All right, good evening, everyone. It's 6.31, so I will call this Tiger City Council and Local Contract Review Board meeting to order. City Recorder Crager, would you please conduct the roll call?

0:44 – 2:14•Yi-Kang Hu

All right, so will everybody please stand and join me in the Pledge of Allegiance. Council and staff member, do you have any non-agenda items? Seeing none, let's move on to public comment. The public comment period provides an opportunity for members of the public to address the City Council. While it is not a dialogue, either I or staff will follow up to address the issues brought forward in these comments. The calling number is 503-966-4101, and those wishing to comment should call now to get into the queue. Anyone present wanting to comment should sign up on the public comment form at the f

4:04 – 4:17•Yi-Kang Hu

Thank you. All right. Let's move on to the next item on the agenda, which is phone or video. Mr. Walter, are there any callers in the queue for phone or video testimony?

4:22 – 4:36•Yi-Kang Hu

Thank you so much. Let's move on to the next item, which is Police Department's 4th of July update. And we have Police Chief Rogers and Assistant Police Chief Sutton to give a brief report. Good evening.

11:40 – 12:22•Yi-Kang Hu

Any questions? Yeah, the reason I requested, thank you so much Chief and Assistant Chief for this presentation, the reason I requested just because we, as you mentioned, Council received concern and somewhat frustration about maybe we're not doing enough, but as you mentioned, we are, you know, I don't say we, but the police department is actually doing quite a bit during one of the busiest nights of the year, right? And you do have to prioritize many calls, so I appreciate you coming and explaining to us. So, yeah, is there anything the council can help you in the future with this kind of sit

13:29 – 13:45•Yi-Kang Hu

Yeah, okay. All right. Thank you again so much. Thank you for everything you do. Thank you. All right, let's move on to the next item of the agenda, which is City Manager Report. Acting City Manager Kirkman will provide a brief report. Good evening.

15:52 – 17:04•Yi-Kang Hu

Yeah, I concur. That's where I learned how to build an emergency kit for my pets and how to build an emergency toilet. Those are very helpful. So I highly encourage everybody to check it out. It's a lot of interesting and educational activities there. All right, thank you. All right, so let's move on to next item on the agenda, which is consent agenda. The consent agenda is used for routine items, including approval of meeting minutes, contracts, or intergovernmental agreements. Information on each item is available on the city's website in the packet for this meeting. These items may be enact

17:08 – 17:34•Yi-Kang Hu

Seconded. Any discussion? I have a, actually I have a question about the item B, the post-project evaluation for exemption from competitive bidding for the reservoir 18 and pump station improvement project. I just want to clarify this item before us is for review and public record purposes. And we are not being asked to adopt finding or anything, right? Because it's already approved by council in 2021.

18:11 – 18:34•Yi-Kang Hu

Yeah, I really appreciate your detailed report on this. There's many great things about this progressive design-build process. And there are some, you mentioned there's something that could be done better. So from this process, did you learn anything that could be useful in the future if we go forward with this kind of progressive design-build again?

19:26 – 20:14•Yi-Kang Hu

Yeah, it sounds like a great project and great process, so yeah, so looking forward to more of that in the future when it's appropriate, so thank you. Great, thank you. All right, any other discussion or question? No, okay, so all those in favor say aye. Aye. All those opposed say nay. The consent agenda is adopted by a unanimous vote of the council present. All right, let's move on to the next item, which is SPOT Microtransit Pilot Project. Principal Transportation Planner Gerke and we'll introduce Washington County Senior Planner Farhudi and Mara from Ride Connection. Good evening.

38:43•Yi-Kang Hu

Thank you for the presentation. Council member, any questions? Councilor Robin, please go ahead.

44:54 – 45:27•Yi-Kang Hu

Thank you, yeah. Thank you for your presentation update and I was at the ribbon cutting and I think I and other speakers all used the word innovative, right? So it's great and just so wonderful to see, it's so popular and now you have to worry about not wanting your customer to wait more than 30 minutes. So that's a good problem to have, I guess. So hopefully, as fellow councilor mentioned, hopefully we can get funding to continue this and hopefully even more to expand the service area. This is a great success. So thank you so much again for the update.

45:31 – 46:17•Yi-Kang Hu

Thank you. All right, so let's move on to the next item on the agenda, which is legislative public hearing. Ordinance to amend Tiger Municipal Code Chapter 10.30, residential parking zones. And I will open the public hearing. Anyone who may want to testify, please call 503-966-4101. And you may also testify in person by signing up at the sign-up sheet in the front. And first, I will invite Police Administrative Specialist Hal Strom and, again, Assistant Police Chief Sutton to give the staff report. Good evening.

46:57 – 47:10•Yi-Kang Hu

Thank you. So let's move on first to public testimony. We received no written comment on this item by noon Monday. Mr. Walter, are there any callers in the queue to testify on this item?

47:13 – 47:29•Yi-Kang Hu

Thank you. City Recorder Kroeger, has anyone signed up to provide testimony? All right, so thank you. And so there's no response needed. So before I close the public hearing, council member, do you have any questions? Question only.

48:06•Yi-Kang Hu

Any other questions, councillors? Go ahead, Councillor Shaw.

48:27•Yi-Kang Hu

All right. If there are no further questions, I will close the public hearing, and now we move on to council consideration of Ordinance 26-13.

48:52 – 49:03•Yi-Kang Hu

Thank you. The motion being moved and seconded. Are there any further discussions? Seeing none, will the city recorder conduct a roll call vote?

49:21 – 49:51•Yi-Kang Hu

Ordinance number 26-13 is adopted by a unanimous vote of the council member present. Thank you so much. Thank you. All right, let's move on to the next item on our agenda, which is received briefing on proposed Southwest Barn Street, Southwest Cherry Drive water service area transfer with Tualatin Valley Water District. And we have Senior Project Engineer Horton to give the staff report. Good evening again.

1:06:57•Yi-Kang Hu

Thank you, Ross. Councillor, any questions or comments? Councillor Shaw?

1:08:25 – 1:08:45•Yi-Kang Hu

So you mentioned there are additional work to be done in 2027. So doing those work, so the cost you mentioned in slide number six, $22,000 plus 72 hours of staff time, are they part of that work that's going to be done in 2027, or is that additional to the $22,000?

1:09:48 – 1:10:01•Yi-Kang Hu

Okay. And you mentioned their systems over there is quite old. Do you know how old it is? Or is it reaching the end of its life, useful life? Do you have any idea? It was installed in the 1970s.

1:10:24•Yi-Kang Hu

Okay, so it's about 150 years left, or 40, 50 years?

1:11:07 – 1:11:23•Yi-Kang Hu

And they're going to do a final check before transfer? Yes. And they're going to provide inspection report. So is our city staff going to independently verify those report, or are we just going to take their words for it?

1:11:59 – 1:12:36•Yi-Kang Hu

Wonderful. Because the contract says they will provide the equipment as is. That means there's no warranty. Correct. So I just want to make sure we do all our due diligence before we take over ownership. Great. Great to hear all those great answers. So any other questions? Good. All right. So, yeah, we have no questions. So thank you so much for your presentation by answering a lot of questions. Have a good evening. All right. So we have no non-agenda item. And we have no executive sessions. So there being no additional items, this meeting is adjourned. Good night, Tiger.
