Good evening, everyone. It's 6 o'clock, and the July 6th session of the Eau Claire City Plan Commission is called to order. I will call the attendance roll. Commissioner Brewster? Commissioner Erickson is absent. Commissioner Guttinger?
Commissioner Holtzman. Aye. Commissioner Lawson.
Commissioner Zoig. Here. And the chair is present. We have a quorum. I will read our standard introductory statement for how we conduct business at our meetings. During tonight's meeting, plan commission members will be participating in person to deliberate and take action on the agenda items before us. The plan commission attempts to conduct its public hearings in a relatively informal manner within the constraint that we must deal with the issues before us in an orderly and business-like fashion. We give the applicant an opportunity to speak first, and then others are each permitted to speak
Commissioner Brewster, is there a second? Second. Commissioner Lenard, is there any discussion? I will call the roll. Commissioner Brewster? Commissioner Gettinger? Aye. Commissioner Holtzman. Commissioner Lenard. Aye. Commissioner Reed.
Commissioner Zoig. Aye. And the chair votes aye and it passes. We will now move on to our regular agenda. Item number five, a public hearing for recommendation to the city council. The request is to recommend rezoning a portion of a property from NR to CC. The applicant is CCS Services, LLC, location 1718 Warden Street. Our staff presenter is Mr. Noel. Good evening, Mr. Noel.
Does the commissioner, do the commissioners have any questions for Mr. Noel at all? Seeing none, thank you. Thank you. Commissioner Brewster.
Any other questions for Mr. Noel? Commissioner Lenard.
Thank you. As part of the paving, is there any sort of lighting that's going to be added to the lot, or is that going to remain?
Is the applicant here? Please come forward if you are. Good evening, if you could please state your name and your address and spell your last name before you begin, thank you.
Would you like to share with us, Mr. Beebe, anything beyond what Mr. Noel has shared with us?
Are there any questions from the commissioners for Mr. Riebe at all? Okay. Thank you, Mr. Riebe. This item is a public hearing. If you're here to speak to this item, please approach the podium, state your name and address, and spell your last name before you begin. Is there any member of the public? Good evening.
You can go ahead, Mr. Rapinski. Thank you.
So why don't you pass that one around, Mr. Rapinski? Thank you.
Thank you, Mr. Rapinski. Are there any questions for Mr. Rapinski from the commissioners?
No, I don't think so, but thank you. Thank you. Any questions? Okay. Commissioner Gettinger?
I apparently missed it. On the map that's on the bottom, you've got your finger on it right now. Can you put it in the correct so we can see it? I want you to show me where your house is.
You've got to move it up so we can see all of it. I don't want to, like, just slide it. There you go. There you go. And we've got to zoom in on it, please. This is me. Okay. This is him.
And that's Heimstead Plaza south of him?
Any other questions for Mr. Rapinski from the commissioners at all? Thank you, Mr. Rapinski.
Is there anyone else here to speak to this item? If so, please approach the podium. Good evening. Good evening. Please state your name, spell your last name, and give us your address. Thank you.
Thank you, Mr. Schultz. Are there any questions from the commissioners for Mr. Schultz? Commissioner Zoig.
So, Mr. Noel, just to clarify, the only thing that's being zoned or done is currently the dirt parking lot behind 1718 Warden Street. So really, and that will be cut off from the lot itself so that there will be no through traffic, correct? Is that part of the stipulation?
Okay, so Worden Street itself will not have any of,
Any other questions from the commissioners? Thank you so much, Mr. Schultz. Thank you. Can the applicant come back up, please? Thank you, Mr. Beebe. Maybe it would be a good idea just to address each one of these issues that were brought up. Do you want to speak first to the storm control and the runoff issues?
Mr. Erickson, thank you. Can you address the noise issue, please? Well, the noise? Or Mr. Meany. Noise? Yes. Some of our trucks have backup alarms.
