I call this hybrid regular council meeting of July 14th, 2026 to order at 7 o'clock p.m. Will you please stand and join me in the Pledge of Allegiance?
And will the clerk please call the roll?
Okay, Council, does anyone have any items to add or delete to tonight's agenda for Council Rule 9.3? Usually doesn't happen, and I don't see any hands raised. Okay. We're going to kick things off tonight with a presentation by Angelina Koenig from the Mountain View Community Center. She is the executive director and she would like to present to us tonight. So, Council, we can ask a few questions, maybe not grill her too much, but we'll let Angelina present and then ask her a few questions.
Thank you. Any questions for Angelina? Yeah, Corbin and then Jeff.
Thank you for trying to be more inclusive with what Corbin was saying about the lower thresholds. On the surface, it does look like we aren't utilizing it, the heating and cooling, very often. But if you're open more often in general, I think that's actually... I'm sorry, I'm terrible tonight, but... just that it's showing that you are willing to be there if somebody needs you there. And I appreciate that.
Thank you. So can I ask how did it go today?
Hi, Angelina. Just had a question with the heat and cooling. Have you had more citizens come in for the hot weather days versus the cold snaps? We've had pretty mild winters the last few winters. And since this is a new partnership, I didn't know if you had any stats on that.
Then I had another question, too. Does the community center accept produce donations like food that is, for instance, any vegetables I grow in abundance that citizens can donate to towards like the seeds of change dinner or. For Tuesdays for the seniors to pick up, you know, if there's like a basket, like a free for all. Yeah. Anything like that?
And you just bring that in during business hours?
Thank you. I have some walla walla onions that I have way too many than what I planted. I was just thinking about that today to donate it. Thank you. Thank you.
Okay. I think that wraps it up. Thank you very much, Angela. We appreciate it. Okay. It moves us along to audience comment. Uh, we have one person signed up, Damon Cromar. Um, Did I already pronounce your last name correctly? Romar, okay. Damon, you know the routine, just looks like the microphone's still on, so you have up to five minutes these days, so you don't have to use all of them, but you... I'll keep it in the five minutes.
Okay, thank you. Damon was the only one that signed up, but you don't have to sign up. If someone else has any other audience comment, they're welcome to step forward now. I don't think we have any hands raised in the virtual audience. So I'm sensing that that concludes audience comment. Okay, moving on. The mayor's report. So a couple of things to pass along. I want to let the council know that I'm still working on trying to get the Roberts Rules of Order training. It's just... Jurassic Parliament is in a little bit of transition. So we're not really getting phone calls returned or emails ret
Okay. Thank you, Maylee. And that concludes my mayor's report tonight. Next up, we have a director's report. Assistant City Administrator Rachel Pitzel.
Okay. Thank you, Rachel. I appreciate that council. That's takes us to the consent agenda. Are there any items to be amended or pulled from the consent agenda?
Okay. Do you want to just pull it? No, no, no.
Well, I don't know. I don't know what your question is.
Yeah, I asked Jeremy that same question. Oh, good. It kind of is what it is, but I will also say it's entirely covered 100% by a grant. So it's not costing the Edgewood budget anything. So now, do you want more clarification from Jeremy than that? Are you good with that?
Okay. All right. Council member Keith, did you have an item to remove from the consent agenda?
Now, quick question about miles resources. It was just such a big number. I wondered what that was.
420 K. I'm believing that's related to the 48th street construction project. So.
Okay, so seeing that nobody would like to pull anything from the consent agenda, I'll entertain a motion to approve the consent agenda as presented.
I'll second. Creely? Perfect. Okay, it has been moved by Councilmember Edwards and seconded by Deputy Mayor Creeley to approve the consent agenda as presented. All those in favor, say aye. Aye. Any opposed, say nay. Okay, motion carries. That takes us to our first item of official council business, item A, Agenda Bill 26-114. This is the mayoral appointments and council confirmation to the Planning Commission and Economic Development Advisory Board. Council, as you know, we interviewed all three of the candidates that you can see before you on the board. Are there any further questions of staf
Southern. Okay, it has been moved by Councilmember Southern and seconded by Councilmember Ramirez to approve Agenda Bill 26-114, the mayoral appointments and council confirmation to the Planning Commission and EDAP. Councilmember Southern, you have the floor.
I just want to thank the people offering their time for a plan commission on the tab and hope lots of good things come out of their contributions.
Okay, now Councilmember Ramirez, you have the floor. Just want to say thanks for volunteering. And for the two Planning Commission members, welcome to the marathon. It was a marathon last night. And I just want to recognize that one of the commissioners that is in the process right now was actually there in attendance watching. So thanks for your service.
Look forward to hearing your input. Okay. Any further council comment on this motion before us? Okay. Seeing no further council comment, all those in favor say aye.
Any opposed say nay. Okay, motion carries. Next up, item B. This is agenda bill 26-0713, an ordinance related to updating the city's business licensing and home business standards. This is... Counsel, do you have any questions for staff on this item? This is Jeremy's item, I believe. So any questions for Jeremy on this item? Yes. Okay. Council Member Southern.
