in this new uptown area. But here's this non-residential business asking for alcohol. And they should get it if the community is amenable to it. So it's not about the B company, because they walked into something

1:19:38•Van R. Johnson, II

So you say we need alcohol in an economically depressed area?

1:19:42 – 1:20:08•Bernetta B. Lanier

I said alcohol is a revenue driver, and we need revenue drivers in these depressed areas, and that's what I'm saying. We want to create something that's going to allow the other districts continue what they're doing, allow us to make the adjustments to be fair to the businesses that are coming, to be fair to the people who were born, raised, and live there and bled there. And so I have a recommendation today.

1:20:10•Van R. Johnson, II

Is it your recommendation regarding the approval or disapproval of this license?

1:20:14 – 1:20:45•Bernetta B. Lanier

Based on number seven, that's what we're talking about. This license. And I am going to request that we postpone this measure until August 13th when we come back because we already have done the work. We've got it done until we have time to review and look at what the city attorney have worked with us to create and to allow this alcohol overlay in the first district review to happen based on what we've done with the attorney and then we could come back and decide.

1:20:46 – 1:21:34•Van R. Johnson, II

and that will be our very next meeting all right is that a motion i offer it is a motion all right but let me tell you i'm i'm not entertaining now i'll take the motion since you offered it but you're you're complaining two issues um mr manager this business is not in the alcohol overlay but it might need to be well one second one second mr manager is this business any alcohol overlay IT IS NOT IN THE CURRENT ALL RIGHT AND IT IS DIRECTLY ACROSS THE STREET FROM THE THE IN-MARKET ARENA WHICH HAS LIQUOR LICENSE CORRECT THE IN-MARKET ARENA DOES HAVE LIQUOR LICENSE AND THIS IS NORTH OF THE CARVER V

1:21:36•Bernetta B. Lanier

NO RESIDENT HAVE BEEN SPOKEN TO. WE DON'T HAVE A GOOD NEIGHBOR AGREEMENT, NOTHING. AND THIS IS AN AREA.

1:21:41•Van R. Johnson, II

ONE SECOND, ONE SECOND. SO HAS THIS BEEN PROPERLY ADVERTISED? And legally advertised?

1:21:55•Bernetta B. Lanier

Now we got to protest. Now we got to protest.

1:21:59 – 1:23:49•Alicia Miller Blakely

I'm sitting here listening to what's being said, and I thank you, Alderwoman Lanier, for your comments and your remarks. Y'all know what? It breaks my heart. It breaks my heart that we have one business off of Lathrop, been in business for four years trying to get an alcohol license. As a matter of fact, I do believe that business that's been trying for four years to get an alcohol license is a minute away from where the B Company is one minute driving time just one minute and here we are on this council because of the overlay that all the women are near has been asking for us to look at for t

1:23:51 – 1:24:02•Van R. Johnson, II

I'm going to call you out of order. Let me finish. Again, your comments should be directed towards this item, which is on the agenda, Thomas E. Denard III for Savannah Bee.

1:24:03 – 1:24:30•Alicia Miller Blakely

The Bee Company is directly right around the corner. It is unfair and unjust for us to give them a business license not even 60 seconds away. They have a business license. Alcohol license. And we can't even look at readjusting the overlay for the vintage.

1:24:30•Van R. Johnson, II

Is there a reason why Thomas E. Denard III and Savannah Bee Company should not have?

1:24:34 – 1:24:54•Alicia Miller Blakely

Because it's not fair, it's inequitable, and I refuse to vote again for another license on this dais. until we look at that overlay and grant economic drivers for businesses, especially small black-owned businesses that need it.

1:24:54•Van R. Johnson, II

Fair enough. Okay, thank you very much. There is a substitute motion. Alderman Wilder-Brien.

1:25:00•Linda Wilder-Bryan

I make a motion that we proceed with this and follow through with what she wants. And I'd like to just say that I've been sitting on this.

1:25:08•Van R. Johnson, II

What is your motion? What is your motion? Is there a second? All right, you said you were finishing a comment?

1:25:15 – 1:26:00•Linda Wilder-Bryan

Yes, sir, I wanted to finish a comment. People can say anything, but the truth sometimes does not fall out of people's mouths. I've been sitting on this seat right here for six years. Everything I say is true. And everybody and their mom has been in the third district business. We've got people on council now, people who went through the process, did what they're supposed to do, and they said they stay in their business. And yet, the liquor license, when people did what they were supposed to do, they are denied it. When we talk about equality, we talking about all. And I seem to remember Roll

1:26:00 – 1:26:55•Linda Wilder-Bryan

I didn't disrespect her. And so my point is, when we say all means all, we can't sit up here and fight against other people to get the same thing we want for ourselves. In those communities, I didn't disrespect her. And so people went in that community and now it's a part of the protest. Okay, let's protest. But when you go inside of a place, you've got all those things and you know that there's an overlay there because I'm telling you, when we talk about public hearing, people told me, i speak for that we had a public hearing it was notified nobody showed up because it's not in a liquor overl

1:26:55 – 1:28:39•Van R. Johnson, II

right now is whether Thomas E. Denard III for Savannah Bee Company, a specialty retail shop at 313 Stiles Avenue, should receive approval for a Class E wine by the package and Class G complimentary alcohol license. THIS HAS BEEN COMPLETED INTO AN OVERLAY THAT THE CITY COUNCIL APPROVED IN JANUARY 4, 2018. 2018. AND I KNOW IT BECAUSE I WAS THERE AND I LED THAT EFFORT WITH THE COMMUNITIES THERE IN 2018. THE BUSINESS IN QUESTION THAT YOU KEEP REFLECTING TO did not even try to get into the place until April 2022. after they were advised by staff that it was in an overlay so so and we got receipts i

1:28:52 – 1:29:47•Van R. Johnson, II

check it by the records and i'll go to court i'll go to court and i'll swear on the body all right thank you very much thank you so much all right y'all go forth and be great all right thank you thank you all right uh item number 13 is a public hearing for the downtown savannah authority bond application but 31 million dollars in bond funding to construct a parking garage at eastern wharf IF YOU REMEMBER, THIS IS A PART OF THE DEVELOPMENT PLAN, AND WE WILL DECLARE A PUBLIC HEARING.