It's not really an issue. Is there anything else, Mr. Riebe, that you would like to add before we ask if there's any questions from the commissioners for you? Or for Mr. Erickson? I... I don't think so. Okay. There's something else. Okay. Commissioner Brewster.
Any other questions from the commissioners for Mr. Erickson or Mr. Beebe? Commissioner Lawson.
What is the time frame if this is voted on to pass to get this all rectified and fixed?
Commissioner Lenard. Thank you. I'm just wondering if the current impervious surface has any sort of drainage currently, or if that is something that is currently going just into this empty loft.
Any other questions from the commissioners for Mr. Erickson or Mr. Riebe? I got one. Commissioner Brewster.
So we wouldn't be able to move much. Any other questions from the commissioners? Commissioner Holzman.
Okay, I'm gonna, I see on the south, just south of your parking lot area, you've got this storm water storage swale of some sort. Is there any possibility, I don't know if there's a storm sewer in the street going to the east of this, where it'd be possible to put a drain line in along that side of that lot, take it into a storm sewer which would intercept that water off of the parking lot and take it into a storm sewer so that that drainage then doesn't go into the neighboring property or we intercept a certain amount of prevent it from going into the neighboring property since they were havi
You might want to make a point to see to it that they look into this possibility as possible to get some of that drainage out of there since we do have existing neighbors with problems and it'd be nice to be able to say that would have gone above and beyond potentially to say we're trying to address the neighbors drainage problem.
Any other questions? Thank you so much, Mr. Erickson and Mr. Riebe. Thank you.
Please approach the podium if you'd like to speak to this item. Good evening and please spell your last name and give us your address, thank you.
We appreciate you coming, thank you very much. Thank you. Thank you. So just to remind us, we are voting only on the rezoning issue this evening and there will be an upcoming site plan. I will entertain a motion on this item.
My apologies on that. Thank you for correcting that very much. Now, are you going to second? No. No, okay. Is there a second? Second. Commissioner Reed, thank you. Is there any discussion on the item?
So the reason this is being approved is it sounds like what we're doing is going to relieve all of these issues that the neighbors have had by following the rules. Because if we don't rezone it, it's just going to probably stay exactly how it is. I mean, it'll be a different lot, but honestly, you think anything's going to be done to the lot that you'll still have drainage and all the issues that were there, so doing this, we're pretty much relieving a lot of the issues since the owner of the property is gonna have to fix it to be a commercial zone.
just let it go i don't know if you guys have thoughts commissioner zeig well i know our rezoning ordinances that we've spent how many years redoing has given our staff our knowledgeable staff the ability to make those wise decisions on on based on the comprehensive plan and the new zoning laws so i've entrusted them into making the right decisions that are best for the city and its residents. So that's where I feel is that. And that we can't sit here and criticize every little thing as we are. We have a comprehensive plan to acknowledge and abide by, so.
Anyone else? I will take the roll. Commissioner Brewster? Commissioner Gettinger? Aye. Commissioner Holtzman? Aye. Commissioner Lawson?
Commissioner Reed? Aye. Commissioner Zoig? Aye. And the chair votes aye. The item passes. Thanks, everyone.
So yes, yes, you can. Absolutely. Absolutely. And thank you for coming. Well, the item will be on the agenda. So is that correct, Mr. Noel? Yes. Okay. Thank you for coming very much. So we move on to item number six. Item number six is a public hearing for consideration by the plan commission. A conditional use permit for a parking lot. The request is to consider a parking lot within a UC zoning district. The application is Ayers Associates and Mayo Clinic Health System. The location is 1412 Whipple Street. Mr. Noel, thank you.
Thank you, Mr. Noel. Are there any questions for Mr. Noel from the commissioners? Seeing none, thank you so much. And the applicant can come forward. Good evening. Good evening. Please state your name, spell your last name, and also your address.
Are there any questions from the commissioners for Mr. Howey? Seeing none, thank you so much.