I don't want to be this person, but we clarified with flowers and produce. What if there is other agricultural products that one wants to sell? For example, steer manure or honey.
Wasteer manure and honey in the same. I don't know.
or we can come up with a long list i'd rather do the former okay thank you okay any other questions yes councilmember ramirez so i hope i'm saying this correctly it is proposed that on-site sales are limited to pre-arranged appointments only So what would happen if a business, small business, had 20 patrons order something and the owner of the small business has a full-time job which limits the number of hours in a day for one person to come pick up?
Thank you. That addressed my other question. So a stand at the corner of a driveway unattended is fine? I would believe so, yes. All right.
Okay, any other questions? Okay, seeing no further questions, I will entertain a motion to approve ordinance 26-0713. I'll make a motion to approve ordinance 26-0713.
Okay, it has been moved by Council Member Pazeruski and seconded by Council Member Ramirez to approve Ordinance 26-0713 related to updating the City's business licensing and home business standards. Council Member Pazeruski, you have the floor.
This was a great topic that we were able to discuss. It was nice to see the flow with Planning Commission bringing this up, having their comments, having staff, you know, redline or revise this ordinance to bring it up to Council for us to have our discussion and, again, to have things change that made sense. for our small home businesses in Edgewood. Most people have small businesses as a second income stream. That seems to be happening more and more in our great country here of, you know, achieving the American dream. So this makes it a lot easier and more motivating for more small businesse
Okay. Now, Council Member Ramirez, you have the floor. I echo what Council Member Pasarewski said, and what's nice is the clarity and the flow. I appreciate staff, I appreciate the Planning Commission and EDAB for bringing these things forward, and now hopefully we can begin to celebrate Edgewood's small businesses with some type of farmer's market at some point, or something along those lines, so thanks.
Any other council comment? Not seeing any here or online. So we'll go straight to a vote on this motion. All those in favor say aye. Aye. Any opposed say nay. Okay. Motion carries. Takes us to council comments. Who would like to kick us off with council comments? Council member Keith.
Thank you. I'd like to motion that we consider the Mountain View Community Center contract as written for an extension of one year at next study session and vote at the following meeting.
Okay. Is there a second? Second, Southerd. Okay, Councilmember Keith, you have the floor.
I appreciate Angelina's presentation on the feeding programs and what Mountain View does for the community. We've got this contract that's expiring. I'd like to give us time to talk about it and go through it and get our decisions made on what happens to that contract next year.
Okay. Council Member Southern, you now have the floor.
I have a lot of questions. Good feelings about the Mountain View Community Center, and I think it's worthy of discussion at the next day's session.
Okay. Any further council comment on this motion on the floor? Okay. Seeing no further comment, all those in favor say aye. Aye. Any opposed say nay. Okay, motion carries, and we will talk about a one-year extension at the next study session, and we'll make sure we get that. The actual verbiage of the motion, we'll review the tape, but I think we got it. We're going to talk about an extension at the next week's study session. Okay. Deputy Mayor Creeley has his hand raised.
Probably be offended if they weren't involved in the process. I mean, I think that's kind of what they're there for. So that certainly seems to be within their parameters as a board. So we will forward that to the PRAM to please take a look at and evaluate possible uses of the Upper East Side of the park.
Thank you, Mr. Mayor. I had a question for Chuck. It's been a minute since we've talked about the Interurban Trail. I was just curious of, we were just working on the design.
Okay. Yes. Do you have an idea when that, I assume it's going to go to like 90% or 100% design?
Three weeks. We're scheduled to have 90%.
Good timing on your question. That's good. Yes. Council member Ramirez. I just want to say thanks Jeremy and Josh for last night. I'm serving on the planning commission for multiple terms and attending the meetings in person for years. I was the most people I've ever seen in a planning commission meeting. And I want to say thanks to the citizens who spoke and shared their thoughts. And I would encourage every council member to watch last night's planning commission meeting because it really speaks to what Edgewood is about and what the citizens of Edgewood appreciate about our city. I know it
Okay, any further Council comments? I have one item I just want to remind you all. I have the Summerfest Council sign-up sheet right here. So it's from 11 a.m. to 6 p.m. We kind of have spots for two Council members per hour. Council Member Ramirez has already signed up for a couple of hours. You can either join him or pick your own time slot. But I have the sign-up sheet here. Right here in front of me. Or if you need to get back to me, just drop me an email and let me know when you might be able to stop by, if you're able to. So, no pressure. Okay, seeing no further counsel... Oh, Deputy May
No. Not yet. We've had some people ask, so they're... Yeah, I would say end of August-ish. Currently, we're in a 21-day cure for the slab, so we have to wait for that. We have gone out to bid for the move, and everything's progressing quite nicely. If I had to throw a dart at the calendar, I'd say maybe the end of August.
Okay. Seeing no further council comments, we are adjourned at 745. Good night, everybody.
